Overview This position is accountable for the leadership and management of Chisholm Institute’s Foundation College (Business Area). The Manager Foundation College will focus on the effective delivery of high quality educational products and services; developing and executing business growth strategies; managing assets; and ensuring sustainability of the College. This role leads the Institute’s collective offering for Government and fee-for-service funded programs in general education, work education, academic learning skills, employability skills and English language education for diverse cohorts of learners, thereby positioning the Institute as the provider of choice within the region in line with Chisholm Institute’s Vision and Strategic Pillars. The Foundation College enriches the student’s tertiary learning experience by building literacy, numeracy, generic and English language skills for employment and further studies in both on and off shore students. The integration of core skill learnings in vocational training and the promotion and development of resources that initiate and promote access and pathways for all learners determines the scope of Foundation College projects and programs. The Foundation College has a strong internal role to enhance student success by supporting the professional teaching cohort to optimise teaching excellence through enhanced education, resourcing, research and development. As a vocational leader and active participant of the Chisholm Leadership Group, this role will manage the Business Area in the pursuit of educational excellence and business growth. By fostering and developing strong industry and community networks and creating a high performing, respectful and collaborative team culture, the incumbent will plan and drive the Business Area towards delivery of agreed teaching, client and student-centric, and financial outcomes. The incumbent is a key and active participant of the Chisholm Leadership Group who will ensure educational excellence, compliance with industry standards and regulations, manage financial and budget requirements, create business growth and build and maintain a motivated, high performing, respectful working team environment within the Foundation College Business Area Portfolio.

Key Accountabilities Business Growth
Identify appropriate business opportunities aligned to the Institute’s Vision and Strategic Pillars to enhance College service delivery
Build strategic industry and community partnership networks and government agencies based on current and future needs to drive growth, improve educational delivery and enhance the Institute brand reputation
Working collaboratively with the offices of the Chief of Education and the Chief Commercial Officer, prepare business growth plans for the Foundation College Business to diversify and increase fee for service revenue
Prepare commercially focused and industry relevant, high quality education and support solutions in line with specific customer requirements and Government policy to ensure business growth and customer satisfaction
Contribute to tender and bid processes as required to drive business growth and ensure educational excellence
Manage the delivery of the annual business plan and budget, including agreed priorities and targets for Business Development, Cost Management, Business Improvement and Educational Partnerships
Strategic Leadership
Develop strategic business and operational plans and provide input to the overall Chisholm strategy and budget process aligned to the Institute’s vision and strategy
Provide strategic advice to promote growth within the College, to ensure that the Institute continues to be a leading provider in the education sector
In conjunction with other Managers, lead the development of a comprehensive marketing strategy for the College to drive growth and increase program and brand reputation throughout industry
Provide expert advice to the Executive and Associate Directors to promote business growth within the Foundation College and across the Institute
Anticipate, plan and lead new directions in quality education and training delivery, including advocating flexible delivery, such as online learning and workplace modes
Promote the Vision, Values and Goals of the organisation both internally and externally, with professionalism and enthusiasm
Own policy and procedure development for the Foundation College in accordance with the Institute Quality Management System
Ensure compliance with legislation, regulatory standards, government requirements and Institute policies and practices across the business areas to maximise quality and mitigate risk
People Leadership
Establish and lead a team of educational managers, teaching and professional staff to ensure contemporary education course delivery is maintained.

Demonstrate workplace leadership by driving and adapting to change to optimise performance of the College
Proactively identify risk and potential situations that may jeopardise the Institute’s compliance with regulatory standards, or the Child Safe Standards1 and respond in accordance with Institute’s policies and agreed practices
Motivate, coach and manage the team towards the achievement of goals aligning to the Chisholm Strategy, Board KPI’s and Business Area plans
Innovation and Continuous Improvement
Ensure products and services are contemporary, responsive to changing market demands, are commercially sound and embrace technology advancements
Identify systemic and sustainable strategies to drive continuous improvement in operational and business performance
Use strong evidence based research and market intelligence data, to inform the development of new educational product and continually monitor existing program offerings, to ensure content relevance and graduate currency aligns to industry and community stakeholder requirements
Through technology, project and integrated workplace learning, foster innovative methods in blended delivery targeting positive student and educator outcomes, pathways, career opportunities and professional development
Actively promote and drive the development of innovative delivery models to optimise outcomes and to provide a customer centric response to market requirements
Develop and implement a framework and embed systems that visibly promote continuous improvement in professional capabilities, financial performance and client satisfaction
Service Excellence
Lead and actively implement the Institute’s Education Plan teaching and learning practice throughout the College
Ensure that the College meets local, national and international regulatory standards
Manage the College with a clear focus on the achievement of quality learning outcomes for all students, educational consistency and the accurate recording of all student data
Develop and refine systems and processes across the individual disciplines of the portfolio to ensure that adequate systems are in place to enable the best utilisation of financial, physical and human resources
Define and assign responsibility for roles in key program areas to ensure educational consistency and quality control of program delivery across school, Victorian Education and Training (VET) and higher education delivery areas
Identify systemic improvement opportunities and support the development and implementation of solutions to improve operational performance
Monitor performance across the business area and evaluate any identified underperformance
Critically evaluate underperforming areas and/or programs if identified within the College; develop and implement solutions to ensure alignment with Chisholm’s Vision, strategic and operational objectives
Business Alignment
Manage the monitoring and review of all course curriculum to ensure that program delivery is of a high standard and compliant with Australian Skills Quality Authority (ASQA) requirements and the ELICOS National Standards
Work in collaboration with other Business Area Managers to develop and implement a cross-Institute approach and strategy to support and improve student’s LLN, academic and employability (generic skills) and life skills

Ensure systems and processes are compliant, documented and responsive to business, client, contract and regulatory requirements
Commercial Focus
Identify, develop and implement local, national and international programs that maximise fee for service revenue and are market competitive
Drive innovative change to meet growth and Institute performance targets for the business areas
Develop and monitor the Foundation College annual budget with a particular emphasis on ensuring course viability and that external performance measures, staff ratios and teaching loads are managed effectively and always within budget
Monitor the progress of plans and make changes to ensure alignment with the overarching Institute Strategic Plans and associated business and operational plans
Establish effective business performance and reporting metrics to monitor and inform the Associate Directors and Chief of Education
Improve course/program profitability and increase revenue from education and training delivery activity by pursuing commercial and short course opportunities
Collaboration and Partnership
Engage effectively with key stakeholders, internally and externally, to enable both sustainable and growth of commercial performance of the College and the wider Institute
Engage and influence key stakeholders across the Institute to enable endorsement of specific strategies and actions that optimise student engagement and retention
Identify, develop and continually maintain relationships with external agencies, industry associations and networking groups and relevant community service providers to collaborate on design and delivery solutions to drive measurable positive outcomes
Foster and maintain strategic partnerships with Government, Peak Bodies and Industry associations and organisations to maximise growth and partnership opportunities for the Institute
Develop a strong industry focus that informs the development of quality educational products and services, builds business, improves educational delivery and enhances the reputation of the business area and Institute as a whole
Ensure communication with external stakeholders are closely aligned with Institute’s strategy and serve to positively enhance the reputation of the business
Engage with employers, industry and community representatives to support the development of industry current and relevant educational products and delivery, with a focus on building enduring relationships and a reputation as a training provider of choice
Build and maintain strategic relationships, alliances and partnerships with secondary schools, local industry and key stakeholders to promote and enhance product and delivery strategies

Qualifications Essential
Relevant tertiary qualifications, including in Education, Business, Management or related discipline
Desirable

Significant previous experience in a management role in an education environment
Proven capacity to drive business and operational planning, delivery and performance
