Atlantic Engineering Laboratories Inc. is pleased to submit the following company
information and proposal for your review and consideration. AEL strives to provide our
clients with sound technical support in a timely, cost effective manner.
AEL is a full service testing laboratory, inspection agency and geotechnical
engineering firm. We provide independent third-party testing and inspection services on
projects throughout New Jersey, New York and Southeastern Pennsylvania.
All of our services are provided under the direction of Mr. Christopher T.
O’Malley, P.E. a registered professional Engineer licensed in New Jersey, New York and
Pennsylvania. We have over 50 inspectors throughout Pennsylvania available to support
your project needs and we are capable of providing all required quality control inspections
and testing with our own forces.
AEL’s laboratory is located in Avenel, New Jersey approximately one hour from
the projct site and has inspection staff that live within a twenty to thirty mile radius of the
new school building. AEL was founded in 2004 and currently employs 200+ employees.

Atlantic Engineering Laboratories, Inc. (AEL) Project Understanding
AEL has reviewed the Request for Proposal documents, plans, specifications,
sketches, Chapter 17 Special Inspections, Uniform Construction Code Special
Inspections and Observations Statement, and the Geotechnical Report prepared by
Maser Consulting dated September 5, 2017. We understand the concerns raised in the
geotechnical report. As a part of our review of the specification sections careful
attention was paid to Section 02.5700-Sinkhole Remediation and Section 31.6230-
Compaction Grouting Part 1, along with the other specifications sections. We believe
we now have a clear understanding of the project requirements.
The new Palmer Elementary School will be a three story 95,000 SF building
consisting of concrete foundations, steel framing, slab-on-grade concrete construction,
and masonry wall both interior and exterior. After asbestos abatement and building
demolition, in addition to the new building, the project will entail site work, utilities,
underground storage tank removal, storm-water facilities, parking lots, and
multipurpose fields. AEL will perform full service construction inspection and testing
services as requested per the project phasing plans under the direct supervision of a
licensed Pennsylvania Professional Engineer.
During the construction of the new elementary school special inspections will
be performed for concrete, masonry, and structural steel bolting and welding. Non-
destructive testing of steel will include magnetic particle and ultrasonic testing on
welds as required. Floor flatness/floor levelness will be performed on cast-in-place
concrete slab areas as needed. Laboratory testing will be performed on concrete
cylinders, grout cylinders, and masonry prisms.

AEL intends to assign one of our senior soils technicians to the project to
inspect the ongoing earthwork/foundation operations. The soils technician will
determine the suitability of the on-site sub-soil for use as fill and backfill. Soil samples
will be transported to our laboratory and tested for sieve analysis, #200 wash test,
Atterberg limits, and classification. A proctor test will then be performed on approved
soil samples.
In accordance with the geotechnical report and project specifications, our soils
technician will observe subgrade preparation, proofrolling operations, areas to be over-
excavated and extent of backfill required. During this process our soils technician will
be in contact with our field engineers and geotechnical engineer. Site inspection by our
senior staff will be undertaken as needed after consulting and receiving approval from
the Construction Managers representative. Additional services will include but not
limited to approval of on-site and off-site fill, over excavated areas under structure
bearing surfaces, footing bottom inspection to verify bearing capacity requirements,
assist in rock removal issues, inspect sinkhole formations, discuss mitigation solutions
with senior staff, and any other geotechnical issues as they arise. Soils technician will
perform soil compaction-density testing on cuts/fill operations, footing paved areas, and
any other areas requiring compaction tests.
Inspection of site work will include concrete testing for sidewalk, curbs, and
other miscellaneous concrete locations. Asphalt paving will include field inspection
services to include thickness measurements, temperature checks, and density testing
with a nuclear densometer. Asphalt cores will also be tested to document conformance
with the project specifications.

SCOPE OF SERVICES – UNIT PRICES
A. Earthwork
1. Determine suitability of on-site subsoil for fill and backfill.
2. Observe the subgrade preparation, recommend methods for the proof rolling operation for thespecific situation and make the final determination regarding what areas need to be over-excavated,to what extent and the backfill required. The specifications contain requirements which need to beverified and modified for each condition by a competent geotechnical engineer. No excavation ispermitted until the subgrade preparation is complete.
3. Review and approve off-site and on-site soil. Fill not approved by the Geotechnical Engineer shallbe removed. Provide final determination as to whether a surface is too wet. Provide geotechnicalsolutions for miscellaneous fill and backfill placement issues.
4. Correction of over-excavated areas under structure bearing surfaces.
5. Inspect footing subgrade and verify it meets the bearing capacity requirements of the subsurfaceinvestigation report. Verify excavation is prepared to receive concrete; all loose materials must beremoved.
6. Assist in solving any rock removal issues, which may occur.
7. Inspect sinkhole formations and provide geotechnical solutions to mitigate.
8. Provide geotechnical inspection and approval of any other geotechnical issues not specificallylisted above.
9. Verification and inspection of all subgrades (foundations, paved areas, and building), and fill layersbefore further construction work is performed, including determination of required design bearingcapacities.
