IMPLEMENTATION FRAMEWORK
SNAPSHOT OF E-GOVERNANCE INITIATIVES OF DEPT OF IT IN YEAR 2014-15
STATE WIDE AREA NETWORK
885 Points of Presence (PoPs) established and operational with 34 mbps to
minimum 2 Mbps bandwidth up to block level.
Utilization by departments/Projects such as
Treasury, Health, CCTNS, Commercial Tax, e-
Court, Education, Collectorates etc,
To improve the uptime of SWAN-PoPs, Solar Systems being installed at PoP
centers.As Pilot, Solar Systems installed at 20 PoP centers which has
resulted in improved uptime at very satisfactory level.
Now, SWAN Network is being integrated with NKN Network. 54 locations out
of 71 locations integrated
It has benefitted with upgraded bandwidth from 2 mbps to 34 Mbps to these
locations, total Bandwidth Cost Saving after this integration : 3.7 cr per year

SHASANADESH
To Liberate Government Orders from the custody of office files & put into
hands of citizens, Web-based Portal (http://shasanadesh.up.nic.in) has been
developed to create central repository for all UP Govt Orders (GO).
State has mandated uploading of all the issued Gos on the shasanadesh
Portal .
More than 28355 Government Orders have been issued/uploaded by 91
State Departments using this system.
Till date, 14,36,078 Gos have been viewed/downloaded through
Shasanadesh Portal.

Incentives Fiscal incentives of the Policy
Interest subsidy • An interest subsidy of 5% per annum for a period of 5
years subject to a maximum of INR 1.00 crore per annum
per unit.
Stamp Duty • 100% exemption of stamp duty.
VAT (Value Added
Tax)
• Units with capital investment of INR 5 crores or above
would be allowed Interest free loan equivalent to the amount
of VAT and Central Sales Tax(CST) deposited every year for a
period of 10 years
Provision of Land • Land at rebate of 25% on sector rates
• IT/BPO Units with a minimum of 20 people and maximum of
50 people shall be allowed to establish anywhere irrespective
of master plan/Land use barring specified Land usage

IT PARKS
The state is in the process of developing the IT parks in Tier II and Tier III
cities of the State in order to develop the entire IT ecosystem.
IT Park are being constructed with minimum floor area of approximately
15000 square meters.
The IT Park contains most of the technological infrastructure similar to an IT
City like optic fiber connectivity, broad band connectivity, Wi-Fi access, video
conferencing facilities etc.
State has notified its Guidelines for the development of IT Parks.
State has identified 5 locations i.e. Meerut, Agra, Ghaziabad, Kanpur and
Gorakhpur where IT Parks are being developed.
ELECTRONICS MANUFACTURING CLUSTER(EMC)
• In-Principle approval obtained for 100 Acre EMC
• Yamuna Expressway Authority consented as Co-Applicant for the aforementioned EMC
• DPR submitted to GoI.
• ICA, LAVA and Intex has shown interest in investing

Project operational in 58 districts of the State.
e-Governance cells in each district Headquarter with 14 computers, each
Tehsil with 4 computers, each Block with 3 computers and concerned
departments with 2 computers.
Laptops provided to each SDM and Tehsildar
Provision of Handheld devises to each Lekhpal and Gram Sachiv under
progress.
Rollout in rest of the 17 Districts to be completed by very shortly.
IT UPVAN
Conducive environment created through IT-UPVAN from where state talent
can build their future using this Centre equipped with Plug & Play facility
(Cabin with State-of-the-art Network Facility).
Start-up concept based this facility has been set up in the Shreetron India
Ltd Campus, Sahibabad, Ghaziabad campus where a 14 seater incubation
Centre has been established which is being increased upto 150 seater.
