The 160th meeting of SLBC, Gujarat was held on 19th March 2019 at Auditorium, Dena
Laxmi Bhavan, Ashram Road, Ahmedabad. The meeting was chaired by Shri Karnam
Sekar, Managing Director & Chief Executive Officer, Dena Bank and co-chaired by Shri
Sanjay Prasad, Addl. Chief Secretary, Agriculture Cooperation & Farmers welfare
Dept., Govt. of Gujarat. Among others, the meeting was attended by Shri Milind
Torawane, Secretary (Expenditure), Finance Dept., Govt. of Gujarat, Shri V Ranga
Rao, OIC & GM, Reserve Bank of India, Shri Sunil Chawla, Chief General Manager,
NABARD, Shri R K Agrawal, General Manager, State Bank of India, Shri K V
Tulshibagwale, General Manager, Bank of Baroda, Shri Rohit Patel, Convenor-SLBC
and General Manager, Dena Bank and other Senior Officials from various Departments
of State Govt., executives from various Banks, Insurance Companies, Lead District
Managers etc. The list of participants in the meeting is enclosed.
Beginning proceedings of the meeting, Shri Patel in his inaugural address introduced
Shri Karnam Sekar, Chairman of SLBC, Gujarat and also MD & CEO of Dena Bank, as
Shri Sekar was attending his debut meeting of SLBC, Gujarat. Welcoming all the
participants on the dais & off the dais, Shri Patel requested Shri Sekar to deliver his
keynote address.
Shri Karnam Sekar impressed upon following important points in his key-note address:
1. Appreciated performance of Banks under Annual Credit Plan (ACP), as Banks
have achieved 94% of disbursement target by the end of December quarter.
However exhorted Banks to ensure that Small & Marginal Farmers do get their
due share in total agriculture credit.
2. Urged Banks to complete the exercise of classifying their existing Banking
Correspondent (BC) model as Banking Outlet (BO), as set by RBI for Banking
Outlet (BO).

3. This meeting being last meeting of SLBC, Gujarat under the flag banner of Dena
Bank, expressed gratitude to all Members of this august forum for extending their
vital and ever existing cooperation to SLBC Gujarat from time to time.
Shri Sunil Chawla in his address highlighted following important aspects:
1. On the one hand Agri. /Crop loan targets are not being achieved and on the
other, there are still 25 lakhs land accounts against which Kisan Credit Card
facility has not been extended. Urged State Govt. & Banks to organize camps in
each district, once the General Election to Lok Sabha is over, to ensure each
farmer qualifying requisite criteria is extended KCC facility.

2. As the scheme of Kisan Credit Card is extended to Aninal Husbandry & Fisheries
(AH &F) and since Gujarat is having longest coast line in the country, urged
Banks to extend working capital facility to rearers / fishermen engaged in the
activities of Animal Husbandry & Fishing.

3. Urged Banks to claim reimbursement of expenses for conducting Financial
Literacy Camps, as despite NABARD extending grant assistance for conducting
FLCs, hardly any Bank is claiming reimbursement of the same.

4. Appreciated and acknowledged role of SLBC being played so far under the
Convenorship of Dena Bank.
Following key takeaways emerged from the address of Shri Ranga Rao:
1. Apprised the House that due to amalgamation of Dena Bank and Vijaya Bank
with Bank of Baroda, matter of allocation of role of SLBC Convenorship for the
State and Lead Bank responsibility in 10 districts of the State are being examined
by RBI and final decision in this regard will be communicated to all concerned
shortly.
2. Expressed concern over large Pendency in disposal of loan applications under
Government Schemes. He mentioned that the bank has discretionary right to
decide whether or not to grant a loan, but failure to communicate the decision in
writing with reasons thereof constitutes deficiency in service.

3. Advised all banks to scrupulously adhere to the instructions issued by the
Election Commission in the view of ensuing General Elections to Lok Sabha.
4. Highlighted initiatives launched by RBI such as Expert Committee on MSMEs,
Working Group to Review Agriculture Credit, KCC scheme for AH & Fisheries
and Enhancement in Collateral free agricultural loan.
Shri Sanjay Prasad exhorted upon following important aspects:
1. Exhorted for deriving and presenting Taluka wise C/D ratio, as it may assist in
better evaluation of District, and Taluka lagging in performance could be focused
more, so as to improve overall performance of District.

2. Emphasized on negating the gap between number of farmers and number of
Kisan Credit Card holders and also urged for filling the gaps of Unbanked Rural
Centers.

3. Appreciated Dena Bank for successfully carrying out responsibilities of
Convenorship of Dena Bank over the years.
Presentation of Agenda of the meeting
Owing to imposition of Model Code of Conduct (MCC) in the view of ensuing
General Elections to Lok Sabha, the review of few schemes was dropped from
the agenda of the meeting.
1. Follow up action on pending issues:
(i) Development of online portal for sponsoring and tracking of loan
applications of the State Govt. sponsored schemes: Representative
from NIC presented demonstration of the portal in the meeting and it was
informed that portal is in very advanced stage of roll out.

(ii) Issuance of order for Physical Possession by District Magistrate
under SARFAESI Act 2002: Banks have reported instances where
despite issuance of order for taking over Physical Possession by District
Magistrate, local Police Authorities were once again carrying out
verification of documents and recording statement of Bank officials, which
is just unwarranted and ultra-virus as per the SARFAESI Act. Hence, it
was requested that matter may please be brought in the cognizance of
Home Dept., Govt. of Gujarat and necessary instructions to Police
Authorities be issued to desist from this practice.

2. District-wise C/D Ratio: The gradual progress of districts under this crucial
parameter was appreciated, as there only 6 districts of the State having C/D ratio
below 40%. It was also requested that account-wise C/D ratio i.e. per account
credit & deposit, be derived and presented in the SLBC meeting which may offer
realistic outlook of the C/D ratio.

3. MSME Support & Outreach Campaign: Under the campaign, it was observed
that all the 9 districts together achieved 97.73% of allotted targets in terms of
deliverables under “Ease of Access to Credit” parameter of the campaign.

4. Banking Outlets: Banks planning to open Banking Outlet (BO) in Unbanked
Rural Centers (URCs) in the FY 2019-20, shall earmark the same on the online
portal of SLBC and the center will be reserved for opening of BO by the
earmarking Bank till the end of ongoing FY.
Banks were also exhorted to complete the exercise of marking their existing
Banking Correspondent model as Banking Outlet provided it satisfies the
stipulations as set out by the RBI.

5. Deployment of Additional Banking Correspondent in the identified 755
villages: As per the representation made by State Bank of India, 12 villages
were delisted for opening of Banking Outlet owing to very thin population in those
villages. Out of total remaining 743 villages (755-12), Banking Correspondents
have been deployed in 734 villages, 8 villages are pending for opening of
Banking Outlet and 1 village remain non-reported by DCB Bank. Banks pending
with opening of Banking Outlet were advised to complete the exercise at the
earliest.

6. Connectivity issues hampering delivery of Banking Services by BCs: As
submitted by various Banks, SLBC prepared list of 200 locations where BCs/
CSPs are facing connectivity issues and submitted the same to Dept. of
Telecom, Ministry of Communication, Govt. of India for resolving the issues being
faced by BCs/ CSPs. SLBC was advised to share the same list of 200 locations
with Govt. of Gujarat, so that Govt. of Gujarat may further take up the matter to
resolve connectivity issues being faced by BCs/ CSPs.

7. KCC scheme for Animal Husbandry & Fisheries and enhancement in upper
ceiling of collateral free agricultural loan: As the Kisan Credit Card facility has
been extended to Animal Husbandry & Fisheris also, Banks were advised to
extend credit facility to the rearers of Animals and Fisherman as per RBI’s
circular dated 04th February 2019.
RBI vide its notification dated 04th February 2019 has informed about
enhancement in the upper ceiling of collateral free agricultural loan to Rs 1.60
lakhs from Rs 1 lakh and Banks were urged to apprise their field functionaries
about this modification.

8. Pending issues related to RSETIs: Govt. of Gujarat was requested to resolve
issues related to re-allotment of land for RSETI Mahisagar and allotment of land
for RSETI Bhavnagar at the earliest.

9. Awarding winners under the Perform for Pride of Atal Pension Yojana: The
Controlling Head of winning Bank Branches under the Perform for Pride
campaign of Atal Pension Yojana, were facilitated with trophies for achieving
qualifying criteria of Funded APY accounts under the campaign, which was
conducted from 12th to 19th December 2018.
In this last meeting of SLBC under the Convenorship of Dena Bank, Shri K V
Tulshibagwale, General Manager, Bank of Baroda while conveying vote of thanks
expressed gratitude to SLBC team & Dena Bank which has been convening the
SLBC meetings since inception.
