As you will be aware, theUK Government is rolling-out a major retrofit initiative this October called The Green Deal which promises to accelerate the refurbishment ofthe UKs building stock, which amounts to more than 26 million homes and 1.8 million commercial properties. The government departmentresponsible, the Department for Energy and Climate Change is one of our key supporters and many of the private sector finance providersand large scale manufacturers are also involved. The BRE, The Modern Built Environment Knowledge Transfer Network and the TechnologyStrategy Board are also well represented. We are keen to bring both best practice and key research to the fore of the event, and it is important that we broaden our horizons from theUK. Retrofit is the future. The age of mass public sector construction programmes and the housebuilding boom are over for now. Domestic Housing Market26 million homes in the UK account for 26% of the UKstotal CO2 emissions. Many homes are cold, damp and unfit for the21st Century. The homeowner, tenant and government areready for change.
Affordable Housing MarketRegistered Social Landlords and Local Authorities rented 3.97 millionhomes in 2010. Much of this housing stock originates from the post-war housing boom, and represents some of the most energy-inefficientstock of all.
With the government better able to legislate, the social housingsector, RSLs and Local Authorities are expected to be major playersin the initial waves of activity. A recent Homes and CommunitiesAgency (HCA) survey found that 53 Local Authorities were planningto participate in The Green Deal.
Commercial Property Market1.8 million Commercial properties in the UK account for 17% ofthe UKs total C02 emissions. With fewer stakeholders, each withseemingly more to gain by reducing energy bills, the commercialproperty sector should represent the lowest hanging fruit. Yetprogress in refurbishing existing stock has been slowest in thissector so far, due to a lack of measurable evidence and a lack ofconsensus between building owners and occupiers.
