I. SITUATION OVERVIEW
A. BACKGROUND
The Low Pressure Area (LPA) which prevailed since January 31, 2011 to January 04,2011 brought widespread rains over Visayas and Mindanao and triggered the recurrenceof flashfloods, landslides and big waves in eleven (11) provinces of Regions VIII, X, XI,CARAGA and ARMM.
B. EFFECTS
1. INCIDENTS MONITORED FROM JANUARY 31 TO FEBRUARY 04, 2011
a) FLOODING
CARAGA
Agusan del Norte - Sitio Kasilak, Brgy. Tal-ao and Brgy. 7 in Buenavista; Brgy.Panaytayon and Brgy. Basilisa in Remedios T. Romualdez. Flood waters alreadysubsided in some areas.Region X
Misamis Oriental (Gingoog City and Talisayan); Camiguin Province; Misamis Occidental(Ozamiz City) were flooded. Flood victims were evacuated to the Brgy. Hall stage, multi-purpose center, 2 chapels and waiting shed.
Region XI
Compostela Valley (Purok 2, Brgy. Panibasan in Maco and Compostela, CompostelaValley Province on February 02, 2011 due to continuous rains. Forty-five (45) familieswere evacuated to the gymnasium of Compostela.
ARMM
Sulu Province (14 barangays were affected: 8 in Jolo namely: Walled City, Alat, ChinesePier, Asturias, Takut-Takut, Tulay, San Raymundo and Kasangayan; one (1) in Panamao;one (1) in Pangutaran; and four (4) in Hadji Panglima Tahil. Flood waters in Joloreceded on February 04, 2011 except in some low-lying areas.

Region X - National Highway (Cagayan de Oro-Butuan) at vicinity of BarangaysPangpangon and Punta, Talisayan, Misamis Oriental.
c) SEA MISHAP
Region V - A fishing boat named Daner of Bulan, Sorsogon with 4 fishermen onboardcapsized within the vicinity of Brgy. Canomay, Claveria, Masbate on or about 9:00AM,31 January 2011 due to big waves and strong winds.
Region VII- A motorized pump boat with 2 fishermen onboard from Maasin City,Southern Leyte going back to Pres. Carlos P. Garcia, Bohol was reported missing sinceFeb. 1, 2011.
d) DISEASE OUTBREAK
There were eighty one (81) diarrhea cases reported in San Ricardo, Southern Leyte: 23were confined at Pintuyan District Hospital and 58 were treated at San Ricardo RuralHealth Unit (RHU).
2. STATUS OF RIVERS/TRIBUTARIES
CARAGAMapaso River in Placer, Surigao del Norte overflowed. As of reporting time, water levelof Lake Mainit is still 7 meters high.
Region X
Kibaluyot River in Gingoog City and Baylao Creek in Mambajao, Camiguin overflowed.
3. STATUS OF LIFELINES

Surigao del Norte
Portion of Surigao-Davao Coastal (national) Road specifically at Brgy. Cagdianao,Claver is not passable due to erosion of a portion of land from an elevated location
Section of a national highway along Bad-as, Placer Road is flooded due to theoverflowing of Mapaso River and is passable only to big trucks
Surigao del Sur
Entrance of Adela Sierra Ty Memorial Medical Center (TASTMMC) in Tandag,Surigao del Sur is impassable due to collapsed road (3-4ft deep)
Payasan to Los Arcos Road in Lianga, Surigao del sur is passable only to lightvehicles
Barangay road going to Cancavan Esperanza, Carmen, Surigao del Sur is still

b) WATER
CARAGALWUA water service in Tandag, Surigao del Sur is back to normal

The reported four (4) missing fishermen on board Darenidentified as Reynaldo Lipa 40y/o, Jesus Gaupo Lanares 15 y/o and Junjun Gaupo 21 y/o, all of Bulan, Sorsogon andAriel Niez 19 y/o of Brgy. Monreal, Masbate, Masbate were rescued alive and returnedhome safely on February 01, 2011

As of 8:00 AM, 05 February 2011, a total of 1,169 houses in Mainit, Surigao delNorte is still underwater due to the rise of water in Lake Mainit

II. ACTIONS TAKEN
A. WARNING DISSEMINATION/ MONITORING
The NDRRMC disseminated Weather Advisories, Flood Bulletins, and Gale Warning to allregions concerned through facsimile and website for further dissemination to theirrespective Local Disaster Risk Reduction and Management Councils (LDRRMCs) fromthe provincial down to the municipal levels
Local PIA CARAGA continuously assisted RDRRMC and PDRRMCs in disseminating
weather advisories andsituational update to the general public through its 172 networks Jolo Emergency Rescue Network (JERN), Red Cross, DAlert Lupah Sug and Suara
Lupah Sug are helping ACC Sulu in monitoring the situation
B. SUSPENSION OF CLASSES/SEA TRAVELS
RDRRMC CARAGA declared Alert Level 3 in all provinces and classes in all levels andwork in public and private offices were suspended effective February 01, 2011.
In Surigao del Sur, Surigao del Norte, Dinagat Islands and Butuan City classes at alllevels and works in the public and private offices resumed on 3 February 2011. However,suspension of classes was selectively extended by DepEd in other schools utilized asevacuation centers and those which are still flooded. In Mainit, Surigao del Norteclasses are still suspended as flood water in Mainit rose up to 7 meters high due to
the overflowing of Lake Mainit
C.SEARCH AND RESCUE (SAR) and EVACUATION OPERATIONS
CARAGAPre-emptive and force evacuation were initiated in the low-lying and landslide prone areas
in the provinces of CARAGAThe Coast Guard Station Butuan Special Operations Unit Northern Mindanao in
cooperation with Balangay Team of CDRMMC Butuan, conducted SAR operations onFebruary 01, 2011 in Barangays Aupagan, Mahogany, Mahay, Banza, Buhangin andnearby barangays along the riverbank with the use of speedboats. The team rescued 70stranded persons and transferred 81 families including minors and children to theevacuation centers and other safer areas. Evacuees are staying at Agusan National HighSchool
PNP Surigao City, BFP, 30th-IB PA, PNP recruits QART and members of WashingtonBrgy. Council effected forced evacuation of the 354 families in Sitio Pagasa and SitioBonotan, Brgy Washington
PNP13 deployed 2,025 PNP personnel with SAR equipment to different provincesaffected by flooding and landslides which conducted SAR and evacuation operations.SAR equipment deployed by PNP Units and LGUs concerned were the following: 13thRPSB (2 Hilux, 1 unit 6X6 truck, 1 elf truck and 1 rubber boat); BCPO (5 patrol cars and 2dump trucks); LGU Agusan del Norte (11 patrol cars, 1 dump truck and 1 multi-cab);LGU Agusan del Sur (14 patrol cars, 1 truck and 1 rubber boat); LGU Surigao del Norte(21 patrol cars, 1 bus, 1 6X6 army troop carrier, 1 BFP truck, rope and 3 dump trucks);

LGU Surigao del Sur (23 patrol cars and 1 rubber boat); and LGU Dinagat Islands (7patrol cars and 1 dump truck)
402nd BDE, AFP augmented 3 units M35 truck, 3 units KM450, 1 Elf truck and 35 AFPenlisted personnel which assisted in the SAR operations in Agusan del Sur. Personneland vehicles were also provided by the 36th IB, 29th IB and 75th IB of the 401st BDE
Region VII
PCG-Tagbilaran City Station conducted search and rescue operation for the recovery of2 missing fishermen from Brgy. Cabangcalan, Pres. Carlos P. Garcia, Bohol
Region VIIIConcerned DRRMC in Southern Leyte initiated pre-emptive evacuation because the
province experienced again heavy rains with strong winds: All residents in Brgy. Gabi,San Francisco evacuated to San Francisco Central School. Some residents in SitioCancastro, Brgy. Dakit, San Francisco partially evacuated to friends and relatives
Meanwhile, the Provincial Coordinator of Southern Leyte recommended the fullevacuation of residents in Brgy. Lumbog, Hinunangan since said barangay was initiallyassessed by local DRRMC as prone to landslide due to cracks in the mountain slopeswith 43 families / 184 persons evacuated to Hinunangan Municipal Auditorium
Region XCDRRMC Gingoog deployed rescue teams in some barangays which transported
evacuees to designated evacuation centers. CDRRMC Ozamiz City, Misamis Occidentalconducted pre-emptive evacuation in Purok 6 and 8, Brgy. Carmen Annex. The CityEmergency Response Team (CERT) in coordination with the City Police and Brgy.Officials assisted in the evacuation and transport of families to Misamis AnnexElementary School
Evacuees in Talisayan and Gingoog City, Misamis Oriental; Mambajao, Camiguin; andOzamiz City, Misamis Occidental returned to their respective places of origin on Feb 3,2011
Region XIMDRRMC Compostela and PDRRMC Compostela Valley assisted in the evacuation of
the affected families and provided relief assistance.
ARMMMore or less 553 families were affected and evacuated to schools, friends and relatives
D. RELIEF OPERATIONS
The over-all cost of assistance has amounted to PhP10,357,801.14 (Details on TabE)

PhP10,040,798.45 worth of food and non-food items out of the combinedresources of DSWD, LGUs and NGOs/Other GOs has already been provided toRegions XI, ARMM and CARAGA

CSWD Gingoog provided food assistance to the evacuation centers: Sta. Rita Parish (20kilos rice, 21/2 kilos bihon and 20 tins sardines) and Brgy. Santiago (1 sack rice and 2kilos behon)
MDRRMC Mambajao, Camiguin assisted affected residents and provided food,medicines, clothing and towels
BDRRMC Carmen Annex, Ozamiz City provided ready-to-eat-food in said barangay
ARMM
DSWD, LGU-Jolo headed by Mayor Hussin Amin, GOs and NGOs provided immediaterelief/food assistance in the form of cooked food, raw food and hot meals to theevacuees/affected families
Gen. Ramon Santos of OCD BASULTA Satellite Office facilitated the request ofDSWD 9 for a navy vessel from the Western Mindanao Command to transport/ferrythe relief goods from Zamboanga City to Jolo, Sulu. Relief goods from DSWD-IXconsisted of 100 cartons of sardines, 150 sacks of rice, 173 cartons and 9 pcs. of
noodles in pack, 156 cartons and36 tins of corned beef, 41 cartons and 40 small boxof powdered milk, 179 sacks of used clothing, 130 sacks family packs of food supplies(1,300 packs), 1 generator set and emergency light
AFP and PNP ARMM assisted in the transport/ hauling and distribution of reliefgoods, provision of hot meals and provided security assistance
CARAGA
PHAP Cares Foundation initially provided 11 boxes of Negosyo Pack PinkJohnsons Pure Essentials to the victims
Region XI
LGU Maco extended financial assistance to the bereaved family of disaster victim
MDRRMC Compostela and PDRRMC Compostela Valley assisted in providingimmediate relief assistance
HEALTH EXPENDITURES
CARAGA
CHD-RHEMS and PHTOs in affected regions are continuously monitoring the healthsituation in respective areas of responsibility in coordination with local HEMScoordinators
DOH CARAGA is on code white alert and activated its 24-hour health emergencyoperation center. Dispatched medicines worth PhP317,002.69 through the ProvincialHealth Team leaders broken down as follows: Agusan del Norte (PhP213,419.26); Surigao del Norte (PhP71,927.69) and Dinagat Islands (PhP31,655.74). Other areas
provided with medicines were Surigao City; Butuan City; Mainit, Surigao del Norte; andClaver, Surigao del Norte
E. CLEARING OPERATIONS
Region XI EASTMINCOM, AFP provided manpower assistance for the clearing operation of the
national highway in Misamis Oriental Monitoring team of DPWH CARAGA established a hotline number should necessary
assistance be needed

F. CONDUCT OF MEETINGS/ AERIAL SURVEYS
CARAGA CDRRMC Butuan City was convened on 02 February 2011 to assess the current
situation Ozamiz City Mayor Nova Princess Echavez called an emergency meeting and convened
the CDRRMC-TWG for enhancement of warning dissemination and coordination withconcerned agencies
ARMM Sulu PDRRMC and Jolo MDRRMC conducted a joint emergency meeting on
February 04, 2011 and assessed the extent of damages and discussed appropriateresponses to be undertaken
SA RG Santos joined with General Ferrer conducted aerial survey in Jolo, Sulu viachopper
G. DAMAGE AND NEEDS ASSESSMENT (DANA) CDRRMCs Ozamiz and Gingoog and MDRRMC Mambajao and Talisayan DANA teams
conducted damage and needs assessment in their respective areas of responsibility
III. IMMEDIATE REQUIREMENTS/NEEDS
Butuan CDRRMC needs used clothing for the flood victims Certified rice and vegetable seeds, juvenile bangus and lobster, seaweeds for the
rehabilitation of damaged agri-fishery in Dinagat islands Medicines for possible water-borne diseases in the municipality of Jabonga, Agusan del
Norte Potable water in Jabonga and Butuan City evacuation centers and toilet facilities
Additional rescue and transportation equipment such as ambulance, rubber boat,vehicle with snorkel, medicines and medical equipment for first aid to includehygiene kits in Surigao City

CARAGA Region: The significant increase in the figures compared to previous report on the number of barangays affected and number of evacuation centers
was attributed to the identification of barangays and evacuation centers. On the contrary, a considerable decrease was noted in the number of
families/persons inside evacuation centers due to the actual assessment/verification made by DSWD.
