HUMAN RESOURCE MANAGEMENT FOR LLINs UCC 2020
INTRODUCTION
The government of Uganda in partnership the Global Fund, PMI/ USAID, Against Malaria Foundation
(AMF) and other implementing partners plans to conduct its third Long Lasting Insecticidal Nets Mass
Campaign for Universal Coverage (LLINs UCC) in 2020. Approximately 27m Mosquito nets will be
distributed country wide.
The Campaign is human resource intensive and therefore require additional support to the already
existing staff to avoid compromising other routine program activities. This requires sourcing for eligible
human resource to support the above structure.
For a successful implementation of the campaign, the MoH invites applications from eligible and
vibrant Ugandans for short term engagement in the following positions:
Campaign Secretariat
1. Position: Field Operations Officer (1 position)
Roles and responsibilities
Review district supervisors’/coordinators’ reports to facilitate compilation of appropriate
campaign reports
Review reports from the district and sub country teams to meet standards
Participate in preparation for relevant Operations meetings
Be involved in Campaign monitoring and supportive supervision
Work with district team to plan and implement LLIN activities.
Support activities carried by DCs and S/C campaign Coordinators during the activities,
Participate in the preparation for pre-distribution, distribution and post distribution activities
Support the preparation of weekly, monthly and wave reports and other LLIN campaign report
writing
Qualifications & Competencies
The candidate requires to have the following minimum qualifications:
- A bachelor degree in any field but preferably in areas related to health, community development,
education and social sciences. Additional qualifications including certifications is a plus

- At least five years’ experience in in fields related to project implementation, capacity building,
health services delivery, etc at national and district level in Uganda
- Knowledge of the national and health sector level policies and operational procedures
- Experience with malaria program is desirable.
- Strong computer and communications skills with ability to write lucid reports within tight timelines
- Experience in planning for field coordination in LLINs campaign is an added advantage
2. Position: Project Support Officer (2 positions)
Roles and responsibilities:
Support Field Operations Officer to prepare reports and ensure they are easily accessed as and
when needed
Working closely with the procurement/logistics officer to ensure all needed materials are
available
Prepare for all logistical needs and supporting the issuing process to the same to team before
they leave for the field
Follow up the operations issues with relevant officers and stakeholders completion of tasks
Link operations issues with the technical subcommittees
Qualifications & Competencies

At least a relevant Degree as minimum qualification with a rich experience in similar field

3. Position: Micro Planning Technical (1 Position)
Roles and Responsibilities
i) Lead the introduction of the upcoming LLINs campaign process to the district leadership

ii) Lead the district engagement micro planning activities
iii) Coordinate the Data Collection and validation for micro planning exercise.
iv) Complete the micro planning Template data collection variables on operations, M&E, SBCC,
Logistic.
v) Link the micro planning finding with the district risk management plan for the UCC campaign.
vi) Lead the training and reporting for all activities related to micro Planning exercise.
Qualification required
- Masters with M&E is mandatory. Additional qualifications in health is an added advantage.
- At least 8 years’ experience in similar fields is required
- Knowledge of the National, District, and health sector level policies and operational procedures is a
requirement
- Experience with malaria program programing at and National, region and district is a must
- Strong computer and communications skills with ability to write lucid reports within tight timelines
- Strong skills in stakeholders’ engagement is desired
- Institutional Memory is an added advantage
- Experience in planning for field coordination in LLINs campaign is an added advantage
3. Position: M&E Technical Advisor (1 position)
Role and responsibilities
Coordination of the mass campaign evaluation activities
Coordination of regular reports to the funding agencies and to MoH as a component of the overall
NMCD reporting
Conducting Data Quality Assurance activities during and completion of LLINs distribution
Overall responsibility for ensuring effective implementation of all the activities and strategies within
the M&E Plan
Coordination of the different sub-committees and officers to ensure that planned outputs and
activities are carried out.
Take lead in the analysis of data collected under the monitoring framework for assessment of
progress and areas for improvement.
Qualifications and Competencies
Essential:
University degree with at least a Master’s level in Public Health, Information Systems, Statistics or
other relevant fields.

Professional training in Monitoring and Evaluation.
At least 5 years professional experience in project/programme design implementation and M&E
Desirable:
Substantial experience in the heath sector in Uganda.

4. Position: Data Manager (1 position)
Role and responsibilities
o Management of data collection, data entry, cleaning and analysis as required
o Generation of allocation lists for LLINs distribution
o Generation of administrative coverage data
o Ensuring the quality of all data collected at implementation
o Management of access to LLINs databases
o Periodic backup of all LLINs databases
o Support in troubleshooting of LLINs electronic data management systems.
o Experience in planning for field coordination in LLINs campaign is an added advantage
Qualifications and Competencies
Essential:
University degree with at least a Master’s level in Public Health, Information Management,
Statistics, Information Technology or other relevant fields.

At least 3 years’ experience in the design, development and implementation of variety of data
management tools including databases and spreadsheets.
Experience designing and conducting training courses.
Desirable:
Substantial experience in the heath sector in Uganda.

5. Position: Data Analyst ( 5 positions)
Role and responsibilities
o Analyse all the data entered into the LLINs data electronic databases and provide ongoing reports.
o Ensuring the quality of all the system data collected at implementation
o Preparation of allocation lists for the LLINs distribution.
o Generate daily, weekly and wave specific system reports.
o Support all teams with approved data requirements
o Preparation of the wave-specific mass campaign reports
o Work with management to prioritize business and information needs.
o Coordination of the different sub-committees and officers to ensure that planned outputs and
activities are carried out.
Qualifications and Competencies
University degree level in Mathematics, Economics, Computer Science, Information Management
or Statistics or other relevant fields.
At least 2 years’ experience regarding data models, database design development, data mining and
segmentation techniques
Fluency in English.

6. Position: IT Technical Support Officer ( 2 positions)
Role and responsibilities
o Installing and configuring computer hardware, software, systems, networks, printers and scanners.
o Preparation of electronic devices that will be used during the registration and distribution activities.
o Offer IT support to the national and field teams.
o Ensure security of electronic systems and devices.
o Keep inventory of all the electronic devices used in the campaign.
o Responding in a timely manner to service issues and requests
Qualifications and Competencies
University degree level in Computer Science, Information Technology, Engineering or other
relevant fields.
At least 2 years’ experience in technical support
Fluency in English.
Work Based Skills and Competencies:
In-depth knowledge of computer hardware and software
Up-to-date knowledge of the latest IT and software trends
Knowledge of computer networking, LAN, WLAN installation, configuration, troubleshooting.

7. Position: LMIS Officer (1 Position)
Role and responsibilities
o Generation of data for tracking of logistics including LLINs from National to sub-national level
o Generation of data from the U-report and other form of supply chain surveillances
o Analyse all the data entered into the CMIS electronic database and provide ongoing reports.
o Support all teams with approved data requirements
o Preparation of the wave-specific mass campaign reports
o Work with management to prioritize business and information needs.
o Coordination of the different sub-committees and officers to ensure that planned outputs and
activities are carried out.
o Provide overall system administration of the CMIS electronic database.
o Experience in planning for field coordination in LLINs campaign is an added advantage
Qualifications and Competencies

Roles
Reconcile and sign off LLIN activity pending bills/invoices submitted by service providers for
payment
Respond to issues raised by the budget committee of any activity files and submit them to
Finance manager for appropriate Action
Guide the D/C and S/C supervisors on activity budget issues
Supervise and review work executed by the Finance Manager
Any other duty as assigned by the supervisor

8. Position: Account Assistant (1 Position)
Roles and Responsibilities
Support accountant reviewing LLIN activity files i.e. retrieve and arrange files as needed by the
team
Respond to issues raised by the budget team
Track all payment forms for the campaign
Organise and arrange return all files to their respective places after being reviewed
Support on any other finance activities as directed by the supervisor.
Qualifications
Relevant experience working in a busy accounts environment in an international

9. Position: Human Resource Officer ( 1 Position)
Roles and responsibilities;
i) To assist in Resource persons planning
ii) Participate and assist in preparation any interview for lower level cadres.
iii) Assisting on provision of feedback and notifications to the un successful candidates by both
written and oral responses.
iv) Preparation of reports on the recruitment and selection process
v) Participate in developing and specifying roles, responsibilities of selected staff
vi) Assist in preparation Memos.
vii) Assist in assessment and evaluation of learning and provision of feedback on training
viii) Lead the Creation of a database for second cohort of runners up as aback up support during
the campaign
ix) Assist and advise on HR ongoing counselling and discipline needs during the campaign.

Qualifications
A Bachelor’s degree in Human Resource Management. At least 5 years’ experience in human

10. Position: Administrative Assistant ( 1 Position)
Roles & Responsibilities:
Handling office tasks, such as filing, follow up reports, setting up for meetings, and
reordering supplies.
Providing polite and professional assistance via phone, mail, and e-mail,
Providing real-time scheduling support by booking appointments and preventing
conflicts.
Making travel arrangements where possible, such as booking flights, cars, and making
hotel and restaurant reservations.

12. Position : Drivers ( 4 positions)
Roles and Responsibilities
Drive the program team to assigned destinations to carry out LLIN activities.
Support the program while in the field
Deliver and collect/pick documents as directed by the program team
Any other duties as assigned by the project team and Transport Officer.

13. Position: Procurement Assistant ( 1 position)

Roles and Responsibilities
Guidance on the procurement plans from the user departments
Consolidation of procurement plans into one Global Fund Master plan
Preparation of solicitation documents, issue, receipt, opening and evaluation of bids.
Making sure procurements are submitted to contracts committee for approval in the required
time frame.
Drafting of Contracts
Archiving and preparation of Global fund procurement files for audit (GF, Internal, External and
PPDA audits).
Any other assignment from my supervisor

14. Position: Logistics Assistant (LLINs & Non LLINs commodities): ( 1 position)
Key Roles and Responsibilities:
Assists in the delivery process, verify documentation and supervises warehouse activities
Participates in the micro-planning exercise and uses the results to prepare a dispatch and
temporary storage plan
Prepares transport documentation (waybills) on the basis of the dispatch requisition
Manage all logistics documentation and information
Work with NMCP and other partners to organize the printing and transport of
support supervision tools.
Providing logistical support for mass distribution as well as consolidating LLINs to one central
location from previous distributions
Competencies, Qualifications, Skills and Experience:
First degree in health, logistics, supply chain or a related degree relevant to the field of health,
malaria or epidemiology
Minimum 3 of years’ experience working in malaria control and in particular Long Lasting
Insecticidal Nets Distribution and promotion of use is preferred
Experience in health extension programs organization, management and coordination of

15. Position: Risk management/QA Specialist ( 1 position)
Key Roles and Responsibilities:
Updating the current Logistics Plan of Action (PoA) to include the evaluation of previous
distribution information, adjusting the distribution methodology based on lessons learned
Provide Leadership in the Risk Matrix for the entire LLINs UCC 2020
Participate in the Management of field-based teams
Coordinating simultaneous distributions at the sub county and national level
Coordinating the movement of distribution Materials
Coordinating with Logistics Team, NMS and field-based teams for all security issues related to
distribution
Coordinating with M&E to ensure capture of information related to distributions
Act as the focal point between NMCP, Logistics Team and all field operations

16. Position: BCC Assistant ( 2 positions)
Duties & Responsibilities
Support in the development of a realistic, innovative and effective strategy towards promotion of
LLIN utilization at the community level and national level
Identify gaps in BCC for promoting utilization LLIN at the household and community level
Develop an action plan for implementation of BCC at the post distribution phase of the
campaign.
Support in the coordination of the implementation of BCC activities during the entire LLIN
campaign
Support the BCC Specialist to design campaign messages and IEC materials
Assist in the coordination, management and monitor broadcast of interactive radio programs in
during the campaign
Participate in the development, pre-testing and dissemination of IEC materials.
Manage translation and “checking” of IEC materials promoting LLIN registration, distribution
and utilization
Organize and document dissemination of all IEC materials
Work with district teams (DHTs) to design, organize & monitor community events aimed at
LLIN utilization
Prepare BCC activity reports monthly and quarterly

Assist in the coordination of the LLIN Documentary showing all activities, success stories and
lessons learnt
Support the coordination of national, regional and district Advocacy meetings
Participate in training of health workers, village health teams and other community based

Minimum Qualifications and Experience:
Minimum of a Bachelor’s degree in Communication, Community Health, Social Sciences, Education or
related field. A post graduate training in related fields is an added advantage. Must have at least 3
years’ experience designing, implementing and evaluating behaviour change communication
interventions. The candidate must have participated in any of the past LLIN campaign doing SBCC
related work.
The Candidate must demonstrate knowledgeable practice of working with districts, non-governmental
and community based organizations as well as government departments. Excellent interpersonal
communication skills and ability to work as a team player. Demonstrate good interpersonal
communication, supervision and management skills. Excellent presentation and writing skills.
Computer skills of Microsoft Word, Excel and Power Point is an added advantage
17. Position: Caller centre staff (3 positions)
Roles and Responsibilities
Develop, update and maintain systems, databases and relevant tools to ensure proper function of the Call
Centre
Provide second level support to MoH, DLG, and HF staff for all Queries, Requests and Complaints
(QRC’s) in line with Malaria including LLINs
Provide first level support to General Public for all QRC’s
Carry out any external communication in all areas of the campaign
Prepare and submit periodic reports to the data analyst
Qualifications
Bachelor’s degree in relevant field
Experience of not less than three years
Having worked in the time similar arrangement is added advantage

18. Position: Documentary Producer & Campaign Branding (1 position)
Roles and Responsibilities
Obtain bulky content from the secretariat and convert into concise and usable pieces
Create info-graphic messages to sensitize the general public on effective use of insecticide treated
mosquito nets
Prepare imagery information of all events in the net campaign
Create and edit short video clips n net use and all net campaign events for sharing with the general
public
Create and image and video data base for future use
Strong management, communication and interpersonal skills.
Should have demonstrable creative flair, up-to-date knowledge of industry software and a
professional approach to time, costs and deadlines.
Qualifications
A diploma in multimedia studies (video production, camera skills, and graphics designing)
Four years of experience acquired from different media companies
Having worked or supported similar health related programs is added advantage
Position: Info graphics Designer/ Analyst (1 position)
Roles and Responsibilities
i. Participate in the graphical design of a variety of communication channels, reports, publications and
activities, such as websites, adverts, sector strategic plans and reports, newsletters, posters, computer lock
screen displays, exhibitions and displays, Ministry corporate communications and corporate identity, etc. to
give the Ministry a visual brand.
ii. Work with stakeholders, briefing and advising them with regard to design style, format, print production and
timescales.
iii. Illustrate concepts by designing rough layout of art and copy regarding arrangement, size, type size and
style, and related aesthetic concepts.
iv. Obtain approval of concepts by submitting rough layouts for approval.
v. Determine size and arrangement of illustrative material.
vi. Review final layouts and suggest improvements if required.
vii. Monitor projects by coordinating with outside agencies, art services, printers, etc. on a regular basis to
ensure deadlines are met and materials are printed to the highest quality.

viii. Maintain technical knowledge by attending design workshops; reviewing professional publications; and
participating in professional societies.

The potential candidate should have the following essential Qualifications, experience skills and
knowledge:
• Bachelor’s degree in Communications, Graphic Design, or related field.
• Minimum three years of relevant work experience in Graphic Design

TEMPORARY ENGAGEMENT
1. District Coordinators ( 50 Positions)
Coordinate the formation and smooth operations of the task force
Carry out Mobilization and training of Task Forces, trainers and key opinion leaders for the
LLINs Mass campaign.
Coordinate the field operations and provide back-stopping support to ensure successful
execution of activities
Carry out review and evaluation of trainings as required
Carry out review of household registration exercise including 105% validation
Support the security groups on the deployment of armed forces during the distribution exercise
Coordinate with the District Task Force through MoH on the delivery of LLINs to Sub/County
stores
Support Task Force to plan and execute effective LLINs transportation during the distribution
exercise for hard to reach and complex locations
Support the distribution points and overall distribution on day of distribution of LLINs
Prepare reports on all planned and completed LLINs implementation activities

Work with the District team to ensure that VHTs, Sub/County task force members and
community volunteers are fully facilitated as per Budget details
Carry out any other duty related to the LLINs mass campaign exercise within the period of
deployment in the field

o Keep inventory of all the electronic devices used in the specific sub county
o Responding in a timely manner to service issues and requests
o Carry out data management trainings for field teams.
o Supervise data entry into the LLINs data electronic databases and provide ongoing reports.
o Ensuring the quality of all the system data collected at implementation
