A Comprehensive Course for Professionals in Water Sector On
WATER LAW COURSE OBJECTIVE The course is designed for professionals to understand the existing legal environment around water (international, national, provincial and local) and implications for water governance, management and conservation in Pakistan. COURSE PARTICIPANTS This course is designed for lawyers, researchers, writers, journalists, leaders and thinkers working in the water sector, as well as water professionals, managers, engineers, hydrologists, government officials (especially those in Irrigation Departments and water utilities) as well as natural scientists, social scientists, geographers and historians of water. LEAD TRAINERS Ahmad Rafay Alam is a Yale World Fellow and partner at Saleem, Alam & Co., a law firm specializing in the water, energy, natural resources and urban infrastructure sectors. Mr. Alam is an expert in environmental law in Pakistan and regularly advises private sector as well as the Federal and Provincial Governments, multilateral funding organisations and international and national NGOs. He has served as Chairman of the Lahore Electric Supply Company and Lahore Waste Management Company, Vice Chairman of the Urban Unit and Member of the Punjab Environmental Protection Council. He currently serves as a Member of the Pakistan Climate Change Council and the Lahore Groundwater Commission as well as on the Hisaar Foundation Think Tank on the Rational Use of Water. Prof. Dr. Noman Ahmed is an architect and planner by profession. He obtained his Bachelor of Architecture degree from Dawood College/NED University, Karachi and a Masters degree in city planning from the Middle East Technical University, Ankara, Turkey. He also obtained postgraduate training in Urban and Regional Planning from the United Nations Centre for Regional Development (UNCRD), Nagoya, Japan and Centre for Housing and Urban Development Studies, Harvard University, Cambridge, USA. Noman obtained his Ph.D. from Loughborough University, UK. He is a well-known researcher and writer on urban water. Ms. Simi Kamal is the head of Programs at Pakistan Poverty Alleviation Fund (PPAF), the Founder of Hisaar Foundation and of several other for-profit and non-profit organizations and networks. She is on the Board of the International Water Management Institute (Sri Lanka) and served on Technical Advisory Committee on the Global Water Partnership (Sweden) for 9 years. Educated at the University of Cambridge, she has 37 years of experience in water sectors, environment, climate change, food security, inclusive development, poverty alleviation, women’s empowerment and gender equality.

The Panjwani-Hisaar Water Institute (PHWI) is a collaborated effort of NED University, Panjwani Charitable Foundation and Hisaar Foundation. The PHWI aims to stimulate and inculcate innovative water education, research and training that is multidisciplinary in nature and integrates the currently isolated nodes of engineering and social science in Pakistan’s water sector, and which recognizes all the linkages between water users, water uses and different stakeholder groups to promote informed policy and actions at all levels. The institute offers academic programs and research opportunities that will greatly benefit business, industry, government and society by producing scientists, engineers and infrastructure professionals urgently required to meet the mounting challenges faced by Pakistan. The institute is designed for excellence in both academics and training the required person power to propel water management in the 21st Century.
