ImportanceofLittleAndroscogginTheLittleAndroscoggindrainagehassubstantialhabitatforAmericaneel,alewives,bluebackherring,Americanshad,andtheendangeredAtlanticsalmon.TheStateofMainehasbeenworkingtorestorethesespeciestotheAndroscogginRiverwatershedsincetheearly1980s,andaccesstoandfromabundanthabitatintheLittleAndroscogginiscriticalforachievingstateandfederalgoalsforrestorationofsea-runfishspeciesinthiswatershed,whichisMaine’sthirdlargestriversystem.Approximately77%ofalewifespawninghabitat),30%ofAmericanshadandbluebackherringspawninghabitat,and92%ofAtlanticsalmonspawninghabitatintheLowerAndroscogginwatershedislocatedabovetheBarker’sMillProject.

GrantProgramObjectives• Theprincipalobjective:tosupporthabitatrestoration
projectsthatuseanecosystem-basedapproachtofosterspeciesrecoveryandincreasepopulationsunderNOAA’sjurisdiction.
• Proposalssubmittedunderthissolicitationwillbeprimarily
evaluatedbasedontheirabilitytodemonstratehowtheproposedhabitatrestorationactionswill:– HelprecoverthreatenedandendangeredspecieslistedundertheEndangeredSpeciesAct(ESA)(hereafter,ListedSpecies),includingspeciesidentifiedbyNMFSas“SpeciesintheSpotlight”
– SustainorhelprebuildfishstocksmanagedundertheMagnuson-StevensFisheryConservationandManagementAct(hereafter,ManagedSpecies),orcontributetothesustainabilityofsaltwaterrecreationalfisheriesbytherestorationofhabitatthatbenefitsrecreationalfishing
ProgramPriorities• ContributetotherecoveryofListedSpeciesunderNOAAjurisdiction,includingthosespeciesdesignatedbyNOAAasSpeciesintheSpotlight,wherehabitatavailabilityandqualityislimitingtherecoveryofthespecies
• EnhanceorsustainpopulationsofcommercialorrecreationalManagedSpeciesortheirprey
• Providesustainableandlastingecologicalbenefitsofregionalornationalsignificance
• Demonstrateimportancewithinthewatershedorothergeographicboundarythroughaninclusiveplanningprocessthatdeterminestheproject’srelativeimportanceandcontextwithinthelandscape.
AwardsandFunding• One-yearormulti-yearawardsuptothreefundingyearswillbeconsidered,andadditionalreleasesoffundsmaybeusedtofundselectedproposalsthroughFY21withoutfurthercompetition– NOAAanticipatestypicalfederalfundingawardswillrangefrom$300,000to$1.5millionoveronetothreeyears
• NOAAwillnotacceptproposalswithafederalfundingrequestoflessthan$75,000ormorethan$3millionoverthreeyears– NOAAanticipatesupto$6millionwillbeavailableunderthisFFOinFY19.DependentontheleveloffundingmadeavailablebyCongress,NOAAanticipatesanadditional$6millionmaybeavailableoverthenexttwoyears(FY20-FY21)tosupportselectedawards,foramaximumof$12millionawardedunderthisFFO
