Methodology
• As this is the first R&D Survey, data may not be readily available in compiled form.
• There may also be concerns at releasing data that is felt to contain ‘company secrets’

Institutes (DBRIs) will be the senior civil servant such as the Director-General
• Contact point for public research institutes (PRIs) is the Chief Executive Officer or executive responsible for research management
• Unique identifier for each respondent. • Available by post, by e-mail, online, & direct contact.• Administered by QSA enumerators/analysts • Survey will go live 3 November 2013 • Survey period:• Government: 1 April 2012 to 31 March 2013• Business: financial year closest to Government• Universities: Academic Year 2012 to 2013
• CEO of each responding institution to sign off the completed questionnaire.
• R&D in the private not-for-profit (PNP) sector presents measurement challenges similar to those found in the for-profit business sector. Who does R&D; what counts as R&D; what is their legal status?
• PNPs may domestically owned, or foreign-owned. Their fields of activity are wide, ranging from health to environmental monitoring and protection. They may be channels of considerable funds for in-house as well as contract R&D.
• Foreign-owned Universities and PNPs present other issues. Professional staff may be paid abroad; R&D may be reported abroad.
