New Delhi: In a letter addressed to Arab and
other Muslim countries, through their embassies
in India, Jamiat Ulama-i- Hind general secretary
Maulana Mahmood Madani, called for puttingpressure on the Myanmar government for an end
to attacks on the Rohingya Muslims and protection
of their lives, liberties and properties.
The former MP has also demanded an
international inquiry into the recent violence,
granting free access to humanitarian aid groups
and international media.
The letter also demanded restoration of
citizenship rights which has been denied to the
Rohingyas under citizenship law of 1982, which
is incompatible with international human rights
standards enshrined in UN charts and also against
UN declarations, he pointed out.
Referring to the UN report which dealt indetails that more than 22,000 people from mainly
Muslim community have been displaced in western
Myanmar this month alone, besides 75,000 people
displaced in earlier clashes in June, he described
the phenomenon as slow burning genocide, which
aims at ethnic cleansing or driving the Rohingyas
into Bangladesh.
The UN views in its report the Rohingyas as
among the most persecuted stateless minorities on
the planet, he cited.
Maulana Madani has also criticised Aung San
Suu Kyi for not doing enough for the minorities.
Such attitude from a Nobel Peace laureate was
not expected, he writes.
He has also taken exception to the Indian
government for its unreasonable silence over
the violence despite being the major power in the
region. Such attitude will diminish its prestige
and image in South Asia and in the International
community, he elaborates.
Owing to this uncertain status of citizenship, the
tens of thousands of Rohingyas ed to neighboring
Bangladesh and India to escape the brutal attacks
have ended up as unregistered refugees with
little access to aid or assistance. They have been
refused any aids. Scores of them are languishing
in jail in Sri Lanka, India, Thailand, Indonesia, andMalaysia, Maulana recounts.
He also demanded that all those who have taken
refuse in other countries should be acknowledged
as citizens of Myanmar enabling them to acquire
refugee status and protection by UN agencies and
inuence upon the UN for setting a deadline for
Myanmar to change its attitude. In case of non-
abiding, it should be warned against the military
action and economic blockage.
Jmit Ulm writs lttr to Muslim countris
on th plight of th Rohingy Muslims
Lucknow: Perhaps, the
above lines sum up the recent
communal violence incidents at
Faizabad and adjoining areas.
The area had remained peaceful
since 1992, when Babri Masjidwas demolished.
Among those who suffered
was one newspaper ofce
Aapki Taqat, a bilingual
Urdu-Hindi weekly published
from Faizabad. Its masthead
carried the slogan Hindu
Muslim, Do Bhai, Hindi Urdu,
Do Behen (Hindu and Muslim
are two brothers; Hindi and
Urdu are two sisters). Edited by
local journalist Manzar Mehdi,
the newspaper had admirers
and patrons in Faizabad, mostly
Hindus.
This attack and burning of
newspaper ofce is not a simple
act of communal violence.
In Mehdi's words, What is a
matter of concern is that it was
burnt by those who had at times
must have visited my ofce. I
have no words to explain. But
the relations were forgotten and
the communal frenzy took over.
Now when the curfew has
been lifted, people are coming to
terms about what they have lost.
The brotherhood, the harmony
are not the only things. I am
still nding it hard to face my
friends who had shops in Chowk
area. I had spent my student days
there and used to spend many
hours having tea and chatting
with them. I called them up and
they too don't had any answer,
Anil Yadav, a journalist from
Faizabad and presently based
in Lucknow stated. Anil has not
been to the place after the riots
and is presently in Lucknow.
Mehdi, who also runs asocial organisation Guldasta
which forms a human chain for
communal harmony every year
on republic day, is aware that
things will be tough. The human
chain which he formed had seen
several Hindu seers joining
hands with Muslim clerics.
Flowers were showered
from Chowk Masjid in the past
when the idol procession passed.
Now what has happened?
wondered Mehdi.
Azadar, a local shopkeeper
who had dry fruits outlet in the
mosque which was also looted
and gutted openly admitted in
Lucknow that it was a planned
attack. Tension was palpable
for past one month. But we
never thought that it will be so
worse, he said.
Perhaps, this is the most glaring
example of selective targeting
of Muslim establishments. As
per reports, 81 shops and houses
were torched and gutted, only
few of them being from other
community.Now, after nearly 12 days,
Samajwadi Party government
which regards itself as
pro-Muslim, has nally woken
up and transferred the district
ofcials. Dated November 6,
the state government has nally
issued the transfer order of the
DM of the district.
Faizabad
still tense; DM
nally shifted
after 12 days
Time and again, some beastly ugly toads,
Pop up their heads to spit snaky poison-
Pent up hatred with no rhyme or reason;
Malice from rotten hearts that evil hoards.
All your vulgarities are boomerangs; At once mirroring the volcanic aborence-
A tip of the iceberg. You conceive, plot, disrupt
And again come back like a phoenix.
Do hoarse cries mar heavenly music?
Do sand dams recede the roaring seas?
Do ying bits of paper hide the glowing sun?
From whence came so much hatred?
Is it the defeats of medieval times?
Is it the disappointment that the Messiah was not of your race?
Is it the pride that your allies are the sons of the rst wife?
Is it the humiliation of throttled efforts?
Or still deeper, that you are a cursed-lot
in the Book of Verses itself?
Accursed for your audacious defying
Of Gods innumerable miraculous blessings;
You killed every Prophet who showed
light and came to lead,
And you still persist in Samiris mislead.
A chaotic lot vultures in the guise of pigeons;
Full of foxy tricks and crocodile tears;
Father of bloodshed and foul conspiracies;
Designers of sinister maneuvers and false propaganda;Creators of cancerous economic wounds and
Ugly spiders catching the world into a traumatic web.
For whose cause do you ght tooth and nail?
Is it to uphold some unrevealed satanic verses?
Sure, you have caused enough
Disdain, despair, disruption and distortion.
What have you to boast of?
Decent values? Honest trade? Good philosophy?
Deep-rooted Culture? Ten Commandments?
Fevered brains-opaque minds-concepts confused.
Who can awaken reluctance and pretense of sleep?
Does light penetrate the blind?
Does music reach the stony deaf?
What use in language to the dumb?
What use in knowledge to sick minds?
Deluge of water is no elixir of life;
Whirling cyclones are not life savers;
Indulgent freedom is not freedom of expression!
It is the death knell to human dignity,
Dragging, human race to an era of hunters and predators!
You may penetrate the earth and peepout from the other side,
Or count the atoms of all that is in heavens and earth,
But, nay, you will not fathom the love
For our Holy Prophet (may Allahspeace and blessings be upon him) or
His grandeur a grandeur, so magnicent!

By Mohd Ismail Khan,
Golconda/Hyderabad: Near the busy, bustling roadsof newly urbanized suburbs of Hyderabad, Mehdipatnamand Tolichowki lies a tumbled fort which was once thebase of Qutub Shahi dynasty and marks the beginning ofrich heritage of this city of Nizams.
Golconda Fort was the worlds rst diamond market, where the diamonds like Darya-e Nur, Nur-Ul-Ain, theKoh-i-noor, the Hope Diamond, The Regent Diamond,Wittelsbach Diamond were preserved in the solid walls
are now a dumping ground of wastes.
Golconda today appears to be under siege, not froman army but from exploitative commercial mindset ofHyderabad Golf Association (HGA) and ever slipshodArcheological survey of India (ASI). Andhra Pradeshtourism department, with the consent of the ASI, hasleased 70% of the land in the fort to HGA to develop aninternational golf club.
Golconda fort is now virtually seized with barricadeserected at each turn, guarded by one s itting guard keepingvigilant eyes on the visitors, all employed by HGA.
On the entrance is a seal of ASI stating warningsregarding any construction in the site or any destruction ofthe site. Ironically, the board of HGA near it manifests theconstruction (or destruction) works going on for years.
Mohammed Afzal: the heritage Warrior
Mohammed Afzal, who resides just near the footwalls of the fort since his childhood and has grown upseeing the different phase of destructions of this historicmonument, has taken upon himself the herculean task ofpreserving the fort.
The read bearded crusader wears a serious look seeingthe glorious heritage of Deccan turning into ruins.
As Afzal enters the fort, the familiar security guardsoffer him Salam, remembering him as the only frequentvisitor and for his enormous dharnas against their mightyemployer HGA on the main gates.
The main and direct ways to the historic monumentsin the fort is being blocked by huge gates, with writingsin bold highlighting the new owner - Hyderabad GolfClub.
If one wants to take an inside peek of to the monumentsin Naya Qila, one has to travel a sloppy and bumpy dryroad which most people will think twice before taking. But for Afzal, who is in his early 50s, it has now becomea habit to walk on riders to inspect the preservation of themonuments.
Can you imagine tourists walking this road; evenlocals have stopped visiting the Qila after these restrictionswere imposed by HGA, says Afzal while trying to climba mini foothill.
After passing through a long dry road we nallyreached a splendid monument. This is Masjid MustafaKamal, build in 16th century by Abdullah Qutub shah ina rare Turkish architecture. Now it is disconnected withrest of the world, says Afzal, staring at its well-craftedwalls.
Then turning left, he points at the grass eld of thegolf course, and alleges that the golf course build standson a historic grave yards, which was Wakf property.
See all this well maintained green grass, beneath itare the graves of our ancestors, Afzal says, adding, Thiswas a Wakf property but HGA, in collusio2n with the APtourism department, has razed the graves to facilitategolf course, and turned our ancestral graves into a merrymaking spot.
As the Wakf board did not raise objections, Afzal withthe help of other heritage activists took it on his shoulders
to protect the wakf land and approached the high courtling a PIL.
On the orders of Hyderabad High Court to le astatus-report on the grave yard and historic mosque, wakfboard carried a survey and presented in the court thatlling and leveling work has been carried out in the graveyard and at the mosque with heavy machinery.
An estimate 800 crore worth of wakf land has thus beenencroached. High court has ordered a fresh demarcationof the wakf land.
Afzal thus succeeded in saving at least few reamingportion of the historical grave yard.
The grave yard might have been razed down but themosque still stands on the state of apathy and negligenceby ASI.
Entering the mosque through its well-carved granitearch, one can see the graves of three ministers in thecourtyard, crafted in Persian style. Inside the walls isdusty and depilated mosque. From its look one can guessthat it might not have seen a congregation prayer for yearsnow.
As a protected 16th century monument of ASI it isno different with other fort walls surrounding it. Granitewalls, it appears, may fall down any time.
It is a big scandal, mumbles Afzal. One cannot
imagine that Golconda, which generates a lot of revenueto the government is not being allotted money forpreservation, he adds.
Afzal alleges that the ASI has turned into a monument
leasing authority than a preserving one.
Conspiracy continues:
Afzal alleges that after the court ordered wakf board toprotect the historic mosque, the HGA hatched a conspiracyin British style and created a dispute of Shia-Sunni.
When the movement to protect the monumentgot momentum HGA declared that it was built by Shiaminister of Qutub Shahi dynasty. Hence Sunnis have noright to ght for it, Afzal says.
Consequently some people from the Shia communitygathered in the mosque and erected one red ag in themosque, and prayed, he informs.
Afzal, however, does not mind the new ploy of the
HGA, as he believes that their own plan has turnedagainst them. It was good that they have made that claimand forced more people from the Muslim community inparticipating to protect the monument, he says.
Our aim was to protect the monument and to take theght in public and HGAs plan for sure has helped us,Afzal says with a smirk on his face.
Heritage site being destroyed:
The narrow but wide stairs to the terrace of the mosqueresembles that in the Charminar. As we reach the terrace,
Afzal, still struggling to stand on the contours of the highwalls, rejects the governments argument that developinga golf course will boost tourism and give a world classrank to the fort.
He says, This fort was world class as suggested byUNESCO for world heritage site. It was always in themap of the world, the fort might have boosted that golfcourse but HGA have certainly destroyed it.
Once again pointing towards the lush green golfcourse, he informs, when the digging process was going
on workers on this site recovered many medieval goldcoins and other accessories now kept in museum.
Arguing against misplaced materialism over culturalheritage, he argues that such historic site is a place forpreserving history, heritage and culture not for destructingto enjoy a foreign game.
In ruins for years now:
Afzal narrates how this Quila has been in ruins foryears, with little attentions paid to it. He explains howportions of walls were demolished to make way for club.
Medieval canons are lying on the towers. Some aretaken away by military for decorating their camps, healleges.
Returning back to the main road from the shoddyway, Afzal showed the granite stair case. One half was
missing. See they slashed down the stair case leading tothe tower to facilitate fencing. Isnt it a destruction, isnt itagainst ASI rules, Afzal laments; and then remorsefullyanswers, I guess rules are for common people not forgovernment. Neither for big corporations! or its just a
writing on the paper.
Walking deep inside the newly constructed concrete
road one can see, Masjid Mulla Khayali, another 16th
century mosque in the fort built in a memory of a poet. In
front of it stands a 400 year old African Boabab tree.
The mosque is presently locked by the ASI for reasons
not known to anybody. Another historic monument seems
to be laid to rest like the person on whose memory it was
constructed!
Its right side has been fenced with wires, to prevent
any trespass in the much cared golf course, truly giving a
vivid picture of governments priority. As we passed through the bushy medieval walls of the
fort a contaminated lake falls under the bridge which is
now turned into sewage, of course, out of the shadow of
the golf course.
Informing that he, along with other heritage activists
made several representations before the ASI, Afzal alleges
that the ASI has been reduced to a namesake, when it
comes to practical protection of the monuments.
Fighting like a brave soldier:
Mohammed Afzal is bravely taking over inuential
lobbies and ASI. Like a brave solider, with seless goals,
he is ghting to protect the fort which he considers as an
integral part of Deccani heritage and culture.
He is, however, thankful to all those who extended
support to him in his struggle. I couldnt have done thiswithout the back support of many NGOs like SOUL,
Forum for better Hyderabad and other heritage activists
even judiciary has helped us a lot in interfering in the
illegal constructions, Afzal says.
The heritage crusader believes that preserving a
communities cultural heritage is paramount. If onewants to destroy the history of a community, he can do iteasily by destructing its heritage. If we want our historyto be protected then we have to stand up to protect ourheritage, Afzal adds.

No individual has dominated the Indian political
space more than Arvind Kejriwal in recent weeks. The
reason is that he has done the unthinkable: levelled
corruption charges against the family of Sonia Gandhi,
the most powerful woman in India, and Nitin Gadkari, the
Bharatiya Janata Party president. Next in line was Reliance
Industries Ltd of Mukesh Ambani, the richest Indian. The
allegations may or may not stand legal scrutiny but there
is no mistaking their rattling effect.
A Magsaysay award winner and a former Indian
Revenue Service ofcer, Kejriwal shot into prominence
last year when he joined social activist Anna Hazare.
Their agitation attracted unexpected and massive public
support, forcing the UPA government to bring out a Lokpal
(ombudsman) bill to tackle corruption at the political and
bureaucratic level with an added sense of urgency. That
bill, rejected by India Against Corruption (IAC), is now
with a Parliamentary Standing Committee but is no longer
a pressing issue now.
The anti-corruption movement began to lose its
momentum. Kejriwal realized there was no shying away
from the political process. As Hazare was reluctant to
enter electoral politics, Kejriwal decided to set out on his
own with some IAC members and has nalized plans to
launch a new political party. Launching a party may not
be difcult but making it count can be challenging, more
so when it seeks to be driven by a single-point agenda of
rooting out corruption.
The truth is that issues like ght against corruption
can appeal to urban middle class and occasionally succeed
in mobilizing ash mobs but are unlikely to serve as
foundation for a political party. For instance, Communists
in India are for the most part untainted by corruption but
they never go to town about it. Their support base has
more to do with ideology than perceived probity.
In a space crowded by seven national parties, 30-odd
state level parties and a multitude of unrecognized parties,
it is no mean a task for a new party to carve out its own
constituency. Further, election strategies in India are
based on the composition of the electorate in terms of
religion and caste and promises of sops and caste-based
job reservations. Fighting elections is an increasingly
expensive proposition.
If Kejriwal's new party wishes to stick to its high
morals and is content just to make a formal entry into
the political arena, such a foray is not going to make any
difference for several years to come, if ever. However,
given his unmistakable ambition, Kejriwal is more likely
to come to terms gradually with the realities of electoral
politics and forge pre-election alliances with select
parties without being unduly concerned with their source
of funding or type of candidates they eld. Since he has
chosen to jolt both the Congress and BJP, it is evident he
will try to position his party in the Third Front space.
It is in this context Kejriwal's ideology and views
on important matters merit attention. His opposition to
market mechanism and prot motivation, unqualied
faith in the wisdom and integrity of village committees to
decide how to spend development funds and outrageous
statements attributed to him like "If you want to change
the system, you have to break laws", and such other
pointers are cause for concern. It is possible his views
are still at a formative stage and amenable to change
through constructive interaction. Since the basic intent of
the crusader is laudable, every effort should be made to
draw him out through persistent engagement so that his
views on issues like inclusive growth and empowerment
are not divorced from reality and he commits to respect
democratic institutions and the rule of law.
Arvind Kejriwal: Can he make an impact in politics?
Washington : "This wasn't fate, and it wasn't anaccident," said Barack Obama who won a second term as
US president after defeating his Republican challenger Mitt

Obama, the third consecutive president to win a second

a cheering crowd in Chicago.
"I'm about to go speak to the crowd here in Chicago, butI wanted to thank you rst.
"I want you to know that this wasn't fate, and it wasn't an

New Delhi : The Rashtriya Swayamsevak
Sangh (RSS) Tuesday disapproved of a
purported comparison between Swami
Vivekananda and fugitive don Dawood
Ibrahim by BJP president Nitin Gadkari andsaid there was a need to keep in mind public
sentiments associated with renowned gures.
RSS spokesman Ram Madhav said Swami
Vivekananda was respected across the world. "We have
to keep in mind that sentiments of millions of people are
attached to them and we should be careful."
Asked about Gadkari's continuation as the Bharatiya
Janata Party (BJP) president in the wake of demands
by Ram Jethmalani and some other leaders for his
resignation, Madhav said these matters
would be handled by the party.
"We have nothing to comment on
these things."
Gadkari Tuesday regretted his
remarks on Swami Vivekananda, a day
after he denied comparing the 19th
century seer to the fugitive don.
"I would like to reiterate that I never compared
Swami Vivekananda with anyone. I had absolutely no
intention to project Swami Vivekananda in bad light. If
my words about Swami Vivekananda have hurt the public
sentiments in any manner, I express my sincere regrets,"
Gadkari said.
The BJP chief said Swami Vivekananda had always
been a source of inspiration for workers and leaders in
the party.
Gadkari had Monday stoutly denied having compared
Swami Vivekananda with Dawood Ibrahim and said he
had been grossly misquoted.
Speaking Sunday at an awards function in Bhopal,
Gadkari said: "If we could compare the IQ (intelligence
quotient) level of Swami Vivekananda and that of Dawood
Ibrahim, then it could have been almost similar. But their
direction in life is so different. While Vivekananda used
it for nation building, brotherhood and spiritualism,
Dawood used it for destructive purpose, to excel in the
crime world."
RSS disapproves of Gadkari's remarks on Swami Vivekananda
Shimla: Known for itshealthy gender ratio, the remotetribal-dominated Lahaul & Spitidistrict in Himachal Pradesh hascreated another record: Womenvoters outnumbered men in theNov 4 assembly polls.
Neeraj Sharma, ofcer onspecial duty with the state election
department here, told IANS thatthe turnout of women voters inLahaul & Spiti was 76.51 percentagainst 73.42 percent for men.
The district, known in thecountry for growing sweet potatoesand bitter hops, has 10,995 menand 10,915 women voters, ofwhom 8,073 men and 8,352women exercised their franchiseNov 4.
Interestingly, the sprawlingBuddhist-dominated district, whichspreads over 13,835 sq km, has1,013 females per 1,000 males inthe 0-6 age group as per the 2011census - the highest in the countryat the district level.
The district has a population of31,528 - 16,455 males and 15,073females.
An election ofcial said thepercentage of women votersexercising their franchise in thestate has been on the rise since the1993 assembly elections.
"For almost two decades, the women outnumbered menas voters and they hold the keyto the formation of the everygovernment," an election ofcialsaid.
The turnout of women (71.10percent) was almost similar withthat of men (71.90 percent) in
1993.After that, the turnout of
women voters exceeded that ofmen. Against 70.26 percent turnoutof men, it was 72.21 percent ofthe women who exercised theirfranchise in the 1998 assemblypolls.
In the 2003 assembly elections,75.92 percent women cast theirvote compared to 73.14 percentmen and in 2007, 74.01 percentwomen cast their vote compared to68.36 percent men.
The highest turnout of womenwas recorded this year, when77.05 percent women cast their
vote, whereas 70.93 men turnedup to exercise their franchise - adifference of 6.12 percent.
While 1,704,023 womenexercised their franchise, 1,647,388men came out to vote to elect theirrepresentatives.
The overall voting in thestate was around 75 percent - a
record high - for the 68 assemblyconstituencies, an ofcial said.
Social scientists attributethe increased participationof women in the democraticprocess to the higher literacy and
awareness drives by the Election
Commission.
"Women are more active
in the state than men, be it inthe elds or participating in the
democratic process," said Subhash
Mendhapurkar, director of NGO
Social Uplift Through Rural Action
(SUTRA).
Sadly, the main parties in the
state - the Congress, the BJP and
the CPI-M - have not been fair to
women.
As against the four women
candidates elded by the Congressthis time, the BJP has elded seven
women, including four sitting
legislators. The CPI-M has only
one.
A total of 27 women out of459 candidates are in the fray. The
votes of the Nov 4 elections will be
counted Dec 20.
From 1972 till 2007, only
19 women have won from 36
constituencies, some winning more
than once like Congress leader andseven-time legislator Vidya Stokes.

By Prasenjit Biswas,
The history of displacement and
dispossession is re-enacted for the
victim-survivors of Bodoland riots.
Implicitly proscribing them from returning
to their homes by asking for their valid
land documents, the government is also
disqualifying them both from being
recognized as a victim and from being a
legitimate citizen of this country.
In a moving testimony, one of thesurvivors among the the thrown outs
of Special Guwahati bound train from
Bangaluru incident in North Bengal, Sheikh
Saddam, a resident of Hailakandi of Assam
recalled how mere mention of their intent to
return home for Eid got ten of them pushed
out of the running train. Hailing from the
Northeast and yet treated as an other or
different, the victims identity became the
marker of difference for punishing them.
While many of the Norteasterners from
other parts of the country experienced
racial otherization, the same is repeated in
relation to an internal other. In another
heartbreaking incident, an established
businessman in Mizoram, who migrated
from Silchar in the early eighties and gotmarried with a Mizo woman and remained
as head of a family for two decades with
a ten year old daughter is forced divorced
by vigilante groups. The vigilante group
dictated separation for the Mizo woman and
her daughter Julian from their alien husband
and father. Such a heartbreaking enforced
divorce presumably sets an example for any
Bhai or outsider suspected to be an illegal
immigrant. The difference of language,
culture and religion with the added marker
of being a Bengali Muslim or being from
the plains can invite subjection to a legal or
extra-legal procedure. In the process, many
Bengali Muslim and Hindu Indian citizens
are turned into D voters and even pushedback inside Bangladesh, some of whom later
were restored their Indian citizenship after a
painful legal battle.
Right groups such as Citizens Rights
Preservation Committee (CRPC) working
in Assam has found an utter intransparency
and shady dealing by the Police to suspected
illegal immigrants. Not only many genuine
Indian citizens are sent to detention camp, but
many of the detainees there also are declared
Law of the other in
Indias NortheastBangladeshis in an ex-party manner. The recent edition of Foreigners (Tribunal)
amendment order,2012 makes it mandatory for any person issued a summon to prove
her Indian citizenship to come with all the proof within maximum ten days. Right
groups worry that how can such a person produce certied copies of voters list of
past years such as 1971 in such a limited time period? Even an application for certied
copy takes a minimum of a month. This leaves open the possibility of many moreex-party judgements declaring a genuine Indian citizen to be a foreigner. Within the
provision of Foreigners Act,1946, only the suspect has to prove her citizenry while
any misplaced intent of the accuser remains unimpeachable. Right groups now fear
that foreigners tribunal with its latest amendment would go into declaring lakhs of
suspected Indian citizens of Bengali origin as foreigners in ten days time without
any time for adjudication and then they will be pushed back through the border with
Bangladesh. This opens up a legalized and juridied process of dispossession of the
internal minorities living as other in Assams multi-ethnic social space.
When the major ethnic students and youth bodies of the Northeastern region
are coming together for a greater pan-ethnic solidarity for driving out the illegal
immigrants, the state of fear among the minority Bengali population of lower Assam
is rising. Even those who have been living in Bodoland districts for a century and
possess valid land documents live in a fear of being dispossessed. The depressive
effect of riots and killings this time is that many of the old settled families are selling
their properties and looking for a safe shelter. Living in perpetual fear of being
declared as stateless and deported makes an exception to their constitutional right tolife and livelihood.
The situation is fully exploited by the Hindu right in spreading fear among the
Hindu population by creating a situation of Muslim backlash. On 28th August last,
the day of the bandh, the right Hindu forces mobilized a section of Bengali Hindu
community to keep their shops and establishments open in Assams Barpeta road area
that resulted into some death, clash and arson. The strategy of the Hindu right has
always been to organize a Muslim backlash by way of provoking them to attack and
then use such attacks as their ploy to launch an all out attack on Muslim minorities.
The fact nding team from CRPC after august 28th violence in Barpeta road that left
a few hundred people belonging to Hindu Bengali community homeless came to the
conclusion that the clash there has been an
outcome of the ploy to organize a Muslim
backlash for not joining the bandh call by
AAMSU.
This planned division between Bengali
Hindus and Bengali Muslims by the Hindu
right gels well with what the ethnic students
bodies of the region cry out in the name of
protection of ethnic and tribal identity. An
idea of ethnic identity is constructed on
the basis of a possible loss of identity if
it is outnumbered by settlers. A conation
between Indian citizens and Bangladeshi
immigrants is played out here to otherize
any non-ethnic non-tribal citizenry. Within
this, if it is Bengali Muslim, they become
the most vulnerable, closely followed
by Bengali Hindus as well. The whole
propaganda against Bangaladeshis target
the Bengali speaking population as possible
suspects. Due process of law is curtailed
in order to differently apply law to the so
called suspected Bangladeshis. Seemingly
the rights guaranteed by national and
international law in the case of suspected
Bangladeshis is overruled by some at or
diktat of executive without allowing any
judicial review of the procedure adopted insuch cases.
Ethnic student and youth bodies
of the region passionately argue about
encroachment of tribal land by illegal settlers
in Bodoland areas. In many of the tribal
blocks and belts of Assam as well as in river
islands, the rise of a land-market created the
difference between the resource-owning
and resource-using communities. The
legal bar on owning land is now held against
the non-land-owning and resource-using
communities to make them ineligible even
to be a citizen by connecting them with
illegal immigration and its attendant legal
arbitrariness. To dispel such a fear of the
other, strong protective discrimination
combined with a sensitivity towards the
dignity and right of the immigrant Other
needs to be reframed in the sphere of law
and politics. The governing ethnic elites
must recognize this simultaneous need
of openness and closure. The current
turn towards regional re-ethnication
of homelands in Northeast then would
become inclusive and democratic. It will
auto-correct the failing law of the land as
well as the fear of the Other.
Beijing : When the new top leaders of the
Communist Party of China (CPC) are elected at
the 18th CPC National Congress, slated to convene
Nov 8, they will inherit great wealth from the past
success while facing unprecedented challenges,
Xinhua reported Wednesday.
The CPC's achievements, especially those
made in the past decade, are praiseworthy -- a
point acknowledged even by some sceptical
Western media, said an article titled "China's
future leadership to inherit fortune, burden" that
was released by the state-run news agency.
The CPC ushered in efcient management for
the world's most populous country, bringing Chinaback to the center stage of world affairs.
In the past decade, China has become the
world's second-largest economy, the world's
biggest manufacturer and exporter and the owner
of the world's greatest amount of foreign exchange
reserves. Not since the Opium War in 1840 when
the country was crashed by Western powers has
China held such power.
The country's growing middle class and the
drastic decrease in the number of people living in
poverty all testify to the CPC's ruling capacity and
will generate future development opportunities.
China's potential has yet to be tapped in terms of
industrialization, urbanization, informationization
and agricultural modernization, as pointed out by
Premier Wen Jiabao at the Summer Davos Forum
in September.
Economic restructuring has become more
noticeable recently, with new economic zones,
which used to be located almost exclusively
along the country's eastern coastal area, extending
inland. In the rst three quarters of this year, inland
provinces and municipalities have outshined their
coastal counterparts in terms of the economic
growth rate. Green energies, high-tech industries
and some other emerging industries are moving
into China's central and western regions.
Many experts believe that in the long term, China
will thrive due to its strong political leadership and
great market potential.
"With growing integration with global
development, China is able to make full use
of markets and resources, both internally and
externally, to achieve its growth," said Qin Gang, a
professor with the teaching and research department
of scientic socialism at the Party School of the
CPC Central Committee.
China is stronger and now has more room and
power to maneuver its development than it did 30
years ago. Meanwhile, more advanced experience
from other countries is available for China to learn
from, he added.
"Apart from the improvement in its all-around
strength, China shows another signicant
competitive advantage -- a whole set of self-created
mechanisms with which it can respond to challenges,
which have been revealed and proven effective,"
he adds. Qin cited China's countermeasures taken
in response to the 2008 global nancial crisis as an
example.
