VOLUNTARY INCENTIVE AUCTIONSCompanies can decide to give back underused spectrum. The FCC would auction

that spectrum to those that provide wireless broadband services. The volunteers

would retain a portion of the auction proceeds, and the rest of the proceeds

would go to the U.S. Treasury.
