1. Introduction
As part of strengthening security, it is proposed to implement an IP-based CCTV
surveillance system in ELIX electrical integration bay, checkout rooms, wiring lab, LMIG bay
and vibration lab at Valiamala. The work which involves supply, installation, commissioning
and maintenance of a robust, reliable and scalable surveillance system to be executed on
turnkey basis as per the following details.
2. Brief description of the scope of the work
� Cameras
� 54 indoor cameras, six outdoor fixed camera and one outdoor PTZ camera are to be
provided at various locations as identified in Table 1. The layout of the installation is
provided in Annexure-I..

� The location-15 in the Table-1 for installation of client node is another building
located 150m away from Location-1 and separate outdoor OFC installation (200m
long) is required. The items are included in Annexure-II
� Recording/monitoring facility
� One control room is proposed in ‘location 1’ as shown in Annexure-I

� Monitoring facility(client node) to view the real time and archived video
streams should be available in the control room with LED display,
workstations, joystick based zoom control for cameras, storage systems
and other essential equipments.
� Two 55” Ultra HD LED display is proposed in control room.
� Live video monitoring through the dedicated network at 8 places for
concerned officials shall be provided.
� Video Management Software
� Necessary video management software to support minimum 75 cameras at a time
should be provided. The software shall be capable of handling multiple servers
and clients. The new video management software should support ONVIF certified
IP cameras. It shall be scalable as far as cameras and clients are concerned.
Standard user defined alarms shall be possible.
� The software shall have SMS and e-mail alert features to inform selected alarming
conditions to the mobile telephones and VSSC intranet e-mails (at least 5 no).
� Network Attached Storage (NAS)
� A centralized Network Attached Storage (NAS) for real time back up for 24 X 7
operations should be provided.
� OFC based network
� An independent network as per the layout shown in Annexure-I is to be
established using single mode Optical Fiber Cable (OFC), approximate items
required for the project mentioned in Annexure-II and detailed specifications are
in Annexure III
� Laying of OFC cables, splicing, terminations etc
� OFC cables when laid in ground should be laid along the roads in a route
approved by the Department. Excavation at sample points should be
arranged by the vendor to identify the service lines like power, water,
communication etc. The party should take all precautions to avoid possible
damage to any of the service lines and will be solely held responsible for any
damage and consequent losses.
� The cable should be laid at a depth of 1m. The work includes excavation,
laying of cables through HDPE pipe, providing protection using sand and
baked bricks on sides and top, refilling the trench and consolidation to have
a leveled finish, providing warning tapes etc as shown in figure 1 of
Annexure IV
� Necessary precaution against earth sliding (wherever required) should be
taken during excavation
� At road/floor/wall crossings the cable/HDPE pipe should be taken through
50 mm (min) dia, 2mm thick GI pipe. In road, the GI pipe should be laid at a
minimum depth of 500 mm and in floor it should be laid at a minimum
depth of 150mm. Wherever the length of the pipe exceeds standard length,

the same should be jointed using suitable couplers. The disturbed roads and
concrete paths should be reinstated on completion of the work.
� Cable route markers should be provided at an interval of 30m
� Extra length of cable of about 10 m should be laid at the location of each
joint and also at end points
� All works like splicing, terminations, installation of devices etc as required
for the completion of the work are included in the scope of the work.
� Power supply
� The following are included in the scope of the work
� 230V AC single phase power supply will be made available by VSSC at one
point in each location to meet the power requirements. Further wiring to the
UPS, cameras, switches and other devices as applicable and coming under the
scope of the work are to be arranged by the vendor. If the vendor requires any
other voltage, necessary conversion equipments shall be planned and
arranged.
� Armored aluminum conductor cable of adequate size is to be used when laid
in ground. The cable should be laid at a depth of 750mm as per the typical
drawing given in figure 2 of Annexure IV.
� Wiring inside the building (if required) should be done using PVC insulated
copper conductor cables run through cable management system.
� Electrical earth shall be provided at each area. The configuration of earth
scheme is provided in Annexure-V.
� Surge suppression devices
� The entire CCTV system shall be protected against all kinds of surges, lightning
over voltages, electrical interferences etc. Suitable transient voltage and surge
suppression devices shall be incorporated wherever required.
� Safety
� The devices used shall comply with the safety standards as applicable for a CCTV
installation. Also the devices shall not produce any type of interference with other
electronic devices being installed and used in the areas and shall comply with the
standard EMC guidelines to avoid radiation related disturbances to other
equipments.
3. Other points
3.1 Vendor has to consider all the materials/components required for realization of a
fully functional IP-based integrated security system irrespective of their mention in
the tender. Additional requirements, if any, to achieve a complete solution
should be brought out specifically.

3.2 Vendor should provide a diagram showing the complete configuration of the
proposed solution indicating all the elements viz cameras, switches, servers,
workstations, PCs, storage unit, monitoring interfaces etc involved in the solution.
3.3 For all the items, make, model no. and relevant industrial standards shall be explicitly
brought out. The related technical brochures/data sheets/supporting documents to
verify the offered specifications should be submitted along with the offer. Each
brochure shall be numbered in accordance with the tendered item for easy reference.
In each such brochure/document, the technical contents corresponding to the
offered product need to be highlighted.
3.4 Technical Compliance Statement: For each item, apart from the make and model,
the supplier shall provide a technical compliance as per the format furnished below.

3.5 Documentation: After commissioning, the supplier should submit a report with full
details of the setup with facility layout, camera locations, system architecture,
network cable routing diagram and operational and maintenance documents of the
overall system.
3.6 Updates/renewal of licenses: For all the licensed products, required licenses shall
be submitted with appropriate authorization. Updates/renewal of such licenses
during warranty & AMC periods will be the responsibility of the vendor.
3.7 Acceptance Testing: Acceptance testing of the installation shall be done by VSSC
against the specifications and features of all the subsystems of the CCTV system
installed.
4 General conditions
4.1 Vendor qualification criteria
� Vendor must be a recognized company registered under Indian Company Act-
1956. The company should have been in existence for a minimum period of five
years prior to the date of issue of this tender.

� The vendor should be an ISO 9001:2008 certified firm
� Experience :
� The bidder should be an established System Integrator with experience in
works of similar nature for the last five years.
� The bidder should have experience of having successfully completed
similar works during last 7 years ending last day of month previous to the
one in which applications are invited. The bidder should meet one of the
following criteria.
o Three similar works costing not less than 46 lakhs
or
o Two similar works costing not less than 57 lakhs
or
o One similar completed work costing not less than 92 lakhs
o At least one of those installations should be one involving design,
supply, installation and commissioning of at least 50 cameras with
intelligent software for control, centralized servers and storage
facilities in a high security installation in India like Refinery/Heavy
Industry/Defence/ Space.
� Documentary proof like work order/purchase order, completion certificate,
contact details of the client, income tax clearance certificate, etc in proof of their
claim should be submitted along with the technical bid
4.2 Other terms and conditions
4.2.1 Submission of tender
� Tender should be submitted in two parts. First part should contain all
technical details, terms and conditions, and documents in proof of
vendor qualification.
o The terms and conditions, and documents in proof of vendor
qualification should be uploaded in “Document Solicited from
Vendor” page in e-procurement portal
o The technical details should be uploaded in “Supporting Documents
from Vendor” page in e-procurement portal
The second bid should contain only prices with breakup as per the
format given and it should be uploaded in “Commercial Documents from
Vendor” page in e-procurement portal
� The vendor should arrange a presentation on their proposal and
demonstrate the capabilities of their offered products to the VSSC
authorized officials, if called for by the Department during the technical
evaluation. Technical proposal of the vendor is liable to be rejected

unless the claims made in it substantiate/satisfy the technical
requirements laid down in this tender.
4.2.2 Schedule of completion
The work should be completed in all respects and handed over to the
Department within three months from the date of purchase order
4.2.3 Compensation for delay
Liquidated damages will be levied @ 0.5 % for every week for which the
work remains incomplete subject to a maximum of 10% of the order value.
4.2.4 Warranty
� All the devices in the CCTV System should be guaranteed for trouble free
performance for a period of three years from the date of acceptance.
Performance bank guarantee (BG) for 10% of the order value should be
furnished before effecting final payment. The performance BG should be
valid for a period of 42 months including a claim period of six months.
� Warranty shall include preventive and break down maintenance including
repair, replacement of applicable items for bringing back the systems to
normal working condition.
� Software maintenance including updates shall also come under warranty
terms.
� Periodic maintenance plan during the warranty period shall also be
submitted to VSSC and followed accordingly.
4.2.5 Annual Maintenance Contract (AMC)
• Comprehensive AMC for the entire system coming under this contract
should be provided against payment, for four years from the date of
expiry of performance warranty.
• The annual AMC charges for the above period should be indicated in the
price bid. The AMC charges will also be considered to decide the merit of
the offer.
• During the AMC period, the supplier should attend any number of
breakdown calls and also preventive maintenance as per the schedule
finalized on mutual agreement with the department on completion of the
work.
• In case the vendor fails to undertake the AMC from the date of expiry of
warranty, the department will have the right to claim the losses or

additional expenses (incurred in availing maintenance services through
alternate means) from the performance BG.
• On completion of the warranty, BG equivalent to the extended warranty
cost for four years, subject to a maximum of 10% of the value of this
contract, should be submitted by the vendor as a proof of their
commitment to undertake AMC for the extended warranty period. This
BG should remain valid till the expiry of the paid AMC.
• The performance BG will be released only on furnishing of BG as above. In
case the vendor fails to furnish the BG as given above the department will
be at liberty to realize the same from the performance BG.
4.2.6 On-site Support (Optional – to be decided by VSSC)
• One service technician with Network Associate/CCNA certification and
sufficient experience in the maintenance and upkeep of security and
surveillance systems should be posted at VSSC during the warranty and
AMC period.
• Cost for on-site support should be mentioned separately.
• The normal working time for the personnel posted for on-site support
should be same as that for VSSC. However they are expected to work
beyond office hours as well as on holidays (with prior permission from
VSSC) if so required. No extra payment will be made on this account.
• Cost for onsite support will be paid only for actual working days based on
the attendance sheet provided by the attendance monitoring system of
VSSC. Pro rata deduction will be made on the cost for onsite support for
each day of absence during the AMC and warranty periods.
4.2.7 Uptime
• The vendor should ensure an uptime of 99% for the system on quarterly
basis. Uptime is defined as below: Uptime (in %) = Total number of hours in the quarter - total downtime
(in hours in the quarter)*100

stretch at any time.

• The vendor should maintain minimum stock of spares to ensure uptime
as mentioned above.

• The vendor has to ensure that all complaints are attended within 2 hours
of lodging of complaint and the faults/defects arising in the said
equipment are rectified within the time stipulated above.
• For the applicable quarter, if the system uptime is below the uptime
specified, then for an accumulated downtime of every 10 hours or part
thereof, in excess of 22 hours, VSSC shall be eligible for a rebate of 2% pro
rata AMC charges of one quarter.
• First three months of warranty will be taken as “proving in” period.
Though the bidder shall maintain the system to the highest possible
efficiency during this period, no rebate as mentioned above shall be
applicable.
• For the purpose of measurement, “downtime” or ‘fault duration’
constitutes any period of time during which the footage of a camera is not
available either by way of the fault of the camera, or of network/or any of
the associated systems.
• A response time of 30 minutes at a stretch shall be excluded from fault
duration for the purpose of calculating downtime of the system. For
complaints registered beyond 18 hrs, the downtime will be reckoned
from 8hrs of the following day.
• The bidder should maintain a log register for all complaints
4.2.8 Support from OEM/Technology partners
The bidder should ensure support from the OEMs/Technology partners
for a period of 7 years. A letter from the OEM/technology partner
confirming service support including spares, software upgrades, etc shall
be made available for next 7years. The bidders should attach
CERTIFICATE OF UNDERTAKING FROM ORIGINAL EQUIPMENT
MANUFACTURER and Agreement with product vendors on back to back
support. The format is attached in ANNEXURE VI and ANNEXURE VII.
These undertaking from OEM’s should be supplied for Camera, IR
Illuminators, DVMS, Network Switches, Servers, Workstations, Client
systems, Storage, Tape library, Network Passive, Surge Protectors and
UPS.
4.2.9 Training
Training in operation, maintenance and administration of the system
should be provided to authorized VSSC & CISF officials as required.

4.2.10 Payment
The vendor should submit a cost break up as per the format given in the
price bid. Payment will be made pro rata as indicated below based on the
price break up furnished in Annexure VIII.

5. Pre-bid Meeting/discussion
� Pre bid discussions to clarify the technical requirements could be held on request
by the vendors within three weeks of tender floating. The parties which don’t
request for pre-bid discussions shall be considered fully understood the exact
requirements raised by VSSC. All requirements shall clearly be understood by the
parties before offering their solutions. Hence those vendors who wish to get more
clarification in any of the stipulated terms, conditions and requirements are
advised to visit the installation sites after intimating the MVIT Purchase
Department and fixing appointment.
� If any assumption is made while offering the solution, those shall be brought to the
notice of VSSC.
