Welcome to the PNWA Annual Convention!
It is a pleasure to welcome you to Portland, and to a
thought provoking and exciting program. This is my final
year as President of PNWA, and it has been both a
pleasure and honor to serve as the head of such a fine
organization.
As my term concludes, I look back on the many successes
we have enjoyed and look ahead to the challenges we
must collectively address. In 2014 and 2015, we
welcomed eighteen new members, enjoyed excellent
participation for our events, and successfully advocated
for robust funding for our navigation projects in Puget
Sound, the Oregon and Washington coasts, and on the
Columbia Snake River System. We look ahead to
continued federal funding and regulatory challenges, but
with our unique and diverse membership I am confident
we will continue our record of success in promoting
infrastructure, economic development and trade in the
region.
As I pass the baton to the next PNWA President, I am
proud of PNWA’s history of success, and confident in the
path ahead. Thank you for your support and please enjoy
the conference.

As the Portland District Commander, Col. Jose Aguilar is responsible for one of the Nation’s most
comprehensive and diversified civil works programs. Covering most of Oregon and southwestern
Washington, the Portland District operates locks and dams along the Columbia River, manages dams
in the Willamette Valley for flood damage reduction, maintains Oregon’s coastal rivers for navigation,
and leads the Nation in hydropower generation, while ensuring environmental protection and
restoration, fish and wildlife enhancement and recreation. He received his U.S. Army commission in
1991 and has served in leadership and staff positions in Europe, the Middle East and throughout the
United States. Col. Aguilar holds a Bachelor of Science degree in civil engineering from the United
States Military Academy at West Point and a Master’s degree in business administration – aviation
management from Embry-Riddle Aeronautical University. His military education includes the engineer
officer's basic and advance courses and the U.S. Army Command and General Staff Course.

Jonathan joined the Oregon Department of Geology & Mineral Industries in 2001. He earned his BS
in Geology in May 1990, his Masters in 1991 and a Degree of Doctor of Philosophy in December of
1998. His other current positions are Courtesy Faculty Staff, Marine Resource Management Program,
College of Earth, Ocean & Atmospheric Sciences at Oregon State University and Northwest
Association Networked Ocean Observing Systems (NANOOS) User Products Committee Chair. He is
a member of the American Geophysical Union (1999-present), a member of the Coastal Education &
Research Foundation, Inc. (2000-present), and 2015 GSA Environmental and Engineering Geology
Division (EEGD) E.B. Burwell, Jr. Award. His research interests are in understanding the role of: beach
process dynamics in lake and oceanic environments, Coastal Hazards, Shoreline management,
Equilibrium beach forms, El Nino/La Nina Southern Oscillation, Climate change, Sediment dynamics,
Wave climates, Coastal and ocean observing.

Peter Bennett joined Millennium in December 2011 with 30 years of experience working for a global
shipping company covering all aspects of their West Coast operations. He is responsible for
expanding the bulk product business at Millennium and remains active in numerous business and
community organizations.

Randy is graduate of the University of Alabama with a B.S. in Marine Science and Biology and a
graduate of USCG Officer Candidate School Additional graduate work at the U.S Naval War College
and Oregon State University.
He has over 20 years’ experience in Active Duty in the USCG with tours in Port Arthur, Texas;
American Samoa; Portland, OR; Washington D.C. and Seattle, WA. He has served in various positions
including: Marine Inspector, Maine Investigator, Chief of Environmental Protection, Chief of Support
and Logistics, Liaison to the Government of American Samoa, Marine Safety Unit Supervisor, Chief of
Planning and Chief of Operations. Randy has an additional 8 years civilian federal services experience
including the National Park Service, FEMA and the USCG.

Frances E. “Beth” Coffey is the Chief, Operations Division for the U. S. Army Corps of Engineers, Seattle
District. She has served in this position since August 2012. As Chief, Operations Division, Coffey is
responsible for the leadership, management and execution of the annual Operations and Maintenance
(O&M) program of over $100 million, including direct funded Bonneville Power Administration and 350+
employees supporting federal water resources, including operations and maintenance, navigation, flood
risk management, hydropower, environmental stewardship, recreation and water quality supply, in the
upper Northwestern part of the U.S. The Operations Division also includes a Regulatory program that
provides permit actions in one of the most environmentally sensitive areas in the country. Emergency
Management is a part of the Operations organization as well, overseeing emergency response to flooding
and levee program oversight within the Seattle District. Seattle has one of the most active emergency
response programs in the Corps.
Beth Coffey has over 25 years experience with the U.S. Army Corps of Engineers, starting in 1990 as an engineering intern with the
St. Louis District. Coffey served for five years as an environmental engineer, providing environmental engineering support to nine
operating projects as well as other federal customers in St Louis District. She has over seven years experience as a planner/project
manager in the Seattle District, working on variety of Civil Works and IIS projects. Coffey also served as South Application Review
Section Chief in Regulatory Branch for the Seattle District. She most recently served as Civil Works Branch chief, Planning,
Programs & Project Management Division. She received a B.S. in Civil Engineering from University of Missouri in 1992 and
currently enrolled in the U.S. Army War College. She graduated from the Seattle District leadership development program in 1999.
She also earned her Professional Engineer (PE) accreditation from the State of Washington in 1999 and her Project Management
Professional certificate in 2011. She is married to Duane Coffey, they have two dogs, and enjoy white water rafting, running and
downhill skiing.

Colonel Torrey A. DiCiro assumed duties as the Deputy Commander of the Northwestern Division, U.S.
Army Corps of Engineers, on July 16, 2015. Col. DiCiro assists the Division Commander and senior staff in
managing an annual program of more than $3 billion in civil works, military construction and
environmental restoration projects in more than a dozen states. The Northwestern Division encompasses
two major river basins — the Columbia and Missouri — with a workforce of approximately 4,800
individuals located primarily in five district offices in Portland, Ore., Seattle and Walla Walla, Wash.,
Omaha, Neb., and Kansas City, Mo. Prior to his arrival at Northwestern Division, Col. DiCiro served as the
Deputy Commander of the Corps’ Mississippi Valley Division from 2014 to 2015.
Col. DiCiro was commissioned a second lieutenant after earning a bachelor’s degree in civil engineering from the U.S. Military
Academy at West Point in 1993. Col. DiCiro earned master’s degrees in civil engineering and business administration from the
Georgia Institute of Technology in 2001. His military education includes U.S. Army Ranger, Sapper, Airborne and Air Assault, and
Jumpmaster courses, the Engineer Officer’s Basic and Advanced Courses and the Command and General Staff College. He is a
registered professional engineer in the State of Missouri and a project management professional.

For over 30 years, Walt Evans has represented Pacific Northwest ports, tug and barge companies and
other water-related businesses in their efforts to bring economic development and job growth to the
region. Walt first helped NW towboat companies in the early 1980s, when major water resource
development changes were proposed and debated. He and his clients first opposed and then helped
shape elements of the landmark 1986 Water Resources Development Act which imposed for the first
time various cost-sharing elements for water projects. He began helping PNW ports shortly thereafter,

As a member of the business group at Schwabe Williamson & Wyatt, Walt has helped ports solve a wide
variety of issues, often in the regulatory or legislative arenas. He is part of a Schwabe team that
specializes in admiralty, environmental, land use, condemnation, construction, real estate and waterfront development for port and
water-related clients throughout the Northwest. Throughout, he has worked with officials in the Corps of Engineers at the District,
Division and Headquarters levels on behalf of waterfront and water-based entities. Walt has both formed and participated in
coalition and association efforts to shape water policy initiatives (and to oppose, from time to time, some misguided

April Snell is the Executive Director of the Oregon Water Resources Congress (OWRC), a nonprofit association representing irr igation
districts, water control districts, drainage districts, and other agricultural water suppliers around the state who deliver water to roughly 1/3
of all irrigated land in Oregon. OWRC has been promoting the protection and use of water rights and the wise stewardship of water
resources since 1912. Prior to taking the helm as Executive Director in 2012, April served as OWRC’s Interim Executive Director for 5
months and Assistant Director for 4 ½ years. She previously worked at the Oregon Water Resources Department, where she worked
extensively with the Department’s stakeholders and staff on water supply, water conservation, agency budget, and legislative issues.
Before working in the natural resources sector, April provided tutoring and career counseling services to learning disabled college
students. April has a Master’s in Public Administration, Graduate Certificate in Nonprofit Management, and Bachelor’s in Pol itical Science
with honors, all from the University of Oregon. She has also been recognized as a McNair Scholar and an Oregon Sea Grant Fellow.
She is married, lives in Eugene and enjoys a variety of outdoor activities, including camping, rafting, golf, and running.

Nancy Baker, President, Board of Commissioners, Port of Vancouver USA
After serving 14 years as a port employee, Nancy Baker was elected to the Board in 2003, becoming
the first female commissioner in the Port of Vancouver’s 100-year history. Appropriately, Ms. Baker
served as Chair of the commission during the port’s centennial year in 2012. She is currently serving as
President of the Board for 2015. Elected to her second term in 2009, Ms. Baker is a graduate of
Hudson’s Bay High School and attended classes at both Portland State University and Clark College. In
1996, Ms. Baker was named one of Clark County’s Women of Achievement by Clark College and the
YWCA. In 2006, she received the Community Service Award from the SW Washington Labor Roundtable
and the Central Labor Council; in 2007 she was named one of the100 Most Powerful Women of Clark
County by the Columbian newspaper. Ms. Baker has served on numerous boards and commissions and
currently is a member of the Regional Transportation Council and the Vancouver Downtown Association.
The mother of two and grandmother of four, Ms. Baker is married to Ray Barney. Prior to her work at
the port, she spent 10 years in business management with a multi-million dollar retail store, as well as
several years in the heavy marine and building construction industry. Ms. Baker represents the Port of Vancouver’s District 2, and
her current term expires December 31, 2015.

Byron H. Hanke, Commissioner, Clark Public Utilities (Retired)
Byron Hanke was elected to the Clark Public Utilities Board of Commissioners in November, 2002, and
took office in January, 2003. He was re-elected in 2008; his term expired in 2014. Mr. Hanke has
served on the American Public Power Association’s Policy Makers Council, the Board of the Pacific
Northwest Waterways Association and the Board of the Northwest Public Power Association. He has
also served on the Board of the Washington PUD Association. Mr. Hanke is also retired from the Port of
Vancouver, where he served as executive director for 15 years. From 1970 to 1985, he held several
senior management position for Clark Public Utilities including Director of Public Relations, Manager of
the Camas-Washougal Division and Director of Management Services. In 1983, he was awarded the
Washington PUD Association William T. Elmgren Award for community service. Byron had previously
spent 10 years with Alcoa in various capacities and was a management consultant for two years. In
Vancouver, he has been active in various civic activities, having served on the Board of Directors for
Junior Achievement, Chairman of the Vancouver Citizens for Better Parks, Board of Trustees for the Miss Washington Pageant,
and Past Chairman of the Vancouver Parks and Recreation Commission. Byron earned a bachelors degree in Business
Administration from the University of Washington. He is married and enjoys boating, travel and golf.
Robert E. Hollenbeck, USACE Walla Walla District, (retired)
Robert E. Hollenbeck, after serving over 36 years with USACE, recently retired as the Chief, Design
Branch within Engineering and Construction Division. Mr. Hollenbeck graduated from Idaho State
University in 1979 with a degree in general engineering. He later attended Washington State University
and completed his master of science in civil engineering in 1987 with an emphasis in structural design.
He also holds a professional license as a civil engineer in the State of Washington.
Mr. Hollenbeck began his career with the Walla Walla District as an Engineer in Training (EIT) in 1979.
Shortly after completing the EIT program, he was assigned to Construction Division in Clarkston,
Washington. In 1982, he transferred to the District Headquarters, performing duties such as Technical
Lead Engineer and Project Manager, both as developmental assignments and other duties as assigned.
In 2011, Mr. Hollenbeck served as the Engineering and Construction Division’s first Workload Manager and was later promoted to
Chief, Design Branch in 2012. Mr. Hollenbeck was responsible for leading the Design Branch staff in the development of designs,
analyses, reports, and studies for the Walla Walla District. Mr. Hollenbeck also oversaw engineering support for feasibility and

programs, as well as integrated engineering technical support to the District's Operations Division. Mr. Hollenbeck also worked on
numerous designs and oversaw the planning and execution of many navigation projects including rehabilitation of the Lower
Granite Downstream Miter Gate, emergency repair of the Little Goose Upstream Navigation Lock Gate, many emergency repairs to
multiple navigation lock gates throughout the past 20 years. He also worked with the Operations Division and Portland District to
create a plan for major repairs and replacement of the failing infrastructure in the regions navigation system.
Mr. Hollenbeck has received numerous commendations including Department of the Army Superior Civilian Service Award,
Commander’s Award for Civilian Service, North Pacific Division nomination for the Roger Hoell Award for Corps of Engineers
Structural Engineers Conference 1995, Walla Walla District 1987 Engineering Excellence Award, and many Commander Coins for
dedication to service. Mr. Hollenbeck was born in Twin Falls, Idaho, and grew up in Pocatello, Idaho. Mr. Hollenbeck and his wife,
Katharine, have 2 children, both in college. In his leisure, Mr. Hollenbeck enjoys skiing, running, woodworking, and performing
various remodeling projects in his house, and has coached youth baseball, softball, and basketball, and assisted in Cub Scouts.
Captain Gary Lewin, Administrative Pilot, Columbia River Bar Pilots
Captain Lewin is the Administrative Pilot for the Columbia River Bar Pilots. The Bar Pilot Association is
the oldest continuous business in the State of Oregon, having been established by the State in 1846 for
the purpose of ensuring the safety of ships, crew, and cargo crossing the treacherous Columbia River Bar.
Captain Lewin has a Bachelors of Nautical Science degree from California Maritime Academy. He started
going to sea in 1965 and during an industry recession in the early 1970’s Captain Lewin attended and
graduated from the University of San Francisco School of Law. He is a member of the California and
Federal Bar.
He holds a federally issued Unlimited Master’s License and First Class Pilot’s endorsements. He has
sailed as an officer aboard ocean going cargo vessels, container ships, passenger vessels, and tankers.
Before becoming a Columbia River Bar Pilot he was in command of a large tanker in world-wide trade.
He has been a Bar Pilot since 1983 and has been a strong advocate for the PNWA. Captain Lewin was instrumental in introducing
technological change for safer pilot transport through the innovative use of helicopters and high endurance pilot boats. He has
also been a force behind the underlying safety culture that creates a reliable, efficient and safe pilot system for the lower river.
Arvid Lyons, Manager, Lewis-Clark Terminal Association
Arvid joined Lewis-Clark Terminal Association as the General Manager in 1987. Previously to this position,
he was the Superintendent for CHS in Kalama from 1982 to 1986. He was also the USDA for FGIS from
1979-1982. In 1977, Arvid graduated from Oregon State and Portland State with a BS in Economics and
Statistics. A few personal notables include biking from Portland to Manzanita, a 1973 winter climb of Mt.
Rainier, 1980 climbed Mt. Hood. In 1986 and 1987 Arvid coached the Lake Oswego Volleyball team. He
is the Past President of the Idaho Grain and Feed Association and the Lewiston Chamber Agriculture
Committee. He and his wife Shari have 2 children.
Paul R. Wemhoener
Paul R. Wemhoener is a recently retired (again) Civil Engineer whose career of public service has spanned
some 40 years. Mr. Wemhoener spent 36 years with the Corps of Engineers. From March 2012 until
September 2015, he was the Port of Walla Walla’s project manager for a $7 million water and sewer
infrastructure project in Burbank Washington. For the past 5 years he has served on the City of Walla
Walla’s Infrastructure Repair and Replacement Citizen Oversite and Review Committee
In 2008 Mr. Wemhoener served as the Chief of the Programs Support Division, Programs Directorate of
Northwestern Division. He retired in 2007 from the position of Deputy District Engineer and Chief,
Planning, Programs, and Project Management Division, for the U.S. Army Corps of Engineers, Walla Walla
District. He has also worked in Omaha, Portland, and Seattle Districts and the former North Pacific
Division. His work experiences have ranged from initial preauthorization studies of water resources development of small flood
damage reduction projects to the deepening of deep draft navigation projects in the Pacific Northwest. From the mid-1990s to
the early 2000s Mr. Wemhoener managed the operation and maintenance of dams in the Missouri River Basin upstream of Omaha
Nebraska. For six years, he was the Project Manager for North Pacific Division's restoration work following the 1980 eruption of
Mt. St. Helens. At age 60 he completed a bucket list item by driving a 16 speed, 36 year old farm truck during the 2008 and 2009
wheat harvest above Lower Monumental Dam on the Snake River.
Mr. Wemhoener was born in Portland, Oregon. He received a Bachelor of Science degree in civil engineering in 1971 from Oregon
State University and is a retired registered Professional Engineer in the State of Oregon. He is a member of the American Society
of Civil Engineers. Mr. Wemhoener and his wife, Sandy live in Walla Walla, Washington.

April Snell is the Executive Director of the Oregon Water Resources Congress (OWRC), a nonprofit association representing irr igation
districts, water control districts, drainage districts, and other agricultural water suppliers around the state who deliver water to roughly 1/3
of all irrigated land in Oregon. OWRC has been promoting the protection and use of water rights and the wise stewardship of water
resources since 1912. Prior to taking the helm as Executive Director in 2012, April served as OWRC’s Interim Executive Director for 5
months and Assistant Director for 4 ½ years. She previously worked at the Oregon Water Resources Department, where she worked
extensively with the Department’s stakeholders and staff on water supply, water conservation, agency budget, and legislative issues.
Before working in the natural resources sector, April provided tutoring and career counseling services to learning disabled college
students. April has a Master’s in Public Administration, Graduate Certificate in Nonprofit Management, and Bachelor’s in Pol itical Science

As PNWA’s Executive Director, Kristin Meira leads the association’s work with Congress, federal
agencies and regional decision makers on transportation, trade, energy and environmental policies and
projects. She serves on the Board of Directors of the National Waterways Conference (NWC), the
Harbors & Navigation Committee of the American Association of Port Authorities (AAPA), the Inland
Water Transportation Committee of the Transportation Research Board (TRB) of the National Academy
of Sciences, the Board of Directors of the Merchants Exchange of Portland, and the Editorial Board of
Inland Port Magazine.
Kristin moved to Portland in 2000 after spending five years on Capitol Hill in Washington DC, where
she worked for U.S. Senator Patty Murray and U.S. Senator Bill Bradley. Prior to joining the PNWA
team in 2002, she worked for several high tech and Internet firms in the Northwest. Kristin’s political
experience also includes work as a legislative assistant for a N.J. State Assemblyman, briefing aide to
N.J. Governor Jim Florio, and work on several campaigns around the nation. Kristin has a BA with a
dual major in Political Science/History and a double major in English from Rutgers University. She

Heather Stebbings joined the PNWA team in 2006. As Government Relations Director, Heather is
PNWA’s primary liaison to federal agency and Congressional staff. Heather is responsible for

Heather graduated in 2000 from the University of Connecticut where she studied Applied
Mathematics. Prior to working at PNWA, she planned and managed events for numerous

Peter joined PNWA in 2015, after two years in Yakima, Washington where he worked as the Yakima
Field Representative for Representative Doc Hastings. As the PNWA Government Relations Associate

Peter graduated from the University of Puget Sound in 2008 with a double major in History/Asian
Studies with a minor in Japanese. He lives in Portland, Oregon.

Tereza Edwards joined PNWA in 2014. Prior to working at PNWA, she worked in development at
several other organizations in Portland. Tereza assists PNWA membership and staff, plans PNWA
events and prepares communications materials.
Tereza graduated from Northern Arizona University, where she received a BA in English. Tereza lives in
Portland, Oregon with her daughter, Callie.
