This is to inform you of the Postal Service's decision to consolidate all originating mail processingoperations at the following Northeast Area location:
• Kilmer, New Jersey Processing and Distribution Center (P&DC) into Dominick V. Daniels,New Jersey P&DC and Trenton, New Jersey P&DC.
After review, it was decided that this consolidation is in the best interest of the Postal Service.Implementation of this AMP is expected to be completed by January 2011. Enclosed, per yourrequest is a copy of the completed study.
The Postal Service must continually look to improve productivity and increase efficiency whilemaintaining excellent service. The decline in mail volume and revenues due to the economicdownturn has only heightened the need for such improvements. This consolidation will allow us toaccomplish this goal by making better use of excess space, staffing, and equipment, and toprocess mail more efficiently.
It is projected that this consolidation will result in significant savings for the Postal Service. Someaffected career employees may be reassigned to other vacant positions. Reassignments will bemade in accordance with the collective bargaining agreement.

SUBJECT: Kilmer, New Jersey - Area Mail Processing Proposal
A functional review of the Kilmer, New Jersey Area Mail Processing (AMP) proposal has beencompleted. The proposal recommends transferring originating operations from the KilmerProcessing and Distribution Facility for ZIP Codes 088-089 to the Dominic V. Daniels Processingand Distribution Center (P&DC) and ZIP Code 077 to the Trenton P&DC. The proposal, whichhas a projected annual savings of $2,682,399, has been approved.
During the headquarters review, it has been determined that there may be additionalopportunities for savings in transportation. Please evaluate modifications to current HighwayContract Routes by regrouping Associate Offices, reviewing frequencies, and under-utilized tripsto provide more efficient lines of travel and to reduce costs. This transportation study should becompleted wittlin sixty days of the date of this letter. Impacts resutting from transportationchanges must be submitted with the post-Implementation review.
The AMP must be implemented as approved. If changes to the approved AMP are deemednecessary, please provide revised worksheets along with supporting justification and concurrencefrom all managers approving the original proposal. All changes are to be reviewed and approvedprior to proceeding.
Please provide a timeline for the implementation of the consolidation of operations as outlined inHandbook PO-408, Area Mail Processing (AMP) Guidelines, within two weeks of the date of thisletter.

Background:The proposed Area Mail Processing (AMP) Study examines moving the originating 088-089 operations from theKilmer NJ P&DC to the Dominick V. Daniels (DVD) NJ P&DC (070-073) and the originating 077 operations to theTrenton NJ P&DC (085-087).
The AMP study was performed to determine if consolidation of operations will provide cost savings and result in moreefficient mail processing.
Kilmer P&DC currently performs Monday through Saturday originating and destinating processing operations for ZIPCodes 088 & 089 (Kilmer), originating processing operations for ZIP 077 (Monmouth) Monday through Saturday andoriginating processing operations for ZIP Codes 085 - 087 (Trenton) on Saturdays only.
The study examines relocating the originating volume from the Kilmer 088-089 offices to the DVD facility; alloriginating Kilmer (Monmouth) 077 volumes to Trenton Monday through Friday and originating Saturday volumes forTrenton's 077 and 085-087 to the South Jersey P&DC so that the Trenton P&DC does not have to re-open forSaturday originating processing. All Express Mail operations will remain at the Kilmer facility.
The recent consolidation of the NY Metro and Eastern Areas has resulted in the following plant realignments:

There are no anticipated changes to any of the affected facilities' operating plans that will impact the 24-Hour Clock.The Kilmer facility is approximately 28 miles from the DVD P&DC and 30 miles from the Trenton P&DC.

Customer Service Considerations:There is a retail unit in the Kilmer facility but no changes to collection or window times are anticipated. There will beno changes to the hours of operation to the BMEU at Kilmer however mail volume received at the Kilmer BMEU will beprocessed at DVD. No adverse service impacts are anticipated for Kilmer customers as a result of this AMP. FirstClass Mail upgrades from 2-Day to Overnight are expected from Monmouth (077) to South Jersey (080-084). A newRetail Distribution Code (RDC) will be requested for Priority Mail originating in 077, 085-087 destinating to SouthJersey to maintain overnight service to South Jersey.
Transportation Changes:In support of the AMP, HCR and PVS changes are expected with a net transportation cost of $397,196.
Staffing Impacts:Projections from the AMP study indicate a net decrease of 45 craft positions and four management positions as adirect result of the AMP. The number of total proposed positions for management staffing (+7) inclUdes both theAMP impacts and the filling of authorized positions. The Postal Service ensures that its standard practices complywith the Worker Adjustment and Retraining Notification (WARN) Act.
The management to craft staffing ratios for DVD is below the target levels with consideration given to DVD being amulti-level facility. No additional staffing is requested for DVD as a result of the AMP and the proposed staffing isequal to the current authorized.

Equipment Relocation and One-Time Costs:Kilmer has eight advanced facer canceller systems (AFCSs) with an average daily volume of 543,513. TwoAFCS including the Biohazard Detection System (BDS) and the Ventilation Filtration System (VFS) will berelocated to the Trenton P&DC. The remaining AFCSs (6) and the associated BDS and VFS equipment areavailable for redistribution if the AMP is approved. A Dual Pass Rough Cull / Loose Mail Conveyor System isalso available for redistribution. One-time costs totaling $2,887,500 include replacement of the Loose MailSystem at DVD ($2,189,000), an upgrade to Trenton's Loose Mail System ($481,500) and equipmentrelocations/removals ($217,000).
Space Impacts:The total interior footage of the Kilmer P&DC is 332,325 sq. ft. The acquired space from the removal of the 010operations will be utilized for additional DPS operations as a result of the West Jersey destinating AMP proposal.
Other Concurrent Initiatives:Four Flats Sequencing System (FSS) machines are scheduled to be deployed to the NDC in early 2010, which willimpact all flat processing for the Northern NJ District.
An AMP proposal has been submitted to transfer destinating operations from the West Jersey P&DC to Northern NJand Kilmer P&DCs.
