INTRODUCTION
The Homeland Security Exercise and Evaluation Program (HSEEP) doctrine consists of fundamental principles that frame a common approach to exercises. Applying these principles to both the management of an exercise program and the execution of individual exercises is critical to the effective examination of capabilities. HSEEP is:
Guided by elected and appointed officials
Capability-based, objective driven
Progressive planning approach
Whole community integration
Informed by risk
Common methodology

There is an entire process for developing an exercise, however CDPHE has done most of this for us (yay!!)
Exercise Planning Process (simplified) Assess needs
Write a statement of purpose (Goal or End State)
Define scope
Develop exercise objectives (Means of Achieving Goal)
Develop a scenario
Develop Injects and Expected Actions
Make a timeline (can be done first)
Logistics and Planning Components for Conduct
Conduct the exercise
Hotwash and After Action Report
