Assistance Program 11 If after participating in the Sound
Insulation Program, a homeowner wishes to sell their property and
relocate, the County will assist them with the sale of their
property on the open real estate market for Fair Market Value
(FMV). This program will begin one year after the south runway is
operational. A market absorption study for the noise impacted area
shows a maximum of 19 properties per year could be sold through
this type of program to avoid market saturation. In accordance with
County Commission policy to provide noise mitigation in excess of
the minimum federal standards, BCAD recommends implementation of
this program. Program Eligibility Est. Cost1 Implementation

Sales Assistance Program by signing an agreement with Broward
County which includes: Requiring Homeowner to list property at FMV
Guaranteeing the County will provide a differential to assist in
the sale of the property if seller receives an offer of less than
FMV Homeowner does not receive relocation benefits or moving costs
per FAA guidelines 2. The County orders appraisal of the property
to determine FMV. The appraisal will be conducted according to
guidelines contained in the Uniform Relocation Assistance and Real
Property Acquisition Policies Act, as amended 3. Homeowner lists
property for sale on the open real estate market at FMV 4.
Homeowner receives an offer to purchase the property: The County
will pay closing costs The County will also provide a sales
differential of the difference between the FMV and the sales price,
if the owner sells for less than FMV. Advantages: Allows Homeowners
to relocate outside of Noise Impact Area Allows Homeowner to
receive benefits of sound insulation while awaiting sale of
property BCAD Proposed Noise Mitigation Plan

Assurance Program 13 The County purchases residential properties at
Fair Market Value (FMV) from property owners who wish to sell. The
County maintains the properties until they can be sound insulated
and resold on the open real estate market. This program may have a
lengthy implementation schedule and additional property management
costs that negatively impact the implementation of the other noise
mitigation programs. A market absorption study for the noise
impacted area shows a maximum of 19 properties per year could be
sold through this type of program to avoid market saturation.

Programs 16 Sales Assistance Disadvantages Purchase Assurance
Disadvantages Estimated Cost $46 Million Estimate Cost $169 Million
County will provide a cost differential to ensure Fair Market Value
The City of Dania Beach will lose ad valorem tax revenue during
County Does not ensure the homeowner can sell the property
ownership of property The maximum number of residents would not
receive mitigation to prior to runway becoming operational Regional
housing values would be negatively impacted by saturating the
market with homes from the noise impacted areas The FAA FEIS
estimates resale value to be 50% of acquisition value, thereby
further destabilizing the neighborhoods The County obtains
ownership of the property, which will result in costly maintenance
to prevent deterioration including: lawn maintenance, securing from
vandalism and theft, ensuring buildings remain mold-free, securing
and maintaining swimming pools, providing routine inspections,
which increases administrative costs to the project An Avigation
easement attached to property upon purchase by BCAD The market
absorption and foreclosure market may result in long term vacancies
and destabilize the neighborhood and property values for remaining
residents The Program does not assist the community as a whole and
the excessive costs will detract funding from strategies such as
Sound Insulation and Mobile Home Park Acquisition, which will
provide the best method of mitigating the homes prior to the runway
commissioning The County absorbs all the risk BCAD Proposed Noise
