BLUF
• Not enough Sailors to fill all billets.• Prioritization set by Manning Control Authority (USFF).• Detailer’s work with each individual Sailor, taking into
account their personal needs, to fill available requisitions.
PRIORITY
• But, there is “friction in the system…
Enlisted Manning Friction
Greater friction impact for optimally manned ships
2.5% unfunded student / training billets
1.7% LIMDU or assignment limited
1.5% reassigned due to pregnancy
1.1% GSA and IAMM orders
0.8% separation/retirement leave
0.4% unfunded transient status
0.4% unavailable due to other Special NMP

DistributableInventory
If BA (funded billets) is 100% for a unit/command, distributable inventory reflects the following:
“Balance of Power”
• Two distinct, separate, but dependent enlisted distribution functions
– Detailers: the Sailor’s advocate– Placement: the Command’s advocate
• Enlisted Community Managers (BUPERS-32) are not within the Enlisted Assignment Division. However, they work with PERS-40 in a coordinated manner
– Perform to Serve– Rating Conversions– Advancement Quotas– High Year Tenure

What Detailers Work to Balance…
9
• Counsel and advise Sailors – Act as the Sailor’s advocate!• Make assignments via CMS/ID within PRD window (-3/+4
months)• Coordinate Spouse Collocations (1306/7 always required from
both members, regardless of service branch)• Extend PRD (NAVPERS 1306/7 usually required)• Support Special Programs
• Camp David, White House duty, SEAL Support, Recruiting, Recruit Division Commander, EO Advisor, Brig Duty, Instructor Duty
Sailor must be released to special programs detailer by their rating detailer.
What Detailers Do...What Detailers Do...
10
• Make assignments to non-existent requirements• Break PRD more than -3/+4 Months• Change Sea/Shore Flow• Change Enlistment Contracts• Break Time on Station/DoD Area Tours requirements • Detail Sailors prior to Perform to Serve approval• Override PERS-4 direction concerning COT/Coast to Coast• Override local Command policy/screenings (i.e. CNFJ)• Detail to billets that require unobtainable OBLISERVE
(i.e., PTS or HYT)
WAIVERS TO THE ABOVE WILL BE STAFFED WITHIN NPCWAIVERS TO THE ABOVE WILL BE STAFFED WITHIN NPC
What Detailers Can NOT Do...What Detailers Can NOT Do...
11
• Monitor command readiness – Act as the Command’s advocate!• Set CMS/ID each month based on:
– Number of rollers in the 9-month window– Valid pending vacancies in the fleet– Manning Control Authority (MCA) priorities
• Coordinate Manning actions with the MCAs and TYCOMs• Manage TPP&H assignments (LIMDU, pregnancies)• Manage the Navy Manning Plan (NMP)• Provide additional requisitions (ADREQs) when appropriate• Authorize Paygrade Substitutions, with MCA concurrence• Answers Enlisted Manning Inquiry Reports (EMIRs, PERSMARs)
What Placement Does...What Placement Does...
Career Management System/ Interactive Detailing (CMS/ID)
• Provides transparency in the detailing process• Displays AVAILABLE prioritized requisitions• Collects Sailor preferences and job applications• Informs Sailors of assignment considerations, incentives, and decisions• Enables gaining commands to rank applicants and communicate command
information• Recent changes:
– Application window adjusted to 9-7 months from PRD– Red Zone Requisitions changed to highest priority requirements
• Must fills for the detailers
– Sailor preferences now include ability to volunteer/express interest in a GSA assignment (OSA)– Sailors can submit their own applications, but…– Allows Sailors to apply for SELRES option (NOSC choice)
PTS and Detailing
Ideal application period for personnel who require OBLISERV. Applications should be submitted 12 monthsprior to PRD to allow maximum number of looks prior to Detailing Window.

Overseas Contingency Support Assignments (OSA)
• “IAMM with backfill”…combines the best of GSA / IAMM– Entitlements at ECRC / NMPS– Command sponsorship / ownership– ECRC capacity
• Replacing enlisted GSA assignments in OCT 10
• Based on Sailors indicating a preference for an OCO assignment.
• Sailors will remain assigned to their current command during the OSA assignment (their PRD will be adjusted), but they will not be counted against the command’s manning.
• A requisition will be generated for their relief at their original PRD, if manning support it.
• Sailors will return to their command upon tour completion (or if they fall out during the process) for further assignment.
Pre-screening / CIAC Duties Paramount
16
• CAUTIONS:
– Sailors requesting to match their PRD to their EAOS are assumed to be separating at the EAOS.
– Declaration of intent to separate is very close to being an irrevocable request (as is submission of fleet reserve requests)
– Failure to negotiate orders in a timely manner may result in your PTS quota being revoked.

CMS/ID Gates/Flags
• Gates: CMS/ID rejects applications based on policy violation. This forces the communication between the Sailor, the Detailer, and the command for special circumstances

EVAL/FITREPExceptional Family MemberProjected Rotation Date
• Flags: CMS/ID displays flags and the reason a Sailor’s distribution profile contains data that may make them ineligible for a position: (Sailors make an informed decision to move forward or make another application.)

Professional Apprentice Career Track (PACT)
• GENDETS have been replaced with A/E/S-PACT Sailors
• Guaranteed ‘A’ school at 24 months• PRD is, therefore, typically set at 24 months
• Require proactive command engagement
• Can request designation via rating exams• Early designation (via rating exam) does not change their PRD and could
adversely affect a command’s manning profile
