• In conjunction with SEAFMD Sub-commission, held on 19 March 2010, Vientiane, Lao PDR
• Recommendations– Veterinary Services (VS) of all South East Asian
countries be reinforced using the OIE PVS Pathway .– The PVS mission on evaluation of veterinary services
using the PVS Tool, followed by a Gap Analysis for identification of priority projects
– Training programmes for South East Asian countries be conducted for OIE Delegates and OIE national focal points on good governance of Veterinary Services and compliance with OIE standards.
– South East Asian countries up-date their veterinary legislation in line with the OIE guidelines.

• effective control and eradication of the Foot and Mouth Disease (FMD) through the expanded South-East Asia and China Foot and Mouth Disease (SEACFMD) Programme, and fully support the implementation of its “Roadmap for FMD Freedom with Vaccination by 2020 in South-East Asia”
• We are therefore in full support of the World Organisation for Animal Health’s (OIE) Performance of Veterinary Services (PVS) Pathway to help AMS evaluate the quality and effectiveness of their national veterinary services and identify weaknesses and could form the basis for improving deficiencies and building effective veterinary infrastructures
• support the ongoing initiative of the Programme for Strengthening Veterinary Services (PSVS) in South-East Asia by OIE and AusAID, and particularly recognise the need for a comprehensive animal health legislation and governance as a key element for veterinary authorities to enforce disease control programmes

• The OIE General Assembly has approved in May 25, 2010, PARIS, the membership of Brunei, PR China and Singapore to the OIE Sub-Commission for FMD and changing its name to “OIE Sub-Commission for FMD in South East and China (SEACFMD)”.
