Stretching over 1042 square kilometres, the City of Swan is a diverse and unique
blend of residential, commercial, industrial and rural land. The City extends from
Ballajura and Malaga in the west to Gidgegannup in the east and from Bullsbrook
in the north to Midland, Guildford and Hazelmere in the south. It's not surprising
that we’re the largest local government in the Perth metropolitan area.
With a population of approximately 150,000 residents in 2018, the City is a
thriving hub of economic growth, consisting of some of the fastest growing
suburbs in Western Australia, which include Ellenbrook, The Vines, Aveley and
the Urban Growth Corridor suburbs of Brabham, Dayton and Caversham. The
City of Swan is a major growth area for the North East Metropolitan region which
also encompasses the Shire of Mundaring and City of Kalamunda. By 2050, they
are expected to accommodate over 60 per cent of the population for this region.
Their major tourist attractions - including the magnificent Swan Valley and
significant Aboriginal and European heritage sites - bring millions of local,
national and international tourists every year.
Midland Town Centre is a major strategic centre for the City of Swan and
surrounds. Midland is expected to cater for a further 6900 infill dwellings to meet
the Perth and Peel @ 3.5 million targets. As such a significant area for future
growth, the City is focussed on investing in Midland, enhancing its role as a
strategic centre and as a great place to live, work and play.

John Langoulant AO
Chair Designate, Infrastructure WA
John Langoulant has extensive executive experience in the private and public
sectors including as the Western Australian Under Treasurer, Chief Executive
Officer with Australian Capital Equity, the Chamber of Commerce and Industry
of Western Australia and the Oakajee Port and Rail project.
John is currently Board Chairman at the Government Employees
Superannuation Board, the Northern Territory’s Power and Water Corporation,
Westpac Banking Group WA, Pawsey Supercomputer Centre, Rottnest Island
Authority Board and the Dampier to Bunbury Gas Pipeline. John has recently
been appointed Chair Designate of Infrastructure WA. John is a Director of the
National Disability Insurance Agency and also holds chair positions with the
Telethon Kids Institute, CEDA WA and ARTrinsic.
He also recently completed the Special Inquiry Report into Government Projects
and Programs. He has undertaken several other major Inquiries for Government
including being the Chair of the Major Stadium Taskforce Report which has
underpinned the new stadium development at Burswood.
Mr Langoulant was awarded an AO in 2010 for distinguished service to business
and commerce, particularly through leadership and management roles and to
the community of Western Australia.

Romilly Madew AO

Romilly Madew commenced as Chief Executive of Infrastructure Australia in April
2019. Recently awarded an Order of Australia in acknowledgment of her
contribution to Australia’s sustainable building movement, Romilly is recognised
around the world as a leader and advocate for change in the property and
construction sector.
She led the Green Building Council of Australia for 13 years, representing over
650 companies with a collective annual turnover of $40 billion, and presiding
over the Green Star rating system which has seen more than 2,250 projects
certified across the country.
Romilly holds board positions with Sydney Olympic Park Authority and Chief
Executive Women, and has sat on numerous ministerial panels including the
Cities Reference Group, National Urban Policy Forum and the China/Australia
Services Sector Forum.
Her achievements have previously been recognised with national and
international awards, including the 2015 International Leadership Award from the
US Green Building Council and the 2017 World Green Building Council
Chairman’s Award. An honorary fellow of the Planning Institute of Australia,
Romilly has been named one of the ‘100 Women of Influence’ by the Australian
Financial Review and Westpac, and is a National and NSW winner of the Telstra
Business Women’s Award.

Kevin is an active and engaged member of the Bullsbrook Community. He is a
small business owner and passionate volunteer. Cr Bailey was first elected to
the City of Swan Council in 2005 as a Rural Ward Councillor, serving
continuously on the Council having been re-elected in 2009, 2013 and 2017.
Kevin is passionate about community safety, particularly emergency
management and preparations. He has served as the Chairman of the City of
Swan Bushfire Advisory Committee and is actively involved with volunteer
bushfire brigades and the Ellenbrook Collective.
Cr Bailey also has significant board experience as a member of the Metro-East
Joint Development Assessment Panel and the Perth Airports Municipalities
Group. He is an advocate for economic growth through well-considered
developments and is working hard to support the establishment of the
Bullsbrook South industrial precinct and the continued success of the New
Junction development in Midland.
Kevin’s community involvement is evident in his passion for business
development. He is the former President of the Bullsbrook Chamber of
Commerce and a past board member of the Bendigo Bank’s Ellenbrook,
Bullsbrook, and Bindoon branches.

Dr Richard Sharp is a Principal of Arup, and leads Arup’s Advisory Services
business in Australasia.
Richard brings very wide experience across infrastructure design and
construction, including roads, rail, water, energy, commercial building, industrial,
and educational developments. His recent advisory work has related to city-
shaping project developments, infrastructure procurement, and infrastructure
performance indicators. He works extensively with State and Federal
Governments, and also convenes the annual Zunz Lecture promoting informed
debate around infrastructure, the built environment and the community.

that have disrupted and controlled the Australian media landscape, CEDA

Research and policy
CEDA’s only agenda is to pursue good public policy to progress Australia’s
economic and social development. Since 1960 CEDA has produced more than
3000 publications, research reports and articles highlighting emerging issues and
directions in a diverse range of policy areas. Research in 2019 will focus on
Australia’s long-term budget position, the effects of temporary migration, a survey
of Australian businesses on their approach to economic development, and new
approaches to addressing entrenched disadvantage.
