Background of JNNSM
National Solar Mission
JNNSM was launched by the Prime Minister in January
2010, with the objective to help reach grid parity by 2022
and help set up indigenous manufacturing capacity.
The objective of JNNSM is to establish India as a global
leader in solar energy, by creating the policy conditions
for its large scale diffusion across the country as quickly
as possible.
NAPCC
In June 2008, National Action Plan on Climate Change
(NAPCC) was announced, which included eight major
national missions. JNNSM is one of the eight Missions
under NAPCC.

JNNSM Targets
The target is to set up 20,000 MW grid solar
power (based on solar thermal power generating
systems and solar photovoltaic technologies),
2,000 MW of off-grid capacity including 20 million
solar lighting systems and 20 million square meter
solar thermal collector area by 2022.
The Mission is being implemented in three
phases. The first phase was of three years till
March 2013, the second is till March 2017 and the
third phase will continue till March, 2022.
JNNSM Strategy
The strategy is to create necessary environment to attract
industry and project developers for investment in power
generation, manufacturing.
Phase 1: 2010-2013
The Phase-1 of the JNNSM comprises of two sub-components:
1. 1,000 MW of large grid solar plants connected to 33 kV and above grid line
2. 100 MW of rooftop and small solar plants, connected to grids below 33 kV
NTPC Vidyut Vyapar Nigam (NVVN) is the nodal agency to purchase 1000 MW of solar power from the project
developers, bundle it with the unallocated power available from the NTPC coal-based stations and sell this bundled
power to the distribution utilities.
Result of Phase-1
In the Phase-1 of the JNNSM, 950 MW solar power projects were selected in two batches (batch-I during 2010-11 and
batch-II during 2011-12) through a process of reverse bidding. Additionally, 84 MW projects were selected under the
migration scheme.
Under RPSSGP (roof top), 78 projects were selected to set up 98.05 MW capacity projects from 12 States.
Commissioning Status
As of 31 January, 2014, 661.3 MW of solar capacity has been commissioned under JNNSM.

Phase-2 Batch I
RfS (Request for selection) was issued by Solar energy
Corporation of India (SECI) on 28 October, 2013 for 750
MW Solar PV Projects under JNNSM Phase-II, Batch-I.
In Phase-2 Batch-I of JNNSM, the option of Viability Gap
Fund Scheme has been selected.
Bids were opened on 20 January, 2014.
• Total Number of Bids Received: 68
• Capacity - DCR: 700 MW
• Capacity - Open: 1470 MW
• Total Capacity: 2170 MW
375 MW capacity each will be allotted under DCR
(Domestic Content Requirement) category and open
category.
The Plan
Initially, the Ministry of New and Renewable Energy
(MNRE) has planned to award solar power projects with
1,650 MW under Phase 2 of the JNNSM.
Later, the MNRE will allocate another 1,950 MW to solar
power developers, which will make the total new capacity
addition to 3,600 MW.
Financial Incentives
The MNRE has proposed three schemes to incentivize
setting up of a large number of solar power projects and
minimizing the impact of tariff on the distribution
companies.
