Sun PrairieJerome A. Duke OConnor,age 80, formerly of Hartford andGermantown, passed away on Thursday, July31, 2014, at Prairie Gardens Assisted Living.He was born on July 14, 1934, to George andDorothy (nee Lackas) OConnor.
Duke liked to be in charge and get thingsdone. When others were wringing their hands,Duke got out a legal pad. In his personal andprofessional life, he went to the heart of anyproblem and wrote out a plan in his bold andaffirmative handwriting that always startedwith step one. The calendar he left behindshows many such plans. His leadership skillswere honed on the gridiron as a standout highschool athlete for the Hartford, Wis., Orioles.This earned him a football scholarship toattend the University of Wisconsin-Whitewater.He later earned a masters degree in publicadministration. While his education was impor-tant to him, his approach to life came largelyfrom his football training and by watching his
beloved Green Bay Packers, especially duringthe Vince Lombardi years. He began hiscareer as a manager for Libbys Foods inHartford and was elected to the Hartford CityCouncil as a young man. Duke became a fix-ture in City Hall and went on to work as theHartford city clerk-treasurer, a job where hewas called upon to make a big play as anelection official that sealed a place in history.
The movement to extend the right to vote to18-year- olds led ten 18-year-olds to show upand cast ballots in a Hartford school referen-dum on July 20, 1970, after the presidentsigned a new federal law on June 22, 1970.
The ten votes were already cast before pollworkers realized the effective date for the lawwas Jan. 1, 1971. Duke immediately called ahalt to the voting while he contacted officials inWashington, D.C. With guidance fromWashington, he determined that the only wayto prevent a local political crisis was to ran-domly draw down the ballots by t he number ofvotes inappropriately cast by the 18-year-olds.
Time magazine, at that time, cited this as thefirst instance of teenage voting, although ineli-gible, in the United States.
With that beginning, Duke had a success-ful career advising local officials in manage-ment and leadership as a section chief for theDepartment of Local Af fairs and Developmentunder Gov. Patrick Lucey. Duke later workedas a consultant to local government, as VillageAdministrator for Germantown, and as TownManager for Richfield. He was a well-regard-ed Realtor in more recent years. He wasrespected by local government officials andmunicipal managers throughout the state.
He is survived by his loving children,Edward Patrick (Kim) of Sun Prairie, KathleenMary of Land O Lakes, Annette Marie (John)Talis of Madison, and Michael John of WestBend; cherished grandchildren, Reilly, Kieran,Aidan, Miriam and Caroline; dear sisters,Carolyn Scheerer and Patricia OConnor; andhis brother-in-law, Charles Schwalbe. Jerome is
further survived by other relatives and manyfriends.He was preceded in death by his parents,
George and Dorothy OConnor; his siblings,Mary Schwalbe and Edward OConnor; anda brother-in-law, Vincent Scheerer.
The Mass of Christian Burial for Jeromewas held on Tuesday, August 5, 2014, at 2p.m., at ST. JOHN CATHOLIC CHURCH,1170 Rome Road, Rubicon, with Father DavidLaPlante officiating. The family greeted rela-tives and friends on Tuesday at the church form12 p.m. until 2 p.m.
In lieu of flowers, memorial contributions to
the American Heart Association are appreciat-ed.

The Germantown School District is review-ing a July 9 incident at the Jefferson CountyFair that involved a district employee.
The employee, April Kay Smith, received adisorderly conduct citation from the JeffersonCounty Sheriff's Department after it was deter-mined that she destroyed campaign signs forGov. Scott Walker.
According to the Sheriff's Departmentreport, a witness observed Smith destroyingthe signs and contacted the Sheriff'sDepartment. The witness wrote a report inwhich she stated she observed Smith pull thesigns out of the ground and step all over them.
At first, Smith denied damaging the signsand said she was Germantown kindergartenteacher. She subsequently admitted to her role
in the incident, which caused an estimated$40 in damage.
Germantown School District AdministratorJeffrey Holmes confirmed this week that thedistrict is conducting an internal review of theincident and that the School Board will discussthe matter in closed session at its next meeting.Holmes added that while the board will dis-
cuss the matter, no decisions will result fromthat session.
The incident gained publicity last weekafter The Wisconsin Reporter website printedthe sheriff's incident report and identifiedSmith's role in the incident. The WisconsinReporter is an outlet of the Franklin Center forGovernment and Public Integrity organization.

Froedtert & the Medical College ofWisconsin Community Memorial Hospital cel-
ebrated 50 years of service in the area with acommunity festival held July 13. The festivalincluded food and beverages; a performanceby Accompany of Kids, as well as demonstra-tions by hospital staff, activities for children,displays by the village police and fire depart-ments; and a food drive.
The event was held to commemorate notonly a widely respected and ever-expandingmedical establishment, but also a vision thatbegan with a handful of everyday citizens andflourished into a crown jewel of WaukeshaCounty.
When, in 1957, community members
began going door to door to raise funds for aneed they saw a local hospital few couldhave predicted that the facility that openedJuly 1, 1964 would grow from 61 beds, 16physicians and a staff of 70 to 202 beds, amedical staff of nearly 600 and more than1,300 total staff.
From humble beginnings, CMH has sinceaccumulated a long list of achievements in thepast five decades, including welcoming morethan 42,000 babies into the world.Accredited by The Joint Commission, the full-
service hospital specializes in cancer care,heart and vascular care, orthopaedics,womens health and advanced surgical proce-dures.
"Community Memorial Hospital was built
because of a sincere and compassionate con-cern that local residents live healthy livesalong with a commitment to provide excellenthealth care right here in their community," saidCMH president Dennis Pollard in reflection ofthe hospitals history.
Some highlights include: 1958CMH is incorporated and the
Hospital Board of Trustees is formed. 1964Hospital opens. 1970First major building project
results in an increase to 133 beds. The secondfloor added; new OB Department/PediatricUnit/Surgical Unit; ICU Unit established;
expanded surgery. 197410th anniversary: The hospital
grows to include 70 medical staff membersand 450 staff members.
1975Day surgery program implemented. 1983Cardiac rehab program star ts. 1989LindenGrove opens on hospital
campus; Community Memorial Foundationlaunches; Mental Health Center opens.
1991Worker Assessment and Rehabopens on Main Street.
1992Sports Medicine Center is added

Pollard said he looks forward to another50 years of CMH as a pillar of health care inthe village and surrounding area.

Rick Miller was selected from three resi-dents who applied to fill the District 2 trustee
seat. The position opened when JeffWerderman resigned due to a move to Florida.
Miller has been a resident of the village for
