Features of use of the X-Ray systems
1. For non-intrusive control the Customs authorities of the Republic
of Belarus use only systems which were subjected to sanitary
and hygienic expertise and which correspond to all qualifying
standards in the sphere of protection of the rights of consumers
and wellbeing of the person.
2. Use of systems is carried out only in special areas of the BCP
agreed by competent governmental authorities where the
sanitary protection zone is created.
3. Authorized bodies in the field of radiation safety carry out
periodic checks of systems to verify that they ensure radiation
safety.
4. Applied systems do not represent health hazard for drivers after
scanning.
5. In technical documentation there are no restrictions for quantity
of x-ray inspections for one vehicle.

Legal base and requirements
1. For legal regulation of use of X-ray systems the State customs
committee of the Republic of Belarus accepted the Instruction
about order of carrying out customs inspection with application
of X-ray systems.
2. By the Instruction it is established that customs inspection is
carried out on the basis of risk analysis and management
system.
3. Operation of X-ray systems is carried out in accordance with
requirements of operational documentation and with observance
of requirements for radiation safety and the labor protection
established by the legislation of the Republic of Belarus.
4. Customs inspection with X-ray systems is not carried out:
- if dimensions of the vehicle and (or) goods do not correspond
to technical capabilities of system;
- if transported goods can not be subject to influence of x-ray
radiation according to the Annex to the Instruction (about 20
items). 20

• Live animals, live fish
• Eggs for incubation of home or other birds, fertilized fish eggs
• Animal embryos
• Vaccines
• Cultures of microorganisms
• Antisera and other blood fractions and modified immunological
products, whether or not obtained by means of biotechnology
• Conditionally pathogenic and pathogenic genetically engineered
organisms
• Prepared culture medium for growing or maintaining of activity of
microorganisms (including viruses and the like) or plant cells, human or
animal
• Diagnostic or laboratory reagents on a substrate prepared, diagnostic or
laboratory reagents on a substrate or without addition of heading 3006,
certified reference materials
• Human organs and tissues
• Blood and its components

Personnel and duties

1. For the operation of the X-Ray system we establish shifts (teams) of 3
or 4 persons, namely, movement-operator organizing the movement of
vehicles in the work zone; driver-operator and the operator-analytics for
the analysis of X-ray pictures. Between them it is appointed the senior of
the shift, who organizes the deployment and operation of the system.
2. Each officer has well-defined duties. For example, the movement of the
vehicle into work zone and departure from is permitted only by the
movement-operator, who stops the vehicle at the entrance to the work
area, makes the preliminary interview of the driver and instructs him on
how to move in the territory of the working area (the need for setting the
vehicle on the hand brake, turn off the engine and leaving the vehicle with
passengers).
Deploying the X-Ray system and order of use

1. Deploying the X-Ray system is carried out on a surface (scanning area) around
which sanitary-protective zone is created (the work area) and visibly marked.
2. Steps of the use of the X-Ray system:
First step - vehicle preparation for X-ray scanning:
- vehicle entrance to the scanning area;
- oral interviewing of the driver about presence in the vehicle of goods which cannot be
subject of X-ray scanning,
- instruction of the driver about the order of movement in the territory of the X-Ray
system working area;
- visual inspection of the vehicle in order to determine its size and possibility to scan it
- verification of the information about the vehicle that arrived for the X-ray scanning;
- issuance of the permission to enter the working area;
- removal of the driver and passengers out of the working area;
Second step - X-ray scanning of the vehicle;
Third step - departure of the vehicle from the work area.

Prospects

2013-2014 - two systems will be established at
the expense of the European Union within the
Program of transboundary cooperation “Lithuania
– Latvia – Belarus” in BCPs "Grigorovshchina" and
"Privalka";
In the long term perspective: we are going to
install scanning systems at the largest railway
transfer stations “Gudogay" (the Belorussian-
Lithuanian direction), "Polotsk" (the Belorussian-
Latvian direction) and "Brest-east" (the
Belorussian-Polish direction)
Risk of violation of the rules of the international transit remains rather high.
Ensuring balance between simplification and control is one of the major tasks of customs authorities.
Use of non-intrusive methods for customs control reduces the number of physical inspections of trucks, increases effectiveness of control, reduces the time for its carrying out.
Use of non-intrusive methods for customs control meets interests of both sides: customs and transport operators.
X-ray scanning systems should be used in accordance with standards ensuring health protection of drivers and protection of the transported goods.
