Helderberg schools, especially primaryschools are overcrowded.

The Helderberg has just under 30 primaryschools. When Helderberg Gazette contacted afew of these schools at the onset of the schoolyear last week, many of them hadwaiting listsfor Grade 1 learners who could not be accom-modated.While some of these Grade 1 learners’s par-

ents had applied by the closing date for enrol-ment at the end of June last year, principalssay that many of these learners are late appli-cants, with some only applying for admissionfor 2014 last week.With the start of the second school week for

2014 yesterday (Monday), many schools werestill inundated with late registrations.Godfrey Julies, school principal of Rusthof

Primary School in Strand says these late regis-trationshamper theproductivity of the school.

“Late registration make our task difficult asI am forced to deal with this where we couldhave started our school programme already,”he said.Julies says parents did not co-operate with

the school as they failed to meet the deadlinefor registration even after numerous notifica-tions were sent to them.Most of these learnersthat have not been applied for in time, he says,live close to the school. According to Julies therecently finished school has five Grade 1 class-es with 205 Grade 1s in total and 45 learnerson the waiting list.He says the new school can only accommo-

date 1 200 learners, about 100 less than previ-ously. “We have no extra classes to accommo-date these learners, no furniture, no textbooksand no stationery,” he added despondently.Julies says thewaiting list will be sent to the

WesternCapeEducationDepartment (WCED),and hopefully the learners will be accommo-dated at other Helderberg schools.SolomonQatyana Primary in Nomzamo has

256Gr 1s on theirwaiting list. School principal

NokwaziMniki says 240 learnerswere alreadyaccommodated in the six Grade 1 classes.According toMniki a new primary and high

school for Nomzamo will open in April thisyear,which shehopeswill address thedemandin the community.Mphicothi Qantolo, school principal of

Christmas Tinto, also in Nomzamo also hopesthat if the schools are built it will bring reliefto the five primary schools in Nomzamo.Christmas Tinto was built last year to addressovercrowding at ACJ Pakade Primary. Theschool did not have sufficient furniture andlearnerswere taughtwhile sitting on the floor,many using ice-cream tubs as tables.Qantolo says Christmas Tinto has seven

Grade 1 classes of 45 learners each. He says hehopes that the WCED will allow some of theteachers for the planned school to temporarilyteach at his school and that they will supplyfurniture toaccommodate the 40Grade 1 learn-ers on their waiting list.Somerset West Primary School has enrolled

112 Grade 1 learners this year. A spokesperson

for the school was unable to say how manylearners were on their waiting list, but saidthey believe that the learners were acceptedat other schools as the school has had no fur-ther enquiries about accommodating morelearners.Sir Lowry’s Pass Primary school principal

did not respond to an enquiry with regard tohowmanyGrade1 learnerscouldnotbeaccom-modated at Helderberg schools and how theWCED would address the issue. It could alsonot be confirmed if two schools are to be builtin Nomzamo this year.Parents whose children have not been ac-

No fee for resultsThe excitement of the matriclearners at Simanyene HighSchool inNomzamowas quick-ly dampened when they weretold they had to payR110 to ob-tain the results of theirNation-al Senior Certificate exams.

According to a Somerset Westresident, a learner at the schoolwho she employs over weekends,informed her that he would onlybe able to get his results if he paidthe R110 fee. “I found it verystrange that a school wouldcharge their pupils for their ownmatricresults.Thetownshipchil-dren do not have money.”According to a matriculant,

Msinelelo Cacambile (19), thema-triculantswent to school onTues-day 7 January to get their results.“Iwent to school around 12:00 andthe principal told us we shouldcome back the following Mondaywith R110 for our results.”Msinelelo said the principal, MrMatshoba, informed the learnersthat they needed to bring their

parents to school for negotiationsto take place.Msinelelo saidhe, alongwith 20

other learners, refused to pay. Hethen phoned a helpline from thedepartment of education for ad-vice. According to Bronagh Ca-sey, spokesperson for educationMEC Donald Grant, schools can-not withhold results because ofoutstanding fees and also cannotcharge an amount for the collec-tionofresults.Thedepartment in-vestigated the matter and foundthat in this case, it was neither.“The principal informed learn-

ers who had not yet handed intheir textbooks that their parentshad to collect their results. Thiswould give the principal the op-portunity to talk to their parentsabout their children’s failure tohand over their textbooks. Theprincipal asked for R110 shouldthe learnersnotbeable toretrievethe books.” Casey added that theparents were then to be given theresults – even if a payment wasnot made.

Liquor trading now allowed on SundaysLiquor stores can apply to the City ofCapeTownforextendedtradinghoursafter the new liquor bylawwas prom-ulgated last week.The new bylaw, Control of Under-

takings that Sell Liquor to the Public,2013 was promulgated on Friday 17January in the Provincial Govern-mentGazette.All existingbylawscon-cerned with the sale of liquor havethus been repealed. The new bylawcomes into effect on 1 February.

Businesseswith valid liquor licenc-es can apply for extended tradingtimes if they adhere to therequirements and limitations set outin the bylaw.Previously, only businesses with

on-consumption liquor licenses, likerestaurants, could apply for extendedtrading hours, while off-consumptionliquor license-holders did not qualifyto apply for extended liquor tradingdays or hours. The new bylaw makes

provision for off-consumption li-censed premises to apply for extratrading hours fromMonday to Satur-day from 18:00 to 20:00 and for tradingon Sundays from 11:00 to 18:00.On-consumptiontradersarenowel-

Possible lack of toilets to be investigatedDALEEN FOUCHÉ

The City of Cape Town will be investigatingthe possibility of providing permanent toiletsto a new area of Lwandle following a protestwhere eight toilets were destroyed.

On Sunday 5 January, residents of the DavidNkanti informal settlement protested after on-ly one of the eight nearby toilets that they usewere in working condition.

The residents have no toilet facilities of theirown.

Ernest Sonnenberg, Mayoral Committeemember for utility services says the City in-formed the leadership of David Nkanti prior

to the protest that the toilets would be fixedonly after the builders’ holiday break in De-cember.

He says the City has provided residents withchemical toilets as a temporary measure untilthe toilets have been repaired.

“This area is a relatively new area and theCity will be investigating the possibility of per-manent toilet installations. The outcome of theinvestigation will be reported back to the com-munity.”

Tensions about service delivery in Lwandlehas been growing since last year, with a visitfrom high ranking officials being cancelledmidway due to fears of a brewing protest.

Sonnenberg says the City condemns any andall criminal destruction of the City’s facilities.“This does not speed up service delivery andis counter-productive as the money that has tobe spent on repairs detracts from the budgetfor new installations.”

He says the City will be installing around1 300 full flush toilets in Cape Town this year,of which a number will be for the Strand-area.

“The City faces a number of challenges ininstalling full flush toilets including high den-sity, land typology and land ownership as wellas accessibility to backbone infrastructure,”Sonnenberg said, adding that they will contin-uously consult with the community.
