Used to be a Rural Bridge Bureau within “The Office of Accelerated Rural Development” under The Department of Civil Works of The
Ministry of Interior (MOI)
In 2000’s, Administration reformation transferred Rural Bridge Bureau to be under MOT and transferred all Long-
spanned bridges that were controlled by MOI to DRR.

Product StandardStructural steel products in Thailand are referred Thai Industrial Standards (TIS)
• TIS107 : Standard for Hollow Structural Steel Sections
• TIS1227: Standard for Hot-Rolled Steel Sections
• TIS1228: Standard for Cold-Formed Steel Sections
• TIS1390: Standard for Hot-Rolled Steel Sheet Piles
• TIS1303: Standard for Welded Structural Steel Sections
• TIS1479: Standard for Hot-Rolled Carbon Steel Coil, Strip, Plate and Sheet for General Structure
• TIS1499: Standard for Hot-Rolled Carbon Steel Coil, Strip, Plate and Sheet for Welded Structure
Note That most of structural steel product standards are adopted from Japan Industrial Standard (JIS)

Design StandardFor steel structures, most design engineers in Thailand follow the standards from the Engineering Institute of Thailand (EIT)
• EIT1020: Load and Resistance Factored Design Standard for Buildings using Steel Sections.
• EIT1024: Design Standard for Buildings using Cold-Formed Sections.

Fabrication StandardNo steel fabrication standardization authority is yet established in Thailand.
The reasons behind are that;
• The most major steel fabricators focus on export markets, which require international standard per the requirements from their clients.
• The steel construction for general buildings in Thailand are not very popular, resulting in unavailability of steel fabricators focusing domestic construction market.

However, Thailand Structural Steel Society (TSSS), a recently established association, identify their priorities to standardize and establish Thai steel fabricator accreditation scheme, as well as to prepare steel fabrication guideline and quality check list.

Construction Standard
There is also no construction standard and code of practice yet available in Thailand. So Thai Contractor Association (TCA) has been a key support for the establishment of “Council of Thai Contractors,” with the main objective to develop required skill sets for construction technicians and to classify level of competency, as well as to obtain accreditation scheme among contractors for particular types of works.
Please note that the achievement of Thai contractors is to perform construction works that meet the requirements in the specification and design documents. As a result, the key corporate strategy of most Thai contractors is “cost leadership”, resulting in the single-path innovation towards process optimization, i.e. no innovation towards design or material optimization as a maker for what is designed.

Building CodesThe Building Control Act B.E. 2522 (A.D. 1979). From that point on, the Department of Public Works* under the Ministry of Interior had taken full responsibility to control building construction in Thailand
• Ministerial Regulation No. 6 B.E. 2527: Load, Resistance Durability, Construction material properties,
Modification and retrofit of buildings and Site stability
• Ministerial Regulation No. 33 B.E. 2535: Criteria and Equipment for Tall Buildings and Extra Large Buildings
• Ministerial Regulation No. 41 B.E. 2537: Size and Geometry of Parking Structures with or without the Installation of Elevators
• Ministerial Regulation No. 48 B.E. 2540: Construction Material Properties for Main Structural Members and Glass Panel
• Ministerial Regulation No. 50 B.E. 2540: Addendum to Ministerial Regulation No. 33 B.E. 2535
• Ministerial Regulation No. 60 B.E. 2549: Addendum to Ministerial Regulation No. 48 B.E. 2540
• Etc.

Future Direction Skilled labor will be more expensive and much more difficult to find. Less labor intensive approach will
be a key success factor for construction firms. Prefabricated steel construction would likely be one of contractors’ preference.
Since Internet of Thing (IoT) and Big Data have become key driving forces to the industry, more tools and applications will individually be created in order to effectively communicate with their clients and to obtain better clients’ insight and needs.
New innovation through Building Information Modeling (BIM) will most likely take a major part in prefabricated steel construction for more productivity.
The supports from Thai government for normalization of fire protection demand to be as per international standards and standardization of steel bridges for highway constructions will exponentially expand the market size of steel construction in Thailand.
