said storm repairs are continuing in his state, but they are notas extensive as they are in the state to the west.Earlier this month, MDOT workers left their Scarborough
headquarters (and Plymouth and Augusta,) for White RiverJunction and Dummerston, Vt. They are working 14-hour
shifts there, and may continue to do so for up to a month.The men have had their work cut out for them. The team’s
mission is to make some of those 200 mi. of roads passable.Vermont will have to hire contractors and bridge builders todo heavier work, once the hundreds of trees are cleared andthe initial structure support is complete by October.Maine officials have said that Maine is in a good position
to help, since damage there was not as extensive, and roadcrews are in between seasons. Summer paving season is end-
ing, and plowing season hasn’t begun. Those 150 workers have been working 6 a.m. until 10
p.m., seven days a week, until all is cleared and secured.
The Advance Team“They’d do it for us. They’ve done it in the past,” said
Adrian Pringle, one of the Maine DOT workers, to several ofthe TV stations that covered the day they moved out.“Mostly, [we’ll] repair the washouts. Try to repair the roadsthat have been washed away.”“It’s a hardship for anybody to be stranded, especially for
some of the towns we are headed to,” added Pringle. “Thegood news is, they have the National Guard down there,helping them out.”Maine knew what they were getting into.“We sent an advance team that went down on Saturday
[Sept. 3]. [They] saw that first-hand. It was very sobering. Somany people need help and we are going to help them,” saidDon Hutchins of the Maine DOT.Two teams, armed with an arsenal of loaders, excavators
and dump trucks will not leave the neighboring state untilthey are finished.“Our request came in for one to four weeks [of work],”
Hutchins told a local TV station. They all did not have to go.Most have volunteered to work from dusk to dawn.“I know we should always help our neighbors out,” added
Pringle. “I don’t have any kids at home, so it’s a perfect timefor me to go. My wife can take care of things at home.”Money for the overtime is being paid by the Vermont
Agency of Transportation. FEMA will be reimbursingVermont eventually. “Whatever Vermont wants us to do, that’s what we are
going to do,” said Mining. “We’ve been through it here. Wegot [hammered] by a storm a few years ago, about the sameas they did. So, we are going to help them. It’s bad overthere.”Maine Transportation Commissioner David Bernhardt, in

Vt. Infrastructure DamagesCould Pass $500 MillionBy John CurranASSOCIATED PRESS
MONTPELIER, Vt. (AP) Fixing theinfrastructure carnage left by Tropical StormIrene will cost between $300 million to $500million, Vermont’s transportation secretarytold lawmakers Sept. 13, giving the first pub-lic estimates of the cost of repairing dozensof bridges, roads and culverts wrecked inflooding. That’s not counting the damage to munic-
ipal roads, which Transportation SecretaryBrian Searles told lawmakers also will be“huge.” Cleaning up and stabilizing the flood-
damaged Waterbury state office complexwill cost $15 million to $20 million, accord-ing to Administration Secretary JebSpaulding, who sat beside Searles at a meet-ing of the Joint Fiscal Committee as theydelivered the grim numbers. “We suffered loss of life, we suffered loss
of homes, we suffered loss of livelihoods formany people and very personal losses,”Searles said. “The good news about infra-structure is that it’s replaceable. It’s tempo-rary. And we’re working on that. But it isalso huge.” Progress has been made, due to help from
National Guard units from five states, trans-portation workers from three states, an armyof private contractors and help from mem-bers of the public who have taken it uponthemselves — and their tractors, backhoesand excavators — to pitch in. According to the Agency of
Transportation: • Of 139 segments of state routes closed
after the Aug. 28 storm, 124 have reopenedeither to emergency vehicles only, one laneonly or to “varying levels of service.” • Of 34 state bridges closed, 13 have
reopened. Whatever the tab, Vermont taxpayers
won’t be on the hook for all of it. Federalreimbursement will be available for some,but the percentage isn’t known yet. Typically, the Federal Emergency
Management Agency reimburses at a rate of75 percent federal, 12.5 percent state and12.5 percent local. But Vermont’s expenseswill be so exorbitant that the state may qual-ify for a 90 percent-10 percent split instead,according to Spaulding. By law, the Federal Highway
Administration’s relief program can provideonly up to $100 million in emergency fund-ing to a state for each natural disaster. But thestate and its three-member congressionaldelegation will be pushing for a specialauthorization to lift that cap, to haveWashington pay 100 percent of all costs over$100 million and permission to take longer
than six months to spend the money onemergency repairs. The state has about $25 million in insur-
ance, including $7.5 million on theWaterbury complex, with a $1 millionstatewide deductible, according toSpaulding. The state has already received $5 million
in “quick release” funds, from which it ispaying the private contractors working torepair roads and bridges, Searles said. One lawmaker took Searles to task after
seeing paving projects continuing on a sec-tion of Interstate 89 that was unaffected bythe flooding. “That just boggles my mind,” said state
Sen. Richard Sears, D-Bennington. “Peopleare struggling to get across the state, whetherit be Route 9 or Route 4 ... You get out thereonto the interstate, which to my knowledgehasn’t seen any damage, and you’ve got peo-ple out there paving. That’s the image I’mconcerned about.” Searles said that Vermont had “deficits” in
its infrastructure upkeep before Irene hit andthat it was neither practical nor logical tohave all Agency of Transportation work haltto concentrate on the flood damage. He said paving contracts were set before
the storm and that private workers on themwon’t be transferred to the severely-dam-aged roads and bridges, in part because theflood-repair projects are for shoring up andrebuilding, not paving. What happens with the Waterbury com-
plex, where about 1,500 state workers havebeen displaced from the flood damage,remains to be seen. Spaulding’s estimate ofup to $20 million is just to address the dam-age, not refurbish. The state is still weighing whether to try to
rehabilitate those buildings and plans to sendout a request for proposals to see whetherprivate entities would be interested in buyingthem outright or entering into some kind ofpublic-private partnership, Spaulding said. In any event, some state functions —
including the Department of Public Safety— will remain there, he said. The committee voted Sept. 13 to approve
a one-day approval process for the distribu-tion of food, emergency equipment andmoney that have been donated from all partsof America. Usually, the governor’s administration
submits proposed grants to the committeeand it has a month to review them. The action Sept. 13 means the review
period is 24 hours for all grants of up to$100,000. “The last thing we want is for red tape to
stand between flood victims and the aid theyneed,” said state Sen. Ann Cummings, D-Washington, chairwoman of the committee.

Secretary Brian Searles told the driving public, especiallythose crossing opened but limited bridges and roads, to bevery aware of post-Hurricane “tremors.”These could appear suddenly over the next few weeks in
the form of sink holes and “slope failures,” especially in thesouthern tier.Repeated storms, the remnants of another tropical storm
that came up the Gulf of Mexico through Louisiana, dumpedmany more inches of heavy rain on an already rain-drenched New England.“We appreciate there are some long detours to take in light
of roadway closures,” Searles said. “Trying to make thelonger commute shorter by driving aggressively may costyou your life. Everyone’s focus needs to be on safety.”
Help From N.H., S.C.The Maine crews have been sent to several locations,
including Vt. Route 131 in Cavendish, where they willreplace culverts, clear debris and repair shoulder washouts.Maine crews also have been dispatched to Route 100 inJamaica and Wardsboro, where two teams will re-establishditching and repair shoulder damage. Other crews will con-duct a variety of tasks along Routes 100, 30, 11 and 10. Other neighbors also are helping. According to the
Vermont Agency of Transportation, 10 New Hampshirecrews with trucks arrived the week of Sept. 6, delivering 150Jersey barriers to help cordon off dangerous roadway sec-tions. The New Hampshire crews also will help repair seg-ments of Vt. Route 131 and Route 106. Although dealing with their own hurricane debris, South
Carolina’s governor verbally authorized the state to deployNational Guardsmen, dump trucks and Humvees to Vermontto help the state recover from Irene. A spokesman for Gov.Nikki Haley said she authorized the deployment of 50National Guardsmen, 19 20-ton dump trucks and sixHumvees. The order was made as part of the EmergencyManagement Assistance Compact, a multi-state aid agree-
ment among states to share resources during disasters.On Sept. 8, Vermont Gov. Peter Shumlin announced that
his request to add Windham County to the IndividualDisaster Declaration was granted by FEMA. Windham, thesoutheast corner of the state, is the fifth Vermont county toqualify for federal aid to supplement state recovery effortsunderway since the storm hit on Aug. 28.President Barack Obama has declared a major disaster
exists in Vermont and approved individual federal assistance
for Windsor, Rutland, Washington and Chittenden counties,also on Sept 8.“Extending aid to Windham County shows the federal
assessors clearly understand the full scale of the storm andflood damage and are working closely with us to assistVermonters through our recovery process,” Gov. Shumlinsaid in a statement.Also under this declaration, state and local governments in
13 counties will be eligible for funds to help repair infra-structure damage, including schools and roads.

CARRABASSETT VALLEY, Maine (AP) A bridge thatcollapsed as Tropical Storm Irene pummeled Maine had adesign flaw that made it more likely to fail in severe weath-er.
Engineers were aware of the defect in the 53-year-oldbridge in Carrabassett Valley and it had been scheduled forrepair within the next year.
Department of Transportation Engineer John Buxton saida study of the failure may help prevent future failuresbecause 129 state owned bridges have similar design flaws.
The Morning Sentinel said the flaw led to support beamsbecoming unstable because of soil erosion during severestorms.
The bridge that collapsed was one of two bridges on Route27 that crumbled on Aug. 28.
The National Weather Service said about 8.5 in. of rain fellin the area on Aug. 28.
