EQUIPEMBRACE EMPOWER
Lutheran Social Services of Southern California lives out our commitment to serve the women, men and
children who struggle on the margins of society every day. We are present in six Southern California counties,
and o�er nearly 100 programs. Our clients are as varied as the physical locations of our service centers,
but our commitment to the same heart of service is a constant across the organization.
We provide social workers, case managers, program directors and highly trained mental health professionals,
whose talents are combined to assist people with many diverse problems. For more than 70 years we have
created situations where volunteers and community partners collaborate with sta� and dedicated volunteers
to accomplish more together, than any of us could ever have achieved on our own. This year’s summary is an
Impact Report, but it is not the numbers that you will remember. It is the stories of the men and women
helped that de�ne what drives our board, sta�, and donors. In that spirit, we share one story each for
Embrace, Equip & Empower, and then provide Success Stories from many of our area centers. There are also
statistics on the numbers served and the �nancial support received.

Our LSS Wraparound Team worked for months with this
young woman, and also her parents. By teaching her
behavioral interventions, coping skills, and healthy
forms of expression, Jewel has been able successfully to
rebuild the broken relationships with the people she
loves most. By focusing on the signi�cant people
related to her, the Wraparound Program serves the
entire family. LSS introduces ways of interacting,
listening and dealing constructively with con�ict, and
that ultimately addresses the problems, without
tearing the fabric that holds the family together.
Today, Jewel is now back in school, and will graduate
early! She has not engaged in any self-harming
behaviors, and has been able to practice appropriate
coping skills to help her �nd the beauty and worth in
her own life.

LSS provides tangiblegoods and services,
such as food pantries,hot meals, clothing,emergency vouchers,
school or hygiene packs,and other short-term assistance programs,
including rapid rehousingfor homeless clients.We are also preparedfor a humanitarian

• Terron Harris, divorced after 25 years of marriage, was shocked at the cost of renting a senior apartment. He ran out of money and slept in his truck. His son called 211 and he entered CCLM.
• He became acquainted with the residents, encouraged those he met, and over time opened up to LSS about feeling alone most of his life. CCLM created a safe space for Terron so, in his words, “I could deal with my stu�.”
• Terron lives in his apartment, pays his bills and was ordained by the Living Word of God Ministries. He serves in the streets, with young people who struggle just as he did. VENTURA COUNTY / HOUSING COUNSELING80 E Hillcrest Drive #101 / Thousand Oaks, CA [email protected] / 805.497.6207
• Lutheran Disaster Response referred to the LSS Ventura o�ce a 29-year-old disabled veteran, Jose, whose mobile home was destroyed by the Woolsey �re. He received a housing voucher from L.A. County, which was then transferred to Ventura County where housing was available.
• While waiting for the move, LSS provided him clothes, hygiene items, food from the pantry, a bus pass, a $25 voucher to a Thrift store and a $50 gift card. Jose moved into his new residence in December 2019, and is currently a student at Pierce College, using funding from the GI Bill.
• LSS secured the �rst month’s rent and deposit through Rapid Rehousing Assistance, and a $1,000 grant for furnishings from the Habitat for Humanity Restore Fund. Our housing counseling sta� assisted Jose with creating a budget, and will maintain contact with him in the future.

Raul Perez suffered fromosteoarthritis, muscular headaches,
hypertension and subdural hematoma, and also suffered fromaddiction to alcohol.
His daughter found him on the street and said,
“I need my Spartacus back!!”He certainly didn’t feel
like a gladiator,but that moment was
the beginningof a new life for him.

Raul Perez, 56, owned his own construction business,
but was forced to shut down when his personal life
spiraled out of control.
He went to work at an electric sign company,
but when that �rm �led for bankruptcy, he was left
with no income and nowhere to live. He was denied
unemployment bene�ts, and eventually ended up
living on the streets.
He went back and forth from living in his car, in
shelters and eventually in a rehabilitation center.
LSS sta� assembled the records necessary to
support his disability claim for SSI/SSDI. We helped
him �nd a place to live, and in April 2019 he was
placed in permanent supportive housing. Eventually
Mr. Perez gained a stable living environment in a
studio apartment in Bell�ower, along with disability
bene�ts.
LSS continues to provide case management to
ensure home retention for Mr. Perez. In November
2019, SSA noti�ed him that he was entitled to SSDA
bene�ts in the amount of $1,713 a month, with a back
payment of $9,000.
He now has a sustainable source of income, a
comfortable place to call home, and is working daily to
change his life for the good. Mr. Perez attends AA
meetings weekly and is also participating in a
treatment program.
He has been sober for one year and nine months.
He says to others in his predicament, “You can’t do it
alone. You need to �nd your angels.”
Fortunately, Mr. Perez's angels found him: from his
daughter embracing him in the street, to LSS
personnel who equipped him with access to the
bene�ts he deserved.

For more intentional casemanagement, LSS operates programs
for seniors, and also low-income, first-generation American students,to keep them in high school, and mentor them in college. We also
provide resources for veterans, job training for the unemployed,financial literacy and housing
counseling strategies.

• Barry, an eight-year-old boy in our Wraparound program lived with a foster family. His only wish was to know "who I look like." It was obvious the foster family didn’t have any physical characteristics similar to his.
• An LSS “family �nder” researched the county �les and located an aunt who already had custody of Barry’s older sister. Our caseworker brought all the siblings together in a park, just so they could share time with each other.
• His foster family has now adopted Barry and his younger sister, and all the siblings maintain contact with each other regularly.

• Our Caring Neighbors program in Santee connects volunteers with seniors who need household repairs. LSS helps older adults continue living independently.
• Shirley, in her 80’s, asked LSS for someone to help remove numerous boxes from her mobile home.
• Nathalee, a newly retired professional woman, was looking for something meaningful to do. She signed on to volunteer with LSS, and was assigned to help Shirley get her clutter under control. Gradually, Shirley and Nathalee developed a relationship.
• Nathalee changed from volunteer/client to friends. Shirley worked hard raising her family, and had no time for making friends. Now that she’s older, she has discovered, through Nathalee, what it means to have a friend.

• This program serves �rst-generation and low-income high school students in South San Diego county. In spring 2020, 30 Talent Search (TS) students will build their own computers and learn how to code.
• Between TS and Upward Bound (UB), 169 high school students graduated. We had a 100% graduation rate in both programs (national average is 84.6%).
• Out of those 169 students, 142 of them (90%) are attending a post-secondary institution. The national average is 69.7% (�gures from 2016).
• Our alumni are graduating from college, and we have former students with degrees in teaching, engi- neering, microbiology, communication & liberal arts.

• Wanda, age 30, served in the Marines and returned from Iraq with emotional scars. Her husband was abusive and she had to get away.
• She came to California with her young son and her sister, and lived on VA disability bene�ts. She then came to LSS.
• We provided a three-day motel voucher, and our case manager went with Wanda to start the process of securing Section 8 Housing, available for veterans. We also connected her with Women Warriors, a group that supports female veterans with the cost of daycare.
• We helped her obtain a California ID, and paid the $1,000 initial deposit for her apartment. Wanda, a patriotic citizen, Marine veteran, mother, and junior college graduate is now safe.

Our LSS Riverside Community Emergency Services Program
embraced Christine by �rst o�ering her lunch. This provided her
with a sense of hope and acceptance. She soon recognized there
was more to life, and with the help and support from LSS,
she could live it. Then she realized, I am sick and tired of being
sick and tired!
Next, LSS equipped Christine by helping her obtain a California
ID card, rent a room, obtain employment and enroll at Riverside
Community College, where she is on track for an Associate’s
Degree in Social Work and Human Services.
Christine became a valued LSS volunteer. Collecting free
groceries, cooking food and using a “borrowed” shopping cart,
she walks the streets of Riverside, giving hot meals to anyone
who is hungry. Being four years sober now, baptized and
attending worship regularly, she has become empowered to live
in con�dence, and works on her future instead of repeating
her past.
Christine currently serves as a member of the LSS Advisory
Board. She is the liaison between LSS and the homeless
community in Riverside. It’s an ironic God Moment: she came
from the streets to be helped by LSS, and now she goes back into
the streets to o�er the same to others.
EMPOWERChristine was a highschool dropout and,
when still a child herself,began her own family at age 15,
having three children by age 24, as a single parent.
She was constantly buzzed onCrystal Meth, in and out of
jail for a year, and shesold herself online
as an escort.Her life was rapidly
getting out of control.

• Monica, a 13-year-old girl survived a childhood of abuse and molestation. The police took her and other children from the home.
• She was referred to Our Children Project, along with her foster mother, Lulu. Monica and her “Mom” were embraced with acceptance and care as they began the journey of healing. Lulu attends the parent group faithfully, even when her “daughter” is unable to attend.
• Lulu and her husband will soon be granted guardianship by Juvenile Court. While there have been, and will continue to be bumps in the road, Monica is healing and plans to be a therapist or Social Worker, planning to go to college and develop the life of a successful survivor.

• Our LSS o�ce was informed about a woman living in her car. Her name was Sarah, and she attended church services regularly. Members of that congregation were trying to help her locate a place to live, as well as �nd employment.
• Sarah had been living in a low-income apartment, and was attacked near her home and hospitalized. Once discharged, she feared returning home and started living in her vehicle. But then it broke down. The church helped her �nd and purchase another used automobile, and brought it to a mechanic to be checked.
• LSS paid the mechanic’s bill, assisted with her search for housing, and referred her to mental health specialists. We also referred her to Chrysalis, a job placement agency working with people who are di�cult to place. Sarah is now engaged in a six-week program to help her with job interviews, resume writing and job placement.
• We continue to keep in contact weekly with Sarah. She is able to use our Clothing Closet for job interviews, and our Food Pantry when needed. We are thankful and blessed that we can help people like Sarah.
