West Side Recreation and Park District Purchases Land for New Recreation Center

The West Side Recreation and Park District has just closed a deal on nearly 2 acres of land located behind O.T.s Restaurant and the park district headquarters that will house its new $3 million dollar recreation facility. District Director Don Koenig said that the district had purchased the land form the Moose Lodge at a cost of $55,000 to build a new recreation center to replace the facility that burned down in a fire in downtown Taft. “The Lodge saw the facility as a real need for the community and decided to sell it to us,” said Koenig who also said it took nearly two years to complete the deal. Koenig said the new facility will house a high school sized gym with a basketball court, a fitness area and possibly a preschool center. Koenig also said he hopes to have enough funding for a second floor 1/8 mile indoor track, and possible a bowling facility. “The public told us that they would like to have a bowling alley,” Koenig said. “It may be a hybrid bowling, if we can afford it, where players would use a bowling ball but instead of pins, an electric scoring device would be used.” Koenig said that the old recreation facility was used by several hundred people a day. He expects the new facility to attract just as many if not more. As for the preschool center, Koenig said that he would like to put a senior center were the preschool is now in the existing recreation center, and move the preschool program to the new gym. “There is a lot of demand for a senior facility in Taft,” Koenig said.

Westside Recreation and Park District Director Don Koenig stands on the new 2 aces site purchased by the district to build a new recreation center that would replace the old facility that was destroyed in a fire in 2007. The land is located behind O.T.’s Restaurant and the Moose Lodge adjacent to the existing Recreation District office on Cascade Place.

Due to an overwhelming response from the community, Public Health has successfully distributed its initial supply of H1N1 Flu Nasal Mist vaccine at the 1800 Mt. Vernon Ave location. Kern County residents are reminded that 11 district offices throughout Kern continue to offer H1N1 Nasal Mist Flu vaccine at this time. The Bakersfield H1N1 Flu Vaccination Clinic will resume when additional doses arrive.

Dr. Jonah, Kern County Public Health Officer states, “Public Health District Offices located throughout Kern County will be offering H1N1 Flu Nasal Mist vaccinations to eligible residents during their normal clinic hours. It is recommended the public calls the Public Health District Offices to confirm availability of the vaccine and to see if they meet the health eligibility requirements mandated by the Centers for Disease Control.” For Taft residents the H1N1 Flu Vaccination can be received at 315 Lincoln Street in room 150. McCarthy Says Central Valley is Being Crushed by Record Unemployment from Man-Made Drought Congressman Kevin McCarthy joined his colleagues on the floor calling on House Democratic leaders to stop ignoring legislative efforts that would address the man-made drought in the San Joaquin Valley that is causing massive unemployment. He implored his colleagues to take up the Turn on the Pumps Act. “I rise opposed to this rule. You cannot bring water to California when you bring another closed rule to the floor. You cannot bring water, or debate to the floor, when you don’t allow amendments. Madam Speaker, the people of the Central Valley are being crushed with record unemployment from a man-made drought, from 14% to over 40%. Plain and simple, the Majority that runs this House is failing to fix this problem. Jobs are being lost because the pumps were shut off. At a time of crisis when there’s no excuse for partisanship, some appear to be playing partisan games at the expense of people’s livelihood. Instead of coming together as Republicans, Democrats, and Independents, the solution to get the water flowing sits behind post office bills, and this bill that would recycle water for use in the San Francisco Bay. I ask this simple question: why are we failing to take up a needed bill? The Turn on the Pumps Act - to get the water flowing again. This is not a liberal, conservative, or moderate issue; this is a common sense issue. Madam Speaker, President Franklin Delano Roosevelt once said, “The nation that destroys its soil, destroys itself.” Well, the pumps are off, the pipes are dry, the land is no longer able to produce, and the soil is being destroyed. How do you bring water to California with a closed rule? How do you sit on this floor and say that you’re bringing up all these bills for water but you deny the Valley, you deny the breadbasket, and you deny the ability for the pumps to be turned on. I ask for a ‘no vote’ on the rule.”

Opal Smith Turns 100 in time to Celebrate Taft’s 100th Birthday

Taft resident Opal Smith will turn 100 years old this month and just in time for the City of Taft’s Birthday in 2010. Smith was present at the Oildorado Luncheon on Thursday where the crowd sang Happy Birthday to her. Opal plans to spend her birthday with family quietly. The City of Taft will present her with a Resolution at their meeting next Tuesday.

Got Water?West Kern Water District Securing Local Water Supplies

While the rest of the Central Valley and most of California suffers through a water shortage, the Westside is working hard to ensure that Taft and the Westside has plenty of water, even in times of severe drought. Central Valley farms have not planted crops, some cities have implemented water use restrictions, and unless it rains or the state has really good snowfall this year, it’s going to get worse. The Westside, however, has not had to take such drastic actions and is in a relatively fortunate position with an aggressive water district board of directors and staff always on the look-out to secure enough water to supply local residents and Westside oil and power generating plants. On a recent outing to the WKWD’s well field near HWY 119 and Enos Lane where the district stores district water, District President Stephen Steinhoffer and Regulatory Administrator Gary Hamilton provided a tour and briefing on where Taft’s water comes from. In the water world, water is measure in acre feet, that is, one foot of water that cover approximately one acre of ground, enough to supply a family of 4 for about a year. The district supplies Taft, Maricopa, McKittirck and the surrounding oil and power generating plants with water.

Even though the water district is entitled to 31,500 acre feet annually, because the supply of state water is unreliable due to lack of rain, snowfall and environmental issues, the district usually only receives between 10 percent and 60 percent of the water, or between 3,000 and 16,000 acre feet per year. To make it worst, the district may not know how much it will get when it needs to know. So the district is always trying to secure and store other sources of water from other water districts who have excess supply and make it available for sale to the WKWD.

Since the district did not get its full entitlement of state water last year, the district had to purchase water from other sources who have excess water for sell. To make up the shortfall this year, the district bought or exchanged 10,000 acre feet of water with the following sources:

Water costs for the district run between $170 per acre foot to more than $350 and acre foot, depending on availability and source. In the next column on the WKWD, we will discuss how district water is stored and how it is delivered, and the need for more water storage facilities.

The Wide World of Photography photo contest continues to draw local interest. Sponsored by the Taft Camera Club, this contest which is open to all West Kern Residents, is quickly drawing to a close. Entries must be postmarked no later than Saturday, October 31st. The Taft club is encouraging anyone who has any interest in fun pictures, interesting pictures, different pictures, perhaps even great pictures, to enter their digital images in any of these five categories – People and Critters – Going Places – Doing Things – Other Stuff – Oil Patch. Contestants may enter images in one or more or all of these categories but may not enter more than an overall total of tem images in the contest. There is a one-time entry fee of $9 for all contestants that entitles them to enter up to ten images. First through fourth place awards will be given in each of the five categories in addition to a Best of Show award. All winners will also received a mounted 8” x 10” print of their digital image.Contest winners will be judged by Samuel G. Shaw, a noted photographer who has previously judged photo contest for clubs both nationally and internationally for over ten years. A long time member of the Photographic Society of America, Shaw has been frequently mentioned in PSA’s Whos’s Who in Phogography and was one of the top exhibitors in North America for Photo Travel in 2008. Shaw’s works have graced the cover of the PSA Journal twice in recent years. A strong supporter of the individual photographer, Shaw devotes much of his time to supporting local camera clubs and individuals including the development of digital programs for their use. With the end of October closing date fast approaching, local photographers – young and old – novice and experienced – are encouraged to review and select their best photos of big things or little things, of quiet subjects or active subjects, and convert them to digital images on a CD disk and mail them to the Taft Camera Club at P.O. Box 682, Taft. Contest rules and entry forms can be picked up at the following locations: Taft Chamber of Commerce, West Kern Oil Museum, K.C. Photo and at numerous other Westside merchants. The Taft Camera Club, which was formed in 1933, was a charter member of the Photographic Society of America in 1934 and the San Joaquin Valley Camera Club Council in 1954. Many prints of Taft Club members are currently on display at the Taft College Library. The Club meets at 7:00 pm on the 2nd Tuesday of the month at the Chevron Valley Community meeting room on West Kern St.

Benefits of an Enterprise Zone Designation

According to the State of California, the purpose of the Enterprise Zone Program is to:1. Stimulate business and industrial growth in depressed areas of the state.2. Help attract business into the state.3. Help retain and expand business and industry; and4. Create increased job opportunities for all Californians. A designation as an Enterprise Zone lasts 15 years and there are 42 such zones throughout California. The State provides performance based tax credits and incentives to Enterprise Zone businesses to promote “Smart Growth” by revitalizing chronically deteriorated areas, hire the most difficult to hire residents in private sector jobs, and retain, expand and reward businesses that participate in these objectives. Zone companies are eligible for substantial tax credits and benefits including: - Hiring Tax Credits - Firms can earn $31,605 or more in State tax credits for each qualified employee hired. - Sales and Use Tax Credit - Zone companies may receive a sales tax and use tax credit for manufacturing or processing machinery, data processing and communications equipment and motion picture manufacturing equipment central to production and post production, to be used in the Zone. Individuals can claim a credit on the first $1,000,000 of qualifying purchases, while corporations can claim credit on the first $20,000,000 per year. - Business Expense Deduction - Up front expensing of certain depreciable property. - Net Operating Loss Carryover - Up to 100% of the NOL may be carried forward for 15 years. - Lenders Credit - Lenders to Zone business may receive a new interest deduction. - Unused tax credits can be applied to future tax years. - Enterprise Zone companies can earn preference points on state contracts. According to a recently released “Cost-Benefit Analysis of California’s Enterprise Zone Program”, conducted by Applied Development Economics, the Zones are achieving their intended purpose by stopping decay and stimulating growth of the most distressed areas of the state. In 2002, the net gain to California was $249 million, which was a 35% return on the state’s investment. Over 182,000 zone eligible jobs were added, with a most of the employees formerly being on public assistance. This translates to a savings of over $40 million to public assistance in 2002 by the creation of these jobs. Employment in California enterprise zones in 2002 is approximately 170% of what it was in 1992, with the average starting salary 33% above minimum wage. Along with these amazing statistics, zones also contribute to local benefits such as overall economic vibrancy, added sales and property tax, building permit fees, land use improvements and reduced blights. Since the inception of the Enterprise Zone designations, local investments have exceeded State investments by over 700%, zone communities have spent over $3 billion in their zones, over 100,000 new businesses have located within zones, and small businesses (50 employees or fewer) make up 75% of the companies using the Zone Hiring program. A Zone application often takes two years to complete, with approximately 150 pounds of paperwork attached to the final product. Most cities hire consultants specifically for the Zone application since the Environmental Impact Study is quite massive and can often cost about $500,000 to complete. Should a city decide to complete its own application, there would be a substantial savings. One way to offset the costs and minimize the time spent for the application would be to contract out some studies but retain most of the work for city employees. Since the City of Taft is already planning an environmental impact report and municipal services review, along with the General Plan update, the City’s task will be much easier should it proceed for a Zone designation. As the City pursues a new economic development plan, including extending the Sphere of Influence and Annexation of Ford City, Taft Heights, and South Taft, having an Enterprise Zone may be just what is needed to revitalize and diversify the economy of this area.

Public is Encouraged to Attend and Provide Input and Comment The Kern County Animal Control Department announces a series of Public Workshops regarding proposed revisions to the Kern County Ordinance Code relating to Animal Control regulations. The public is encouraged to attend these workshops and provide input and/or comment on the proposed revisions. Comments and input will be gathered to present at a later date to the Kern County Board of Supervisors and to the Animal Control Commission for review. Six different workshops have been scheduled to provide residents in all areas of the County the opportunity to attend and participate in the discussion. Alice Laverne Butz

Alice Laverne Butz was born February 25, 1923 to Henry Russell and Ella Bell Marshall Langworthy. She was born at 3565 Belmont Ave, Fresno, CA, on her grandparents Jacob and Martha Marshall’s dining room table.Her family lived with Jacob and Martha Marshall for a while. ( Jacob Marshall had moved to California from Pennsylvania in a covered wagon. He bought Grabner’s Post Office at the turn of the century, located at Auberry Road and Wellbarn. He renamed it Marshall Station, where it still stands today.) Then the Langworthy family moved to 3609 Lewis Ave. From 1929 to 1931 they lived at Hume Lake while Henry surveyed the road to Cedar Grove. They also lived for six months at Three Rivers, before moving to 3601 Lewis Ave. in Fresno.

She met Warren Russell Butz July 13,1940 at church camp at Sequoia Lake. They were Married March 10, 1942. They lived at 112A Buchanan in Coalinga until Warren was called to the Army. Then she moved back home with her parents. She worked at a long distance board from 6 PM to 1 AM and rode home in a Yellow Taxicab. When Warren came home from the Army, he built a home for them in Derby Acres. She sold Avon from November1962 until December 1991. She also sold Sara Coventry Jewelry, painted with liquid embroidery, and played Bunco. She was a member of Eastern Star. She attended Fellows Baptist Church, and later First Baptist Church in Taft. When Warren retired from M.H. Whittier in 1985, they moved to Auberry. She died at home in Auberry on October 7, 2009. She will be missed by her friends and family.

She was preceded in death by her parents Henry and Ella Langworthy, a sister Altamae Halbert, a son Daniel Butz, and her husband Warren Butz. Her surviors include: a sister, Jean Carr, of Auberry; children: Jon Langworthy-Butz and wife Judy of Clovis, Karol Hudson and husband Rick of Taft, Steven Butz and wife Ruthie of San Marino, Gary Butz and wife Frances of Derby Acres, Mike Butz of Arizona, Kathy Marion and husband Tom of Bakersfield , ten grand children and twenty-one great grandchildren.

Private services will be held at Oakview Baptist Church in Auberry. In lieu of flowers please make a donation to your favorite charity, Oakview Baptist Church in Auberry , of First Baptist Church in Taft.
