On behalf of President of India applications are invited for awarding License of appointment of Yatri Ticket Suvidha Kendra(YTSK) at KATIHAR, NEW JALPAIGURI, KISHANGANJ, RAIGANJ, ARARIYA COURT, PURNEA, JOGBANI, ALUABARI ROAD, BARSOI, DALKOLHA, FORBESGANJ, SAMSI, BALURGHAT, JALPAIGURI, MIRIK, KALIMPONG, BIJANBARI, JORETHANG, GANGTOK, RANGPO AND CHANCHAL respectively Railway stations over Katihar Division N.F.Railway for a period of 03(Three) years term only.
Necessary application form along with terms and conditions of the contract may be obtained/can be had
from Divisional Railway Manager (Commercial), DRM building/Katihar’s office and Senior Area Manager’s office,
New Jalpaiguri, N.F.Railway from 10.00 hrs. to 17.00 Hrs. on all working days during office hours(i.e. 10.00 AM to 05.00PM) with effect from 08/08/2017 to 07/09/2017 and it will be opened at 15.00hrs. on 08/09/2017 on production of Money Receipt `̀̀̀ 2,000/-(Rupees Two thousand)only(18% GST on
the cost of Documents) as the cost of application Form(non refundable)issued by Divisional Cashier/Katihar &
New Jalpaiguri N.F.Railway.
Necessary application form along with its terms and conditions will also be made available on N.F.Railway’s
website www.nfr.indianrailways.gov.in/ during the above mentioned period and it can be downloaded and used
as application form for submitting the documents. However, application form/documents must be accompanied
with the requisite cost of application form in the shape of Bank/Demand Draft issued in favour of FA & CAO/
N.F.Railway/Maligaon, Payable at Katihar. In case the application form is not accompanied by the valid draft for
the cost of application form as detailed above, the application will be summarily rejected. Railway Administration
will not be responsible for any delay/difficulties/inaccessibility of the down loading facility for any reason
whatsoever. In case of any discrepancy between the application form downloaded from internet and the Master
copy available in offices as mentioned above, the later shall prevail and will be binding on the applicant(s). No
claim/complaint on this account will be entertained.
Sealed Tender may be dropped in the tender box kept in the chamber of Asstt. Commercial Manager,
Katihar and Station Director,New Jalpaiguri, N.F.Railway from 10.00 hrs. to 17.00 Hrs. on all working days during office hours(i.e. 10.00 AM to 05.00PM) with effect from 08/08/2017 to 07/09/2017 and it will be opened at 15.00hrs. on 08/09/2017 in the chamber of Assistant Commercial Manager/II/N.F.Railway/Katihar. In absence of Assistant Commercial Manager/ II/Katihar due to any reason, opening of application will be done in the chamber of Assistant Commercial Manager/I/Divisional Commercial Manager/Sr. Divisional Commercial Manager/ Katihar/N.F.Railway. Application received after the date and time specified above shall not be accepted. In
case the date of dropping and opening of application falls Holiday/Closed day for unforeseen reason, the
application box will be kept/opened on the next working day.
Demand/Bank draft for Earnest money of ` 20,000/- (Rupees Twenty thousand) only should be drawn in
favour of FA & CAO/N.F.Railway/Maligaon, Payable at Katihar and the Bank draft should be accompanied with the
application form. The application received without documents and earnest money will summarily be rejected.
Earnest Money will be refunded in full without any Interest to all unsuccessful applicants. There will be no
liability on the Railway Administration in case of any delay in refund. The successful applicant will have to
commence work within the stipulated time after finalization of application at short notice. Application sent
through Registered Post will be on the risk of applicants only. Applicant has to sign. each page of the application
form, Terms and conditions before submitting of application. The Railway Administration reserves the right to
reject any or all the applications without assigning any reason what-so-ever and no applicants shall demand and
explanation to the cause of rejecting his/her application.

With a view to expand the facilities for issue of tickets (both reserved and unreserved) the
scheme for establishment and operation of Yatri Ticket Suvidha Kendra (YTSK) has been introduced.
Opening of Yathri Ticket Suvidah Kendra(YTSK) on commission basis at various
Locations/Town over Katihar Division for issue of reserved & unreserved Railway tickets.
Period of Contract
Initial period of contract will be for THREE years. On selection an agreement will have to be
executed by YTSK with the Railway.
Eligibility
1) All authorized Railway ticketing agents, including Rail Travel Service Agents(RTSAs), Rail Travel
Agents(RTAs) and Jansadharan Ticket Booking Sewaks agents(JTBS) of Indian Railways and
also the ticketing agents appointed by Indian railway catering and Tourism Corporation(IRCTC),
who worked/are currently working, for at least five (5) years are eligible to apply under the
scheme of Yatri Ticket Suvidha Kendra (YTSK).
2) The application through postal service or any other means shall not be entertained. This should be as per format and to dropped in Application Box for this purpose.
3) The applicant should have Permanent Account number(PAN) issued by Income Tax authorities
and should have filed income tax return during the last 3 years.
4) The applicant should have an office and premises outside railway station premises equipped with
adequate infrastructure. The applicant should have obtained all necessary and mandatory
clearances regarding the premises from the appropriate local authorities. Such premises need to
be properly maintained with adequate conveniences and amenities in the vicinity so as to
accommodate the visit of sufficient number of customers and the licensee shall not reduce the
facilities or shift this office to any other location without the prior written approval of the Railway
administration.
5) The applicant should not have been convicted in a criminal case involving moral aptitude.
6) While working as an agent of Indian Railways ticketing system the applicant’s license should not
have been terminated in the past on account of irregularities or violation of the agreement or any
of the rule(s) of Indian Railways.

TERMS & CONDITIONS FOR ESTABLISHING YTSK.
Ref:- NIT No.C/150/K/YTSK/16-17/Sr.DCM. Dated:-25/07/2017.
1) The selected Licensee will ensure that the staff engaged for manning the ticketing
terminal(s) posses such qualification as prescribed for Enquiry cum Reservation
Clerk(ECRC). Necessary training to the operators of the licensee will be arranged by the
Railways at its own cost and the licensee ensure that only such trained staff mans the
counters. The selected Licensee will ensure that the reservation are done strictly in
accordance with instructions issued by the Railway administration from time to time. The
Licensee will engaged his/her own staff at his/her own cost for running Yatri Ticket
Suvidha Kendra (YTSK).
A) The cost of establishing, operating, maintaining and periodic system upgradation of
hardware/software required at such reservation centres shall be borne by the
licensee. Any default/non-compliance may invite temporary suspension of access to
the PRS/UTS system or even termination of the license if the licensee refuses to
undertake necessary upgradation.
B) The Terminals, Computers, Ticket Printers, Modems and Multiplexers etc., may be provided
and maintained by the Railways through an authorized agency or may be purchased and
maintained by the licensees.
C) In case of any of these items as per prescribed specifications are procured by the
licensees themselves, the officers of Railways will inspect the Hardware’s for
certification.
D) In case any of these items are supplied and maintained by the Railways, the cost as
fixed by the Railways will be borne by the licensee. In this case, the licensee will give
access to their premises for the Railway’s authorized maintenance agents to maintain
equipments/the licensee can also undertake maintenance of hardware through their
own engineers. The equipments purchased by the licensee will be maintained by the
licensee only.
E) The decision on maintenance charges fixed by the Railways will be final and licensee
will not dispute the same.
F) The YTSK terminal or any other machines or equipments connected with the PRS & UTS system
should be kept in secure state. Under no circumstances YTSKL terminal or any other
equipments should be temporarily or permanently moved out of the location.
G) The licensee should be kept use prolonged period in sealed condition in presence of
Commercial Inspector and TIA.
H) Yatri Ticket Suvidha Kendra (YTSK) licensee shall conversant with the features the
system and procedure of UTS/PRS described in the user manual following Books &
Printout should be readily available for reference of operator/supervisors and
inspecting of checking staff.
(a) User Manual.
(b) Joint Procedure Order.
(c) Printout of the Database(UTS).
(d) Fare Table & Distance Table.

2) Responsibility of Incharge of the YTSKL.
A) Incharge has to ensure that earnings reflected in D-5 are matching in the main DTC Book.
B) Continuity of Ticket Roll need to be ensure.
C) Once a Roll issued to a particular counter/window should not issue another Roll till
completion of the Roll to the particular counter/window.
D) If Roll issued to a particular window and partially used and his shift is over, them next operator of the
said window should used the same.
E) Incharge of the location must be generated M-5 statement in two copies. One copy should be retained
as records copy and another copy should be sent to Traffic Accounts Office in support of caching
balance sheet.
F) The correct imprest & personal cash is entered in the PRS/UTS system in addition to operator diary.
G) Educate the operator to proper logging CPT No.
H) Cancelled, NI, Special Cancelled, Modification Tickets and Concession with supporting voucher must be
checked ID wise with system generated statement arrangement need to made for sending the same
to Traffic Accounts Office/Maligaon.
I) Ensure continuity statement.
J) Ensure coaching balance sheet and other returns in time.
K) Other records as required need to be maintained properly.
3) The selected Licensee will set up an office and counter(Annexure-B & C) on the pattern
and standard as per computerised PRS centres of Indian Railways. The cost rental of
premises(if any) will be borne by the Licensee only. The selected Licensee will also hire
and maintain two numbers of Data/communication channels between YTSK location and
the nearest computerised centre of the Railways. The selected Licensee will engaged
his/her own staff at his/her own cost for running YTSKL.
4) System access charge:-The selected Licensee shall pay system access charges of `
1.6 lakh per terminal per annum. This shall be paid by the licensee in advance. The
system access charges may be revised by Railway Board from time to time.
5) The selected Licensee shall maintain a register showing the details of operator/
supervisors(with name, operator ID/supervisor ID, date and time of adding/ deleting the
ID to/from the list of users). This register shall be updated as and when changes are
effected in the list and shall be kept current. The register to be periodically checked by
inspecting official viz.CMI/, TIA, Commercial Officers. Each operator, supervisor(if any)
shall maintain the confidentiality of his/her password and will be fully responsible for any
transaction or operation under his/her ID.

6) The licensee is permitted to issue and cancel all reserved tickets(booked on cash),
issued by him/other YTSK or by PRS Centres, upto the time of preparation of
reservation chart and within the working hours indicated in this agreement and
as restricted from time to time. The Railway, however, can cancel and grant refund
on any ticket issued by a YTSK. In case of unreserved tickets, cancellation is not
permitted at YTSK. Cancellation of unreserved tickets issued by YTSK and the refund
(if any) is to be done by the serving station as per refund rules in force, after
verifying the genuineness of such ticket."
7) The YTSK that in case of printing error on the ticket, the YTSK shall send such ticket
to nearest PRS centre where CRS should indicate the missing details on the ticket in
ink and stamp the ticket and put his signatures. A record of such transactions shall
be kept and if number of such instances are high, the quality of printer should be got
.checked by the Railway for taking remedial action. However, it is reiterated that the
facility of NIT shall not be extended to YTSK.
8) The selected Licensee will not be permitted to book tickets against Defence
Department Quota and Foreign Tourist Quota.
9) The facility of Block Booking, Modification, Change of Name, Age Sex, Special
Cancellation etc. will not be permitted. However, preponement and postponement of
date, Train, and class will permitted.
10) Ticket cancelled prior to preparation of reservation charts must be handed over
along with summary of transaction in serving PRS office, by the next working
day. Failure to deposit these tickets will result in stoppage of facility of issue of
tickets by YTSKL and further action will be taken as Para-22 of the Railway
Commercial Circular No.33 of 2014 circulated vide Railway Board’s letter
No.2014/TG-I/23/PRS/Terminal dated 18/09/2014 or as advised by Railway
Board from time to time or as per the agreement entered into with YTSKL.
11) Requisition slips:- Requisition slip dealt daily Terminal wise shall be handed over at the
nominated serving PRS centre alongwith summary by the next working day. The YTSKL
are not required to deposit any requisition slip for issuing of unreserved tickets through
UTS.
12) No group booking will be permitted on YTSKL terminals i.e. YTSKL will not
accept request for more than six passengers from one party.
13) Refund on tickets issued from YTSKL terminals after preparation of chat will be
admissible only from Railway PRS terminals as per extant rules.
14) The facility of making that ticket as “Non-Issued” shall not be made available to YTSKL to
the concerned serving station Booking/PRS offices where its transactions are controlled
and cancelled, duly paying the cancellation charges by the YTSKL.

15) Tickets issued from YTSKL terminals will have identification mark on the reservation
chart.
16) Only fully paid tickets in Indian currency will be issued from YTSKL terminal and such
terminals will not issue tickets on any type of concessions vouchers, High Official
Requisition, Identity Cards of MP, Rail Travel Coupon to MLAs of various states, Freedom
Fighters Card, Free Passes, Indrail Pass etc.
Further, in terms of Railway Board’s letter No.2015/TG1/10/P/UTS dated 10/06/ 2015,
YTSK which is allowed to issue Unreserved Second Class Ticket, Platform Tickets, Renew
Season Tickets will also be authorised to issue Unreserved Sleeper Class Tickets to meet
the demand of specific section under proper notification of Divisional authority/Zonal
authority or as advised by Railway Board from time to time.
17) No reservation will be permissible on pre-bought ticket. The pre-bought tickets means
Zero Value ticket i.e. tickets which are issued without realizing any fare and on authority
of tickets already issued. This however, does not restrict booking of onward journey of
the same party by YTSK.
18) The timings of operation of terminals in the premises of licensees for general
reservation shall be from 08.30 hours to 22.00 hours on week days and from 08.30
hours to 20.00 hours on Sundays for booking of general PRS and UTS tickets or as
revised by Railway Board from time to time.
19) The booking hours for Tatkal tickets will start from 10.30 hours for AC class tickets &
11.30 hrs. for non AC class tickets at these centers or as per timings specified by
Ministry of Railways from time to time.
20) The operating hours of the YTSKL can be reduced only after informing the
Railway Authority Sr.DCM/DCM(office) in advance to enable closure before the timing
indicated above. The licensee will display prominently the working hours of ticketing
related services in the ticketing area of the YTSKL.
21) Enquiry services to passengers will be provided by the licensee of YTSKL free of cost.
22) Railway administration reserves the right to regulate the access of the licensee to the
system for a particular class, train or route in public interest and/or national security.
23) SERVICE CHARGES (COMMISSION):
The licensee shall have the right to levy service charges at the rate of ` 30/-(Rupees
Thirty) per passenger for 2S & SLEEPER Classes and ` 40/-(Rupees Forty) per passenger
for other classes or at a rate notified Railways from time to time.

a) The commission/service charge shall be printed on the ticket(s)
b) The rate of Service charges for cancellation shall be 50% of the charges prescribed
for booking of tickets of the particular class.
c) The licensee shall display the information regarding the rate of service charges for
different class of passenger at prominent locations in English, Hindi & Regional
language.
24) Financial
I) Registration Fee: Licensee shall pay a onetime registration fee of ` 5(Five)
Lakh in the form of a Demand Draft ((should be drawn in favour of FA &
CAO/N.F.Railway/Maligaon, Payable at Katihar) or Cash upon allotment of license.
The Licensee(s) shall not be entitled to any refund of License fee in case of
termination of License for unsatisfactory service.
II) Advance Deposit: The licensee would be required to deposit a minimum
amount of ` 5(Five) lakh per counter with the Railways in advance and shall be
allowed to issue tickets only upto ` 4.5 lakh per counter, i.e., the licensee can
issue the tickets up to an amount which is ` 0.50 lakh per counter short of the
deposit available with the Railways. The features shall be in built in the
software.
• Out of the advance deposit 90% of the amount will be allocated for
Booking tickets through PRS and 10% will be used for booking tickets
through UTS.
• It must be ensured by the licensee that facility for booking of both types
of tickets should be available at the counter and the same should not be
held up on account of non availability of advance deposit in either of the
accounts.
• Issuance of PRS tickets will be stopped once the minimum balance
touches ` 40,000/- and ticket through UTS will not be issued once the
minimum balance reaches ` 10,000/-.
The licensee shall replenish the deposit by next working day from
the on which the advance is reduced to the maximum limit. The
licensee can replenish the consumed amount up to a minimum value of `
1 crore.
III) Procedure for collection/updation of deposits made by YTSKL.
IV) The Chief Booking Supervisor(CBS) will be nominated at the nominated serving
station for YTSKL who will collect cash/demand draft from YTSKL and Chief
Reservation Supervisor will be nominated for updating the account of YTSKL on
PRS system.
V) The licensee will deposit ` 5(Five) lakh per terminal/port with CS(B) of the
nominated station for commencing sale of tickets.

VI) The money receipt issued by the Booking Office of the nominated station will be
produced before the nominated CRS of the nominated serving station who after
verification will authorised commencement of issue of tickets in the system.
VII) A separate captive menu account will be provided to CRS to login the system who
will update the deposit account for YTSKL after collecting and verifying
correctness and genuineness of amount and money receipt. A separate money
receipt register will be maintained by the CRS to that effect for each YTSKL in the

VIII) An Assistant Commercial Manager will monitor on daily basis the amount accounted for
in the system with the money receipt of YTSKL for its correctness and should certify
that the amount has been reconciled and found correct in the register above. TIAs cell
and sectional CCMIs will also carry out a regular check on this aspect.
IX) YTSKL licensee will make payment for one time registration fee, system access
charges and security deposit/Bank guarantee in the name of FA & CAO/NFR.
X) The registration fee/advance deposit will be in cash or in a Bank Draft or in form of
Bank Guarantee by a schedule Bank.
25) Deposit of Day-to-Day Earnings by YTSKL.
i) At the end of the shift every day, the YTSKL will print out a summary of the
transactions for each terminal showing of tickets issued cancelled, amount earned,
refunded and net amount. The total amount(less share of YTSKL in the service
charge)will be added together while depositing the cash/demand draft to CBS by each
YTSKL of each day’s earnings in cash by the nominated time(that to be fixed by the
divisions).
ii) The summary so generated by YTSKL should have the details as under:-

iii) The YTSKLs will deposit the earnings in cash/demand draft along with transaction
summary with chief booking superintendent (CBS), as per timings prescribed by the
Divisional authority for the YTSKL under its jurisdiction, irrespective of
holidays/Sundays etc. The YTSKL may also deposit the amount through RTGS/NEFT
on daily basis.
iv) CBS IN TURN WILL ISSUE A \MONEY Receipt(MR) for the amount realised by denoting
YTSKL NAME AND CODE IN CASE OF manual MR book use. The Mr book for YTSKL will
be in four foils viz.
(i) Accounts foil (Original
(ii) Customer Copy (YTSKL) foil,
(iii) CRS foil
(iv) Record foil
v) The CRS foil will be handed over to CRS by CBS directly and YTSKL foil will be handed
over to the YTSKL.
vi) At those locations where cash deposited is being accounted for through unreserved
Ticketing System (UTS) terminals, two copies of money receipt will be taken out from
UTS by CBS, one of which will be given to CRS and the second copy will be given to
YTSKL.
vii) YTSKL will deposit with CRS, the Money Receipt(MR) (manual or that taken out through
UTS), the summary of the transaction as mentioned in Para II above alongwith
refunded tickets and requisition slips of that shift/day(YTSKL are not required to deposit
any requisition slip for issuing of unreserved tickets through UTS) CRS will verify the
summary by putting in stamp and signature with distinct name in case there is any
discrepancy, the same will be sorted out by CRS and the account of YTSKL will be
updated by CRS with the amount deposited by CRS as indicated in the receipt.
26) Daily Cash and its Accountal(Shift Wise).
i) The CBS will maintain a manuscript register, in which he will enter the Money
Receipt(MR) Books number received from the office of the Divisional
Sr.DCM/DCM/Sr.AM/AM offices.

ii) The CBS will maintain a separate Money Receipt Book only for YTSKLs so that
Accounts can cross verify the same periodically. The amount deposited by each
YTSKL will be deposited to Railway’s account along with other station cash on
daily basis by CBS. CBS will daily submit date wise & YTSK terminal wise details
of money deposited by YTSKL with Money Receipt details to Traffic Accounts
along with Accounts foil in triplicate of which one copy will be as record and two
copies will be sent to Traffic Accounts Office of which one copy will be returned
back to nominate station booking office duly acknowledged by Traffic Accounts

The code number given to the individual YTSKL’s will be mentioned on
each Money Receipt issued.
iii) The CBS will issue the money receipt to the YTSKL for the amount remitted by
the YTSKL as per DTC summary. CBS will preserve it for 5(five) years. The
preservation period of DTC summaries so retained will be subject to review by
the Competent Authority.
iv) If the cash/demand drafts is not deposit in time, the operation of all the
terminals of the YTSKL will be suspended, temporarily till the amount is
deposited along with cancelled/non-issued tickets and requisition slip. Such
cases should be immediately communicated in writing by the concerned
Sr.DCM/DCM/Sr.AM/AM offices to CCM(PM) office without further notice. A log
Book will be maintained by the nominated station CBS & CRS detailing such
instances of the YTSKL and this aspect should be noted by TIA during his regular
and periodical checks.
v) All the amounts collected from YTSKL will be accounted for by CBS under the
head YTSKL deposits on day to day basis in the DTC, cash Book, Balance Sheet
and all the collections from the YTSKL are to be maintained separately day wise.
27) SECURITY DEPOSIT/BANK GUARANTEE.
I) The licensee will keep an interest free Security Deposit of ` 2 lakh subject to a maximum of
` 5 lakh with the Railways. Security deposit should be in the form of a Bank Guarantee or in
the form of a cash deposit(head to be provided by accounts)/Demand draft with the Railways
issued in favour of FA & CAO/Maligaon, N.F.Railway.
II) The Security Deposit i s liable f o r forfeited in the event of breach of any of the clauses
of the agreement or termination of license due to unsatisfactory service.
III) The security deposit is liable to be adjusted or realized towards payment of any amount due to
Railways by the licensee including penalties and where this is done, the licensee may be
allowed to commence sales only after the licensee has provided further security deposit
equal to entire amount of security deposit as prescribed.

IV) The Railway is not liable to pay interest on security deposit.
V) In case the licensee is renewed after expiry of the agreement, the security deposit shall
continue(unless revised). However, in case the licensee is not renewed after expiry of the
agreement, the security deposit shall be refunded after realising there from all the amount
due by the licensee to the government either as sale proceeds of tickets, penalties or
otherwise whatsoever and accounts adjusted. The decision of the Government as to the
amount due to Government by the licensee on this account shall be final and binding on the
licensee. Security deposit shall stand forfeited in case of breach of contract and or termination
of the licensee due to unsatisfactory service. The refund of security deposit will be processed
by refund office CCM/Claims/N.F.Railway through Accounts Office after due internal check.
28) COMMIISION AND REVENUE SHARING:
The licensee has to share 25% of the service charges levied on the customer for booking or
cancellation of tickets with N.F.Railway.
i) 25% of the service charges w i l l b e collected t o Railways account at the time of
booking/cancellation of reserved tickets.
ii) Licensees shall levy ` 1/-per passenger as service charges on the booking of unreserved
tickets by the customers which is at par with charges levied by JTBS. There shall be no
revenue sharing arrangement in case of tickets sold through unreserved ticketing system.
iii) The service charges so collected by the licensee on account of selling unreserved UTS
tickets shall be entirely retained by the licensee.
• The above revenue sharing formula will be for a period of one year. After the
period of one year, the same will be reviewed by Railway Board(Indian Railway)
based on the response to the scheme and the volume of business generated under
the scheme.
• The efficacy of the system of revenue sharing will be reviewed every quarter jointly
by Accounts and Commercial department to ensure that due revenue share accrues
to Railways.
• The licensee shall display the information regarding the opening times of the
counters and the rate of service charges for different class of passengers at
prominent locations bilingually.
29) TENURE OF THE LICENSEE:- The tenure of the licensee will be for a period of 3
years. The licensee w i l l have to pay licensee @ ` 5,000/-per counter per annum
to N .F .Railways. The license can be renewed after expiry of its existing tenure
subject to the satisfaction of the competent authority and as per the extant policy
prevalent during the period of renewal.

30) PROVISION IN THE SYSTEM TO GUARD AGAINST MALPRACTICE:
A) The facility of Block Booking, Modification, Change of Name, Age, Sex will not be
permitted. The facility of postponement/advancing of ticket will be available.
B) The YTSKL can cancel the PRS tickets only the tickets issued by them. However, the
tickets issued by YTSKL can be cancelled at PRS centers.
C) The cancellation charges will be credited to the Railways but the licensee will be allowed
to charge commission for cancellation from the passengers at the rate fixed by the
Railways in terms of Para 27 above.
D) The licensee will not deal any type of concession vouchers, etc. viz. Student concession,
Pass, PTO etc.
• Only fully paid tickets, senior citizen tickets and platform tickets will be issued
from YTSKL terminals and such terminals will not issue tickets on any type of
concession vouchers. HOR form, Identity Cards issue to MPs, Freedom Fighter,
Free Pass, Indrail Pass etc.
• In case the unreserved tickets, the rules applicable to JTBS will also be applicable
to YTSK. As such the facility of cancellation of unreserved tickets will not be
available to YTSKL licensee.
• Cancellation and refund of (if any) of unreserved may be done by the serving
station as per refund rules in force, after verifying their genuineness.
• The facility of making the ticket non-issue will not be available for YTSKL.
E) A separate code number will be allotted to these licensees wh i c h w i l l u n i q u e
f o r e a c h Y TSK L and the code number will appear on the ticket itself. There will
be two passwords, one supervisory password to be allotted to nominated CRS of the
serving station and the other, operator password, which will be provided to YTSKL i.e.
controlled by the licensee.
F) The fare value, the service charges, etc. realized will appear on the ticket to avoid
over-charging by the licensee. In case of cancellation, the cancellation charges
payable to Railways and cancellation commission payable to the licensee shall be
indicated on the cancellation ticket.
G) The minimum amount of penalty will be ` 500/- per violation. In case of repeated
violation, the Competent Authority can examine the feasibility of terminating the
license.
31) TICKET ROLL
• YTSK tickets to be Red in colour, in the same format as PRS ticket.
• Procurement of the tickets will be done through Chief Controller of Stores of
N.F.Railway.

• The requirement of tickets for YTSKL will be assessed based on the average sale
of tickets by the Sr.DCM/DCM’s Office and accordingly place the requirement to
office of the CCM(PM) for onward submission to Chief Controller of Stores of
N.F.Railway.
• The ticket Roll stock of YTSKL will be maintained by Sr.DCM/DCM/Sr.AM/ AM’s
Office in the Division or by nominated PRS/Booking Office as notified by the
Divisions on behalf of CCM(PM).

The Ticket roll number and any other identification will be recorded and
obtaining of signature of the Licensee is must.
• Correct accountal and handing/taking over of Blank Ticket Rolls(full and part roll)
shall be made. Partially used ticket rolls shall be used in the same counter to the
maximum extent possible.
• The unused roll to be kept in safe custody by the YTSKL user and consumed at
another terminal if available after passing due remarks in the stock book to be
maintained or same should be returned back to CRS/CBS of the serving PRS or to
the Sr.DCM/DCM/Sr.AM/AM’s Office from where the ticket roll is collected by the
YTSKL.
• As per extent rules for loss of PRS ticket rolls/tickets debit equivalent to fare of
the furthest distance by highest class of train for six adult passengers per ticket
lost shall be raised. In case of loss/misuse of UTS tickets, the debit will be raised
at the rate equivalent to 2nd class Mail/Express fare of four adult passengers for
furthest destination in the system.
• The Railway will supply, free of cost, only PRS/UTS tickets rolls of different colour
after due accountal.
• The disposal of defective/obsolete blank ticket rolls is to be done as per provision
laid down in Para-236 of IRCM Vol.I.
32) Maintenance of Registers, Submission of Returns and Checks by Commercial &
Accounts etc.
A) For the purpose of the adjustment of accounts, the licensee shall submit to
Traffic Accounts i.e FA & CAO(T)/N.F.Railway within five working days after
the closure of each 10 days period i.e. 01st to 10th , 11th to 20th & 21st to last
of the month showing particulars of tickets issued during the period and that
a similar statement will also be generated through the PRS cum UTS system
using the accountaql terminal available at the HQ/Accounts Office.
B) Description and items in dispute shall be adjusted after the two statements
have been crossed check.

G) Offices of the Licensee are liable to be inspected by the representatives of the
Accounts/Commercial department and the statutory audit or such other representatives of
the Government at such intervals as the Government may decide. The Licensee shall
permit full access to all relevant records and render all necessary assistance for their
checks and inspections as may be required by such representatives.
H) If the Licensee fails to submit the Accounts and statement as envisaged in PARA above
showing particulars of tickets issued and the stock on the due dates and deposit the non
issued and cancelled tickets etc. to Railways or commits a breach of any of the terms and
conditions of the agreement or of the schedules hereto annexed, the Government shall
without prejudice to any other rights but in addition thereto, be entitled stop the sale of
any ticket etc. hereunder and to seize after making an inventory, the stock of tickets etc.
lying with the Licensee. The decision of the Government or authorized officer of the
Railways as to whether the Licensee has committed any reach or not shall be final and
binding upon the Licensee.
I) Licensee shall maintain all the register/books and returns as required under the scheme.
In addition, he/she has to maintain such documents/registers as are considered necessary
by the Railway Administration for verification purpose.

Statements of refund(cancelled) tickets and non-issued tickets for above terminals must reach the
Traffic Accounts Office next working day without fail.
J) The balance sheet and passenger classification for the privately owned terminal must be
signed by the authorized Licensee and his/her authorized signatory(ies) whose signature
must be available in the Traffic Accounts Office & Balance sheet to submitted/reached the
Traffic Accounts Office by latest 8th of the following month.
K) Railway administration will inspect the Office of the Licensee at any time during the
business hours and for the purpose by deputing any person deemed fit.
L) In order to maintain vigil on any spurious elements tending to indulge in malpractices at
these centres the licensee shall make provision of CCTV/IPTV at the YTSK(s). The footage
of CCTV/IPTV shall be preserved for at least one month and access to such data shall be
provided to inspection official(s) on demand.
M) Performance of service being rendered by the licensee shall be reviewed from time to
time by visits and inspection of Commercial and Accounts officers etc.
N) The licensee shall be subjected to all the supervisory checks carried out for Railway PRS
terminals or any supervision required internet system.
O) Fortnightly statements of tickets issued by the licensees would be analyzed by the
Railways with a view to ascertain if any unusual pattern of issue of ticket by the particular
licensee is indicated.
P) Government means any Government agency.
Q) Balance Sheet means station Balance Sheet.

33) PRESERVATION OF RECORDS.
The Licensee shall preserve all records connected for the Railway Booking for a period
not less than 5(five) years refers to the office copies of returns/ statements sent to
Railways. Where, however, the records are required in connection with court case or for
any reason whatsoever, the Licensee shall preserve them for such period as is required
by the Government to be kept for a long period by the Government.
34) Transfer of License:
The license will be non transferable, provided that in case of death of an agent,
the license may be transferred to his/her legal heir on request made in writing for
the unexpired period only by the Competent Authority and the legal heir shall be
eligible to apply for renewal of the said license in accordance with the provision of
rules, as applicable at the time of renewal.
35) INDEMNITY CLAUSE.
The licensee will be entirely and wholly responsible for all losses or damages that may
be suffered by the Government by any act of omission or commission of the licensee
or his servants or agent and shall indemnify and keep indemnified and harmless the
Government agent or in respect of all such losses or damages or costs, if any, incurred
by the Government in regards thereto. The licensee shall give an Indemnity Bond to
this effect.
36) PENALTIES:
I) Without prejudice to any other rights and remedies of the Government under the
agreement entered into with the licensee or in law, the government shall have the right
to impose at its sole discretion liquidated damages to the licensee in following
irregularities/defaults:-
a) Pecuniary losses to the Government due to licensee’s fault(s).
b) Delays and/or irregularities leading to loss of the Government revenue.
c) Malpractice causing loss to the Railways or to the customers/passengers.

d) Levy of service charges beyond the ceiling limit stipulated by the Railway
administration and service charges decided and displayed at the YTSK by the
YTSKL.
e) Non compliance of any of the terms of the agreement.
II) The minimum amount of penalty will be ` 500/-(Rupees Five hundred) per violation.
Further
a) Any case of violation of the agreement or the rules of Indian Railways by the
licensee would invite deterrent punishment by way of penalties equivalent to minimum of ` 50,000/- which may include termination of licence.
b) The penalty upto ` 25,000/- can be decided by Sr.DCM/DCM and penalty above `
25,000/-& upto ` 50,000/-can be imposed on the recommendation of Sr.DCM/DCM
and with approval of DRM.
37) TERMINATION
i) Any case of violation of provisions of the agreement or the rules of Indian
Railways by the licensee would invite deterrent punishment by way of penalties equivalent to minimum of ` 50,000/-which may include termination of licence.
ii) In the event of unsatisfactory service or any failure at any time on the part of
the licensee(s) to carry out the terms and provisions of this Agreement to the
satisfaction of the Railway Administration (who shall be the sole judge and whose
decision shall be final) Seven(07) days show-cause notice may be given to the
licensee(s) to explain his position. In the event of unsatisfactory explanation, 48
hours notice may be given before terminating the contract. In case of such
termination the security deposit shall be forfeited and the licensee(s) shall have
not claim whatsoever against the Railway Administration or any of its officials in
consequence of such termination of this agreement.
,
iii) The Railway Administration shall be entitled at any time forthwith to terminate
this agreement after giving seven days show-cause notice in any of the
following events, that is to say (a) in the event of Licensee(s) being an individual
or if a firm any partner in the Licensee(s)' firm shall at any time be adjudged
insolvent or shall have a receiving order or order for administration of his estate
made against him or shall take any proceedings for liquidation or composition
under any insolvency Act for the time being in force or make any conveyance
or assignment of his effect or enter into any arrangement or composition with his
creditors or suspend payment, or if the firm be dissolved under the Partnership
Act, or in the event of Licensees being a company if the company shall pass any
resolution or be wound up, either compulsorily or voluntarily."
iv) The agreement may also be terminated by either party giving to each other not
less than one month's notice in writing without assigning any reasons.

v) The expenses of preparing, stamping under stamp duty act and executing this
Agreement shall be borne solely by the licensee(s) and be payable to the Railway
Administration, immediately on demand being made therefore.
vi) Except hereby otherwise provided, any verbal or written arrangement abandoning,
varying or supplementing this Agreement or any of the terms hereof shall not
be binding on the Railway Administration unless and until the same is endorsed
on this agreement or incorporated in a formal instrument and signed by the
licensee( s) and duly executed on behalf of the President of India in
accordance with the provisions of Article 299(1) of the Constitution.
vii) Any notice to be served on the licensee(s) shall be deemed to be sufficiently
served if delivered at or sent by registered post addressed to the licensee(s)
at his/their registered office or last known place of business at Any notice to be
served by the Licensee(s) on the Railway Administration shall be deemed to be
sufficiently served if left at the office of or sent by registered post addressed to
the of Railway.
viii) All questions, disputes and/or differences arising under or in connection with this
agreement or in any way touching or relating to or concerning the construction,
meaning or effect of these presents (except as to matters the decision whereof
is otherwise herein before expressly provided for) shall be governed by Arbitration
& Conciliation Act 1996 and shall be referred to a sole arbitrator to be
appointed by General Manager for the time being of the Railway. There will be no
objection to any such appointment of the arbitrator so appointed is a Government
servant and that he has to deal with the matters to which this agreement relates
and that in the course of his duties as such Government servant he has expressed
view on all or any of the matters in dispute or difference. The award of the
arbitrator so appointed shall be final and binding on the parties hereto.
ix) Subject as otherwise provided in this contract all notices to be given on behalf of the
Railway Administration and all other action to be taken on behalf of the Railway
Administration may be given or taken Railway or any officer for the
time being entrusted with the functions, duties and powers of the said. The sole
liability of complying with all statutory norms prescribed guidelines and regulations
by the competent authorities is of the licensee concerned. No claims whatsoever
on any account shall be raised against the Railways for non-compliance of any
statutory provisions including labour laws.
x) There shall be a clause in the appointment letter of the employees of Licensee
that they shall not claim to be employees of Railway. The employees shall be of
the licensee, and the said licensee shall be only responsible to the employees for
all his acts.

38) LIABILITY OF RAILWAYS.
In any contingency, if the Railway Administration is required to pay such amounts,
the same will be adjusted from the security deposit of the agents.
39) FORCE MAJEURE
Neither Railway nor the licensee shall be liable to each other for any failure to comply, or in
any delay in complying with any obligation under or pursuant to this Agreement to the
extent that such failure or delay has been caused directly by any event of Force Majeure.
40) For implementation of the scheme, an agreement will be signed between the
Competent Authority and the selected ticketing agent. In case the YTSK operator
expresses inability to execute the agreement with Railway Administration after
appointment as YTSK operator, the Bank guarantee as well as the Security deposit
made by the YTSKL operator will be forfeited.
41) If the applicant, whether a sole proprietor, a limited company or a partnership firm
wants to act through agents or individual partner/partners, should submit along with the
tender or at a later stage a Power of Attorney duly stamp and authenticated by a Public
Notary or by a Magistrate in favour of the specific person/s whether he/they be
partner/partners of the firm or any other persons specially authorizing him/them to
submit the application, sign the agreement, receive money, witness measurement, signs
measurement book, compromise, deleted/relinquish any claim or claims preferred by
firm and sign “NO CLAIM CERTIFICATE’ and refer all or disputed items to
arbitration.
42) I/we agree that this application shall not be restricted or withdrawn and shall remain
open for acceptance during the period of 120 days from the date of opening of the
application. I/we shall be bound by communication of acceptance.
43) Validity of Offer:- 120(one hundred and twenty) days from the date of opening of
offer. applicant shall keep the offer open for a minimum period of 120(one hundred and
twenty)days from the date of opening of application. During the period, the applicant
cannot withdraw its offer. This period may be extended further if required by mutual
agreement between the parties from time to time. Any contravention of this condition
will make the applicant(s) liable for forfeiture of his Earnest money.
44) If the applicant(s) deliberately gives wrong information in his/their application, the
Railway reserves the right to reject such Tender at any stage.
45) INCOME TAX RETURN: Applicant should have a Permanent Account Number (PAN)
issued by Income-tax authorities and should have filed income Tax return during the last
three years. The attested copy of PAN Card and last three year ITR should be submitted
along with application.

46) Implementation of Goods and Service Tax(GST) on Yatri Ticket Suvidha
Kendra (YTSK):-
(i) YTSKs are authorised private ticket bookinh agents on Indian Railways. The tickets
issued through YTSK are essentially window tickets and GST on fare will be
charged as in the case of window tickets. GST will also applicable on service charge
collected by YTSK. As in the case of service tax at present, YTSK shall be
responsible for collection and deposition of GST on service charge. The location of
supplier will be the place of sale of ticket by YTSK and place of supply will be the
place of origin(embarkation) of the customer. The logic of GST will be applicable
accordingly. In case of unregistered customers, the ticket will be the tax invoice
for fare and YTSK will be required to issue separate invoice for the GST collected
on the service charges.
(ii) In case of unregistered customer(G2C), the protocol followed in issuance of ticket
would be the same as in case of a normal PRS/UTS ticket.
(iii) Ticket would not be issued by YTSK licensee to G2B(registered user)customer.
(iv) In addition. all applicable Taxes levied by Competent Authority will liable to be paid
by the YTSK with any changes thereon.
47) INSTRUCTIONS TO APPLICANTS REGARDING APPLICATION FORMS
DOWNLOADED FROM INTERNET
A) Application shall be down loaded from the internet and printout is to be taken on A4
size paper and details are to be entered by the applicant at the specified columns in
the document. It is advisable that the down loaded application document to be

E) Applicants/s are free to download application document at their own risk and cost, for
the purpose of perusal as well as for using the same as application document for
submitting the offer, Master copy of the application document is available in the Office
of Sr. Divisional Commercial Manager, Katihar and Senior Area Manager,New
Jalpaiguri, N.F.Railway . After award of work, an agreement will be drawn, which shall
be executed by the successful applicant and this agreement will be prepared based on
the above said master copy of application document and not based on the application
document submitted by the applicant. In case, any discrepancy between the
application document downloaded from the internet and the master copy, later shall
prevail and will be binding on the applicant/s. No claim on this account will be
entertained.
F) If any change/addition/deletion is made in the application Document by the
applicant/Contractor and the same is detected at any stage even after the award of
the YTSK, the applicant's earnest money deposit will be forfeited and the contract will
be terminated at his risk and cost. The applicant is also liable to be banned from doing
business with Railways and/or prosecuted.
G) Applicant should number each page of the application document continuously including
all annexure and also mention total number of pages application document along with
enclosures.
H) Applicants containing erasures or alterations without proper attestations or with an
omission of such attestation are liable to be rejected.
48) EXAMINATION OF DOCUMENTS:- The submission of the application shall be deemed
to have been submitted after careful study and examination of the application
document with full understanding of the implications thereof, any clarification required
by a applicant shall be obtained from the office inviting applicants on any working day.
49) No railway pass will be issued to the applicants by the Railway Administration.
50) JURISDICTION OF COURT:- In case of any dispute, any suit, petition, reference or
other filling shall be subject to exclusive jurisdiction of the Court KATIHAR(BIHAR).
51) LAW GOVERNING THE CONTRACT:- This contract shall be governed by the laws of
India for the time being in force. Irrespective of place of working, the place of
performance or place of payment under the contract, the contract shall be deemed to
have been made at the place from which the acceptance of the application has been
issued.
52) ARBITRATION AND SETTLEMENT OF DISPUTES:- Arbitration and settlement of
disputes shall be governed vide renumbered clause 63,64 of General conditions of
contract of Northeast Frontier Railway, 1998 edition with up to date correction.
53) If the applicant/applicants deliberately give/gives wrong information in his/her
application or create/creates circumstances for acceptance of his/her application, the
Railway reserves the right to reject such tender at any stage.
54) The contractor shall not sublet the YTSK.
55) The cost of stamp paper for the execution of the agreement will be born by the
contractor as per rates fixed by the State Government.

56) In case the YTSK operator expresses inability to operate YTSK, after appointment as
YTSK operator, the Bank guarantee as well as the Security deposit made by the
YTSKL operator will be forfeited.
57) Railway Administration reserves the right to terminate the contract by giving one
month’s notice to the contractor for violation of any clause of the Agreement or
application documents or otherwise. However, in the event of unsatisfactory working of
the contractor the Railway Administration shall be free to terminate the contract
without giving any notice. The contractor shall not be entitled for any compensation by
reason of such termination and the decision of Railway Administration on this will be
final.
58) The applicant/licensee will have no claim for payment of compensation on any account.
59) The contractor agency shall be liable to pay all type of Taxes or any other statutory
Taxes applicable as per the Law to the authority concerned related with this contract.
60) Divisional Railway Manager(Commercial)/Katihar, Northeast Frontier Railway reserve
the right to reject any or all the tenders without assigning any reason for the same. If
the successful applicant fails to take up contract work within the time stipulated by the
Railway Administration, the Earnest Money deposited by the successful applicant will be
forfeited.
61) SAFETY OF LABOUR:- The contractor shall be entirely responsible for ensuring safety
of labour engaged by him.
62) The applicant shall hold the offer for a period of One hundred twenty(120)days from
the date of opening of the tender. The tender documents have been sold to the
applicant and the applicant is being permitted to application in consideration on the
stipulation on his part that after submitting his tender, he will not refuse his offer or
modify the terms and conditions thereof in manner not acceptable to the Divisional
Railway Manager (Commercial)/Katihar, Northeast Frontier Railway. If the applicant fail
to observe or comply with the forgoing stipulation, the Security Money deposited shall
be forfeited.
63) After the expiry of the contract period, the successful applicant/licensee shall forthwith
stopped the work and all the relevant documents must be handed over to the Railway
Administration and in no case and under no circumstances he will keep the work in his
possession which will be unlawful.
64) The authority for the acceptance of the application will rest with Divisional Railway
Manager(Commercial),Northeast Frontier Railway, Katihar on behalf of the President of
India who does not bind himself to accept the highest or any other application nor does
he undertake to assign reasons for declining to consider any particular applications. No
applicant/applicants shall demand any explanation on the case of rejection of his/their
application. No correspondence will be entertained with the applicant/applicants in
respect of the rejection of any or all applications.
65) Licensee will ensure that the staff engaged for manning the ticketing terminal(s)
should not be under 18 years of age and possesses minimum qualification of class
G r a d u a t e with adequate computer knowledge for handling ticketing work
efficiently. Railway Administration shall impart training to Terminal Operators of the
Licensee at Railway's own cost and the licensee will ensure that only such trained staff
is deployed at counters."

66) Application documents submitted by the applicant shall become the property of Railway
and the Railway shall have no obligation to return the same.
67) If the applicant(s) deliberately gives wrong information in his/their application, the
Railway reserves the right to reject such application at any stage.
68) Each and every paper of the entire application document must be signed by
the applicant before its submission.
69) The applicant must write on the top of the envelop in the bold and capital

73) The successful applicant should have to procure following hardware at that own cost
from the authorized vendors. For up-keeping the functioning of all the system. The
License should maintain the hardware at his/her own cost through OEM or the
authorized agent. Before issuing of work order, receipts/vouchers of the following
equipments mentioned below must be brought for production of the same before the
Railway Administration.
1) In case the YTSK scheme is withdrawn, the licensee shall be free to apply for
license under any prevailing scheme of ticketing of Indian railway subject to
eligibility.
2) Transfer of license: in case of death of licensee during the validity of the
tenure, license will be transferred to the legal heir only for the remaining
period of the unexpired period of the license.
3) For implementation of this scheme, an agreement will be signed between the
Railway authority and the selected YTSK.
74) Documents to be submitted
i) Letter of award issued by Railway authorities/IRCTC for operating unreserved/
reserved ticketing of Indian Railways.
ii) Copy of Permanent Account Number.
iii) Copy of Income Tax returns for the last 3(Three)years.
iv) Documents in support of the office premises held.
75) Map of Aerial View of Inner Portion of Booking Window, checked list for Ideal
Booking/PRS counter and application format are attached as Annexure-A, B &
C.
76) Cost of application Paper is `̀̀̀ 2,000/-(Two thousand)each(Excusing GST 18%)
. In case the application form is not accompanied by the valid draft for the cost of the application Forms as detailed above, the application will be summarily rejected.

77) Earnest Money is `̀̀̀ 20,000/-(Twenty thousand)only. An earnest money will be
deposited through Demand Draft and should be drawn in favour of FA & CAO/Maligaon
payable at Katihar. In case of non-accompany of Earnest Money with the application, it
will be summarily rejected. Earnest Money will be refundable in full without any interest
to all un-successful applicants. There will be no liability on the Railway Administration in
case of any delay in refund.
78) A Demand Draft for Earnest Money of ` 20,000/-(Rupees Twenty thousand)only should
be submitted along with the application form. The Earnest Money can be paid through
Demand Draft in favour of FA & CAO/Maligaon payable at Katihar.The Demand Draft in
original should be enclosed with the application. Applicant must submit requisite
Earnest Money as mentioned against each station with the application. Application
document submitted without prescribed Earnest Money will be summarily
rejected.
79) Date, Time and Place of Dropping of Application:- Complete application
documents in sealed cover/envelopes super-scribing the name of contract along with
the name of station for which application for with No. of Terminals applied for, Full
name and Address of the applicant/Firm/Companies which should be dropped in
application Box kept in the Chamber of Assistant Commercial Manager/Katihar and
Station Director/New Jalpaiguri’s, Northeast Frontier Railway from 10.00hrs to
17.00hrs with effect from 08/08/2017 to 07/09/2017 during office
hours(i.e.10.00AM to 05.00PM) on all working days. Aapplication Box will be
closed and sealed at 17.00hrs. of 07/09/2017 and it will be opened at 15.00hrs.
on 08/09/2017 in the Chamber of Assistant Commercial Manager/Katihar Northeast
Frontier Railway In absence of Assistant Commercial Manager/II/Katihar due to any reason,
opening of application will be done in the chamber of ACM-I/DCM/Sr. DCM/Katihar/N.F.Railway.
The duly filled application form along with requisite documents may also be sent by
post to Senior Divisional Commercial Manager/Katihar, Northeast Frontier Railway
before 17.00hrs. of 07/09/2017. The Railways will not be responsible for the
loss/delay on part of Postal department. The application received after sealing of the
application Box shall not be accepted at all and will summarily be rejected. The
applicant or their authorized representative may be present during the opening of

Payable at Katihar. In case the offer is not accompanied by the valid draft for the cost

delay/difficulties/inaccessibility of the down loading facility for any reason whatsoever.
