OBJECTIVES
Of the scheme� To provide opportunities of the life with
dignity to the girls and women who have
been drawn into the profession of sex
work by force or otherwise.
� To provide alternative career
opportunities for sex workers and victims
of sex trafficking who wish to leave the
profession through appropriate job
training and vocational training for skill
up gradation to enable them to start
their life afresh through alternative
livelihood option.
Target groups� A female who is a resident of WB and is a
sex worker at her prime age and have
the willingness to voluntarily abandon
her vocation for a dignified social life.
� A female who has been rescued by
police and released in the care of family
members on Personal Release Bond or
by order of the competent court.
� A rescued victim of sex trafficking
sheltered at a protective home or
released in the care of family and
booked as victim girl under ITP Act.
Implementing Agency� State Government
Agencies/Corporations/NGOs/Trust etc
(organisation should be registered under Indian
society Registration Act,1860 or any relevant
State Act at least three years before the date of
application and continually renewed the
registration till the date of application).
� Agency should have experience of working with
or for the welfare of sex workers and trafficked
victims under different govt. departments.
� CSO should have expertise in market linkage for
placement of trainees for wage employment pr
sale of products prepared by the beneficiaries
during their entrepreneurship.
Contd:-� The governing Body of NGO should comprise of
at least 1/3rd female members to be supported
by list of latest Governing Body to be
authenticated by District Magistrate
� NGO should have excess of income over
expenditure(surplus) during last three years to be
supported by last three years audit and annual
report.
� NGO should have sound financial condition and
the proposed project cost should not exceed last
two years annual turn over taken together.
Implementing Agency
� DSWO has been declared as District Manager of
WBWDU.
� Scheme is implemented by NGOs selected as
per criteria and recommendation by district
Authority
� Beneficiary should be selected properly with
strict observance of schematic guidelines. NGO
would submit proposal on ‘Muktir Alo’ Scheme
with the list of only those beneficiaries who
belong to the category as specified in the
scheme of Muktir Alo. It was decided that NGO
should mention the list of beneficiaries with the
ITPA Case No. in case of victims of sex trafficking.
Contd:-
� Objectives of ‘providing vocational training’ should be
incorporated in the memorandum of association to be
supported by the certified copy of the same
Inspection (Block level)
� During Block level Inspection the following matter at
least to be verified:-
� Physical verification of the NGO’s credential
� Verification of trade opted for the scheme from the
view point of availability of raw materials and scope
for marketing of finished products.
� Training venue, trainer’s quality, list of beneficiaries
and process of selection of beneficiaries should be
checked
� Other criteria for selection of NGO are to be
checked
Scrutiny at district level and recommendation thereafter
� All papers regarding application format, audit
statement for last three years, cost of project
whether followed the guidelines of schemes, female
members of governing body of NGO, regular
meeting of GB etc are to be checked
� After Commencement of the project monitoring
(mid term) is to be conducted. Satisfactory reporting
from the district will make NGO eligible for release of
2nd installment .
� After completion of the training programme another
monitoring is to be done on utilization of funds and
quality of training programme as well as placement
record of beneficiaries

Release of fund to NGO
� Fund will be released to NGOs in 2 installments after
execution of “Bond of Agreement”, submission of “list of
selected trainees and broad sheets with quotations for
purchase of fixed assets
� The 1st installment will comprise of 100% of training grant
and 50% of recurring grant out of the sanctioned project
cost
� The 2nd installment comprises of balance 50% recurring
cost subsequently on receipt of following documents
through the district authority
A) Progress report in proforma
B) audited utilization certificate in proforma, audited
statement of accounts
C) month wise and item wise report on production and
sale of products
Release of fund to NGO Contd.
E) list of trainees who have been finally included in the
training program from the approved list of trainees as
already furnished to WBWDU before execution of ‘Bond
of Agreement’.
F) Asset list
G) Monitoring Report(Mid Term) alongwith Rehabilitation
Report
H) Individual Bank Pass Book copies with Case history
after training
