Vision
An Emergency Management Association that is pro-active, essential, responsive, and trusted
by the North Carolina Emergency Management Community.
MissionWe will partner with public, private,
educational, and traditional and non-traditional stakeholders to represent
them fairly, share information accurately and effectively; and identify educational opportunities to assist the
North Carolina Emergency Management community in developing and sustaining outstanding Emergency
Management programs.
Goal #1: Enhance legislative activities to include state and
Federal advocacy for Emergency Management
O 1.1 Leverage partnerships with IAEM to enhance legislative activities
O 1.2 Structure future Washington D.C. Trips to ensure long term continuity
O 1.3 Engage membership to make contact with state and local legislators for relationship building and lobbying
O 1.4 Increase the ability for NCEMA to monitor state and Federal legislative policies and create positions papers when needed
O 1.5 Increase engagement with the state legislative process.
Goal #2 Enhance the quality of the member experience and
perceived membership value.
O 2.1 Provide membership with more frequent and relevant opportunities for participate in Association activities
O 2.2 Provide information to membership on legislative activities to include benefits of the annual Washington D.C. legislative trip
O 2.3 Coordinate regional meetings for NCEMA discussions autonomous of the Branch Meetings during the NCEMA Conference
O 2.4 Create marketing materials to showcase current benefits of Association membership and to recruit new members
O 2.5 Evaluate the potential for creating a scholarship program for Association members
Goal #3 Strengthen NCEMA’s role as an independent professional association advocating for our
members to achieve our shared mission
O 3.1 Coordinate with NCEM on legislative agendas and issues.
O 3.2 Educate NCEM on the mission of the NCEMA.
O 3.3 Coordinate the role of the Executive Committee for forming working groups with NCEM initiatives.
O 3.4 Evaluate the current joint executive committee meeting structure and frequency.
Goal #4 Provide training opportunities to enhance the
professionalism of Emergency Managers in North Carolina
O 4.1 Produce a background paper and training for local emergency managers on the NC Legislative process, historical activities, etc.
O 4.2 Coordinate the creation of an “Emergency Management 101” class for new North Carolina Emergency Managers.
O 4.3 Evaluate the need for pre-conference and post-conference training sessions at the NCEMA conference
O 4.4 Increase student participate at NCEMA Conferences
O 4.5 Expand the target audience for conference sessions to the larger emergency management community.
O 4.6 Evaluate the potential for additional social outings and events during the conferences to enhance member networking opportunities.
Goal #5 Ensure that NCEMA’s committee and dues structure
meets the needs of the organization.
O 5.1 Evaluate the Executive Committee “Liaison” roles with each of the NCEM committees and determine intended outcomes and communications paths.
O 5.2 Evaluate the current committee structure, makeup, and roles based on the NCEMA mission and strategic plan.
O 5.3 Evaluate the current membership levels and corresponding dues structure for alignment with the mission and vision of the association
O 5.4 Evaluate the need for term limits on committee members and leadership to ensure active participation in committees.
Goal #6 Bring together a wide community of stakeholders committed to advancing the
profession of Emergency Management in North Carolina.
O 6.1 Evaluate the current By-Laws structure and determine if there are needed changes to enhance engagement with the larger emergency management community.
O 6.2 Evaluate the need for specialized caucus(s) for subsets of the emergency management community (hospitals, public health, education, private sector, military, consultants, etc.)
Goal #7 Provide timely and streamlined communications with NCEMA members and the broader
Emergency Management Community.
O 7.1 Overhaul website to provide additional resources, information sharing platforms and value.
O 7.2 Distribute committee meeting minutes (including Executive Committee) to the entire membership
O 7.3 Restructure the current methodology for information dissemination to members to include timely receipt, categorization, digest options, and end-user options for receipt and delivery.
O 7.4 Create a members only section of the website for information sharing, membership listing, etc.
