On May 28th the JECSA Policy Board is scheduled to hold a joint meeting with the member
entitiesThe

Joint Emergency Communications Center JECC is scheduled to be operational and before the
Policy Board has hired a new Executive Director
We are writing this letter to inform the parties of ar eas where we believe the parties can work
together to improve the structure and management of the JECCWe hope that at least some of
these items can be addressed on he 28th and a plan established to address other ideas in the
future Our con ce ns fall broadly into the categories of governance fmances and communication
among the member entities

Governance The Board of Supervisors suggests that the parties consider amending the 28E
agreement to provide that an elected leader who is a member of the Emergency ManagementCommission and from one of the communities not otherwise represented on he Policy Boardseve as a irector Now that we are a ew years into the agreement we believe that it is
important that all the representatives on he Policy Board be elected and therefore directlyaccountable to local
taxpayers
Finances There are a number of issues concerning the f ancial management of the JECC thatwe would li ke o address These issues include
1 The Board of Supervisors would like to see JECSA gradually build up rese ves andbelieves that the Policy Board has taken a mor e aggressive approach to building uprese ves than is necessary given the large sart up costs already being expendedSupervisors would like to learn mor e about the Board splan for rese ves
2 We would like to emphasize ou belief that the Policy Board should consider bonding formajor expenses whenever the costs of bonding do not outweigh the benefits This willallow the properties located in TF districts to participate in sharing the costs of theseexpenses which reduces the burden on other taxpayers
3 We are concerned that the number of administrative staff is in excess of what is necessaryto effectively operate the JECC We would appreciate additional information andjustification regarding these positions We also would like to know whether if necessarythe additional administrative staff mus be hired immediately rather than waiting until theJECC has been operational for an appropriate period of time
Communication Open communication among the parties and transparency of finances anddecson akng s crucial to this joint project At the meeting on May 28th we hope that thefollowing can be addressed
1 We would like to discuss the parties expectations for receiving updates and offering inputregarding policy decisions
2 The 28E agreement requires that a complete annual report be provided to the parties byMarch 31 beginning in 2009 It does not appear we have received the 2009 or 2010 annual
reports We are also not sue whether the Secretary of State has received the appropriateannual reports We would like to know the status of these reports
3 The JECC is funded by a countywide levy that is included in the County sudget andcertified by Johnson County The tax levy which supports the JECC is shown on taxstatements as being part of the county sax Members of he Board of Supervisors areoften called upon to explain the level of taxation that supports the JECC Therefore theBoard of Supervisors would like to address the timing and communication of the JECSA
sudget request One suggestion we would offer is that a joint meeting between th icy
Board and the Board of Supervisors be scheduled each year prior to submition oebudget This meeting would give us valuable information on JECSAs u

4 Finally the Board of Supervisors would like to address expectations regarding theavailability of information regarding the policies and operations of the JECC We believethat the management of he JECSA must do significantly mor e than what the contractrequires to ensu e that the member communities and the taxpayers are well informed
regarding the operations of the JECC Providing current accurate and accessibleinformation helps prevent misrepresentations and corrects misinformation Agendas andminutes and financial reports mus be made available in a timely and accessible wayRecordings of meetings should also be publicly available
