The invilation for pre-qualification follows the adyertisement notice for this project that appeared inDaily Jang, The News and Express Tribune on 56 November, 2017 bearing SPL NO.4608.

management and execution support ofthe Urban Sector Planning & Managernent Services Unit(Pra.) Ltd ("The Urban Unit") aims to develop a "Rural Solid Waste Management System" inthe rural areas ofthe Punjab under Khadim e Punjab SaafDehaat Programme . The Urban Unit,would be playing the role of executing agency for the implementation of Project.
2. Urban Sector Planning and Menagement Services Unit (Pvt.) Ltd,( hereinafter called theEmployer) on behalf of'Local Government and Community Development Department"invites the pre4ualification applications from prospedive investors/ goods transporters/wastemanagement services providers, contractors etc., for lifting and lransportation of waste
containers using hook liff:/ Arm Roll vehicles on contract basis for Seven (07) years in 32EfUnion Councils or number of UCs as amended during the course of contract of 9 Divisions ofthe Punjab Province.
3. There are Nine (09) divisional level contracts; Applicant may choose the division(s) of its ownchoice according to its capabilities.
4. Tender document shall be issued ONLY for the Division for which bidder will be qualified'5. The prequalification procurement process will be conducted in accordance with the Punjab
Procurement Regulatory Authority Rutes, 2014.
6. Pre-qualification is open to all firms / companies/consortiums and their joint ventures havingrequired experience , registered under the applicable laws ofPakistan.
7. Pre-qualification document must be read and understood by the Applicants carefully. ln case
Applicants fail to firlfill conditions for filing of application, the entire responsibility lies withthe Applicans. Applications which are not in compliance with the criteria and procedure set
forth in pre4ualificafion application document shall be deemed as not receivd forconsideration and declared as non-responsive.
8. Prequalification document available at Urban Unit and PPRA websites is for INFORMATION
ONLY. It is mandatory for the firms/companieVconsortiums to get the signed and stamPed
document from the office ofthe undersigned.

T'he Local Govemment and Community Development Deparlment(LG& CDD) has received the annual funds from the Govemment ofthePunjab for execution of the Project.
LG&CDD has legally authorized the Urban Unit ( hereinafter the
'Employer') as Executing/lmplementing Agency for the Project.
The Employer intends to pre-qualifr contmctors for the scope ofservices specified in particular Instructions to Applicants (PITA).
Ifso indicated in the PITA, the Project has been divided into a number
ofindividual contracts (slices) and bids will be invited concurrently forindividual contracts and for combinations of contracts (packages).
Bidders can bid on individual contracts only or on a combination ofcontracts within their prequalified capacity as assessed by theEmployer and as per their interests .Qualification criteria for slice and
package bidding are described in Sub-Ctause 4.15.
It is expected that prequalified applicants will be invited to submit bidsduring the month and year indicated in the PITA
The bidding documents, type of confact, and method of payment,
whether prices are fixed or adjustable, and the time for completion are
indicated in the PITA.
General information on the climate, hydrology, topography, geolory,access to sites, road infi'astructure and communications and other
facilities available have tobe assessed by the Applicants fromtheir ownresources. However, the Employer will share the available informafionto the Applicants and same will be specified in the PITA.

2. Unacceptable Acts, Attitude and Practices
2.1. The following acts and attihrdes are forbidden in the submitting thepre-qualifi cation applications:
a) Fraud, threat, influence, interest, agreement, extortion, briberyto rig an auction by way ofslush fund or by any other way toget pre{ual ifi ed/shortlisted.
b) To render the activities of other participants doubtful, toobscure them from participation in pre4ualification , or tooffer an agreement to the participants or to influence them toact in a manner, which will affect the other participants or pre-
qualification process.

will declare a firm(s)/ company(ies) ineligible, either indefinitely or fora stated period of time, to be arvarded a govemment-financed contmct
if it at any time determincs that the firrn/company has engaged incorrupt or fraudulent pracrices in competing for, or in executing, a
contract.
The Employer defines, for lhe purpose of this provision, the terms set
forth below as follows:
"comrpt practice" means the offering, giving, receiving, or solicitingof anything of value to influence the aclion of a public official in theprocu€ment process or in contract execution; and
"fraudulent practice" means a misrepresentation of facts in order toinfluence a procurement process or the execution of a contract to the
dehiment of the Employer, and includes collusive practices among
bidden (prior to or after bid submission) designed to establish bidprices al artificial, noncompetitive levels and to deprive the Employero[ the benefits of free and open competition.
Those listed below cannot participate in prequalification process inany manner directly or indirectly or as sub-Contractors, in their name
or in the name ofany other person or company or firm:
a) A firm that has been engaged by the Employer to provideconsulting services for the preparalion or implementation of aproject, and any of its affiliates, shall be disqualified fromsubsequently providing goods or works or seryices (other thana continuation of the firm's earlier consulting services) for the
same projectb) Those who are prohibited to participate in pre4ualification
process by any govemmenl institution or authority and those
who are prohibiled by law having any criminal record orconYictions,
c) Those who have been declared bankrupt by the authorities orhave filed for banlauptcy,
d) Those who have been declared or amounced as an insolventby any court of law or tribunal or any other authority orinstitution,
e) The Applicants who are blacklisted by Federal Govemmenl,Provincial Govemment, Local Govemments Autonomous
Bodies, Govemment Regulatory Authority/Agency and State

3.2. The Applicanm shall be excluded fiomqualifi cation process under follorving circumstances:
a) tndividuals and sole proprierorships,b) Those who are in charge to prepare, run, linalize and approve
the PQ Document processes ofall kind relating to thejobandobject ofthe PQ and the administrdtion ofsuch Process,
c) The associates and companies of those mentioned in the sub
paragraph (a), and (b) except the companies where these
people are not in charge in the Board of Directors or they are
not having more than t0 o% oftheir capitals,
The Applicars who are rendering the advisory or consultancy services
in pre-qualification of con[-actoryconsultants shall not participate injob & object of pre4ualification process . The Applicants who are
rendering the job for the purposes of preaualification the shall notparticipate in any advisory or consultancy services in pre-qualification.These prohibitions are also valid for the companies or firms in which
they have association and partrership relations. It also include the
companies or firms in which they have more than half of the capitals
or the independent companies or firms who are working with them as
Joint Venture or Parhership in any of the above said services,
The Applicants who are participating, in spite ofthese disqualification,prohibitions and exclusions shall stand excluded
Prequalification will be based on the Applicant's General and
particular experience record, personnel capabilities, equipment
capabilities and financial soundness as demonstrated by the applicant'sresponses in the forms attached to this letter. Additional requirements
for Joint Yenture (JV) are given in PITA . Sub-contractor's experience
and resources shall not be taken into account in determining the
Applicant's compliance with the qualifing criteria- However, JointVenture experience & resources shall be considered. Consortium orAssociation of firmVmmpanies will be similarly treated.
If an Applicant intends to subcontract parts ofthe services such that the
total of subcontracting is more than the percentage stated in the PITAofthe Appticant's approximated Bid Price, that intention shall be stated
in the Letter of Application, together with a tentative listing of the
elements of the services to be subcontracted. The Employer may limitthe number of subcontractor and stipulate the same in PITA.
With reference to SuLClauses 4.2, the Employer may require
Applicants to provide more information about their proposals ofsubcontractors. If any pmposed subcontractor is found ineligible orunsuitable to carry out an assigned tasli the Employer may request the
Applicant to propose an acceptable substitute, and mayprequali! the Applicant accordingly, before issuing

After award of contract, the subcontracting of any part of the services.
other than for the provision of labor and materials, or to subcontraclorsnamed in the Contract, shall require the prior consenl ofthe Employer.
Notwithstanding such consent, the Contmctor shall remain responsible
lbr the acts, defaults, and neglects ofall subcontractors during contract
implementation.
The Applicant shall provide evidence that:
a) it has been actively engaged in the similar business for at least
the period $ated in the PITA immediately prior 10 the date ofsubmission of applications, in the role of prime contrdctor,management contractor, panner in a joint venture, or
subcontractor, and
b) that the Applicant has generated an average alnual tumoverduring the above period greater thar the amount stated in the
PITA.
The average annual tumover is defined as the total ofcertified payment
certificates for services/contracts in progress or completed by the fumor firms comprising the Applicant, divided by the number of years
slated in the PITA.
The Applicant shall provide evidence that it has successfully completedor substantially completed at least the number ofcontracts stated iD the
PITA, of a nature, and complexity, similar to the proposed contracs,within the period stated in the PITA. The services may have been
executed by the Applicant as a prime contractor, managementcontractor, or proportionately as member of a joint ventue, orsubcontractor, with references being submitted to confirm satisfactoryperformance.
The Applicant shall demonstrdte that it has access to, or has available,
liquid assets, unencumbered real assets, lines of credit, and other
financial means (independent of any contractual advance Payment)sufficient to meet the cash flow requirements for the subject contract(s)
in the event of stoppage, start-up, or other delays in payment, of the
minimum estimated amount stated in the PITA, net of the Applicant'scommiEnents for other contracts.
In the relevaat Information Form, the Applicant shall also demonstrate,
to the satisfaction of the Employer, that it has adequate sources offinance to meet the cash flow requirements on contracts currenlly inprogress and for future contract commitments.
The audited balance sheets or, , other financial statements acceptable
to the Employer, for the last five years (unless otherwise stated in the

4.1 1. The Applicant shall own, or have assured access (through hire. lease,
purchase agreement, other commercial means, or approved
subcontracting) to key items of equipment /vehicles, in full working
order, as listed in the PITA, and must demonstrate that, based on knowncommitments, they will be available for timely use in the proposed
contract. The Applicant may also lisl altemative types ofequipmenVvehicles thal i1 would propose for use on the contracl,
together with an explanation of the proposal.
4.12. The Applicant shall provide accurate information on the related
Application Form about any litigation or arbitration resulting from
contracts completd or ongoing under its execution over the last fiveyeam. A consistent history of awards against the APplicant or any
partner ofajoint venture may result in failure ofthe application.
4.13. When applying for prequalification on more than one (Divisional)
contract under the slice and package arrangements, the Applicant mustprovide evidence that it meets or exceeds the sum ofall the individualrequirements for the slices or lots being applied for in regard to:
a) average annual tumover ( Sutr'clause 4.5 b)b) particular experience ( Sub-clause 4.6 )c) financial means, etc ( Sub-clause 4.7 to 5.9 )d) personnel capabilities ( Sub-clause 4.10)e) equipment capabilities ( Sub-clause 4.11)
In case the Applicant fails to fully meet any of these criteri4 it maybe qualified only for those slices for which the Applicant meets the
above requirement.
4.14. The Employer reserves the right to waive minor deviations in the
qualificalion criteria ifthey do not materially affect the capability ofan Appticant to perform the contract or basis of compefition.

If the Applicant comprises a number of firmVcompanies combining
their resources in a joint venhre, the legal entity constituting the jointventure and the individual parhrers in the joint venture shall
collectively meet the minimum criteria stipulated in PITA.
The joint venture must satis! collectively the criteria (%oage stipulated
in PiTA) of Clause 5.1. For this purpose the following data of each
member of the joint ventue may be added together to

In accordance with the above, the Application shall include all related
information required under Clause 4 for individual partners in thejointventure.
One ofthe partners, who is responsible for performing key functions incontract administration or is executing a major component of theproposed contracl, shall be nominated as being in charge during theprequalification and bidding periods and, in the event of a successful
bid, during contract execution. The parher in charge shall be
authorized to incur liabilities and receive instructions for and on behalfof any and all parhers ofthejoint venture; this authorization shall beevidenced by submitting a power of attomey signed by legallyauthorized signatories of all the partners.
Unless otherwise stated in the PITA, there shall be no limit on the
number of partners in a JV (subject to applicability of releYant laws,
rules and regulations); however, the attention ofApplicants is drawn tothe provisions of Sub-Clause 5.5.
All partners of the joint venture shall be legally liable, jointly and
severally, during the bidding process and for the execution of the
contract in accordance with the contract terms, and a statement to thiseffect shall be included in the authorization mentioned under Sub-
Clause 5.3 above.
A copy of the Joint Venture Agreement (JVA) entered into by thepartrrers shall be submitted with the Application. Altematively, a Letterof Intent to execute a WA in the event of a successful bid shall be
signed by all partners and submitted with the Application together witha copy ofthe proposed Agreement. Pursuant to Sub-Clauses 5.3 to 5.5
above, the IVA shall include among other things: the JV's objectives;
the proposed management structue; the contribution ofeach partsler tothe joint venture operations; the commitment of the partners to jointand several liability for due performance; recourse/sanctions within the
IV in the event of default or withdrawal of any partner; and
arrangements for providing the required indemnities.

6.1. Applicants are responsible for requesting any clarification of the
prequalification documents. A request for clarification shall be made
in writing to the Employer's address indicated in the PITA. The
Employer will respond to any request for clarification thal il receives
earlierthan 3 days prior to the deadline for submission ofapplications.Copies of the Employer's response, including a description of the
inquiry but without identifuing its source, will be forwarded to allpurchasers of the prequalification documents,
Submission of applications for prequalification must be received insealed envelopes by hand or by a registered maiVcourier to the address,
and not later than the date stated in the PITA. The name and mailingaddress ofthe Applicanr shall be indicated on the envelope, which shall
be clearly marked as indicated in the PITA. A receipt will be given forall applications submitted.
The Employer reserves the right to accept or reject lale applications.
In case prequalification application submission time is extended withan addendum, all rights and obligations of the Client and Applicantsdepending on the last application date and time shall be extended tillthe new last date and time as determined.
All information requested for prequalification shall be provided byApplicans in the language indicated in the PITA. Information may be
provided in another language, but it shall be accompanied by an
accuate translation of its relevant passages into the language indicated
in the PITA. This translation will govern and will be used forinterpreting the information.
Failure of an Applicant to provide comprehensive and accurate
information that is essential for the Employer's evaluation of lhe
Applicant's qualifications, or to provide timely clarification orsubsEntiation of the information supplied, may result indisqualifi cation of the Applicant.

8. Amendments in Pre.Qualification Application I)ocument
Addendum No amendment shall be made in PQ document after the advertisement
notice is issued. However, PQ document can be amended if material
or technical mistakes or other omissions are found by the Employer ornotified by the Applicants in wdting, if such mistakes or omission are
affecting the process of preparing of application or performing the
work. Such amendments can be made by issuing an addendum. The
addendum will be attached to the PQ document as its part and parcel.
The Employer will send such addendum to all the bidders or deliver by
hand against signahre or email. The Employer will make it sure lhal"
all the bidders are informed at least 5 days before the last application
submission date.

8.5. Upon complaing if material or lechnical errors are found

last application date and last application date may be postponed once
more in accordance rvith the abovementioned procedure.
8.6. If material or technical errors or omissions are found in the pre-

maiUcourier or may be delivered by hand against signature. The
Employer may make announcements through electronic mail or fax,provided that the electronic mail addresses and fax number is given on
the form. Announcements with reference to PQ document and proposal
letter made through this electronic address or fax number shall be
accepted.
For the notifications made through registered mail, the date ofnotification shall be seventh day following the deposit of letter to the
postal service for local Applicants and fourteenth day for the foreign
Applicans. In case Applicants receive the notification before such
date, actual notification dale shall be taken as basis.
For the announcements made through electronic mail or fax, the date
of announcement shall be taken as the notification date. Notification
made in such a way must be conlimred by the Employer on the same
day. Notifications which are not confirmed on the same day shall be
considered as not realized. In order to ensure the confirmation as
realized, it will b€ enough to make the notification through registered
mail. Notifications made through electronic mail or fax will be
documented in such a way to contain the date of notification and its
content. Notifications through elecfonic mail will be made by using
the official electronic mail address ofthe Employer.

Pre-qualification application will be opened on the same day ofdelivery unless otheuise stipulated in PITA.In case the Opening date is a holiday, the opening will be held
in the place and at the time indicated above on the firstfollowing business day and the applications made by that timeshall be accepted.
The Employer will start the eyaluation of the pre-qualification
applications as per the last application submission date and time (
sub-clause l0.l). The applications made till this time will be
determined with an official report and announced to those who are
present.
Applicatiom which are found to have missing documens during
evaluation shall be excluded in the first session
In case of missing information in the submitted documents, the
Employer shall request in writing that such missing information be
completed with in a period determined by the Employer provided that
such information may not change the basis of the application. Areasonable time nol less than two business days will be given by the
Client for completion of such missing informafion, considering the
nature ofthe document which contains the missing information. The
apptications ofthe Applicants who may not complete the information
within the specified period will be excluded from the evaluation or
evaluated on the basis of given documents.
During the period given by the Employer for completion of missing
information, in case Applicant submit documents issued in a date
which is later than t}re last application submission date, these
documents must show that the Applicarts meet the participation
condition as ofthe last application submission date.
After scrutinizing the application in accordance with sub-
clause 10.4 and sub-clause 10.5, it will be checked whether the
Applicants, whose application documents are complete and in
accordance with the procedure, meet the general compliance

Applicants passing the criteria indicated in Pre-qualificationspecification shall be accepted as qualified
Applicants who do not meet evaluation criteria will be informed oftre reasons ofnot being qualified if requested decision within timestipulated under PITA after such decision is made.
Within the period stated in the PITA from the date for submission
of applications, the Employer will notify all Applicants in writingofthe results oftheir application and ofthe names ofall prequalified
firms, JVs and Consortium. At the same time, successful applicanswill be hvited to submit a bid, in the format of the Invitation forBids.Only firms, companies and joint ventureVconsortiums that have
been prequalified under thisprocedure may submit a bid. A firm shall submit only one bid in the
same bidding process, either individually as a Bidder or as a partner
ofajoint venture. No firm can be a subcontractor while submittinga bid individually or as a partner of a joint venture in the same
bidding process. A fLm, if acting in the capacity of Subcontractor
in any bid, may participate in more than one bid, but only in that
capacity. A Bidder who submits, or participates in, more than one
bid will cause all the proposals in which the Bidder has participated
to be disqualified.
Save as otherwise stipulated in bidding documents, single stage one
envelope bidding procedure shall ordinarily be the main open
competitive bidding procedure for selection of contractors.
Bidden will be required to provide bid security in the form and
amount indicated in the bidding documents.
The successful bidder will be required to provide performance
security in the form and amount indicated in the bidding documents
Any change in the structure or formation ofan Applicant after beingprequalified and invited shall be subject to written approval of the
Employer prior to the deadline for submission of bids. Such
