I) Background
The Rural Enterprises and Remittances Project (RERP) "Samriddhi" is a seven year period
project funded by International Fund for Agricultural Development (IFAD) and executed by
Government of Nepal (GoN) Ministry of Industry (MoI) on 10 December 2015 through
Project Management Office located in Itahari of Sunsari district. The project has USD 68.15
million budget. Agro-Enterprise Centre of Federation of Nepalese Chambers of Commerce
and Industry(FNCCI), HELVETAS, Non-Resident Nepalese Association(NRNA), Financial
Institutions extending services in rural areas are key partners in "Samriddhi". The project is
being implemented in a corridor approach in 16 districts namely Bara, Rautahat, Sarlahi,
Mahottari, Dhanusha, Sindhuli and Okhaldhunga from Janakpur Corridor and Bhojpur,
Khotang, Udaypur, Siraha, Saptari, Sunsari, Morang, Dhankuta and Tehrathum from
Koshi/Sagarmatha Corridor. The project aims in reducing poverty and achieving sustainable
peace through employment-focused, equitable and inclusive economic development by
providing sustainable sources of income to poor households, migrant families and returnees.
In line with the National Development Plan, the Industry Policy and the Agriculture
Development Strategy "Samriddhi" will diversify the range of economic activities to support
in creation and expansion of viable rural, micro and small enterprises, both in the farming and
off-farming sectors and attracting the resources of those who have migrated for employment
and their family members towards productive investment.
In this backdrop Samriddhi in the initial phase of project implementation has arranged
different activities such as workshops, trainings, consultation meetings at different levels,
field visits and so. This workshop cum training on Knowledge Sharing and learning in Value
Chain Development, Monitoring & Evaluation including of Knowledge Management is
outcome of planned activity of the Start-Up Support Workshop organized by Project
Management Office (PMO) at Pathivara Hotel, Ithari from 25th- 27
th April 2017.
II) Objective of the workshop
“Knowledge Sharing Workshop on Value Chain Development (VCD) and Monitoring
&Evaluation was arranged with the motive of learning and sharing on Value Chain
Development and M&E including Knowledge Management system developed by High Value
Agriculture Project (HVAP)- the IFAD funded project.

The Workshop Composition
The Five Day workshop (schedule annexed) was followed by power point presentation, group work,
video presentation and interaction method on topics as listed below;
Day One The first day session was followed by opening ceremony, training introduction, participant expectation,
objectives sharing and pre-test. Power Point presentation and discussion was conducted on; Basic
Concept of Market Systems and Value Chain Development, Value Chains Selection, Role Play and
Reflections: Human Value Chain and class work on Video of Value Chain Vs Supply Chain. The
following learnings note of HVAP was shared during the sessions.
Software on e-agriculture is effective tool for the monitoring therefore HVAP is working on
developing the software.
The shorter the value chain it is easier to work and during this course the brokers‟ role is
important.
HVAP team felt effective when thematic area team and value chain team was developed together.
Value chain should be market driven rather than supply driven. Because supply driven functions
in static state where as demand driven is dynamic.
Project Management and Evaluation team should be smaller.
Day Two The second day training was followed by reviewing on day one and with presentation on; value chain
selection in HVAP, value chain mapping and analysis, video on OXFAM gender and value chain
including of group work in value chain selection and gallery walk on presentation of group results on
value chain selection(detail power point presentation annexed). During this presentation and discussion
session learning of HVAP emphasized on preliminary listing of value chain, relevancy of selection
criteria and the scoring as the key for selection of the right value chain. While selecting the value chain
this was also shared that selecting the product in the regional level rather than only in the district level
could be work able (presentation slides annexed).
Learnings
Sustainable livelihood and value chain development is complemented approach.
While developing value chain line of sight should be extended.
This should be process-oriented such as; cross functional and multidisciplinary. While selecting
value chain HVAP firstly listed value chain product with set criteria for VC prioritization together
with stakeholders then regional level workshop with traders and agribusiness for feedback
collection including of national level workshop for the discussion and validation.

Value Chain Development ultimately leads to behavior change.
Day Three The first session started by reviewing on earlier day. Presentation was made on; value chain upgrading,
visioning, competitiveness analysis and market based solution, facilitation for value chain development:
strengthening horizontal and vertical linkages, lokta value chain, story presentation on, “strengthening for
competitiveness : the hare and tortoise, MPS and B2B in vegetable/ timur value chain and video on B2B
linkages in honey together with group work on reflection on mini case: the Danish pork industry and VC
visioning and upgrading strategies.
Learnings
Enabling Environment is imperative in the value chain development process where consumers‟
create value, different actors in the process create the chain. During this process coordination,
collaboration and cooperation actually enables the environment.
Market demand is the key to successful value chain development. The value product already
listed by government of Nepal eases the selection of value chain.
Day Four The final day was followed by reviewing on day three together with presentations including action plan
for VCD initiatives and M& E system in SAMRIDDHI with evaluation and closing note. The
presentation includes; inclusive business: concept and illustration, presentation on: ginger value chain in
HVAP, monitoring performance and measuring results on VCD, HVAP experience sharing and lesson
learned: tools and approaches plus management, M&E system in HVAP: tools practices and lesson
learned, VC financing, experience capitalization: KM, mainstreaming gender in VC, piloting remittances
in socio economic (ICIMOD) (presentation slides annexed).
Learnings
Market system should be well analyzed while entering into value chain and particularly according
to the project goal.
Selection process of value chain is inherently „Subjective‟ but the goal here should be to remove
subjectivity and thus has to be guided according to the market demand.
Number of consultation should happen both project in-house among staffs, learn from already
done value chains (particularly from intervened by government), not to select value chain product
that has unhealthy completion in the market.

Way Forward
1. Through the workshop, participants have understood on value chain concept, commodity
selection and its development process. Therefore, the workshop became crucial on selecting
commodities in corridor approach in close consultation of business community and local relevant
stakeholders.
.
2. Arrange field level consultation meeting with HVAP team by visiting Surkhet to generate
knowledge on Value Chain implementation, M&E and Knowledge Management System
including of GESI and draw lesson learned on inclusive participation.
3. Initiate collaboration and partnership arrangement between and among IFAD funded projects in
Nepal because it seems relevant to organize similar knowledge sharing workshops with IFAD
funded program that enables to find bottleneck and critical path for the smooth operation of the
project.
