Preface

The scientific papers in the present volume were presented at the National Technical-Scientific Conference "Modern Technologies for the Third Millennium" (with international participation), being carefully reviewed by a scientific committee consisting of Romanian and foreign professors with international recognition in their field of competence, thus bringing their contribution to the prestige of the magazine.

Among the objectives of the conference we mention: � the transfer of knowledge and information to the representatives of key

institutions and organizations, technical and industrial associations involved in the educational process;

� the improvement of the authors’ materials, research and information potential; � the contribution to the constant implementation of innovations in the areas of

interest: Architecture, Constructions, Cadastral Surveying, Sanitary Engineering and Environmental Protection;

� the contribution brought to the exchange of views, ideas and the cooperation between their authors;

� the possibility of scientific recognition of those interested; � the contribution to the prestige of the academic community in the field.

THE UNDERSTANDING OF RELATIONSHIPS BETWEEN MAN AND LANDSCAPE: THE EXAMPLE OF

THE ECOMUSEUM OF HILL AND WINE (CASTELLO DI SERRAVALLE, BOLOGNA, ITALY)

ABSTRACT It is presented a part of a larger study about the hill area between Modena and Bologna

(Italy). Castello di Serravalle is a medieval fortified settlement, well preserved: the surrounding landscape is the result of a secular environmental use. The study and the reconstruction of the complex territorial relationships between man and environment will be useful as a beginning for next studies about the landscapes future. The results of this research could be improved and disseminated through suitable museum arrangements (like the Ecomuseum of Hill and Wine, Castello di Serravalle), which would let the people to improve their local, natural and cultural knowledge, through teaching and educational activities. Other outcomes are the web-site, the map-guide and the audio-guide of the Ecomuseum: three didactical and educational tools that allow to the visitors the creation of their own itinerary, based on personal needs and interests.

A LANDSCAPE LEVEL ASSESSMENT OF THE HUMAN IMPACT ON TERRAIN – LAND DEGRADATION AND

ECOLOGICAL REHABILITATION BARNOAIEA Ionu�2, IACOBESCU Ovidiu3, BARNOAIEA Adriana-

Roxana4 ABSTRACT

The effect of land degradation extends on different levels of landscape management: it affects not only land productivity, but also the structure of the landscape and the ecological interactions between the ecosystems. The objective of the study is to simulate three landscape structures (non degraded landscapes, land degradation affected landscapes, ecologically rehabilitated landscapes) and the comparison between the landscape metrics characterizing each situation. The study area is the Suceava Plateau, North Eastern Romania and the materials used are digital ortophotos and GIS database regarding soil degradation. The methods include using land cover type maps, computation of landscape structure indices in the three situations, comparative analysis of landscape structure values. The results obtained showed that the occurrence of land degradation influenced especially the degree of fragmentation and patch connectivity. Ecological rehabilitation by means of reforestation improves the connectivity of forest patches and increases the diversity measured at landscape level. LAND PREDISPOSITION TO LANDSLIDES AND FLOODS IN NORTH EAST OF HUNEDOARA COUNTY

ABSTRACT

The area under analysis is composed of thirteen administrative-territorial units in the north-east of Hunedoara county (western Romania). The assessment of land predisposition to landslides has been approached by means of factorial analysis, and in order to highlight the classes of predisposition two methods of work have been uses comparatively: the addition of the factorial coefficients and the algorithm from GD 447/2003, modified in accordance with the used variables. For the assessment of the flood risk we have used the following set of variables: water flows marked as high floods at the hydrologic stations, in relation with the elevations of floods in the area, slope angle, altitude, number of events occurred at the ATU (2000-2008) and their re-occurrence in the same area. FLOOD SIMULATION USING 3D MODELS

Over the years increasing pollution creates a devastating impact - the appearance of the greenhouse effect that generates a climatic instability. Due to this instability also appeared more and more devastating floods. The purpose of this paper is to generate a 3D surface to be able to simulate a flood and to obtain information about the tendency of flowing water. Flood protection and management are being greatly considered in the context of sustainable development. Destructive floods have jeopardized settlements located near rivers since the dawn of human history. Now, the global flood losses have grown worldwide to the level of billions of euro per year. Because of the technological we have created bigger in bigger dam’s to protect us. But what happens when they break? We have to understand that a flood protection system guaranteeing complete safety is an illusion. It is necessary to be aware of the possibility of floods, that’s way we have to have a positive attitude: “living with floods” seems more sustainable than a hopeless striving to “combat floods”. ABSTRACT A Geographical Information System is a entirety of persons, equipments, methods

and rules that have as a purpose the gathering, validation, storing, analysis and visualization of geographical data[1]. A GIS is an instrument based on computer tasks that is used for creating maps and spatial analysis of the events that happen on a topographical surface. The GIS technology combines the usual, common operations for a database such as data integration and statistical analysis with the advantages of a unique view and spatial analysis that a map can offer. These qualities make a difference between the GIS and other informational systems, putting it at the disposal of a wide audience or private societies in order to explain phenomena, predictions for effects or strategy planning.

THE DETAILS IN THE FOREST SECTOR FROM THE STOREY FM1 AND FM2 WITH GNSS TEHNOLOGY -

DATA PROCESSING GATHERED AND INTERPRETATION OF RESULTS

ABSTRACT The processing observations acquired with GNSS technology can be made in function of the

particular computer system used. Modern programs used to process data collected with GNSS technology is different at present, it is possible to use the differentiated features of the working conditions used logistics and working methods adopted. To obtain points positioned coordonate with satellite technology in the national reference system, given the technologies that are necessary transformations datums, issues that can be solved using specialized computer programs. To obtain the final products in a unitary system must use the same datum reference and apply a uniform algorithm calculation. In present, A.N.C.P.I. is recommended utilisation ETRS89 and computer system TransDatRo 4.01. The differences that arise between the coordinates determined by computing different algorithms are due to work related computer systems. ABSTRACT Making land operations in the sector-related measurements in forest fund from mountains

presents some peculiarities due orography land and respectively work technology. Therefore, to achieve various operations lifting details of forest sector by mountain area we can use successfully GNSS technology. 3D MODELS FOR ROAD SYSTEM DESIGN

The 3D model cut its way into different domains, facilitating the design processes, the interrogation of data sets and the analysis of products. The arguments that plead for this 3D model include the projection of 3D real images(pictures), the visualization of spatial references inside the buildings, models of different projection options.The present systems facilitate the3D model generation, model that can be later easily manipulated, observed, viewed, analyzed and modified according to special demands and requests. A 3D model projection is easier to make and use than the classic 2D model. The advantage is that this way of model visualization eliminates the difficulty of thinking everything in a 3D way using only classical projected plans. AUTOMATION OF CADASTRAL WORKS USING VISUAL LISP ROUTINES

One of the best features of AutoCAD is its programming interface. Visual LISP allows customizing AutoCAD for specific operations, such as processing and automation of cadastral works. Routine presented in this article automatically produces the data needed in most cadastral works, such as automatic dimension of property boundaries, automatic numbering of points on contour, surface obtained automatically, inventory of coordinates, both in external files and on the digital plan, the user selecting only the polyline representing the property limit. LISP is, except FORTRAN language, the only high-level programming language that has survived from the 1960s until today, and Visual LISP as a subset of LISP language will continue to allow making routines that will improve the production in the office works in the field of surveying and cadastre. We analyzed for this study two methods of obtaining 3D models: photogrammetry method and terrestrial laser scanning method. Following analysis of the two models precision 3D laser scanning method gave more accurate results unless quality photogrammetric method. In this paper we analyzed the implications of cost - benefit analysis involved in the two methods to obtain 3D models of historic buildings. The study was done by applying both methods and obtain 3D models ofthe same building respectively St. Ladislaus Church in Oradea. It is known that long term movements of structures and constructions can be monitored using topographical instruments. Measurements take minutes, hours, weeks, months or years to analyze a number of targets, to measure settlement displacement or long term permanent or specific deformations. At the “Politehnica” University of Timisoara in Department of Land Measurements and Cadastre one of research area is concentrated on the dynamic deformation of structures. Monitoring equipment include precise and modern instruments like leveling, total stations GPS. A recent research about a structural bridge which was measured and studied by the authors on the Power thermal Central (CET South) in Timisoara included the use of integrate system GPS / TPS Leica 1200 form by robotically total station and a RTK GPS system. The total station results were compared to the GPS data. Outlined in this paper are the results from total station measurement and GPS sessions of the structural bridge. MODERN TECHNOLOGIES FOR MONITORING THE SUBSIDENCE PHENOMENON

ABSTRACT

Areas affected by mines are mono-industrial areas, and the emergence of potential development directions are closely influence the outcome of these operations on the environment. The mining sinking field begins in raw rock from the exploitation horizon and ends at the surface of the covering bulked layer where there are the constructions, the transport network, art works and agricultural cultures. The artificial gap created by exploiting the rock clears out the natural support of the covering layers so that the covering layers bend themselves over the exploited space under the influence of their weight and the underground hole is closed more or less. The ampleness of the movement into the superior layers depends on this closure in time of the underground gap (the convergence of the exploited space). So this is the basic size of calculating the movement of the rock and the surface field. The results obtained on different programs will be presented as follows making references only to the qualitative aspect of the problems. With the existence of tools for making satellite observations can be made by methods of monitoring stations to monitor real-time phenomenon. So in the process of creating and implementing a Geographic Information System (GIS) for sustainable development of mining areas should take into account the influence of subsidence phenomenon that occurs in these areas and it is important to achieve medium-term forecasts long on this phenomenon. ERROR ASSESSMENT IN SOME SPECIAL TRAVERSES

In this paper we analyzed the particular case of the closed traverses in urban cadastre works done with total stations. Based on their specific characteristics (short lengths, large variability coefficient of angles and measured distances), we found correlative relations between the errors that appear in traverses (angle and plane error) and some of the traverses’ parameters: total length, number of distances, variation coefficients of the angles and distances. It appears that, for traverses with 6-7 points, the total plane error has its minimum.

ROMPOS APPLICATION IN GNSS MACHINE

ABSTRACT GNSS machine control is a semi-automated system for control and guidance of

vehicles like dozers or power shovels in building sites, based on GNSS real time positioning method (RTK). It allows the increasing of machine productivity through reduction execution time and costs for the ground crew (usually, the surveyors assist the machine control job). In general, such a system requires real time GNSS positioning with 2-3 cm accuracy. To obtain this accuracy, a rover installed on the machine receives from a base station (a fixed receiver of known position) correction with RTK. In order to improve the performance of machine control, this paper will present an application of differential data corrections provided by permanent network stations ROMPOS Romania, currently operated by National Agency for Cadaster and Land Registration, tested in building site

More than 80% of all the information used by water and wastewater utilities is geographically referenced. Making informed infrastructure improvement decisions requires a large amount of diverse information on a continuing basis. If information is the key to fixing infrastructure problems, the first step of any infrastructure improvement project should be the development of an information system. ABSTRACT The review presents a neglected border street after its upgrading with a support

wall system (MIHAND) built of reinforced concrete elements. This support wall was erected in 1968 in Oradea as an urban premiere in Romania (and not only). After a 42 year period of exploitation, the support wall insures the stability of the ground massif of the railway infrastructure and perfectly integrates within the adjacent urban landscape. It is a

CONTOUR CONSTRAINED RADIAL BASIS FUNCTIONS INTERPOLATION OF TPS AND RTK-GNSS POINTS

ABSTRACT This paper presents the interpolation with radial basis functions (RBF) of TPS and

GNSS points inside of a 3D contour. The 3D points are un-evened arranged, so the dedicated software are obsolete for this task. There are presented three kinds of RBF’s: quadratic, thin plate and a modified Gaussian, used to generate the 3D mesh from the points cloud. The results of this interpolation benchmark, consisting in 3D contour plots, are the input data for eolian farm design. Therefore are generated the contour plots of the three results sets to compare the interpolation quality.

The laser scanner is an powerful and modern technology of the geodesy survey. The University of West Hungary, Faculty of Geoinformatics has bought an Leica ScanSctation C10 instrument by subsidy, for use this technology in the education and in the research. The one of the uses of this new instrument was an survey in downtown of Székesfehérvár. We surveyed an given part of the historical city centre, and processed the recorded data. The present paper aims to conduct a comparative study on solving some limit situations from field using intersections to the limit and mining traverse.

For increasing geodetic triangulation of order I with points of order II-IV was used as basic method the angular intersection.

The article presents the final products made for a railway tunnel using laser scanning technology. Starting from the cloud of points obtained by scanning and then moving to filtering will reach to obtain the 3D model, then achieving longitudinal and transverse profiles, the calculations of volumes, creation of level curves, excavation and filling volume calculations, reaching to export the data and use in different software.

THE OXYGEN REGIME OF SURFACE WATER FROM BARCAU HYDROGRAPHICAL BASIN

ABSTRACT For establish the water oxygen regime from the Barcau catchment area were

analyzed spatial and temporal features of the oxygen regime indicators: dissolved oxygen, biochemical oxygen demand and chemical oxygen demand. The evolution of these parameters was analyzed in a first level four sections, located on the main course, which includes large sections of river and the influence of a different points of wastewater discharge on surface water quality. The used data string is homogeneous, obtained by systematic observations realised in the period 2005-2009. The parameters variation was evaluated by calculating the monthly and multiannual averages expressed in mg / l.

ABSTRACT The vacuum sewing system collects transports and ejects waste water from small

flow units placed on small slope surfaces. In plane areas with high ground water, using vacuum technology for wastewater transport is more advantageous than the classic gravitational one both from technical and economical reasons. Also because classical systems imply high depths for waste water collecting in densely populated area, the vacuum technology is superior and recommended for residential neighborhoods constructed near highly populated urban areas. The vacuum sewing system is modern, economic and ecologic with good applicability in plane areas from our country. THE CAPABILITY OF THE PROCESSES OF THERMAL

ENERGY GENERATION – CASE STUDY

The capability of the generation and supplying process of the thermal energy represents one of the fundamental criterion referring to the achievement of quality and performance of the system. Before the introduction of the statistical control of thermal energy production a compatibility analysis is done which is supposed to establish if the set tolerances by specifications are compatible with the installations’ capacity of satisfying these demands. The performance of a production and distribution system of thermal energy needs to be evaluated. This is given by certain characteristics, especially important being those which represent exigencies of comfort, for example of the thermal one, and economic exigencies in exploitation, predominant being the fuel consumption and implicitly its cost. The achievement of a specified ambient temperature in terms of degree and maintenance in time for all users in the conditions of a humidity degree and a rate of ventilation equally specified, constitutes the essential indices of the system’s capacity and implicitly of the production process and distribution of the product. We calculate the energy output of a 2,5 kw turbine with a vertical axe (installed power) for different wind frequencies with the aid of the Weibull model. The most important size of this method is an annual average speed related to a reference elevation. In assessment of the frequencies pertaining to the speed range, corresponding to an average speed, we have used the Weibull functions with three sizes. In the end we obtain the numeric values for the calculation of energies.

The recent developments in the field of stochastic optimization have allowed a new approach to techniques of optimization and rehabilitation of water supply systems and wastewater. Among these new methods, the genetic algorithms approach proved to be very efficients for hydraulic network optimal design. In this paper is used an genetic algorithms formulation to obtain the lowest cost for a optimal sizing hydraulic networks. This paper describes the application of one of the promising univariate PMBGA models, known as the compact Genetic Algorithm (CGA), to pipe network optimization problems. The application of the CGA to pipe network optimization problems is considered in this paper and the results are presented for one benchmark example and compared with existing solutions in the literature. The results show the ability of the CGA to locate the optimal solution of problems, considered with a computational effort, comparable to improved population – based GA and with much fewer storage requirements. ABSTRACT All interactions between the processes occurring in a wastewater treatment plant, and

between the plant and sewer system, shows the need to implement a plant-level control. In terms of unitary process, an input signal can be considered an external disturbance to be solved. In terms of the system, such disturbances are internal signals. A system level control requires a wide optimization, which is a compromise between the objectives of individual subsystems. Computerized control system must reflect the logical structure of the station and sewer. Here we present some crucial structural requirements for a computerized control system to be able to perform advanced monitoring tasks. SOME APPLICATIONS OF WIND TURBINES IN TURKEY

ABSTRACT In Turkey, wind turbines designated to benefit from the power of wind were first

constructed in 1998 in Izmir (Cesme Alacati). The static and dynamic effects which occur during the production of electricity on the soil on which the foundations of the turbines are situated should be investigated in detail to determine the best solution. The accurate determination of these effects plays a very important role for wind turbines to fulfill their functions. Therefore, the geological structure of the area where the towers of wind turbines are constructed should be first determined and mapped in detail by taking into account its morphological structure. Secondly, some important factors such as faults, crushed zones, decomposition, carstic structure, ground water conditions and risk of earthquake should be determined for both soil and rock mediums encountered in the studied area. This study presents the data obtained from soil investigation efforts performed on the foundations of wind turbines constructed in the three regions and solutions to the problems encountered before and during construction of the wind turbines. THE IMPORTANCE OF LEARNING TECHNICAL VOCABULARY IN THE HIGHER EDUCATION SYSTEM

ABSTRACT

Learning a technical vocabulary requires a good command of the foreign language, of day-to-day language and, at the same time, the grammar rules necessary for an accurate oral and written communication. Most technical vocabulary needs to be learned productively by learners specializing in a particular field and learning common collocations and grammatical patterns help this. Teachers should carefully select the material in order to suit the needs of their students. They should bear in mind the fact that technicians, like all other people, need general vocabulary and that technical vocabulary should come in like elements of specialisation in a given field. ABSTRACT

The effectiveness of the learning strategies depend on the proficiency level of the learners, first language and culture, their motivation and purpose for learning the second language, the task and texts being used, the school system and curriculum. We hope that teaching a vast amount of knowledge about technical language will provide a firm foundation upon which students can learn to develop their own language resource. Each teacher has to decide on common approaches that effectively build students’ knowledge and use of words.

THE POWERFULL INFLUENCE OF THE REAL ESTATE PUBLICITY LAW UPON REAL ESTATES

TRANSACTIONS

ABSTRACT The important transformations that have occurred in the domain of property rights

started when the legislator adopted the law regarding the publicity of property rights no. 7/1996, but even at that time a problem occurred: is this law applicable, and if so, how can the romanian individuals benefit from it. It was a known fact that in order to find a way to apply the law the legislator had to adopt the Rules of Organizing and Functioning of the Cadastral Office and that of the Land Registry Office [1].

Moreover, the cadastral system has also registered a powerful recognition in the romanian law. The year 1933 is considered to be the year during which the modern cadastral registry has appeared due to the romanian legislator who has adopted the law 23/1933 [2]. This law has established the rules of organizing the cadastral registry, and also has established the Cadastral Registries in the old part of out country and in Basarabia, introducing also the possibility for cadastral documents to be recognized on the “capital market” and among value titles.

Under these premises, the cadastral activity and the activity of the Land Registry have developed special departments, to face and to deal with the important growth of the real estate transactions. Also, the romanian legislator had to keep up with the change in the romanian society, having also to deal with the reality and the applicability of the real estate publicity law. The improvement of this law regarding the publicity of real estate transactions had as purpose the protection of individuals who bought real estates, as in order to buy real estates one has to know the judicial state of that property in particular. An important aspect that should be kept in mind by all individuals is that it is recommended to research the judicial state o a real estate property before buying it, and the best way to do that is by consulting the cadastral and the land registry book. There are always registered the names of all the former owners of that particular real estate property, and those subscriptions stand for opposability to all third parties who need that information. Even if the law of real estate advertising contains several contrary texts in it’s body, it is applicable, and it protects the buyer who is of good faith and registers in the land registry book after becoming a land owner, thus making all real estate transactions safer. We analized the implications and we came to the concluzion that using the certain methods we can have the best results in training national and international groups.The study was done on other different topics in different areas with very good results especially because of the use of modern teaching methods, SAC & integrated classes.
