DISTRICT PROFILE:
1.1 BRIEF HISTORY & ADMINISTRATION;
Una District came into existence on 01-09-1972. This District till 1966 was a Tehsil of
Hoshiarpur District of erst-while Punjab State. Consequent upon reorganization of Punjab
State, hilly areas including part of Una Tehsil was transferred to Himachal Pradesh state on 01-
01-1966 and Una Tehsil become a part of Kangra District of Himachal Pradesh. The Himachal
Pradesh Government reorganized the then Kangra District into three districts namely Una,
Hamirpur and Kangra. Besides this, Bangana Tehsil of Hamirpur District was included in this
District. Administratively Una District is divided into two Sub Divisions namely Una and Amb
with their headquarters at Una and Amb respectively. Una subdivision has three tehsils and
Amb Sub-division has one tehsil at Amb and one sub-tehsil at Bharwain. For the development
administration, District has five development blocks namely Una, Amb, Bangana, Gagret and
Haroli that are more or less coterminous with five assembly segments namely Una, Chintpurni,
Kutlehar, Gagret and Santokhgarh respectively. There are only one Municipal Counsil for Una
Town and four Notified Area Committees for Gagret, Daulatpur, Mehatpur and Santokhgarh
towns. For local Governance, district is divided into 235 Gram Panchayats. Local self
Government in the District is organized on 3 tier pattern i,e Zila Parishad at District Level,
Panchayat Samiti at Block Level and Gram Panchayat at Village level. There are five Block
Samities at all the five development blocks.
1.2 GEOGRAPHY AND BOUNDARIES:
The District headquarter is situated 232 Kilo Meters away from the State capital. The
main source of income is agriculture and 80% population of the district is involved in
agricultural activities. The total geographically area of Una District is 1540 Sq. Kilo Meters
(report of Surveyor General of India). The District is situated at an altitude from 350 to 1200
Meters above MSL and it lies in the Shiwalik hills zone between 31’ 21”/31’ 50” latitude and
71’ 55”/76 28” longitudes. The District is situated in the East-North of the state and is
surrounded by District(s) Bilaspur, Hamirpur and Kangra in the North and the west. However
it is urrounded by the Districts of Rup Nagar, Hoshiarpur of the state of Punjab on the east and
the South.
1.3 RIVERS & KHUDS IN THE DISTRICT
Una District has one mjor seasonal river that sometimes is termed as “Sorrow of the District
due to its vulnerability to flash floods. Besides, there are several minor and major seasonal
rivers and khuds in the district and their number and location is indicated in table 1 and figure

1.4 AREA
The total area of the District is 1, 78,139 hectare and 42,454 hectares is cultivated area.
Out of the total cultivated area only 6,546 hectares is irrigated. The uncultivated area
comprising of 1,11,741 hectares is wasteland and is mostly covered by the river swan and
other small streams (Khads). 23,043 hectares of the land is under the forest. There are 866
revenue estates in District Una. The soil of District is sandy and loam in texture with scattered
loamy patches.
1.5 DEMOGRAPHY: The total population of District Una as per 2001 census is 4,
47,967, out of which 2, 24,299 are males and 2, 23,668 females. The rural population of the
district comprises 91.19% of the total population i.e 4, 08,545 and urban population is 39,422.
The literacy percentage of the district is 81.09% and the sex ratio is 997/1000.
1.6 CLIMATE: (TEMPERATURE, RAINFALL, GEOLOGY)
The climate of the District is mostly sub-tropical and has an annual normal rainfall of
1,000 mm. Minimum temperature during the winter season goes down up to 3-4 degree celsius
and the maximum temperature during the summer exceeds even 45- degree celsius. The
climate remains generally dry throughout the year but during the rainy season it becomes
humid.

1.7 ROADS & MEANS OF TRANSPORTATION:
Road Transporation is the life line for the econony of the district. The district is well connected
by roads as well as rail. The district has good road connectivity and it is well connected with
Chandigarh, Delhi and most of the areas of Punjab and Himachal Pradesh through all weather
roads. The District Headquarter is also connected by broad gauge railway line.
The total length of metalled and unmettaled roads is 1,515 KMs including National and State
Highways. All the Tehsils and Block Headquarters are well connected by roads and state
Highway 32 passes through the District.
The goods transport is almost in the hands of private truck operators dominate the
transportation of Goods, while HRTC is the mail passenger transport service provider.
A fleet of 94 buses of HRTC is plying on different routes in the District. Besides HRTC,
Punjab Roadways also operate on fewer routes. The District Headquarter is connected by
broadgauge railway line upto Village Churru. The extension of railway line upto Amb is in
progress. The proposed railway line, once complete would terminate at Talwara.
1.8 DRINKING WATER SOURCES:
The district is comfortable in the supply of drinking water to its people and I & PH department
shoulders the responsibility of providing potable drinking water in every nook and corner of
the District. However some areas of Development Block Bangana face acute shortage of
drinking water during the summer months and drinking water supply is maintained through the
water tankers. Tube wells, hand pumps, taps, wells, tanks, rivers, canals, lakes and natural
springs are the main sources of drinking water in the District.

HAZARDS AND VULNERABILITY OF UNA DISTRICT TO DISASTERS
2.1 RISK ANALYSIS AND VULNERABILITY ASSESSMENT
Una district is highly vulnerable to certain natural and man made disasters. The major
disasters to which Una district is prone to are; fire accidents, drought, hail storms, land slides,
flash floods, road accidents, chemical hazard, stampede and earthquake.
2.1.1 Fire Accidents: This kind of disasters that happen in Una District, normally in
summer season, cause heavy losses to the residential houses / slums (Jhungi – Jhopri) as well
as forest produce. Slums/Jhungi Jhopris st up by the migrant labour are most vulnerable to the
fire hazards. Human lives and live stock are affected in such fire accidents
2.1.2 Drought.
Drought is the major problem of the district. The sources of drinking water as well as small
nallahs and bowlies dry-up during summer season, especially in hilly area of the district,
resulting into scarcity of drinking water. This problem is faced almost in the entire district
but vulnerability of Bangana tehsil is more than rest of the District.
The droughts also affect the crops resulting into shortage of food and fodder. For crop
loss, special survey is carried out to assess the crop loss and land Revenue is waived of by
the Government. if the losses are above 50%. To meet with the requirement of fodder,
wheat straw is imported from the Punjab State for its supply to the farmers at subsidized
rates.
2.1.3. Hailstorms:
The hailstorm is not a regular disaster in Una District but it mostly occurs during the
season of Rabi crops. Whenever such disaster occurs, the loss of crops is assessed through
the field revenue agencies and losses are conveyed to the Government for further
appropriate action.
2.1.4. Land Slides:
Una district is generally plain area having some hills. Land slides generally occur during
the rainy season damaging houses, human lives, cattle and roads leading to road blocks.
Hilly terrain having loose strata is more vulnerable to landslides than other parts of the
district.

2.2.5. Floods
Most of the areas of this district are flood prone owing to the presence of seasonal rivers and
khuds. The main Swan River and its tributaries cause heavy losses to the human lives,
livestock, land and property mainly due to flash floods. District Disaster Management
agencies have identified and mapped villges and habitations prone to flash floods. Following

2.1.6 ROAD ACCIDENTS
Una District like any other place in the state is vulnerable to road accidents but the
vulnerability of the district Una increases manifold due to heavy as well as indiscliplined
traffic of pilgrims visiting religious shrines of the district such as Mata Chintpurni, Pir Nigah,
Baba Bharbhag singh at Mairi, Bharmauti temple, Jogi Panga, Baba Rudranand shrine. Not
only this pilgrim traffic in the district also increases as most of the tourists visiting shrines
located at other districts such as Baba balak Nath, Jawala ji, Brijeshwar Devi, Chamunda etc
too pass through Una district.
Although Hon’ble supreme court has forbidden transportation of human beings in goods
carriers such as trucks and and small goods carriers but it is still continuing unabated because
there is no check onthis menace in the states such as Punjab, Haryana and Rajasthan, from
where this unruly and indisciplined traffic originates. Once this traffic enters the District on
mass scale, it is impossible for district police to handle. Many such efforts have proved futile
and caused law and order problems in the past.
2.1.7 EARTH QUAKE
Earthquakes are one of the most destructive of natural hazards. Earthquakes occur due to
sudden transient motion of the ground as a result of release of elastic energy in a matter of few
seconds. The impact of the event is most traumatic because it affects large area, occurs all of a
sudden and is unpredictable. They can cause large scale loss of life and property and disrupt
essential services such as water supply, sewerage systems, communication, power and
transport. They not only destroy villages, towns and cities but the aftermath leads to destabilize
the economic and social structure of the area affected.
Una District like other areas of Himachal Pradesh is highly vulnerable to this natural hazard as
entire Himachal Pradesh exists in Zone V threat as depicted in map below. The vulnerability to
damage in the district due to earthquake increases due to poorly equipped buildings especially
in the rural areas. Government buildings in the rural areas, especially those constructed
through Gram Panchayats such as schools, community centers, mahila mandal bhawans, youth
club, anganbari centers are highly vulnerable to damage due to lack of inclusion of seismic
features for construction of such buildings.
2.1.8 CHEMICAL HAZARD
Areas of the District bordering Nangal (Punjab) are highly vulnerable to chemical hazard due
to the presence of two major chemical intensive establishments; NFL (National Fertilizers
Limited) and (PACL) Punjab Alkali and Chemical Limited at Nangal. Seven Gram Panchayats
of the district, namely; Ajouli, Mehatpur, Nagar Panchayat Mehatpur Basdehra,
Poona/Binewal, Sanoli, malookpur and Majara bordering Nangal are highly vulnerable to
chemical hazard in case of accidental leakage of harmful/poisonous gasses from NFL/PACL.
Besides these there is one major Indane LPG filling/bottling station at Raipur. Six gram
Panchayats namely; Raipur, Charatgarh, Mehatpur, Basdehra, Chhatarpur Tada and

Santoshgarh are highly vulnerable to fire and chemical hazard in case of any accident in this
LPG installation.
2.1.9 STAMPEDE AT RELIGIOUS PLACES
District is highly vulnerable to stampede at religious places such as Mata Chintpurni, Pir
Nigah, Baba barbhag Singh shrine at Mairi, and several religious functions organized in the
district from time to time. The vulnerability is due to the arrival of pilgrims to these shrines
much beyond the capacity of shrines to accommodate. Though lakhs of pilgrims visit these
shrines round the year but on certain special occasions such as Shravan Ashtami, Navratras,
purnima, budh purnima and hola mohalla etc, visiting pilgrims far exceed the capacity of these
shrines.

DISTRICT DISASTER MANAGEMENT PLAN & STRATEGY
3.1 STRUCTURE OF DISASTER MANAGEMENT PLAN IN DISTRICT UNA:
The Disaster Management Plan of the Una District has three components (A) Risk Analysis
and Vulnerability Assessment, (B) Response Plan and (C) Mitigation Strategy.
The Risk Analysis and Vulnerability Assessment depict the present picture for each disaster-
exposure, loss of life, property damage, etc. It also shows geographic distribution of each
hazard. The various monitoring facilities, regulatory regimes, countermeasures available for
each disaster are identified and listed.
The response plan presents an organizational structure of the District to effectively handle the
disaster in a coordinated and quickest possible manner to mitigate the impact of disaster. It
identifies functional areas such as relief, restoration, communication, information, transport,
emergency health services etc and proposes assignments to various departments; including
identifying lead and supporting departments. The response plan also lays down preparedness
checklists and standing operating procedure (SOP) guidelines.
The mitigation strategy and plan focus on the long-term planning for impact reduction. It deals
with the issues of continued commitment to hazard identification and risk assessment, applied
research and technology transfer, investment- incentives for mitigation, and leadership and co-
ordination for mitigation.
3.2 COMMUNITY BASED DISASTER MANAGEMENT (CBDM)
Though the responsibility of disaster management is vested with the center and state
Governments, it is extremely difficult for them to deal effectively all the aspects of disaster
management according to the needs of the affected people. In many cases where the disaster
affected areas and population is large, the reach of the government machinery is not
adequateand considerable loss to the life and property occurs due to lack of timely response. It
has been experienced during recent major disasters acroos the country where local
communities as well as the local governments took initiative, the process of rescue, relief and
rehabilitation was smooth and effective, whereas in other areas, the Government and NGOs
had to face enormous problems. The disaster management plan of the Una District therefore
has been prepared through incorporation of the features of CBDM.and involvement of local
governments, Municipalities and PRIs and CBOs such as Mahila Mandals, Yuvak mandals,
Anganbaris, SHGs etc.
3.3 MITIGATION PLAN
Natural Disasters can not be prevented as these are the parts of the natural processes, however
their impact on socio-economic life can be minimized. Preparedness therefore is the main

foundation of disaster management plan for the Una district. District Disaster mitigation plan
thus have two levels:
1. Pre-Warning Level preparedness includes:
• General awareness among people about the nature and intensity of the impact
and resultant damages, losses and hardships caused by different types of
disasters/natural calamities.
• Knowledge of counter measures required by the local community as well as
assistance available from various Government as well as non-Government
agencies in the event of natural or man made disaster.
• Check – up and drills for all
2. Post warning Level preparedness includes:
• Preparation for evacuation (where needed)
• Preparedness for manging relief camps
• Preparation for task forces for rescue operations
• Arrangements for food, drinking water, medical support and other basic needs
• Activation of crisis management group
• Coordination between various agencies CMG and local community leaders for
the management of Rescue, Relief and other operations
• Operationalization of all communication and warning systems.
3.4 MITIGATION & RESPONSE STRATEGY FOR UNA DISTRICT
3.4.1 FIRE ACCIDENTS
To deal with the fire incidents in the district Una, there is one fire service station at Una which
has the manpower of 21 personnels, which includes one fire officer, 4 leading fireman, 6
Drivers, 9 Fireman and one Assistant. The fleet of fire brigade has 3 vehicles which include:
1. Fire vosuer = 1 No. 9000 Liters capacity.
2. Water Tender = 1 No. 4500 Liters capacity.
3. Small Water Tender = 1 No. 2000 Liters capacity
In thickly populated area of the district i. e Una and Amb towns there are enough hydrants
available with I&PH Department Division No.I and II. Fire extinguishers are being installed
in all the offices of the districts and all heads of offices have been directed to take immediate
action on it. Besides his, liasion is maintained with District Administation Ropar and Hoshiarpur for
requisitioning fire tenders from Nangal and Hoshiarpur in case of exigency. A fire tender is
also being procurred for Temple Trust Chintpurni.

In case of fire incidents occurring in the district, Home Guards and jawans of 1st IRB Bangarh
and Police are available for deployment. There are five companies of Home Guards having
478 Home Guards and one company of 1st IRB comprising of 100 trained men available. In
any emergent situation these trained police men and Home Guards are readily available for
deployment.
At the community level, disaster management committees are formed and District is working
on capacity building of the committee members to handle any sudden fire incident.
3.4.2 DROUGHT
To meet with this disaster, I&PH department has identifying the water scarcity areas and
installing the hand pumps in the drought prone areas. Besides this, the traditional water sources
are also cleaned and disinfected for making them usable.
In some parts of the Bangana, Amb and Una Tehsils, where drinking water sources completely
dry-up; the drinking water is supplied through tankers in the summer season. This position is
reviewed with I&PH Department during summer season from time to time. Hand Pumps are
being installed in drought prone area as a long term strategy.
In order to contain adverse effects of drought on Agriculture and Horticulture, District is using
MNREGA, DPAP and SWAN Watershed project to enhance irrigational potential by way of
constructing water harvesting structure.
Revenue and line departments are geared up to immediately take on the task of loss assessment
to provide relief to farming community as per the provisions of relief manual and also to
submit the case for special assistance fron the state as well as the Central Government.
3.4.3 LAND SLIDES
To deal with this type of disaster, the machineries and equipments available in the district has
been identified and inventory is prepared. Machinery available with all the three HP.PWD
divisions, I&PH department as well as HRTC can be pressed into service without any loss of
time. Liasion is also maintained with private construction companied operating in the district
to identify equipment available with them and which could be requisitioned in case of
emergent situations.
In order to mitigate the occurance of landslides in the district retaining structures are being
constructed through MNREGA, DPAP and SWAN watershed projects. Besides this, special
care is taken by HPPWD department while undertaking the new road construction work.
3.4.4 FLOODS
To mitigate flood damages in the district, Government has set up a separate Flood Protection
Division at Gagret which is channelising Swan River and its tributaries. Besides this villages
are given early warnings well before the onset of rainy season as well as during the rainy
season in order to prevent losses to life and property. Quick reaction teams of District Police,
Ist IRB at Bangarh and Home Guards is kept at high alert in order to save the marooned people
especially in the rainy season.

3.4.5 ROAD ACCIDENTS
In order to contain the incidence of raod accidents, district has planned strategy to maintain
round the clock road discipline through District Police. Una District, round the year receives
heavy indisciplined traffic in the shape of large number of heavy and light goods carriers
carrying passangers. These goods carriers carrying overloaded passangers enter the district
from the neighbouring sates of Punjab and Haryana unchecked. Since it is impossible to handle
lakhs of people within the district once they have entered in groups, the District administration
has taken up this issue with the State government to take up the matter with Punjab and
Haryana from where this unruly and indisplined traffic originate.
3.4.6 EARTH QUAKE
Taking lessons from the past experiences of major earthquakes all over the country, where
affected areas suffered mass scale devastation, district has elaborately planned a strategy to
mitigate the effects of earthquake it srikes the district at all.
3.4.6.1 CAUSES OF THE EARTHQUAKE
An Earthquake is a series of underground shock waves and movements on the earth’s surface
caused by natural processes within the earth’s crust.
3.4.6.2 GENERAL CHARACTERISTICS
i. Earthquake Vibrations
Earthquake vibrations occur in a variety of frequencies and velocities. The actual rupture
process may last from a few seconds to as long as one minute for a major earthquake. Seismic
waves generated by the rupture can last from several seconds to a few minutes.
Ground shaking is caused by body waves and surface waves. Body waves (P and S waves)
penetrate the body of the earth, vibrating fast. P waves traveling at about 6 km per hour
provide the initial jolt and cause buildings to vibrate in an up and down motion. S waves,
traveling about 4 km per second in a movement similar to a rope snapped like a whip cause a
typically sharper jolt that vibrates structures from side to side and causes even greater damage.
S waves are usually the most destructive. Surface waves vibrate the ground horizontally and
vertically. These long-period waves cause swaying of tall buildings and slight wave motion in
bodies of water even at great distances from the epicenter.
ii. Depth of Earthquakes
Earthquake focus depth is an important factor in shaping the characteristics of the waves and
the damage they inflict. The focal depth can be deep (from 300 to 700 km), intermediate (60 to

300 km) or shallow (less than 60 km). Deep focus earthquakes are rarely destructive because
the wave amplitude is greatly attenuated by the time it reaches the surface. Shallow focus
earthquakes are more common and are extremely damaging because of their close proximity
to the surface.
iii. Measurement Scales Earthquakes can be described by use of two distinctly different scales of measurement
demonstrating magnitude and intensity. Earthquake magnitude or amount of energy released
is determined by use of a seismograph, an instrument that continuously records ground
vibrations. A scale developed by a seismologist named Charles Richter mathematically adjusts
the readings for the distance of the instrument from the epicenter. The Richter scale is
logarithmic. An increase of one magnitude signifies a 10-fold increase in ground motion or
roughly an increase of 30 times the energy. Thus, an earthquake with a magnitude of 7.5
releases 30 times more energy than one with
a 6.5 magnitude, and approximately 900 times that of a 5.5 magnitude earthquake. A quake of
magnitude 3 is the smallest normally felt by humans. The largest earthquakes that have been
recorded under this system are 9.25 (Alaska, 1969) and 9.5 (Chile, 1960).
3.4.6.3 PREPAREDNESS IN UNA DISTRICT
i) Community preparedness –
Community preparedness is vital for mitigating earthquake impact. District is in the
process of undertaking effective programs that will be formal and initiated at the
community level involving PRIs and CBOs such as MM, YM, village health and
sanitation committees and village level disastermanagement committees with the
support of State/National Government financial assistance.
ii) Public Education
Preparedness includes educating the public on the causes and characteristics of an
earthquake and what they should do if one occurs. Public awareness program have
been designed to reach every vulnerable person and thus significantly reduce the
social and material costs of an earthquake. Some examples of information to be
provided include:
Causes of earthquakes and warning signs
Awareness of earthquake risks and ways to minimize personal vulnerability
Practical ways to reinforce vulnerable houses
What to do in the event of an earthquake (Box 1)
What to do after the earthquake (Box 2)
iii) Post Disaster Assistance Needs
The immediate impact of an earthquake affects all sectors of the community.
Therefore the DDMA would initially emphasize search and rescue of victims.

Secondly, emergency medical assistance will be provided especially during the
first 72 hours. Third, a damage and needs assessment survey would be conducted
to inform State Government of needs. Fourth, the survivors will be provided relief
assistance such as food, water and emergency shelter. Attention would be given to
reopening roads, re-establishing communications, contacting remote areas and
conducting disaster assessments.
At the end of the emergency period, long-term recovery needs would take priority.
The post earthquake period presents an opportunity to minimize future risks
through enactment or strengthening of land use and building codes as rebuilding
takes place. The focus would be on:
• repair and reconstruction of water, sewer, electrical services and roads
• technical, material and financial assistance for repair and reconstruction of
houses and public buildings
3.4.6.4 EARTHQUAKE RESPONSE PLAN
The emergency measures of evacuation, search, rescue and relief form important
action plans in disaster management. Once disaster occurs, District Disaster
Management Machinery would plunge into action in doing rescue and relief
operations. The Trigger Mechanism is a vital part of preparedness plan whereby
the receipt of a signal of an impending disaster would simultaneously energize and
activate the mechanism of response and mitigation without loss of crucial time.
Other aspects are Rapid Damage/Loss Assessment for Emergency relief,
Documentation of damages and losses and reconstruction.
3.4.6.5 EARTHQUAKE MITIGATION PLAN
The golden rule is that there is no standard solution to mitigate a disaster risk. The
goal of DDMA Una is to minimize the impact of disaster. Possible risk reduction
measures being propagated in the District are:
Engineered structures (designed and built) to withstand ground shaking.
Architectural and engineering inputs put together to improve building design
and construction practice in the district.
Propagate earthquake resistant construction techniques for private buildings.
Analyze soil type before construction and do not build structures on soft soil
because buildings built on soft soils are more likely to get damaged even if the
earthquake is not particularly strong in magnitude.
Follow Indian Standard Code for construction of buildings
Enforcement of building code in the byelaws
Land use control and restriction on density and heights of buildings
Strengthening of important buildings, which need to be functional after a
disaster.

Upgrade level of safety of buildings.
Box 1 What to Do During an Earthquake
• Drop, cover, and hold on! Move only a few steps to a nearby safe place. Most
injured persons in earthquakes move more than five feet during the shaking. It is
very dangerous to try to leave a building during an earthquake because objects
can fall on you. Many fatalities occur when people run outside of buildings, only
to be killed by falling debris from collapsing walls.
• If you are in bed, hold on and stay there, protecting your head with a pillow. You are less likely to be injured staying where you are. Broken glass on the floor
has caused injury to those who have rolled to the floor or tried to get to doorways.
• If you are outdoors, find a clear spot away from buildings, trees, streetlights,
and power lines. Drop to the ground and stay there until the shaking stops. Injuries can occur from falling trees, street-lights and power lines, or building
debris.
• If you are in a vehicle, pull over to a clear location, stop and stay there with
your seatbelt fastened until the shaking has stopped. Trees, power lines, poles,
street signs, and other overhead items may fall during earthquakes. Stopping will
help reduce your risk, and a hard-topped vehicle will help protect you from flying
or falling objects. Once the shaking has stopped, proceed with caution. Avoid
bridges or ramps that might have been damaged by the quake.
• Stay indoors until the shaking stops and you're sure it's safe to exit. More
injuries happen when people move during the shaking of an earthquake. After the
shaking has stopped, if you go outside, move quickly away from the building to
prevent injury from falling debris.
• Stay away from windows. Windows can shatter with such force that you can be
injured several feet away.
• In a high-rise building, expect the fire alarms and sprinklers to go off during
a quake. Earthquakes frequently cause fire alarm and fire sprinkler systems to go
off even if there is no fire. Check for and extinguish small fires, and, if exiting,
use the stairs.
• If you are in a mountainous area or near unstable slopes or cliffs, be alert for
falling rocks and other debris that could be loosened by the earthquake.
Landslides commonly happen after earthquakes.

Box 2 What to Do After an Earthquake
• Check yourself for injuries. Often people tend to others without checking their own
injuries. You will be better able to care for others if you are not injured or if you have
received first aid for your injuries.
• Protect yourself from further danger by putting on long pants, a long-sleeved
shirt, sturdy shoes, and work gloves. This will protect your from further injury by
broken objects.
• After you have taken care of yourself, help injured or trapped persons but don't
try to move seriously injured people unless they are in immediate danger of further
injury.
• Look for and extinguish small fires. Eliminate fire hazards. Putting out small fires
quickly, using available resources, will prevent them from spreading. Fire is the most
common hazard following earthquakes. (Fires followed the San Francisco earthquake
of 1906 for three days, creating more damage than the earthquake.)
• Clean up spilled medicines, bleaches, gasoline, or other flammable liquids
immediately. Avoid the hazard of a chemical emergency.
• Open closet and cabinet doors cautiously. Contents may have shifted during the
shaking of an earthquake and could fall, creating further damage or injury.
• Inspect your home for damage. Get everyone out if your home is unsafe. Aftershocks following earthquakes can cause further damage to unstable buildings. If
your home has experienced damage, get out before aftershocks happen.
• Help neighbors who may require special assistance. Elderly people and people with
disabilities may require additional assistance. People who care for them or who have
large families may need additional assistance in emergency situations.
• Listen to a portable, battery-operated radio (or television) for updated emergency
information and instructions. If the electricity is out, this may be your main source of
information. Local radio and local officials provide the most appropriate advice for
your particular situation.
• Expect aftershocks. Each time you feel one, drop, cover, and hold on! Aftershocks
frequently occur minutes, days, weeks, and even months following an earthquake.
• Watch out for fallen power lines or broken gas lines, and stay out of damaged
areas. Hazards caused by earthquakes are often difficult to see, and you could be easily
injured.
• Stay out of damaged buildings. If you are away from home, return only when
authorities say it is safe. Damaged buildings may be destroyed by aftershocks
following the main quake.
• Use battery-powered lanterns or flashlights to inspect your home. Kerosene
lanterns, torches, candles, and matches may tip over or ignite flammables inside.
• Inspect the entire length of chimneys carefully for damage. Unnoticed damage
could lead to fire or injury from falling debris during an aftershock. Cracks in chimneys
can be the cause of a fire years later.
• Take pictures of the damage, both to the house and its contents, for insurance
claims. • Avoid smoking inside buildings. Smoking in confined areas can cause fires.

• When entering buildings, use extreme caution. Building damage may have occurred
where you least expect it. Carefully watch every step you take.
• Examine walls, floor, doors, staircases, and windows to make sure that the
building is not in danger of collapsing. • Check for gas leaks. If you smell gas or hear a blowing or hissing noise, open a
window and quickly leave the building. Turn off the gas, using the outside main valve
if you can, and call the gas company from a neighbor's home. If you turn off the gas for
any reason, it must be turned back on by a professional.
• Look for electrical system damage. If you see sparks or broken or frayed wires, or if
you smell burning insulation, turn off the electricity at the main fuse box or circuit
breaker. If you have to step in water to get to the fuse box or circuit breaker, call an
electrician first for advice.
• Check for sewage and water line damage. If you suspect sewage lines are damaged,
avoid using the toilets and call a plumber. If water pipes are damaged, contact the
I&PH Department and avoid using water from the tap.
• Watch for loose plaster, drywall, and ceilings that could fall. • Use the telephone only to report life-threatening emergencies. Telephone lines are
frequently overwhelmed in disaster situations. They need to be clear for emergency
calls to get through.
• Watch animals closely. Leash dogs and place them in a fenced yard. The behavior
of pets may change dramatically after an earthquake. Normally quiet and friendly cats
and dogs may become aggressive or defensive.

3.4.7 CHEMICAL HAZARD
The villages likely to be affected due to the eventuality of gas leak from NFL, PACL or Indane
LPG bottling plant have been identified and mapped. The community has been sentitzed about
this hazard. An integrated disaster management plan for all concerned units; NFL, PACL,
Indane LPG Bottling plant and district administration is in the process of formulation.
Thereafter the mock drills would be carried out for the community likely to be affected.
3.4.8 STAMPEDE IN RELIGIOUS SHRINES
In order to avoid the situation of stampede in religious shrines, district has prepared elaborate
plan of crowd management for each shrine. Plan for Mairi and Mata Chintpurni shrine has
been completed whereas plans for other shrines are being made.

4.1.2 FIRST IRB BANGARH
First IRB Bangarh is molor source of trained manpower for disaster managementin the
District. The battalion has one dedicated disaster management company comprising of 100
trained men and they undergoes continuous training for disaster management round the year.
4.2 HEALTH:
District has a good network of health institutions throughout the district and there is one
regional hospital at Una, three CHCs, 19 PHCs, 134 HSCs, 70 Ayurveda institutions and one
ESI Hospital at Mehatpur. Besides this, there are 23 private hospitals in the district whose
services could be availed for Disaster Management. Quick reaction teams of health and
ayurveda department has been constituted at district and block headquarters and these teams
are ever ready to rush to disaster affected areas whenever required.

It is important to note that recovery vehicle is not available with HRTC in the district Una but
it is available in Hamirpur and RM HRTC would arrange it for disaster management in Una if
required. However private people do have recovery vehicles in Una District that can also be
arranged by RM HRTC if required. HRTC has one very well equipped workshop at District
HQ itself.

Since IRB Bangarh is one of the major organizations that would be deployed for disaster
management in the District, DDMA has decided to equip it fully with all disaster management

CHAPTER 5
INSTITUTIONAL MECHANISM OF DISASTER MANAGEMENT;
5.1 Disaster Management Act, 2005
The Disaster Management Act, 2005 is the guiding source for disaster management. The Act
lays down institutional, legal, financial and coordination mechanisms at the National, State,
District and local levels. These institutions are not parallel structures but will work in close
harmony. The new institutional framework is expected to usher a paradigm shift in DM from
relief-centric approach to a proactive regime that lays greater emphasis on preparedness,
prevention and mitigation. Una district Disaster Management Plan is build on the foundations
of Community Based Disaster Management where, in the long run community takes on the
major role of Disaster management and Government agencies play supporting, guiding,
facilitating and motivational role.
5.2 NATIONAL DISASTER MANAGEMENT AUTHORITY (NDMA)
The NDMA, as the apex body for disaster management in the country, is headed by the Prime
Minister and has the responsibility for laying down polices, plans and guidelines for DM (and
coordinating their enforcement and implementation for ensuring timely and effective response
to disasters.) The guidelines assist the Central Ministers, Departments and States to formulate
their respective DM plans. It approves the National Disaster Management and DM plans of the
Central Ministires/Departments. It takes such other measures as it may consider necessary, for
the prevention of disasters, or mitigation, or preparedness and capacity building, for dealing
with a threatening disaster situation. Central ministries/ departments and State Government are
expected to extend necessary cooperation and assistance to NDMA for carrying out its
mandate. It oversees the provision and application of funds for mitigation and preparedness
measures. NDMA has the power to authorize the Departments or authorities concerned to
make emergency procurement of provisions or materials for rescue and relief in a threatening
disaster situation or disaster. The general superintendence, direction and control of National
Disaster Response Force (NDRF) are vested in and are executed by NDMA. The National
Institute of Disaster Management (NIDM) works within the framework of broad policies and
guidelines laid down by NDMA.
The NDMA is mandated to deal with all types of disasters, natural or man-made. Whereas,
such other emergencies including those requiring close involvement of the security forces and/
or intelligence agencies such as terrorism (counter-insurgency) law and order situation, serial
bomb blasts, hijacking, air accidents, Chemical, Biological, Radiological and Nuclear (CBRN)
weapon systems, mine disasters, ports and harbour emergencies, forest fires,oil field fires, and
oil spills continue to be handled by the National Crisis Management Committee.
NDMA may, however, formulate guidelines and facilitate training and preparedness activities
in respect of Chemical, Biological, Radiological and Nuclear (CBRN) emergiencies. Cross

cutting themes like medical preparedness, psycho-sicio care and trauma, community based
disaster preparedness, information & communication technology, training, preparedness,
awarenes generation etc. for natural and manmade disaster also engages the attention of
NDMA in partnership with the stakeholders concerned. Resources available with the disaster
management authorities at all level, which are capable of discharging emergency support
functions, are made available to the nodal Ministries/ Agencies dealing with the emergences at
times of impending disasters/ disasters.
5.3 THE NATIONAL EXECUTIVE COMMITTEE.
The National Executive Committee (NEC) comprises the Union Home Secretary as the
Chairperson, and the Secretaries to the GOI in the Ministries/ Departments of Agriculture,
Atomic Energy, Defence, Drinking Water Supply, Environment and Forests, Finance
Expenditure, Health, Power, Rural Development, Science and Technology, Space,
Telecommunications, Urban Development, Water Resources and the Chief of the Integrated
Defence Staff of the Chiefs of Staff Committee as members. Secretaries in the Ministry of
External Affairs, Earth Sciences, Human Resource Development, Mines, Shipping, Road
Transport & Highways and Secretary NDMA are the special invitees to the meetings of the
NEC.
The NEC is the executive Committee of the NDMA, and is mandated to assist the NDMA in
the discharge of its functions and also ensure compliance of the directions issued by the
Central Government. NEC is to coordinate the response in the event of any threatening disaster
situation or disaster.
5.4 STATE DISASTER MANAGEMENT AUTHORITY ( SDMA ).
At the State Level, the SDMA, headed by the Chief Minister, lays down policies and plans for
DM in the State. It approves the State Plan in accordance with the guidelines laid down by the
NDMA, coordinate the implementation of the State plan, recommend provision of funds for
mitigation and preparedness measures and review the decelopmental plans of the different
departments of the State to ensure integration of prevention, preparedness and mitigation
measures.
The State Government shall constitute a State Executive Committee (SEC) to assist the SDMA
in the performance of its functions. The SEC is headed by the Chief Secretary to the State
Government and it coordinate and monitors the implementation of the National Policy, the
National Plan and the State Plan. The SEC also provides information to the NDMA relating to
different aspects of DM.
5.5 DISTRICT DISASTER MANAGEMENT AUTHORITY (DDMA)
The DDMA is headed by the Deputy Commissioner with the elected representative of the local
authority (Chairman Zila Parishad) as the Co- Chairperson. DDMA acts as the planning,
coordinating and implementing body for DM at the District level and take all necessary

measures for the purposes of DM in accordance with the guidelines laid down by the NDMA
and SDMA. It inter alia prepares the District Disaster Management Plan for the District and
monitor the implementation of the National Policy, the State Policy, the National Plan, the
State Plan and the District Plan. DDMA also ensures that the guidelines for prevention,
mitigation, preparedness and response measures laid down by the NDMA and SDMA are
followed by all Departments of the State Government at the District Level and the local
authorities in the District.
5.6 DISTRICT DISASTER MANAGEMENT MECHANISM IN UNA DISTRICT
5.6.1 DISTRICT DISASTER MANAGEMENT AUTHORITY.
The DISTRICT DISASTER MANAGEMENT AUTHORITY (DDMA) acts as District
Planning, corrdinating and monitoring body in accordance with the guidelines laid down by the

A Control Room/DAOC is the hub of all emergency operations in the district for Disaster
Management and it is located in Room Number 207 in the office of the Deputy Commissioner,
Una. This Control Room reachable round the clock through telephone number 01975-226049
and toll free number (1077). Additional Deputy Commissioner is the nodal officer for the
Control room and all operations of Disaster management in the District.

CHAPTER-6
EMERGENCY SUPPORT FUNCTIONS
&
STANDING OPERATING PROCEDURES 6.1 EMERGENCY SUPPORT FUNCTIONS
Emergency Support functions (ESFs) are intended to help District Administration at the time
of emergency to restore normal life. The ESF is an organized system of District Level
Departments and agencies; which are required to work in a structured pattern for the response
and recovery, in accordance with the National Disaster Management Guidelines.
6.2 STANDING OPERATING PROCEDURE
The Standing Operating procedures (SOPs) for ESFs explain about the operations and
responsibilities of the leading and supporting agencies that are to be involved in the ESF
system. Disaster management Plan outlines the purpose and scope for each function of
operation that is to be followed by the respective ESF agencies when the Distt. Administration
activates the response plan during the emergency period. The head of each primary department
who is the Team Leader of each ESF and the nodal Officers of the supporting agencies are
responsible to be prepared for potential hazards that might impact the district severely.
6.3 COMMUNICATION
BACKGROUND; The Communication ESF is primarily responsible for restoration of
communication facilities. The ESF on Communication should ensure the smooth flow of
information that can cater to the outreach in a time-sensitive manner at State/ District level in
response efforts.
SITUATION ASSUMPTIONS;
1. There would be a congestion in the network because of increased calls to control rooms
due to panic created in the community.
2. The initial reports on damage may not give a clear picture of the extent of damage to
communication network.
3. The affected site may cut off from the State Control Rooms and the officials on site
may find difficulty in communicating to the District/ State control rooms.

SUPPORTING AGENCIES; NIC, POLICE, HPSEB AND PRIVATE TELECOM/
MOBILE OPERATORS
SOP FOR NODAL AGENCY:
1. Team leader (TL) of Communication ESF will activate the ESF on receiving the
intimation of occurrence of the Disaster from the District Control Room.
2. TL would inform Nodal Officers (NOs) of support agencies about the event and ESF
activation.
3, TL request for reports from local ESF contact persons to understand the current
situation and action taken;
4. Based on information given by the supporting agencies, TL decide on the need to
launch an assessment mission to estimate the extent of damage to telecom services and
network as well as to come up with possible arrangements to establish reliable and
appropriate network.
5. TL communicates the situation to supporting agencies and also requests to provide
details on the status of equipment and infrastructure in the affected area(s).
6. TL informs the Distt. Magistrate / Additional District Magistrate on the status of
telecom services.
7. TL works out a plan of action for private telecom companies and convenes a meeting
of all ESF members to discuss and finalize the modalities.
8. TL issues orders to establish systems and reports to District Control Room on the
action taken. New phone numbers and details of contact persons would also be
communicated.
9. TL gets the temporary telephone facilities established for the public. Prior information
on this would be announced through media.
10. TL mionitors the situation and arranges emergency staff required to operate established
systems.
11. TL sends the District Quick Response team at the affected site with the required
equipments and other resources.
SOPS FOR QUICK REACTION TEAM ON COMMUNICATION:
1. The QRT (Quick Response Team) members will reach the nodal office as soon as they get
instructions from the TL.
2. Once the QRTs receive any intimation from the Nodal Officer to reach the site, they
would rush to the site.
3 At the emergency site, QRT members will take stock of the situation and also find out
about their counter parts.

4. QRTs would assess the ground situation and would send sectoral report to the District
ESF agency.
A SECTORAL REPORT WOULD CONTAIN FOLLOWING:
1. An assessment of overall damage, listing specifically;
2. Over head route damage (in miles. kilometers).
3. Cable damage (in yards/ meters).
4. Specific equipment damaged.
5. Establish a temporary communication facility for use by the public.
6. Identify requirements of manpower, vehicles and other materials and quipments. Give
priority and concerntrate on repairs and normalization of communication system at
disaster-affected areas.
7. Begin restoration by removing and salvagning wires and poles from the roadways
through recruited casual laborers.
8. Establish a secure strorage area for incoming equipments and salvaged materials.
6.4 EVACUATION:
BACKGROUND:
The ESF on evacuation is primrarily responsible for establishing evacuation plans, identification
of fastest evacuation routes, establishing alternate routes and coordinating evacuation logistics
during field operations.
SITUATION ASSUMPTIONS:
1. Most of the buildings would be damaged and would not remain serviceable.
2, Many structures would be damaged and there would be an urgent need to evacuate.
NODAL AGENCY: DEPARTMENT OF REVENUE
TEAM LEADER: ADDITIONAL DISTRICT MAGISTRATE
SUPPORTING AGENCIES: POLICE, HOME GUARDS, 1st IRB BANGARH, NEHRU
YUVA KENDRA
SOPS FOR NODAL AGENCY:
1. Team leader (TL) of Evacuation ESF would activate the ESF on receiving the warning
of the disaster from District. Control Room.
2. TL would inform Nodal Officers (NOs) of supporting agencies about the event and
ESF activation.

3. TL will direct the QRT to be deployed at the affected site.
4. TL will gather information on availability of pre defined avacuation routes.
5. Where the predefined evacuation routes are not available, the nodal officer would
coordinate through District Control Room with other ESF nodal officers and the
support agencies about clearing of routes and identifying alternate routes.
SOPS FOR QUICK RESPONSE TEAM ON EVACUATION:
1. The QRT members will reach the nodal office as soon as they get instructions to do so
from the TL.
2. Once the quick response teams receive an order from the nodal officer for reaching the
site they would rush to the site.
3. On reaching the site, the QRT members will take stock of the situation from the
Incident Mananagement Team at the site and their counterparts.
4. The Quick Response Team with the help of local task forces will start evacuating
peoples to safe shelters or open areas.
5. The QRT members should concerntrate more on evacuation in areas that have been
worst affected by the disasters.
6. QRT will Report all activities to the TL/control rooms.
6.5 SEARCH AND RESCUE:
1. BACK GROUND: Search and Rescue operations are one of the primary activities taken
up in a post disaster situation. The promptness in these operations can make a remarkable
difference in the quantum of losses to the life and property.
SITUATION ASSUMPTIONS:
1. Local Community task forces will initiate search and rescue at residential level.
2. Spontaneous volunteers will require coordination.
3. Access to affected areas will be limited.
4. Some sites may be accessible only through air routes.
NODAL AGENCY: DISTRICT POLICE.
SUPPORT AGENCY: CIVIL DEFENCE, NCC, ARMY AND HEALTH
REPRESENTATIVES, DISTRICT FIRE SERVICES
SOP FOR NODAL AGENCY:
1. IC (Incident Commander/DC/ADC) will call the TL of Primary Agency and get the
ESF activated.
2. TL of primary agency will call nodal officers of supporting agencies.
3. Quick Assessment of the S & R operations through AERIAL Surveys if needed.

4. Assessment of the specific skill sets and the other equipments required.
SOP FOR QUICK RESPONSE TEAM ON SEARCH & RESCUE:
1. Assessment of damage (Locations, number of structures damages, severity of
damage)
2. The QRTs will be deployed at the affected site.
3. Enlisting the types of quipments required for conducting the S& R.
4. QRTs will report the situation and the progress in response activities to the
respective control rooms.
6.6 LAW & ORDER:
BACKGROUND: The ESF on Law and Order protects the property and valuable
commodities. It is mainly responsible to control crowd and avoid riots situations.
SITUATION ASSUMPTIONS:
1. There would be panic and people will gather at a place.
2. The crowds may go out of control.
3. Riots may also take place.
NODAL AGENCY: DISTRICT POLICE.
SUPPORT AGENCY: HOME GUARDS, CIVIL DEFENCE, ARMY, HOME
GAURDS
SOPS FOR NODAL AGENCY:
1. District Magistrate will call the TL of Primary Agency and get the ESF activated.
2. TL of Primary agency will call nodal officers of supporting agencies.
3. TL would activate the District Quick Response Team.
4. The QRTs will be deployed at the affected site.
5. Cordoning of area to restrict movement of onlookers, vehicular and pedestrian traffic
should be done
6. Any additional requirement at site to be taken care of.
SOPS FOR QUICK RESPONSE TEAM ON LAW AND ORDER:
1. Quick assessment of law and order situation in affected areas.
2. Support and coordinate with Local Administration.
3. Prepare updates on the law and order situation every 4-6 hours and brief the authorities.
4. Controlling situations like rioting and looting and cordon off sensitive areas.
5. QRTs will gaurd property and valuables in affected areas,
6. Control and monitor traffic movement.

7. QRTs will provide diversion of traffic on alternate routes as and when it is necessary.
8. The QRTs will also provide information about traffic flow along various corridors,
especially heavy traffic or congensted roads,
9. QRTs will communicate to police control rooms, details on the field activities
including deployment and reinforcement of staff and resources and communicate
nature of additional requirements.
6.7 –MEDICAL RESPONSE AND TRAUMA COUNSELING:
Background: The ESF on Medical Response and Trauma Counselling will look after
emergency treatment for injured people immediate after the disaster take place.
SITUATION ASSUMPTION:
1. Emergency Medical Services will be required by affected population.
2. Likely outbreaks of epidemic diseases after the disaster.
3. Hospital Services would be affected.
NODAL AGENCY: CHIEF MEDICAL OFFICER, UNA.
SUPPORT AGENCIES: DISTRICT RED CROSS, CIVIL DEFENCE, NSS, PRIVATE
HOSPITALS.
SOPS FOR NODAL AGENCY:
1. Distt. Magistrate will call the TL of Primary Agency and get the ESF activated.
2. Team leader (TL ) of Primary Agency will call Nodal Officers of supporting agencies.
3. In coordination with the transportation ESF, it will ensure that critical number of medical
Professionals including specialists from other Districts are reached at the site.
4. If temporaty housing arrangements are being made for the affected population, the ESF
must ensure high standards of sanitation in settlements in order to reduce epidemic outbreak.
4. Ensuring the provision and continous supply of medical facilities (medicines, equipments,
Ambulances, doctors and manpower etc) required at the disaster affected site and the
hospital/health centers catering to disaster victims.
5. In case of orthopedic care required in disasters like earthquakes, the immediate response
would have to be complemented by a follow up treatment schedule for a majority of the
patients in/near their places of residence.
6. Trained professionals should be mobilized by psycho-social support.
7. Ensuring setting up of temporaty information centers at hospitals with the help of ESF
through help lines and warning dissemination systems.
8. TL will coordinate, direct and integrate state level response to provide medical and
sanitation health assistances.
9. On the recommendations of the ODMA, the TL is also responsible to:
1 Send required medicines, vaccines, drugs, plasters, syringes etc.

SOP FOR QUICK RESPONSE TEAM (QRT) ON MEDICAL RESPONSE AND
TRAUMA COUNSELING
1. QRTs will provide situation and progress reports on the action taken by the team to
the respective Control Room.
2. QRTs will assess type of injuries, number of people affected and medical assistance
needs.
3. QRTs will ensure timely response to the needs of the affected victims such as:
a. Establishing health facility and treatment centers at disaster sites.
b. Providing medical services as reported by Chief Medical Officer with District
Management Authrities and State Disaster Manangement Authorities.
c. Procedure should be clarified in between
Peripheral hospitals
Private hospitals
Blood Banks
General hospitals and
Health services established at transit camps, relief camps and affected
villages.
QRT should maintain check posts and surveillance at required places and all entry and exit
points from the affected area, especially during the threat or existence of an epidemic.
6.8 WATER SUPPLY.
BACKGROUND: The ESF on drinking water and water supply will ensure provision of
basic quantity of clean drinking water and water for other purposes in a manner that does
not allow the spread of diseases through the contamination of water.
SITUATION ASSUMPTIONS;
1. Existing water storage bodies will be damaged and unusable.
2. There would be an urgent need of water to assist victims in rescue operation.
3. Break down of sanitation system.
4. Contamination of water due to outflow from sewers or due to breakage of water
pipelines.

1. TL would inform Nodal Officers (NOs) of support agencies about the event
and ESF activation.
2. TL will ensure special care for women with infants and pregnant woman.
3. Provide for sending additional support alongwith food, beddings and tents.
4. Send vehicles and any additional tools and quipments needed.
SOP FOR QUICK RESPONSE TEAM (QRT) ON WATER SUPPLY
1. QRT will ensure that supply of drinking water is made available at the affected site and relief
camps.
2. QRTs will ensure the temporary sewerage lines and drainage lines are kept separate.
3 QRTs will report the situation and the progress on action taken by the team to the EOC.
4. QRTs will intimate their TL about the additional resources needed.
5. Carry out emergency repairs of all damages to water supply systems.
6. Assist health authorities to identify appropriate sources of potable water.
7. Identify unacceptable water sources and take necessary precautions to ensure that no water is
accessed from such sources, either by sealing such arrangements or by posting the
department guards
8. Arrange for alternate water supply and storage in all transit camps, feeding centres, relief
camps, cattle camps and also the affected areas, till normal water supply is restored.
9. Ensure that potable water supply is restored as per the standards and procedures laid
down in "Standards for Potable Water".
10. Plan for emergency accommodations for staff from outside the area.
11. QRTs will ensure timely response to the needs of the affected victims.
12 QRTs will set up temporaty sanitation facilities at the relief camps.
6.9 RELIEF ( FOOD, CLOTHES AND SHELTER )
Background: In the event of a disaster there would be a need of disbursing relief materials
due to massive destruction of life and property taken place. The ESF on Relief should ensure
coordination of activities involving with the emergency provisions of temporary shelters,
emergency mass feeding and bulk distribution of relief supplies to the disaster victims as also
the disaster managers and relief workers.
SITUATION ASSUMPTIONS:
1 Probability of shortage of critical resources
2. Immediate assistance to the community at the time of resource shortage particularly,

when the affected area is larger.
NODAL AGENCY: DEPARTMENT OF FOOD AND CIVIL SUPPLIES.
NODAL AGENCY: DISTRICT FOOD AND SUPPLIES CONTROLLER
SUPPORT AGENCY: DEPARTMENT OF REVENUE, RED CROSS, NGOS.
SOPS FOR NODAL AGENCY:
1 TL will activate the ESF on receiving the information of the disaster from District EOC,
2. TL would inform Nodal Officers (NOs) of support agencies about the event and ESF

4. TL will coordinate with all state and district level suppliers as identified under DMP.
5. TL will coordinate with other ESFs related to transportation, debris and road clearance to
ensure quality supply chain management of relief materials.
6. Ensuring composite relief with availability of complimentary relief material.
SOP FOR QUICK RESPONSE TEAM (QRT ) ON RELIEF.
1. QRT will report to site of the relief camps.
2. QRTs will be responsible to managment and distribute relief items to the affected
victims.
3. QRTs will be responsible for reporting the progress on action taken by the team to the
Control Room.
4. QRTs will provide information to their TL about the need of additional resources.
5. Clearing of the areas to establish relief camps.
6. Setting up relief camps and tents.
7. Assist local authorities to se up important telecom and other service related facilities.
8. Initiate, direct and market procurement of food available from different inventories and
ensuring food supplies to the affected population.
9. Preparing take-home food packets for the families.
10. Ensuring distribution of relief material to the all the people including vulnerable groups
of the target area such as women with infants, pregnant women, children, aged people
and handicapped.
11. Ensuring support to Local Administration.
12. Locating adequate relief camps based on damage survey.
13. Develop alternative arrangements for population living in structures that might be
affected even after the disaster.
6.10 EQUIPMENT SUPPORT, DEBRIS AND ROAD CLEARANCE:
Background: The important of this ESF emanates from the fact that most large-scale
hazards such as earthquake and floods primarily affect the building structures.

SITUATION ASSUMPTIONS
1. Access to disaster-affected area would depend upon the re-establishment of ground
routes.
2. Early damage assessment may be incomplete, inaccurate and general. A rapid
assessment may be required to determine response time.
3. Engineers and masons may be required in large scale for the inspection of present
buildings.
NODAL AGENCY: HP PWD
TEAM LEADER: SE, HPPWD
SUPPORT AGENCIES: MC, GRAM PANCHAYATS, DRDAS, BDOS.
SOP FOR NODAL AGENCY:
1. Team Leader (TL) will activate the ESF on receiving the information of
the disaster from District Control Room.
2. TL would inform Nodal Officers (NOs) of support agencies about the
event and ESF activation.
3. TL will coordinate with the supporting agency to mobilize quipments
from the supporing agencies through database available in DMP
4. The respective supporting agencies will contact their respective personal
to move the equipments to central warehouse.
5. The equipments like JCB, concrete cutters identified as per the need will
be transporteed to the site.
6. As per the information, the nodal officer of Debris road clearance will
make an assessment of the damage of roads and built structures at the
site and surrounding areas.
7. The nodal Officers of Supporting Agencies will immediately start debris
clearance operation to enable movement to the affected site.
8. Review of the current situation is taken up by the Nodal agency to
update the support agencies and to delegate their respective personnel to
take precautionary measure to plan de-routes for the transportation ESFs
to be operational.
9. All supporting agencies will inspect the road and rail network and
structures within the disaster site and surrounding.
10. TL will also ensure proper corpse disposal and post mortem by
coordinating with ESF on medical response.
SOPs for Quick Response Team on Equipment support, debris and Road Clearance
1. Damage assessment including locations, number of structures damaged and severity of
damage.

2. The QRTs will be deployed in the affected site.
3. Enlisting the types of equipments as compiled from DMP resources inventory required
for conducting the debris clearance.
4. The QETs will report the situation and progress activities to the respective control
room.
5. Undertake construction of temporary roads to serve as access to temporary transit and
relief camps and medical facilities for disaster victims.
6. Repairing of all paved and unpaved road surfaces including edge metalling, pothole
patching and any failure of surface, foundations in the affected areas by maintenance
engineer's staff and keep monitoring their conditions.
6.11 HELP LINES, WARNING DISSEMINATION;
Background: The ESF on help lines and warning dissemination should process and
circulate information about the welfare of citizens of affected areas and managing the
tremendous flow of information. The help lines will be responsible for providing, directing
and coordinating logistical operations.
Situation Assumptions:
1. There may be a flood of information and confusion about the injured
population.
2. The communication with affected areas may be partially impaired.
Nodal Agency: Department of Revenue
Support Agencies: DPRO, NIC,/ NGO Reps.
SOPs for Nodal Agencies:
1. District Magistrate will call the TL of Prinary agency and get the ESF activated.

Background: The ESF on electricity will facilitate restoration of electricity
distribution systems after a disaster. In the event of a disaster, there would be major
electricity failure and many power stations damaged.
Situation Assumption:
1. Prolonged electricity failure.
2. The affected victims may be panicked.
3. Halt of all activities specially jamming of communication networking system in
the affected site.
Nodal Agency: HPSEB
Support Agencies: Electrical Wing of PWD.
SOPs for Nodal Agency:
1. District Magistrate will call the TL of primary agency and get the ESF
activated.
2. TL of primary agency will call nodal officers of supporting agencies.
3. TL would activate the District Quick response team.
4. The QRTs will be deployed at the affected site.
5. TL will dispatch emergency repair teams fully equipped with tools, tents and
food.
SOP for Quick Response Team on electricity:
1. The QRT members will reach the nodal office as soon as they get instructions to do
so from the TL.
2. QRT members would reach the site immediately after receiving instructions from
the nodal officer.
3. On the site, QRT members will take stock of the situation from the site and their
counter parts.
4. The QRTs will coordinate, collect, process, report and display essential elements of
information and facilitate support for planning efforts in response operations,
5. Begin repair and reconstruction work.

6. Assisting hospitals in establishing an emergency supply by assembling generators
and other emergency equipments, if necessary.
7. The members of QRTs will establish temporaty electricity supplies for public and
private water systems.
8. The members of QRTs will establish temporaty electricity supplies for transit
camps, feeding containers, relief camps, District Control Room and own access to
the same.
9. The members of QRTs will establish temporaty electricity supplies for relief
material godowns.
10. Report about all the activities to the head office.
6.13 TRANSPORTATION
Background: The ESF on transport should ensure smooth transportation links at State and
Distt. level. In the disaster context, quick and safe movement of materials and humans are a
priority. It should coordinate the use of transportation resources to support the needs of
emergency support forces requiring transport capacity to perform their emergency response,
recovery and assistance missions.
Situation Assumptions:
1. The State Civil Transportation infrastructure will sustain damage, limiting
access to the disaster area.
2. Access will improve as routes are cleared and repaired.
3. The movement of relief supplies will create congestion in the transportation
services.
Nodal Agency: Department of Transport/ RTO.
Support Agencies: HRTC, PWD, MC, Private Transporters.
SOP for Nodal Agency.
1. TL of transportation ESF will activate the ESF on receiving the intimation of
the disaster from the District Control Room.
2. TL would inform nodal officers (NOs) of support agencies about the event and
ESF activation.
3. TL establishes contact with Control Room for FIR.
4. TL requests for reports from local transportation ESF contact person.
5. TL communicates situation to support agencies and requests for detailed
information on the status of transportation infrastructures in the affected area
(s).
SOPs for Quick Response Team on Transport:

electrical receiving centers and Sub- Centers.
8. Reporting about all activities to all the head office.
