Grayson County FSS Advisory Board Meeting
November 8, 2017
Members
Present: Katie Baillio, Michael Armstrong, Barbra Phillips, Larry Turner, Christen Chaffin
Staff Present: Brianna Sundberg – FSS/Homeownership Coordinator
Sophia Pedraza – FSS/Homeownership Coordinator
A. Meeting was called to order at 12:06 pm by Barbra Phillips.
B. Michael Armstrong opened the meeting with an invocation and Brianna Sundberg led the pledges.
C. There were no guests present to welcome.
D. Katie Baillio made a motion to approve the minutes from the August 23, 2017 meeting. Michael Armstrong
second the motion. Motion carried.
E. FSS Coordinator Report
1. Brianna Sundberg provided a report on the upcoming Share the Warmth event.
2. Brianna Sundberg provided a report on recruiting for quality FSS participants.
3. Brianna Sundberg provided a report that CSBG was no longer handled in the Section 8 office by
FSS but that FSS coordinators still could refer to that program now being handled by Energy
Services.
4. Brianna Sundberg provided a report on the recent FSS training that was attended and the need to
remodel the FSS Action Plan.
F. Action
1. End of Participations: Brianna Sundberg presented the End of Participations to the Board. A
motion was made by Michael Armstrong to approve. The motion was seconded by Larry Turner.
Motion carried.
2. FSS Contract of Participations: Brianna Sundberg presented the FSS Contract of Participations to
the Board. A motion was made by Michael Armstrong to approve. The motion was seconded by
Larry Turner and the motion carried unanimously.
3. FSS Quarterly Case Management Activity Report: Brianna Sundberg provided information on all
Grayson County FSS Clients. A motion was made by Katie Baillio to approve the report. The
motion was seconded by Larry Turner. Motion carried.

RECOMMENDATION Authorize FSS clients that have ended their participation in the FSS Program.
BACKGROUND
The Section 8 Family Self-Sufficiency Program provides the coordination of rental assistance and other public
as well as private resources to enable participating families to decrease dependence on government
assistance. Families achieve this through setting various individual goals, such as returning to school or
seeking and obtaining employment. TCOG works with welfare agencies, schools, businesses, and other local
partners to develop a comprehensive program that provides FSS participants the skills and experience needed
to achieve success. The Family Self-Sufficiency Program Coordinator works one on one with each participant
to ensure they are linked to the supportive services they need to achieve greater economic independence.
DISCUSSION Family Self-Sufficiency clients can end their participation in the FSS program in one of four ways.
1. Clients may voluntarily choose to end their participation.
2. Clients may graduate from the FSS program.
3. Clients will automatically be withdrawn from the FSS program at the conclusion of their Section 8 contract.
4. Failure to meet specific FSS contract requirements can also lead to end of participations.

RECOMMENDATION Authorize Contract of Participation for potential clients seeking to join the FSS program.

to achieve success. The Family Self-Sufficiency Program Coordinator works one on one with each participant
to ensure they are linked to the supportive services they need to achieve greater economic independence.
DISCUSSION Potential FSS clients initially complete Interest Forms, and are then invited to attend a briefing session with the
FSS Coordinator. The FSS Coordinator then discusses the individual goals of the clients with them, and
presents their client profiles before the FSS Advisory Board. Once a profile has been approved by the Board, a
Contract of Participation can be activated for a period of 5 to 7 years.

seeing and obtaining employment. TCOG works with welfare agencies, schools, businesses, and other local
partners to develop a comprehensive program that provides FSS participants the skills and experience needed
to achieve success. The Family Self-Sufficiency Program Coordinator works one on one with each participant
to ensure they are linked to the supportive services they need to achieve greater economic independence.
DISCUSSION FSS clients are tracked every quarter to see if they are meeting their goals and more importantly their FSS
requirements. Clients are required to sign their Contract of Participation, attend Orientation classes, complete
required FSS paperwork such as their Case Management form, and give updates on their progress. The FSS
Coordinator analyzes each client’s file, and then rates the client on a scale ranging from 1 to 5: 1(compliant),
2 (compliant with assistance), 3 (compliant with limits), 4 (missing compliance), 5 (noncompliant). Any client
with a rating of 5 may be brought before the FSS Board for possible termination due to noncompliance.

difficulty and is working to get it resolved so
that it doesn’t interfere with her housing
assistance.

complete COP. She reports she is unable
and unwilling to work or explore options to
increase income to help with
homeownership expenses in the future.

disability and his file is up for recalculation.

been repaired and she has decided to stay.

still wanting to pursue a few educational

had some health issues but they are
