OVERVIEW:

Since 2005, CCMR has conducted ten bilateral and eighteenregional mobile maritime security related programs aroundtheworld.

Since 2009, CCMRhas conducted a global,week-long courseentitled“Responses toMaritimeViolence.” The coursewasheldbiannually(AprilandSeptember)atCCMRheadquarters.

AsofDecember2014,thecoursewasextendedtotwoweeksand titled “Civil-Military Approaches to Maritime Security.”In-residence courses are now held in January, April, July,September, andDecember at theNaval PostgraduateSchool(NPS)inMonterey,California.

CCMRCONCEPT:• Buildcapacityinfriendlygovernmentsthroughcustom-builtshortcoursesatthreelevels

• Global(Monterey)• Regional(IdentifiedbyCombatantCommands)• Bilateral(allCTFPandIMETcountries)

• Emphasizeinteragencyandmultinational(preferablyregional)approaches• Usepresentations,case-studies,andexercises• Allowparticipantstoteachotherparticipants• Partnerwithothercommunityproviders(DIILS,APCSS,USCG,etc)

• CCMRdoesnotconducttactical-leveltraining;wewillrefercountriesandODCstoqualifiedmaritimesecuritytrainingproviders,e.g.,USCG,USNandIMBprograms

PRINCIPLES:Everygovernmentfacessimilarmaritimesecuritychallenges–but:

• Eachcountryhasitsownuniquehistory,laws,culture,threats,resourceendowment,andpoliticalclimatethatitmustoperatein.

• USmodelworksfortheUS;notamodelforothers• Educationisthekeytodevelopingcivilianofficialsandmilitaryofficerscapableofcollective

actionagainstmaritimechallenges.• Participantsmustthinkaboutwhatwillworkintheircountriesandsharetheirexperiences

andideaswithothers.
