1.0 Introduction
1.1 GIS Portal Toolkit
ESRI's GIS Portal Toolkit is a technology and services solution for implementing local,
regional, national, and global spatial data infrastructure (SDI) portals. GIS portals organizecontent and services such as directories, search tools, community information, supportresources, data, and applications. They provide capabilities to query metadata records forrelevant data and services, then link directly to the online sites that host content services.The content can be visualized as maps and used in geographic queries and analyses. Portalscan also control commercial usage of services.
Metadata is the fuel for GIS Portal Toolkit and should, therefore, be optimized for use withGIS Portal Toolkit. The objective of this document is to outline the steps for creatingmetadata that works with GIS Portal Toolkit and allows users of the GIS portal to get themost benefits of this metadata.
1.2 Intended Audience
This document is intended for those users of GIS Portal Toolkit that create, maintain, andmanage metadata using ArcCatalog, GIS Portal Toolkit, and other XML editors.

GIS Portal Toolkit requires several metadata elements to be present in the metadata

Each metadata standard uses it own metadata tags to define the content. GIS Portal Toolkithandles both FGDC and ISO metadata. Table 2-2 lists commonly used metadata elementtags that the GIS Portal Toolkit utilizes.

Select the Set Working Synchronizers command (see below).
Drag and drop the Set Working Synchronizers command onto the Metadata toolbar (seebelow).
You have now added the tool for setting the working synchronizers to the toolbar. In thefollowing steps, you will set the synchronizers.

In the Set Working Synchronizers window, you see that all three metadata synchronizers areset by default.
Uncheck the ISO Metadata synchronizer. Click OK.
Your metadata will now be synchronized using FGDC CSDGM and Geography NetworkSynchronizer only.
3.2 Creating Metadata in ArcCatalog
Select the dataset. Click Edit metadata to open the FGDC editor.
The next steps will show you which fields you need to fill in to create GIS Portal Toolkitmetadata that adheres to the minimum GIS Portal Toolkit metadata standards. The steps areoutlined by tab order as they appear in the FGDC Wizard in ArcCatalog.

This will set the title for your metadata document as it will appear in the GIS portal.
Click the Citation tab to open the Citation information window Click on Details.
Required Fields
Title: This field is automatically filled in by ArcCatalog. If the title is cryptic, youmay want to update it.
Originator: This is the same field as the Publisher field in the online form of the GISPortal tool.
Publication Date: This is the date the document is published. Default values areunknown, unpublished material, or an actual date. When entering a date, use thefollowing format: YYYYMMDD.

The keywords section handles all relevant keywords in the metadata document including themetadata categories. To enter keyword and metadata categories

Having a graphic or thumbnail embedded in the metadata document often enhances the user's
understanding of the data associated with the metadata records.

Using ArcCatalog, you can easily embed a thumbnail in your metadata record.
In the Catalog tree, click the layer for which you want to create a thumbnail.

Adding a Custom Graphic
To add a custom graphic as a reference file in the metadata document
Edit the metadata document. Click the Browse Graphic tab.
Enter the following information:
Filename: Enter the location of the file. If you are sharing this over the Internet, thefile location must be accessible by the public. An example of a URL ishttp://www.geographynetwork.com/images/thumbs/elevation.gif.
Description: Enter a short description of the file. This is used for the ALT tag value.
File Type: Select the file type from the drop-down list.
Click Save to exit.
3.2.3 Metadata for Live Map Services
Creating metadata records for live map services involves specifying the URL, type ofservice, and service name for this live map. In this section, several methods are listed onhow to accomplish this for ArcIMS, WMS, WFS, and WCS services.

1. Manually Adding Metadata Tags and Values to the XML Document
With this method, you will add specific information to the ESRI Metadata section in yourdocument.
Open your XML document in an XML editor. Navigate to the following metadata. TAG: . To define an ArcIMS service, add the following information.
Server: URL to the ArcIMS server. TAG =
Service: Name of the map. You only need to use this when specifying an ImageService. TAG =
Service Type: Image or Feature. TAG =
An example for an ArcIMS Image Service is shown below.

2. Adding the Onlink Metadata Tag to the XML Document
As a repeatable element, Online_Linkage (Citation Information) is used to provide access toa variety of data download, data clearinghouse, and Web-mapping services. Use this field tofully represent your geospatial data access and distribution capabilities by providingcomplete URLs and necessary information to indicate the nature of the Web link using thefollowing style guidance.
OGC Web Map Service links include a getmap request with a layer name, version,preferred image format, and preferred SRS, at a minimum. For example:

ArcIMS Image services using a URL-like request. If you pasted this request in abrowser, you will not connect to an ArcIMS server, since it does not permit this styleof request; however, it contains enough information to allow geodata.gov to connectto an ArcIMS service. For example: http:///image/ will beassigned as Live Map, ArcXML Image Service, where server URL is andservice name is ArcIMS . The subpath /image/ must be present inthe URL.
3.3 Exporting the Metadata
After you have created your metadata records, you may need to export them. This is neededespecially for ArcSDE software-based data sources. The XML file is not stored in the filesystem. For file-based geospatial resources, you will find the XML file in the same folder as
the data source.
To export an XML file in ArcCatalog
Select the metadata document you want to export. Click the Export Metadata button in ArcCatalog. Select the format (FGDC CSDGM XML or XML). Define the output location and file name (see figure below).
Click OK. Repeat this process for all your metadata documents.

4.1 Setting the ArcCatalog Synchronizers
This section outlines how you need to set the appropriate metadata synchronizers for creating
and maintaining ISO metadata. The two synchronizers you will be utilizing are
ISO. Geography Network.
It is not recommended to use all available metadata synchronizers. Using all synchronizerswill result in having multiple metadata standards in one metadata document.
The Geography Network synchronizer is used to maintain the special ESRI tags that are partof your metadata document.
4.1.1 Setting the Synchronizers
Open ArcCatalog. Right-click the mouse button on the toolbar section (see below).
Click Customize (the Customize toolbar window will open). Click the Commands tab. Scroll down to Metadata.

Select the Set Working Synchronizers command (see below).
Drag and drop the Set Working Synchronizers command onto the Metadata toolbar (seebelow).
You have now added the tool for setting the working synchronizers to the toolbar. In thefollowing steps, you will set the synchronizers.
Click the Set Working Synchronizers button.

In the Set Working Synchronizers window, you see that all three metadata synchronizers areset by default.
Uncheck the FGDC CSDGM synchronizer. Click OK.
Your metadata will now be synchronized using ISO Metadata and Geography NetworkSynchronizer only.
4.2 Creating Metadata in ArcCatalog
Creating ISOGIS Portal Toolkit Software-Compliant Metadata
Turn off the FGDC Metadata Editor.
Set your Metadata Editor to ISO in ArcCatalog (figure 4-1). Click Tools > Options >Metadata > Editing Metadata.

Creating Metadata
When creating metadata for ESRI GIS Portal Toolkit with the ArcCatalog ISO MetadataWizard, you will be required to add fields. These fields are indicated with a red star.
Click the Edit Metadata button in ArcCatalog. The ISO Metadata Wizard will open(see image below).

Enter the abstract. Use less than 250 words to describe the dataset.

In the next window, you will enter the contact information for the Metadata author. Fill in allrequired fields (see following image).
Your name.
The organization you represent.
The position or role you have in the organization (not required for GIS PortalToolkit).
Delivery point: This is the street address.
City.
State or admin area: You can use the abbreviation or full state name.
Postal code and county.
Select country from the pick list.

Enter several relevant theme keywords in the list. Use generic and specific keywordsthat apply to your dataset. More keywords are better than no keywords or a fewgeneric keywords.
Enter the ISO category description name (see section 2.0) in the list.
Click Next. Enter several place keywords relevant to the dataset.
You may want to enter several place keywords including country, state, nearby city, and areaname. This ensures full coverage for place-name keyword searches. Consider adding knownlandmarks to this list as well.

You have now created an ISO metadata document that can be used with ESRI GIS PortalToolkit.
4.2.1 Metadata for Live Map Services
Creating metadata records for live map services involves specifying the URL, type ofservice, and service name for this live map. In this section, several methods are listed onhow to accomplish this for ArcIMS, WMS, WFS, and WCS services.
1. Manually Adding Metadata Tags and Values to the XML Document
With this method, you will add specific information to the ESRI Metadata section in yourdocument.
Open your XML document in an XML editor. Navigate to the following metadata. TAG: . To define an ArcIMS service, add the following information.
Server: URL to the ArcIMS server. TAG =
Service: Name of the map. You only need to use this when specifying an ImageService. TAG =
Service Type: Image or Feature. TAG =

2. Adding the Onlink Metadata Tag to the XML Document
As a repeatable element, Online_Linkage (Citation Information) is used to provide access toa variety of data download, data clearinghouse, and Web-mapping services. Use this field tofully represent your geospatial data access and distribution capabilities by providingcomplete URLs and necessary information to indicate the nature of the Web link using the
following style guidance.
OGC Web Map Service links include a getmap request with a layer name, version,preferred image format, and preferred SRS, at a minimum. For example:http://server/service?REQUEST=getmap&VERSION=1.1.0&LAYERS=roads&FORMAT=image/gif&SRS=EPSG:4326.
ArcIMS Image services using a URL-like request. If you pasted this request in abrowser, you will not connect to an ArcIMS server, since it does not permit this styleof request; however, it contains enough information to allow geodata.gov to connectto an ArcIMS service. For example: http:///image/ will beassigned as Live Map, ArcXML Image Service, where server URL is andservice name is ArcIMS . The subpath /image/ must be present inthe URL.
4.3 Exporting the Metadata
After you have created your metadata records you may need to export them. This is neededespecially for ArcSDE software-based data sources. The XML file is not stored in the filesystem. For file-based geospatial resources, you will find the XML file in the same folder asthe data source.
To export an XML file in ArcCatalog
Select the metadata document you want to export. Click the Export Metadata button in ArcCatalog. Select the format (XML). Define the output location and file name (see figure below).
Click OK. Repeat this process for all your metadata documents.
