Working Group Goals
• Identify existing zoning barriers to implementation of sustainability policies
• Identify potential new methods and tools to effectively achieve sustainability policies
• Recommend changes to Zoning Code based on analysis of identified problems and solutions

• Six interactive Work Group meetings• Presentations by consultant:
– Diagnosis of existing regulatory regime– Suggestions for improvements
• Participant discussion and feedback– Comments on diagnosis– Additional possible solutions– Viability and desirability of proposed solutions

Work Group Constraints
• Recommendations will distinguish between zoning changes and other regulatory solutions
• Zoning recommendations should complement and not conflict with other regulations
• Changes to other D.C. regulations – not within scope• Neighborhood-specific density and height standard changes –
not within scope• Sustainability Diagnosis paper is input to the process – not
output– Goal is not to refine the Diagnosis but to use it to make specific
recommendations for new or amended zoning regulations
