INSTRUCTIONS TO FILL IN THIS QUESTIONNAIRE
The purpose of this questionnaire is to know what is the context at the European level (specific regulations and specific technical guidelines) for professionals to use a range of alternative materials in road construction. (materials chosen for the SAMARIS Program work-package 3 - Assessment of alternative materials).
You can access to the different parts of the questionnaire easily thanks to an automatic link. This function is available for Word 2000 and Word 97.
PART ONE ( of this questionnaire deals with regulation of waste in general in your country. On each page of this general part, the European Regulation is recalled in a first table (blue). Should you note a mistake in the European regulation, thanks to correct it or add missing regulations in the last free line of the table. We ask you to fill in the second table (green) for the situation in your country. The topics proposed to you are the following:
· Definition of waste – Regulatory Management of waste
· Definition of hazardous waste – Regulatory Management of hazardous waste
· definition of inert waste – Regulatory management of inert waste
· Definition of secondary raw materials - Regulatory Management of secondary raw materials
PART TWO ( is divided into 10 sections. The first one (section 2.0) is dedicated to the explanation of the issues of each material in your country (definition, status, main figures, applications).
Municipal solid waste incinerator bottom ash

For each one, we are looking for specific documents for the use of each material in road construction in your country. If the line number in tables is not sufficient, you must copy the last empty line of the table and to paste it just below (place the cursor just before ¶) and if the line is on a new page, lines corresponding to the top of the table will appear automatically. If you have any problem with this function, you can use the empty table at the end of the questionnaire.
If you have specific documents for another alternative material which would be exemplary well documented in your country (foundry sand, rubber tire...), you can fill in a questionnaire for this material (don’t forget to write the name of the material at the heading of the document (Another material 1 and Another material 2)).
PART THREE (: In this part of the questionnaire, you can add documents (researches, studies...) that could provide additional elements to our knowledge on alternative materials (on both engineering and environmental aspects (leaching, toxicity...); laboratory and field data).
If you use abbreviations, please give a list at the end of the document on a separate page.
For road applications please refer to the figure below.

COUNCIL DIRECTIVE of 26 April 1999 of the landfill of waste 1999/31/CE
“inert waste” means waste that does not undergo any significant physical, chemical or biological transformations. Inert waste will not dissolve, burn or otherwise physically or chemically react, biodegrade or adversely affect other matter with which it comes into contact in a way likely to give rise to environmental pollution or harm human health. The total leachability and pollutant content of the waste and the eco-toxicity of the leachate must be insignificant, and in particular not endanger the quality of surface water and/or groundwater;

Key words: residues of thermal processes - coal fly ashes This study aims at the installation of methodological tools for the evaluation of the environmental behaviour of the thermal residues of processes (fly-ashes of power stations with coal) in a percolant scenario (fill). It consists in developing experimental tests (parametric tests, tests of simulation, pilots of laboratories and ground) making it possible to characterize the major mechanisms of transfer of the pollutants contained in waste during leaching and of the models of simulation of the behaviour for the studied scenario

Evaluation of the ecotoxicity of coal fly-ashes stored in spoil heaps according to the H14 project (PT)
Physicochemical analyses of fly-ashes + ecotoxicological tests on material (plant (ISO11269/2) and worms (NF X 31-251) on leachates (X31-210 avec L/S = 10 pendant 24 h) (on daphnid (NFEN ISO 6341), microorganisms (NF T 90-320), alguae (NF EN 28-692), Cériodaphid (study from water agency) (PT)
Result : coal fly ashes tested are not ecoctoxic

COAL Fly ash
Caractérisation physico-chimique de cendres volantes de charbon avec desulfuration primaire – Essais de lixiviation
Physico-chemical characterization and leaching of desulphurization coal fly ash (OT)
Direction des études et recherche EDF 1995-1996. ISSN 1161-0573. Authors : Lecuyer, Bicocchi, Ausset and Lefevre.
Physicochemical analyses of fly-ashes ((X31-210)
Conclusion of the report : “This property of desulphurized fly ash is particulary interesting because it limits the impact of leachate and can allow many utilization. (…) The hydraulic binder property (…) could be used (…) for the construction of landfill capping diposal site and as components in the manufacture of low strength building material.”
