MEASURE PROGRAMRelationship to Mission: Overall goal is to provide an information
system that stores and disseminates measurement and calibration data required to facilitate the safe and efficient use of Fleet calibration assets that directly support the Warfighter.
Program Description: – MEASURE is a system combined of 3 software applications
covering Ashore & Afloat units with centralized reporting to the MEASURE Operational Control Centers (MOCC) at San Diego and Norfolk.
• MEASURE AIS, MEASURE AIS for Personal Computer (AISPC) and Calibration Recall Inventory System (CRIS)
– The data collected is provided to Naval Surface Warfare Assessment Center Corona, CA for engineering analysis.

– The committee will create AIS Metrics after the comparative analysis and the needed changes are drafted in Jul 02.
– These Metrics will list the “gifts to the Fleet” that the committee envisions the new Navy METCAL AIS providing.
• Emergent Issues– Issues that may affect other TAMS EB Standing Committees.
• The committee will identify these issues in the COUR and forward to the TAMS EB for review.
• The individual Standing Committees can decide if these issues need further definition or are completely outside the scope of the AIS.

IT-21 Issues
• AIS PC, CRIS, and PC Inventory Query require IT-21 Certifications.
• IT-21 is a 7 step certification process.– Naval Change Requests (NCR) were submitted through
SPAWAR website on 20 Feb 02.– Currently awaiting CINC endorsement to advance to the
third step, Requirements Submission.• Mr. Waller is expediting this effort.
– SPAWAR will complete steps 4 thru 7 which entail systems engineering analysis, testing and final approval.
• Expected to be a lengthy process possibly lasting up to approximately nine months.
