01 Highways 1. Make better use of existing road network
to address illegal parking and hawker activity, traffic signal control and
the needs of pedestrians
2. Reduce congestion at various key points• Tanjung Tokong and Gurney Drive
• Approaches and exits to Georgetown and Penang Bridge
• NSE/ Butterworth-Kulim Expressway junction• Autocity/ NSE intersection, etc…
CURRENT KEY CHALLENGES
(7)
02
Bus
1. Services mostly radial and concentrated on main roads
2. Limited penetration in residential and industrial areas
3. No connectivity between Bayan Lepas Industrial Area and
residential areas
4. Low bus service frequencies in rural areas5. Lack of connectivity between Mainland and Island
03
Taxi
1. Taxies don’t operate on meters - fares have to be negotiated
2. Taxis don’t cruise for hire – passengers are targeted at fixed
locations
8/19/2019 Penang Integrated Transport Plan
8/76
CURRENT KEY CHALLENGES
04Ferry
1. Service is in a state of decline, Ferries are old and need
replacement
2. Service operates at a loss, Under current regime things are
unlikely to improve
05
Pedestrian1. Footways are narrow or non existent. Where provided, they
2. This makes walking difficult and greatly reduces the
attractiveness of using public transport
06
Institution
1. Illegal parking, hawker and road safety issues are not
satisfactorily addressed
2. Land use planning process is not fully aligned with transport
planning process
3. The State has limited powers and funds to make PT work - PT
regulation, operations and licensing are all controlled at
central government level. Therefore to make any significant
change it needs the cooperation of other public bodies or the
private sector

DEVELOPING THE OVERARCHING
STRATEGY Purpose of Overarching strategy
• Set out a long term conceptual Transport Master Plan for Penang
• This needs to be established prior to developing quick wins, short term andmedium term schemes
• Once the overall approach has been agreed, more detailed analysis will beundertaken
The key consideration is that anything we do over the next five or
ten years needs to be compatible with the Long Term Plan
Establishing this Long Term Plan first is therefore imperative

Politicians to tech experts We need to solve our roadcongestion problems!
Once this is the underlying general principle forpolicy, technical experts can easily propose techsolutions, but must realize too the need for the politiciansto be guided in a wider context with regard to other
societal stakeholders (transportation majority).Transportation majority are all those of us who have nochoice and are increasingly poorly served by themainline, car-based, truncated service arrangements thateat up most of our taxpayer money and take away our
choices.
Each year, as our populations age this majority grows innumbers, including also OKU, women and children.
