Student outcomes can improve only with changes in classroom teaching and learning. Three factors matter most:1. Hiring effective teachers
and principals;2. Developing teachers
and principals continuously;
3. Providing targeted support to ensure every child can benefit from high quality instruction.
Recommendations: Next Steps:
• Improve BIE’s existing internal capacity to provide technical assistance to tribes around professional development, modeling, coaching, and the monitoring and evaluation process.
• Movement of Human Resources under the School Operations Division to increased response time for teacher and principal hiring.
• Establishment of Education Resource Centers as technical resource support for schools.

• Upgrade the skills of existing teachers and principals teachers and principals (e.g. instructional coaches at the school level, professional development
• Developing current skills of current instructional staff by providing robust and sustained Professional Development.

• Improve BIE’s ability to help tribes develop human resource programs within tribal educational agencies
• Providing the Sovereignty in Indian Education grant funds to tribal education departments and tribes to support tribally managed school systems focused on four areas: Finance, Human Resources, School Governance, and Academics.

• Create new, high quality teacher pipelines from colleges, including tribal colleges and universities (TCUs), to BIE schools by providing TCUs with support to improve and expand and improve effective teacher education programs.
• Build partnerships with Tribal Colleges and Universities (TCUs) to provide professional development at Education Resource Centers.
Reform Area One: Highly Effective Teachers and Leaders
Recommendations: Next Steps:
• Provide incentives to recruit effective teachers and principals (e.g., allow schools to spend funding on teacher housing, providing housing stipends, loan forgiveness, and educational benefits).
• Seeking waiver to gain greater flexibility to spend Federal education funding on capital investments such as teacher housing.

Recommendations: Next Steps:
• Provide incentives to tribes to adopt certain staffing formulas and performance based evaluations that are tied to student achievement.
• Support and encourage the BIE schools that are currently beginning this process of linking student outcomes to teacher evaluations.
• BIE has begun a review of workforce.
• Staffing criteria as a best practice for ensuring proper use of budget.
• Train school boards on opportunities to improve process.

• Ensure appropriate reward and remuneration structure for teacher and principals.
• Train school administration and school boards on reward programs with existing funds.
