INTRODUCTION & PREAMBLE
Micro, Small & Medium Enterprises - Development Institute, Agra was established in September
1956. Earlier it was known as Small Industries Service Institute after the Enactment of MSME Act -
2006 in the Parliament. Its jurisdiction stretched for service sector & enhanced its services up to
Medium Enterprises too. The geographical jurisdiction of this Institute has spread over 22
districts of Western U.P. Including two new Districts Formed namely Prabudh Nagar (Now Shamli)
( Shamli & Kairana Tehsils of Muzaffar Nagar) & Bhim Nagar (Now Sambhal) (Sambhal, Chandausi
& Gunnaur Tehsils of Moradabad & Bijnore Districts). The names of the district are as follows:

MSME-DI, Agra is extending techno managerial and economic consultancy services for the
development of Micro, Small and Medium Enterprises (MSMEs) and provides comprehensive
range of industrial developmental services ranging from identification of suitable line of
production to marketing of the product. Facilities for Technical Consultancy services are being
provided in the fields of the Following Disciplines:
• Mechanical,
• Metallurgy,
• Metal Finishing,
• Electrical,
• Leather & Footwear,
• Food,
• Glass & Ceramic,
• Chemical,
• The Industrial Management Training (IMT),
• Industrial Potential
• Economic Investigation (EI)
The objectives of MSME-DI, Agra, are to provide Technical Consultancy Services to the
entrepreneurs in addition to Industrial Management Trainings, Entrepreneurs & Skill
Development Programmers’, Short Term Management Trainings for MSMEs, Industrial
Motivational Campaigns, facilitation in implementing PMEGP Scheme, Establishing of
Entrepreneurs Club, Awareness on Assisting & Providing the Entrepreneurs in Marketing
assistance through Domestic & International Exhibitions , Quality Control & it’s up gradation and
Ancillary Development. The Institute also provides Market Information, Industrial Potential
Survey Report, Statistical Information, Identification of Thrust Industries, Export Promotion,
Preparation of Directories & Status Reports of MSMEs units, Economic Information to set up
MSMEs. Various New Schemes under NMCP Scheme were Implemented / Introduced like Lean
Manufacturing, MATU, State Level Fairs. Corporate Governance, QMS / QTT, Design Clinic, ISO-
9000, Bar Codling, IPR , Small Tool Room etc. etc.

2. ASSISTANCE / CONSULTANCY TO PROSPECTIVE AND EXISTING ENTREPRENEURS
a. Assistance / Consultancy to prospective entrepreneurs:
During the reporting year 2014-15, the MSME- Development Institute, Agra has provided
assistance and Consultancy to numerous of prospective and existing entrepreneurs. The
assistance & Consultancy consists of various fields such as selection of product & location, which
is more important in establishing a new venture. Selection of machinery & Technology is also one
of the inevitable things to know before going for a new industry under which numerous
prospective entrepreneurs has been assisted Marketing & Finance is also one of the unavoidable
things wherein the Institute provided information and assistance to about 6500 to the young
Entrepreneurs i.e. prospective one’s as well as guidance given to existed Industrialists too. About
6500 entrepreneurs have been provided assistance and Consultancy through various trainings /
campaigns and about 800 entrepreneurs were assisted through Personal Visits on man to man
basis, DICs & Information Facilitation Counter and a chunk of entrepreneurs were assisted
through other Agencies such as Industrial Associations , financial institutions etc.
b. Assistance / Consultancy rendered to existing entrepreneurs:
Present Scenario in the industrial world requires updating of know-how and improvement
in quality and product which enable the existing units to compete in the market. Officers of the
Institute extended their assistance and Consultancy to about 2500 entrepreneurs in the field of
plant and machinery including lay out, use of improved manufacturing technology / design
process, improvement in tooling and quality, product development and rendered Consultancy for
diversification.
c. Management related assistance / Consultancy rendered:
The Institute assisted 300 existing units in the field of managerial capability improvement
and 205 units were assisted through management trainings.

d. Marketing / Finance Related Consultancy / Assistance:
The Institute provided marketing/finance-related assistance to about 2500 entrepreneurs. The
Consultancy / Assistance include improvement in marketing, availability of finance and GPP (NSIC
Registrations) and through organizing National Vendor Development Programme (NVDPs) and
State Level Vendor Development Programme (SVDPs). Out of them, total 101 units assisted
through NSIC Registration for Government Purchase Programme. This type of assistance will help
the entrepreneurs to improve their position by availing various financial assistances provided by
the different Organizations.
e. Assistance / Consultancy at a Glance :
In a nut-shell this Institute provided Certificates to the Participants in ESDP 1754, MDP
205, EDP 449, IMC 3800, training under P/D account 27 and Total 4235 in 163 Programmes,
Consultancy Services to prospective entrepreneurs, Assistance / Consultancy rendered to units,
Management related Assistance / Consultancy rendered to units, Marketing / Finance related
Consultancy given to existing units. On the whole units / entrepreneurs were benefited in the
field of Mechanical, Metallurgy, Chemical, Food, Glass & Ceramic, Leather & Footwear and
Electrical, Service industry, Industrial Management, Economic and Statistical discipline.

3. PROJECT PROFILES, DIRECTORIES & REPORTS
Technical officers of this Institute have prepared 30 Project Profiles against the target of
30 as per action plan targets. This is an art of identification of new products, which can be
introduced and promoted in the MSME Sector. These project profiles comprise almost all the
information regarding a particular product such as availability of raw materials, cost of
production, marketing facilities, which are more useful to the new entrepreneurs.

4. SKILL DEVELOPMENT PROGRAMMES : ESDPS, EDPS, MDPS, AND IMCS,
During the reference year under Core programme, Skill Development Division, Office of
the DC (MSME), New Delhi had allotted targets of total 208 programmes (IMCs 85 Nos., MDPs 12
Nos., EDPs 26 Nos. and ESDPs 85 Nos.) . Later the H. Qtr. had withdrawn such programmes which
were not started at the time till their instruction of withdrawn. Thus total 160 Programmes were
completed by this Institute & 100% target was achieved.

Three Prorgrammes were organised in P/d Account, in which 27 participants trained. a. Entrepreneurship and Skill Development Programmes
MSME-DI, Agra is organizing Entrepreneurship & Skill Development Programmes (ESDPs)
on the different topic assigned by Office of the Development Commissioner (MSME), New Delhi
regularly for different group of people in the society such as Educated Unemployed Youths,
Women, Minorities and Weaker Section etc. The main objectives of such type of Programmes are
Enhancement of Skill & entrepreneurial abilities and qualities for the prospective entrepreneurs
and to prepare and motivate the new entrepreneurs to set up their own Micro and Small
Enterprises (MSEs).

b. Entrepreneurship Development Programmes
MSME-DI, Agra is organizing Entrepreneurship Development Programmes (EDPs) regularly
for Educated Unemployed Youths, Women, and Weaker Section etc. The main objectives of these

d. One Day Intensive Motivation Campaigns
During the reference year 2014-15 this institute has organized 60 Intensive Motivational
Campaigns to motivate the people to establish their own ventures and to select the willing

5. ASSISTANCE FOR MARKETING (MDA)
During the Year various units were assisted in respect of Marketing Schemes in respect of
International as well as national Exhibitions. MDA scheme of the MSME Development
Organization is getting very popular day by day. Name of 37 units were forwarded for
participation in seven various International Fairs, 14 units were forwarded for participation in
National fairs / exhibitions under MATU scheme,
8 units were sponsored in the MSME EXPO in India International Trade Fair at Pragati Maidan, New Delhi.
Apart of it, Two Grand National Vendor Development Programmes (NVDPs) was organized at
Agra & Saharanpur in which 176 units put their stalls. About 833 units were actively participated
in State Level Vendor Development Programmes (SVDPs) during 18 such Programmes.

8. NATIONAL AWARDS TO MSMES
The Micro, Small and Medium Enterprises (MSMEs) in India have undergone a vast development
in the last five decades. The MSMEs have registered tremendous growth as also the progress in
terms of quality production, exports, innovation, product development and import substitution,
very much beyond the expected objectives of setting up MSMEs by the planners of industrial
production base in the country. Entrepreneurial efforts have made it possible to produce number
of items, which hitherto were imported. In quite a few cases new variants so produced are having
additional attributes than their original versions and are capable of solving a multitude of user
problems. This all has become possible owing to the ambitious and visionary spirit of
entrepreneurs of MSMEs. Recognizing the achievements of successful entrepreneurs in MSMEs,
Government of India is encouraging such entrepreneurs by giving National Awards to Micro,
Small and Medium Enterprises for outstanding efforts in entrepreneurship, Quality Products,
Innovation Efforts, and Lean Manufacturing Techniques.
During the year, MSME units were motivated to fill up application for National Awards to MSMEs

9. TECHNOLOGY AND QUALITY UPGRADATION SUPPORT TO MSMES (TEQUP)
The main objective of the scheme is to sensitize the Indian MSMEs to upgrade their
manufacturing process towards usages of Energy Efficiency Technologies (EET) so as to reduce
cost of production and emission of greenhouse gases. The second objective is to improve
product quality of MSMEs towards becoming globally competitive.
Activity No.4 of TEQUP - Encouraging MSMEs to Acquire Product Certification Licenses from
National/ International Bodies:
The primary objective of this Activity is to provide subsidy to MSME units towards the
expenditure incurred by them for obtaining product certification licenses from National
Standardization Bodies (like BIS, BEE, etc.) or International Product Certifications (CE, UL, ANSI,
etc.). The purpose of the ‘Standard Marking’ of the products is to assure product quality to the
users/consumers. Certification of MSMEs products to International Standards, CE, ANSI, UL,
Energy Star, etc. would also enhance acceptability of the products in the export market.
Certification is the main parameter in International as well as Domestic Market. The
Product Certification Licenses from National bodies e.g. BIS/ BEE /AGMARK & International
Bodies e.g. CE /UL /ANSI etc. under NMCP/TEQUP Scheme, are very much in demand & Proving a
very good scheme, During the year, 23 MSMEs got reimbursement of expenses incurred under
the Product Certification Licenses from National (BIS/ BEE /AGMARK)/ International (CE /UL /ANSI
etc.), Bodies under NMCP/TEQUP Scheme. Fund Rs. 33,76,422 has been utilized from allotted

10. BENEFICIARIES : QUALITY CONTROL & REIMBURSEMENT OF ISO 9000
Office of the Development Commissioner (MSME), New Delhi has introduced an incentive
scheme namely technological upgradation / quality improvement and environment management
for Micro and Small Enterprises. The scheme provides incentive to those Micro and Small
Enterprises who have acquired ISO 9000 / ISO 14001 / HACCP certifications. The scheme for ISO
9000 reimbursement in operation since March, 1994 has now been enlarged so as to include
reimbursement of expenses for acquiring ISO 14001 certification. The scheme ISO 9001 / 14001 /
HACCP Certification Reimbursement is proving the key factor of improvement consciousness on
quality Products & Service in the Country.
During the year, total Rs. 14,15,325 has been utilized / reimbursed from allotted fund Rs.
27,00,000 to MSEs.

13. MICRO AND SMALL ENTERPRISES –
CLUSTER DEVELOPMENT PROGRAMME
Following activities were performed during financial year 2014-15
A. Recommended application of M/s Bareilly Apparel Industrial Development Society for
Readymade Garment Cluster, Bareilly for setting up of CFC at the cost of Rs. 1083.56
lakh under MSE CDP. Also visited the cluster for additional information.
B. The proposal for soft interventions in Patch Work Cluster, Rampur at the cost of
Rs. 16.91 lakhs was approved by the Steering Committee.
C. The proposal for upgradation of Industrial Estate, Nunhai, Agra at the cost of
Rs. 735.26 lakhs was approved by the Steering Committee.
D. The proposal for upgradation of Industrial Estate, Partapur, Meerut at the cost of
Rs. 724.06 lakhs was approved by the Steering Committee.
E. The proposal for upgradation of Industrial Estate at Shikohabad at the cost of
Rs. 296.19 lakhs was approved by the Steering Committee.
F. Recommended application of Painting Brush Cluster, Bijnore for preparation of DSR
under MSE CDP.
G. Recommended application of M/s Amroha Jacket Garment Cluster Industrial
Development Society for Jacket Garment Cluster, Amroha for setting up of CFC at the
cost of Rs. 635.28 lakhs under MSE CDP.

consultant during last three years by the officers of the Institute, have started their units or
business. A compendium of success stories has been prepared from such 136 successful trainees
and visitors.

8. ACTIVITIES OF LIBRARY
The Institute is having a vast range of technical books & journals. This year too so many
new books were purchased. The library fund of Rs. 1,99,980/- was utilized for upgrading the
same. Rs. 40000/ Expenditure for the Purchase of Furniture, Rs 79980/- for the purchase of
Technical Books, Journals, Magazines in English & Rs. 80000/- for the purchase of Technical
Books, Journals, Magazines in Hindi.
19. RENOVATION WORK OF OFFICE BUILDING
The renovation of Nunhai, Agra office building in respect of civil and electrical was carried
out during the year. 100% fund has been utilized against sanctioned amount of Rs. 37, 67,700/-
for Various Electrical & Civil works at MSME-DI, Agra’s office building through CPWD, Agra.
20. INCUBATOR SCHEME
During the year, two Business Incubators, namely, Sachdeva Institute of Technology,
Farah, Mathura and MSME Technology Development Centre (PPDC), Agra has been approved
under the “Support for Entrepreneurial and Management Development of SMEs through
Incubators Scheme”.
21. SEMINAR / WORKSHOP ON PACKAGING FOR EXPORT
A workshop on Packaging for export has been organized at Saharanpur in association with IIA,
Saharanpur on 8/2/2015. 30 Participants took part in the programme.

26. OTHER IMPORTANT ACTIVITIES
• Shri Kalraj Mishra, Hon’ble Union Cabinet Minister (MSME), visited Agra on 24th and 31 August and 12th December, 2014. Officers of MSME-DI, Agra have rendered facilitation to the Hon’ble Minister during his visit.
• Shri Girraj Singh, Hon’ble Minister of State (MSME), GoI has visited Mianpuri on 05th December, 2014. Officers of MSME-DI, Agra have rendered facilitation to the Hon’ble Minister during his visit.
• Shri Madhav Lal, Hon’ble Secretary (MSME), Ministry of Micro. Small & Medium Enterprises, Government of India has visited Khurja on 16th September, 2014. The Secretary attended the seminar as Chief Guest organized by Khurja Pottery Industries and he has also visited Common Facilities Centre for Pottery Industries and others units.
• Officers of the Institute have attended a meeting convened by the President, AFMEC, Agra
with Hon’ble Minister MSME Govt. of U.P. regarding problems of exports and
entrepreneurs of Agra.
• Three Awareness Programme on Lean Manufacturing under NMCP Scheme organized by
NABET, Quality Council of India and IIA at Moradabad, Quality Council of India at Meerut,
and Saharanpur. Officers of the institute participated in the same.
• An Officer of the Institute attended 6th EMAK workshop; promoting energy efficiency in
SMEs and waste heat recovery measures in India organized by TERI, New Delhi.
• Also delivered a lecture on MSME Schemes at workshop organized by AD (Handicrafts) at
Mathura.
• An Officer of the Institute has been nominated by O/o DC (MSME), New Delhi in Five Days
Training Programme on Good Governance & Transparency through RTI from 23 to 27
February, 2015 at Goa organized by NPC, New Delhi and
• Officers of the Institute have collected information upon machinery and workshop facility
available in engineering colleges, polytechnics and I.T.Is under MSME-DI jurisdiction for
Skill Mapping. The same has been forwarded to H.Qtr.

• An Officer of the Institute has participated in Four Days Training Programme on Techno
Commercial Advances in Spices and Aroma Therapy from 13 to 16 January, 2015 at
Cochin.
• Quarterly meeting of Rajbhasha Karyanvayan Samiti organized in the office. The office has organized Hindi Diwas and Pakhawara from 1st to 15th September, 2014 in which Hindi workshop, and Debates in Hindi conducted among staff and officers of the institute. Ms. Pooja Koli, Assistant Manager (OL), Bank of India (Regional Office), Agra was Chief Guest of valedictory function of Hindi Pakhawara.
• Director of the Institute has attended as a panelist in a panel discussion organized by
AFMEC in association with Business Standard on 19th January, 2015 on “Role of the
Leather Industry in India in Foreign Exchange earnings, Employment Generation & Growth
Prospect thereof".
• Information on IIP-MSME / data collection has been completed for 12 districts.
• Officers of the Institute have attended various Meetings with Industry Associations & DICs. Officers of the institute are also attending Zila & Mandaliya Udhyog Bandhu Meetings, District Level Bankers’ Coordination Committee and Task Force Meeting for PMEGP Beneficiaries at different districts under MSME-DI, Agra’s jurisdiction.
• Officers of the Institute have attended a Seminar on “Trends in Footwear” organized by Dayalbagh Educational Institute, Agra.
• National Stock Exchange (NSE), in association with MSME, has organized a programme at
