Introduction
Radio has been found be an effective medium of
communication, with a potential to reach wider
audience than any other medium.
It can cut across geographic, cultural and literacy
barriers and has ease of accessibility and cost
effectiveness.
Community Radio is defined as having three aspects:
non-profit making, community ownership and
control, and community participation.

A community radio station is one that is operated in the
community, for the community, about the community and by the
community. Community Radio broadcasts with the objective of
serving the cause of the community in the service area and allows
greater participation by the civil society on issues relating todevelopment and social change.
Programmes for broadcast are relevant to the educational,
developmental, social and cultural needs of the community along
with some entertainment through playing music. General objectives
of the community radio is to give voice to the people who normally
have no access to the mass media nor opportunity to express their
views on community development.

In December 2002, the Government of India approveda policy for the grant of licenses for setting up of Community Radio Stations to well established
educational institutions including IITs/IIMs. The matter has been reconsidered and the
Government has now decided to broad base the policyby bringing Non-profit organisations like civil societyand voluntary organisations etc under its ambit in
order to allow greater participation by the civil societyon issues relating to development & social change.

Community radio stations typically cover a small
geographical area with a coverage radius of up to
10 Kms and are run on a no-profit basis. They
serve a wide range of communities, targeting
diverse audiences from rural to inner city areas
with content ranging from community news and
information to religious issues to traditional folk,music and local, regional and national issues.

The stations involve volunteers in various jobs,
including as anchors/presenters and content
providers. The average station can report the
involvement of more than 100 volunteers over ayear.
One of the most satisfying achievements can be
watching people who initially come to CRS withlittle or no broadcasting experience being
transformed into very competent community radio
broadcasters.

minority groups.
Communities can be offered radio time slots to
broadcast dedicated programmes, enabling them to
have a voice by raising issues that are relevant to
them and promote better understanding of each
others culture, religion and issues which can bring

celebration of cultural diversity and understanding.

The CR stations can also provide services for rural
communities; the CRS can Create a new focus for the area
through the medium of radio, by linking the various
communities within the associated towns which may be a
great achievement.
Community Radio Stations in addition to providing unique
content can deliver wide social gains to people in the areas in
which they broadcast. This includes offering training and skill
opportunities, contributions to local education and providing avoice to those, such as Sarpanch, older people, Women or
Speakers of minority languages, who may find it harder to
access the media.

CRS station reaches parts of the community that other
stations and community groups cannot reach; for example the
house-bound and severely disabled. Without the station they
would not be able to participate in local discussions and
debate.
The stations in partnership with NGO groups can create a full-
time training programme for prison inmates including the
production of programmes for broadcast on the community
radio station. The scheme can provide encouragement,motivation and support to prisoners who continue to develop
their skills, post release, which has contributed towards a
break in their cycle of re-offending.

Hardware Set Up Proposed for Campus Radio
The hardware equipments for the college Campus Radio will
be installed in a separate room to be developed as Studios i.e.
On air studio, Recording studio Transmitter room including
sound lock. The studios will be provided with complete
acoustic treatment to provide the required reverberation time
of 0.4 to 0.5 seconds, noise characteristics of 30 dB or better
and sound insulation as required. The acoustic treatment of
the studio is also required to improve clarity of the sound
signals and to free them from extraneous noise. The followingworks would be undertaken.

Ventilation / Air Conditioning
Each studio would require air -conditioning capacity of 1.5 tons. to take off
the heat generated from equipment and personnel inside the studio. The
A/C unit would be a low noise split type providing the required air
conditioning to maintain a room temperature of about 22 degrees Celsiusin all types of weather conditions. 1.5 Ton Split Type will be required for
Transmitter room.
Un-interrupted Power Supply (UPS)
A UPS of 3 KVA rating with about 15 minutes of backup would be provided
for the essential equipments of the studio during power supplyinterruptions. The UPS would provide protection against surges &
overload and automatic voltage regulation to keep the output voltage
stable all the time.

5. Transmitter Set Up:
The heart of the FM station for community services is a low
power FM transmitter having 50-Watt output power. This will
work on a broadcast dipole antenna of 2 bays mounted on top
of 30 Mts. high tower from ground level. If there is a highbuilding (3, 4 stories) available in the campus & suitable space
is available on the terrace, a tower of lesser height could be
mounted on the existing building. The cost of the tower in the
proposal can be worked out accordingly. The approximate
area required for transmitter, two studios and support staffcum reception etc would be about 700 sq. ft.

Studio system comprises of on-air console, playback equipment and good
quality microphones to the presenters and guest speakers. Playback and
recording could be performed using new PC based systems, which arealready popular in the sound and TV broadcasting networks. The program
operations are completely automated, as the system is software
controlled, The studio playback arrangement could be entirely based on
PC systems with CD players & cassette players serving as backup.

There will be a modern type of studio, which will be using
Hard disc system with computers for recording, editing,
scheduling and play back of programs . The system will consist
of one PC for production/editing and one for ON AIR as given
in proposal. We shall get the selection of best equipment with funds
available with your institution, help to provide Technical
Specifications, get the best quote/invoice. The order shall be
placed by your institution to the vendors directly(to save extraVAT to be paid change of State)

7. Regulatory Authorities/Acts
On grant of license by Ministry of I & B, wireless planning commission (WPC),Ministry of Communication, Government of India must be approached for
SACFA clearance (relating to site for transmission), frequency allocation,
permission to import of radio frequency equipment and permission for
wireless transmission.
Step1: Submit duly filled prescribed form for frequency allocation to WPC,
Min. Of Communication, Govt. of India
Step2: Apply for SACFA (Special Advisory Committee for Frequency
Assignment) clearance in prescribed form issued by WPC
Step3: Submit duly filled form for import of RF equipment used for FM
broadcasting if any.
Step4: Submit duly filled form for obtaining permission to carry out wirelesstransmission.
N.B. We would assist in filling up the various forms with relevant data and help in the
process for obtaining the necessary approval and permissions The necessary fees
imposed by Min of I & B ,WPC for the same shall be paid by the institute.

Ours responsibilities

Institutes Responsibilities
i. Write to the authorities for license as per procedure

iii. Choose the option & place supply order for equipment
iv. Clear the en-marked rooms for studio and transmission set up and
hand over for preparing civil and electrical modification drawings.The modification works will be carried out by the institute through
their agency as per lay out drawings. Space and area for tower
installation is also to be clearly marked and handed over for
installation of tower. The space for Earth system is to be earmarked
by the institute.v. 10 KVA power supply load connection is to be provided for the
studio set up and standby DG supply if required by the institute.

Action Plan:
i.Upon receipt of supply order we will take immediate action for
Institute to apply to concerned authorities seeking for radio license
& apply for SACFA clearance and shall obtain exact geographical
coordinates for this purpose.ii. Shall prepare all civil & electrical drawings to start these works.

Stages to the Application process

Cell), Shastri Bhawan, New Delhi.(LOI)
Step 2: Applying to the Wireless Planning & Coordination Wing
(WPC) for Frequency Allocation;

Step 3: Signing of the GOPA (Grant of Permission Agreement),

Applying for LOI
Earlier, the CRS applicants had to fill in a physical form,recently, the Ministry of I& B, GOI, has decided that an
online application form may be filled. The new online form
has been designed to facilitate a self explanatory, self
contained application form which ensures faster delivery
and access.

longitude and latitude of the exact spot where organization
would like to locate the CR Tower in the correct format.

Applying for DL and SACFA
At Step I
While submitting the Application Form to the Ministry of Information &Broadcasting online, you would need to furnish details of the draft (INR 2500,drawn in favour of Ministry of Information & Broadcasting, GOI) and submit an ecopy, while the physical draft needs to be sent to the Ministry.
At Step 2
While submitting the Application Form for Frequency Allotment a draft of INR1000 in favour of Pay & Accounts Officer (HQ), Department of Telecommunicationpayable at New Delhi
At Step 4
While applying for the Wireless Operating License (WOL) a draft of INR 19,700/20200 in favour of Pay & Accounts Officer (HQ), Department of Telecommunication, payable at New Delhi would be required.
All the hard copies/ physical drafts would have to be mailed to their respectivedestinations even after submitting the scanned copies and other details online.
