Responsible Care (RC)
The chemical industry’s global initiative to drive continuous
improvement and achieve excellence in environmental, health,
safety and security performance after the wake of the Bhopal
Tragedy (India) in 1984
Launched by the Chemical Industry Association of Canada
(formerly the Canadian Chemical Producers' Association - CCPA)
in 1985
Runs in 60 countries whose combined chemical industries account
for nearly 90% of global chemical production
Signatory chemical companies agree to commit themselves to
improve their performances in the fields of environmental
protection, occupational safety and health protection, plant safety,
product stewardship and logistics / distribution, as well as to
continuously improve dialog with their neighbors and the public /
community with full compliance to legal requirements
Responsible Care (RC) in Malaysia
Implemented & led in Malaysia via CICM (Chemical
Industries Council of Malaysia), a member of FMM
with members comprised of approx. 90% multi-
nasional & local O&G, petrochemical & chemical
manufacturing companies operating in Malaysia
Move by CICM to get DOSH to endorse the RCMS as
an OSH management system framework in Malaysia
Annual CICM RC Award for all 6 Codes

3A : PERFORMANCE-BASED
1. Employee Health & Safety Code
The goal of this Code is to protect and promote the
health and safety of people (including contractors)
working at; or visiting the company work sites
It provides a framework for identifying and assessing
hazards, preventing unsafe acts and conditions,
maintaining and improving employee health and
fostering communications on health and safety issue
Some of this Code's requirements run parallel with the
Occupational Safety & Health Act 1994 (OSHA 1994).
However, it also goes beyond OSHA 1994 regulations
(OSH best practices)

2. Environment Sustainability Code
The Code presents a broad framework of environmental
protection & pollution prevention that is useful to any company,
regardless of its existing efforts
Its management practices are aimed at helping companies in
pollution prevention by reducing both emission released into the
various media, the amount of waste generated and also caters to
waste management system
In addition, the Code promotes environmental sustainability
through conservation of resources throughout its operations

3. Fire Safety and Emergency Response Code
Designed to help ensure manufacturing site fire safety, emergency
preparedness and foster community involvement
The Code also emphasizes on site emergency awareness and
preparedness and builds on the voluntary self-regulation concept
by emphasizing a broader dialogue and interaction between
employees, the general public, government officials as well as
emergency responders.
It also requires companies to establish facility outreach
programme that includes an on-going assessment of employee and
community concerns about their operations.

1. Uniqueness, Innovativeness and Originality of the project
2. Impact of the project on the stakeholders (qualitative / quantitative
& short / long term implication)
3. Sustainability of the program to the People, Planet & Profit
4. Efficiency and effectiveness of the project
5. How and to what extent is the project communicated and reported
(internally and externally)
6. Project management i.e. Planning, Control, Assurance &
Improvement
7. How easy is it to duplicate the project
