Effects of Progress Monitoring
Progress monitoring has been extensively researched in Special Education (Fuchs & Fuchs, 1986)
Students showed improved reading scores when teachers: monitored their progress (+.70 effect size) graphed their reading scores (+.80 effect size) used decisions rules to determine whether to make a
change in instruction while monitoring student progress (+.90 effect size)

What Is IPAS?
• Electronic system for – Managing universal screening and progress monitoring
data– Enhanced decision making in an RTI system– IPAS is NOT a BROAD BAND data management system
(i.e., eSIS, Data Warehouse)
• Data is organized into three “clusters” – Lists of all students & all available data– Lists of all students in interventions– Individual student pages with intervention data, graphs,
and other documents
What Are The Primary Functions?
• Identifying students in need of intervention
• Progress monitoring• Data analysis and intervention decision
making• Generating individual graphic student

Where Does IPAS Reside?
• Hosted on TTSD server• IPAS is web-based and would be
accessed via your district website• TTSD has four levels of security:
– District Administrator– District User– School User – Teacher
• Security managed by each district
Who Uses IPAS in TTSD?
• Primarily: Literacy/Reading Specialists, Learning Specialists, Other Interventionists
• Secondarily: District Administrators & Coaches, Building Principals, Teachers
How Are Data Entered?
• Group data can be uploaded by transferring a data set (i.e., DIBELS ORF, AIMSweb Maze Scores) into an Excel spreadsheet and then into IPAS
• Individual student data can be entered directly by users with the right “write” access

• Brings student progress data to life• Makes the data accessible to all• Automatically generates graphs with aimlines
& trendlines, and applies decision rules• Can be used in meetings to display and
analyze data in real time• Electronically stores student information for

Installation: TTSD Hosted Web-Solution
• IPAS is a web-based solution hosted by TTSD.
• A district IPAS “Administrator” (person or persons administering the program at the district level) is assigned a name and password. The District administrator in turns assigns user names and passwords for each user within the district.
• The program can be pre-populated with TTSD assessments, benchmarks, and decision rules that can be customized for district use.
Installation: Download to District Server
• Alternatively, IPAS can be downloaded to your district server and installed locally
• District is then responsible for maintenance and modifications
• Requires Sequel Server (does not require large capacity)
• Approximately 1 day of tech time to install
