Police Department Holds Fifth Annual Open House July 26The Edgewood Police Department will hold their Fifth
Annual Open House on Saturday, July 26 from 12:30-2:30p.m. The event will be held at the Edgewood BoroughBuilding, located at 2 Race Street. We will be offering com-plimentary hot food prepared by police personnel from12:30 until 2 p.m. and beverages and snacks will be provid-ed throughout the event.
Police, fire and public works personnel will be demon-strating various equipment. We also anticipate an ambulanceon hand for viewing. There will be games and activities forthe children, as well as child fingerprinting. We will be hav-ing a children’s raffle and the winners will receive some fan-tastic prizes. The WISH 99.7 Sweet Treat Patrol will be onhand providing music and treats.
Tours of the borough building will also be available. Inaddition, we will have an Edgewood officer who is certifiedwith child safety seats on hand. The officer will be able toassist you and answer any questions you may have about theinstallation of your child seat. We also have a special guestthis year, John Ledge, “That Guy with the Birds.” John trav-
els with various birds, including parrots and a HarlequinMacaw. John will be present for the duration of the eventand will be doing a demonstration at 1:30 p.m. whichinvolves music, audience participation and his trained par-rots. This year’s open house should prove to be entertainingfor the young and the young at heart, so stop by and enjoysome food and fun with your local public safety personnel.

The Edgewood Foundation held its annual cele-bration for high school seniors on May18. BillModoono was the guest speaker, and AndreaThieman received the new Mel Douglas scholarshipfor a student with an outstanding record of commu-nity service. Honorable mentions went to MeganGood and Emily Bush.

Strawberry FestivalIf it’s June in Edgewood, it’s time for
the Deacon’s Annual StrawberryFestival at the First PresbyterianChurch of Edgewood. This years fruityfete will be held on Wednesday, June11, from 6-8 p.m. on the side lawn(weather permitting). There will bevarious strawberry desserts, and hotdogs for those who believe that dessertshould follow a meal. The cost is $3 foradults, $2 for children, $2 for seconds,and $1 for hotdogs.
Vacation Bible SchoolThis year’s Vacation Bible School

Welcome to the Borough of Edge-wood’s newest employee, Chief RobertPayne, who was sworn in at the Aprilcouncil meeting. He retired from theAllegheny County Police Department asa homicide detective and has alsoworked as a police chief in Plum Bor-ough, Pitcairn Borough and Carlow Col-lege. The men and women of the depart-ment look forward to meeting the chal-lenges of the future with our new Chief.We wish him a long and successfulcareer in Edgewood.
Family Learning DayOn Saturday, April 19, the Edge-
wood Police Department participatedin Family Learning Day at The WesternPennsylvania School for the Deaf.Officer Crow gave a safety talk for theattendees advising them of valuablehome security tips. Later, a police carwas available for the children to viewand they could ask officers any ques-tions they may have. Thanks to WPSDfor inviting us to participate in thisevent.
Activity ReportThe Edgewood Police Department
responded to and handled 1,671 callsfor service in April 2008. There were456 incidents reported, 222 complaintsreceived and nine accidents investigat-
ed, none of which resulted in personalinjury, and nine of which resulted inproperty damage.
Part I Crimes are the more seriouscrimes of homicide, rape, robbery,aggravated assault, burglary, larceny,motor vehicle theft and arson. Of the34 Part I Crimes committed in the bor-ough, one was robbery, two were bur-glary, 19 were shoplifting, five wereaggravated assault and seven wereother crimes.
There were 19 adult and no juvenilearrests made for felony and misde-meanor violations.
Edgewood officers wrote a total of101 traffic citations and 350 parkingcitations, and made four arrests fordriving under the influence. There wasone vandalism/criminal mischief com-plaint and one narcotics offense.
Officers also responded to eightfalse alarm calls, took 225 reports,responded to 24 public nuisance com-plaints, wrote one non-traffic citationand responded to 10 calls for medicalassistance.

TrainingMay was a busy month for the
EVFD in the training department. Thepet first aid CPR class was a success. Infact it was one of the largest attendedclasses in the county. Thank you toLoraine Nogrady for the donation,through the Pittsburgh Irish SetterClub, for the second set of nose cupsfor pet CPR.
In addition we sponsored a basicvehicle rescue class. New members ofthe EVFD as well as Forest Hills VFD,Woodland Hills EMS, and Eastern AreaPre Hospital Service participated. Withthe ever-changing design to vehicleseven the “old timers” learned some-thing.

The Safety TipWhile surfing the net I found an
interesting article on propane tanks.See: http://www.snopes.com/crime/warnings/methtank.asp. It seems thatmeth lab “professors” are using pro-pane cylinders for anhydrous ammo-nia. This chemical is not compatiblewith brass and will corrode the valveand fitting. This will cause the valve toleak as well as weaken the strength ofthe tank. If you have your own tankthis won’t be a problem. If you use theexchange tanks for propane, examinethe valve look for a distinctive blue-green corrosion on the brass, evidenceof tampering with the threads and anyammonia odor around the cylinder. About three months ago, thePittsburgh Post-Gazette ran an articlediscussing suburban municipal debt inAllegheny County. In my opinion thatarticle was incomplete. It lumped com-munities together by looking at anannual DCED report submitted bymunicipal auditors. The article report-ed that communities such asEdgewood, Oakmont, Fox Chapel, andMt. Lebanon were in over their headsbased on vague standards associatedwith debt ratios for municipalities.
Channel 4 ran what it called aninvestigative report this past week onmunicipal debt as well. It indicatedthat communities with debt amountingto 10% of their annual budgets were introuble. I have not seen that numberused as a benchmark in all my timedealing with municipal finances.
While the Channel 4 report did notmention Edgewood specifically, it didrefer to Edgewood in its online report,which consisted of listing communitiesand their total annual debt amount. Itlisted Edgewood’s debt as approxi-mately 11% of its annual budget.
I think it is important to clarify thissuperficial analysis for the Borough ofEdgewood since no opportunity was

provided by Channel 4. First, theiranalysis rolled all of Edgewood’s debtinto one category and that is very mis-leading. A significant portion of ourdebt is not even paid for out of ourgeneral fund. Also, much of theremaining debt the borough has in itsgeneral fund is short term in nature.1. 42.6% of Edgewood’s outstanding
debt is paid for out of our sewagefund and not from our general fund.This debt then is paid for by userfees. This debt was the result of asewer project the borough complet-ed replacing 1,200 feet of sewerlines on Race Street. If we useWTAE’s analysis indicating that 11%of our annual budget is debt and werightfully subtract this amountEdgewood’s debt is now under 7%of our general fund budget.Conversely, if we would addEdgewood’s user fees from thesewer fund into the revenue side oftheir analysis, Edgewood’s overalldebt would be calculated at a littleless than 5%.
2. 11.25% of Edgewood’s debt is veryshort term in nature and will be paidoff by 2011. In fact Edgewood willpay off its 5-year loan for a DPW
pickup truck in 2009. One of ourloans for our pumper truck will bepaid off in May, 2010 and are two (2)other new DPW trucks have threeannual remaining payments meaningthey will be paid off in 2011.The borough also has an outstand-
ing loan that was used to renovate theKoenig Field bathrooms several yearsback. The $785.28 quarterly paymentwill be repaid in September, 2009.
Edgewood’s long-term debt, which Iwill define as 10 years or more, trans-lates to less 5% of our annual generalfund budget.
The borough will be facing whatamounts to a $50,000 debt in 2016because there will be 27 pays duringthe year. Borough council has had theforesight to set aside one day’s payevery year, as part of the budget, tohandle this added expense. In 2016when other municipalities are scram-bling to come up with this money wewill already have it set-aside.
Finally, there are a variety of otherfactors that should be consideredwhen determining the overall fiscalhealth of a municipality that were lack-ing in both the Post-Gazette article andthe recent Channel 4 telecast:1. We have no outstanding bond
issues.
2. We have an undesignated cashreserve, or rainy day fund, ofapproximately 9% of our annualbudget. Most financial experts agreethat very healthy communities havea set-aside between 5-15%.
3. We have a healthy cash reserve inour sewage fund and liquid fuelsfund.
4. We have comprehensive insurancecovering the Borough for nominallosses as well as catastrophic events.
5. We have an infrastructure that over-all is in outstanding condition.
6. While millage changed in the early2000’s as a response to unpre-dictable property values (andchanged from 5.857 to 6.661 in2003, but only because we eliminat-ed the garbage fee) essentially taxeshave remain unchanged for 12 years.
7. The two long-term debts the bor-ough has incurred where inresponse to a specific need in theborough; a deteriorated sewer lineand new rescue truck for the firedepartment.My point to all of this is to assure
our residents that these items; thequality of our infrastructure, our cashflow, our debt ratios, our programs,and our potential need to go into anyadditional debt is all being aggressive-ly monitored and please rest assuredthat we in fact are an extremelyhealthy borough.

Yipes, Stripes! Braddock Avenue’s gottem. Along with the new pavement, Braddock Avenue is sporting snazzy new linesmarking parking spaces. Some days, drivers even park between those lines. PennDOT’s April project resulted in asmoother, safer roadway through the Regent Square Business District. Now if we could only stop pedestrians from litter-ing it, it would be a thing of beauty and a joy forever. Or until the potholes bloom again…
Gloria’s Famous Hot Sausage

Gloria swears by Labriola Brothers sausage, but many locally producedproducts work well. As with many naturally good cooks, Gloria’s recipe is alittle sketchy. It’s very forgiving and great for large crowds, so give it a try!
3# Italian hot sausage11⁄2# onions, sliced1 green pepper, sliced (or to taste)15 oz. can tomato sauce
Preheat oven to 350 degrees. Place sausage in a large roaster, turningoccasionally to brown.
Remove sausage from oven and slice in half longwise (if desired).
Remove excess fat from roaster, leaving just a film.
Return sausage to roaster and add sliced onions, slicedpeppers and stir.
Add tomato sauce and stir.
Cover and return to oven, stirring occasionally for about 11⁄2 hours.
