Thank you for providing the following document for Environmental Representative (ER) review and endorsement as required by Conditions of Approval A24 (d) and (j) of the Sydney Metro City & Southwest project (SSI – 15_7400 9 January 2017). Sydney Metro City & Southwest Construction Environmental Management Plan
(SMCSWSSJ‐JHL‐WSS‐EM‐PLN‐000028 Revision 10 dated 28th January 2020) (the Plan).
The Plan was originally developed to address Condition C2 of the project approval. Rev 10 amends the Plan by: a. Amending Project acronyms from Environmental Management System (EMS) to
Health Safety and Environment Management System (HSEMS); Department of Planning and Environment (DPE) to Department of Planning Industry and Environment (DPIE); and Transport for NSW (TfNSW) to Sydney Metro (SM).
b. Updating procedures to align with Laing O’Rourke’s (LOR) environmental requirements, as detailed in their new HSEMS (formerly the EMS).
c. Update of the LOR Environmental Aspects and Impacts Register to align with the new LOR HSEMS Environmental System Requirement Environmental Aspects and Impacts. This includes the assessment of significant environmental aspects is based on the LOR risk and opportunity assessment matrix established in the LOR Risk and Opportunity Management Procedure and the Risk and Opportunity Register. Environmental risks have been re‐assessed and ranked as ‘Green’, ‘Amber’ and ‘Red’.
d. Update to capture the LOR procurement process for the supply of goods and/or services by suppliers and subcontractors. This includes a process of evaluation of suppliers and subcontractors ability to meet the project’s environmental obligations.

e. Inclusion of reference to the LOR Environmental Primary Standard Spill Prevention which includes requirements related to the fuelling and servicing of plant and equipment.
f. Inclusion of a requirement for the Management Site Safety and Environment Inspection Report to be completed each week by the project’s Supervisors to monitor environmental issues on site.
g. Updates to the Incident and Complaints Reporting process, including the Environmental incident review process for Senior Leaders.
As an approved ER for the Sydney Metro City & Southwest project, I have reviewed and provided comment on this document and accordingly approve the amendment of the Plan for implementation. Yours sincerely

Health Safety and Environment Management System (HSEMS); Department of Planning and Environment (DPE) to Department of Planning Industry and Environment (DPIE); and Transport for NSW (TfNSW) to Sydney Metro (SM).
